AI-Generated Summary

Updated November 24, 2025 at 12:24 AM UTC

The bill seeks to prevent any changes to the Medicare and Medicaid programs from being made using the budget reconciliation procedure. By expanding the prohibition in the Congressional Budget Act to explicitly include these two health programs, any future legislation that tries to modify Medicare or Medicaid would have to go through the regular legislative process instead of the faster reconciliation route. This affects all lawmakers and agencies that might consider using reconciliation to alter these programs.

Key Provisions

  • Amends the Congressional Budget Act’s Section 310(g) to add Medicare (title XVIII) and Medicaid (title XIX) to the list of programs that cannot be altered through the budget reconciliation process.
