ACA Marketplace Integrity Act

Introduced December 4, 2025

AI-Generated Summary

Updated December 10, 2025 at 3:21 PM UTC

The ACA Marketplace Integrity Act sets a floor on how much a person receiving a premium tax credit must pay each month for their health coverage, ensuring they pay at least $5. It also adds new verification steps—such as a government‑issued photo ID for anyone 18 or older and any other documents the CMS administrator requires—before someone can enroll in a qualified health plan. The changes are meant to improve the integrity and affordability of the health‑insurance marketplace for individuals who receive tax credits.

Key Provisions

  • Limits the premium assistance amount so that a taxpayer’s monthly premium payment cannot be reduced below $5, establishing a minimum payment for those receiving premium tax credits.
  • Requires enrollment verification that includes a government‑issued photo ID for each enrollee over 18 and any additional documentation the CMS administrator deems necessary.
  • Enacts the June 25, 2025 final rule titled “Marketplace Integrity and Affordability,” making it law.
