The Rural Depositories Revitalization Study Act directs the main federal banking regulators and the National Credit Union Administration to conduct a study on how to strengthen banks and credit unions that serve rural communities. The study must look at ways to boost growth, capital strength, and profitability, and identify any existing laws or regulations that hinder those improvements or the creation of new rural institutions. Findings are to be reported to Congress within one year of the law’s enactment.

Key Provisions

  • The Federal Reserve Board, the Office of the Comptroller of the Currency, and the FDIC must jointly study methods to improve the growth, capital adequacy, and profitability of rural depository banks, and pinpoint any statutes or regulations that limit those methods or the establishment of new rural banks.
  • The National Credit Union Administration must conduct a similar study focused on rural credit unions, identifying ways to enhance their growth, capital adequacy, and profitability and any legal or regulatory barriers.
  • Both the banking agencies and the NCUA must submit a comprehensive report of their findings to Congress no later than one year after the act becomes law.
