SCALE Act of 2026

Introduced June 22, 2026

AI-Generated Summary

Updated June 25, 2026 at 4:23 AM UTC

The Supporting Conservation through Advancing Local Efforts (SCALE) Act adds a new section to the Food Security Act of 1985 that provides federal grant money to states and Indian tribes to improve soil health and wildlife habitat on agricultural lands. The program runs from fiscal years 2027 through 2031, offering up to $10 million per year per eligible recipient for five‑year projects, with matching fund requirements and performance‑based oversight. It aims to support technical assistance, research, education, and other conservation activities without imposing additional USDA conditions on existing state or tribal programs.

Key Provisions

  • Creates a new grant program (the SCALE Act) that gives eligible states and eligible Indian tribes up to $10 million per year for five‑year periods to run soil‑health and wildlife‑habitat projects on agricultural land.
  • Grants are funded from the Commodity Credit Corporation at $50 million per fiscal year from 2027‑2031.
  • States must match the federal money dollar‑for‑dollar, but the Secretary can reduce the federal share proportionally if a state cannot provide the full match.
  • Tribes may apply on their own or be incorporated into a state’s application, and must meet performance measures they set for their programs.
  • Grant funds can be used for technical assistance, financial aid, on‑farm research, education, monitoring, and other activities the Secretary deems appropriate; they cannot be used to replace existing state or tribal funding.
  • Administrative costs are limited to 3 % of total funds for the USDA and 7 % for the recipient state or tribe.
  • Recipients must submit annual audit results, and non‑compliance can lead to disqualification from future grants.
