NOPE Act of 2026

Introduced April 28, 2026

AI-Generated Summary

Updated May 9, 2026 at 6:01 AM UTC

The NOPE Act of 2026 amends the Countering America’s Adversaries Through Sanctions Act to give Congress broader oversight of U.S. sanctions aimed at the Russian Federation. It adds energy‑related sanctions—such as those on Russian oil, gas, and petroleum products—to the list of actions Congress must review, and it ties the review period to a certification that Russia has ended its war in Ukraine and agreed to a peace settlement. The bill also creates limited exceptions for urgent energy‑transport or humanitarian actions during the review window.

Key Provisions

  • Expands the types of sanctions subject to congressional review to include any executive order related to the national emergency on Russian activities.
  • Adds energy‑related sanctions (crude oil, petroleum products, natural gas, and other Russian energy products) to the list of actions Congress must review.
  • Sets a review period that ends when the Secretary of State, in consultation with Treasury, Defense, and Intelligence, certifies that Russia has ended its war in Ukraine and committed to a just peace settlement with compensation for Ukraine.
  • Creates an exception allowing certain urgent actions involving Russian energy products—such as crew safety, emergency repairs, environmental protection, or mitigating economic impacts in other countries—to proceed during the congressional review period.
