The Community Investment and Prosperity Act lets the main banking regulators increase how much money banks can invest in projects that serve the public good. It changes existing law to raise the investment ceiling from 15 % to 20 % of a bank’s assets, giving banks more flexibility to fund community‑benefiting activities.

Key Provisions

  • Amends the Revised Statutes (section 5136) and the Federal Reserve Act (section 9) to raise the cap on the total amount of investments that national banks and state member banks can make for public‑welfare purposes from 15 % to 20 % of their assets.
  • Authorizes the Comptroller of the Currency and the Federal Reserve Board to implement the higher investment limit.
