Introduced December 9, 2025

AI-Generated Summary

Updated February 11, 2026 at 12:04 PM UTC

The Western Refined Fuel Reserve Act of 2025 directs the Energy Secretary to create a new storage reserve for gasoline, diesel and jet fuel in the western United States, adding to the existing Strategic Petroleum Reserve. The reserve must be set up within six months, using a salt‑cavern site, and filled to at least three‑quarters of its minimum capacity over five years. It can be tapped in emergencies to help western states facing fuel shortages, and the Secretary must report annually on its status and future needs.

Key Provisions

  • Defines a “Refined Fuel Storage Reserve” as a salt‑cavern facility that can hold gasoline, diesel and jet fuel, and limits the program to the western states of AZ, CA, ID, MT, NV, OR, UT and WA.
  • Requires the Energy Secretary to establish the reserve within six months of the law’s enactment, selecting one suitable storage site in the West based on proximity to distribution systems, import dependence, shortage risk, distribution speed and cost.
  • Sets minimum storage capacities of 5 million barrels of gasoline, 3 million barrels of diesel and 2 million barrels of jet fuel, and mandates that the reserve be filled to at least 75 % of those amounts within five fiscal years using appropriated funds and emergency‑sale revenues.
  • Allows the Secretary to draw down fuel from the reserve during emergencies or supply disruptions to aid the western states, and to work with state and local governments for additional non‑federal storage.
  • Requires an annual report to Congress, starting one year after enactment, evaluating the reserve’s operations, procurement methods, and recommending future actions.
