Housing Affordability Act

Introduced April 30, 2025

AI-Generated Summary

Updated November 24, 2025 at 12:53 AM UTC

The Housing Affordability Act updates the multifamily loan limits under Title II of the National Housing Act. Starting July 1, 2025, the Secretary will adjust loan limits each year using the percentage change in the Census Price Deflator Index for multifamily units under construction, and will publish the adjustments in the Federal Register. The bill raises a series of dollar‑amount limits for various loan programs, affecting lenders, developers, and borrowers of multifamily housing projects.

Key Provisions

  • Sets a new start date of July 1, 2025, for annual loan‑limit adjustments and ties the calculation to the Census Price Deflator Index.
  • Requires the Secretary to publish any adjustments in the Federal Register and to round the dollar amount down to the nearest whole dollar.
  • Increases the specific loan‑limit dollar amounts in multiple sections of the National Housing Act (e.g., sections 207, 213, 220, 221, 231, 234) to higher figures such as $167,310, $185,328, $221,364, etc.
  • Applies the new higher limits to all affected multifamily loan programs, thereby expanding borrowing capacity for developers and lenders.
