This bill amends the Federal Water Pollution Control Act to create a grant program that helps replace or upgrade small, single‑family cesspools in Hawaii. The grants cover most of the cost and are aimed at households that meet state affordability criteria. The program is run by the EPA Administrator and provides funding for new septic systems, connections to treatment plants, or community‑scale wastewater solutions, along with related training and outreach.

Key Provisions

  • Defines “eligible individual” as a household member in a municipality that meets state affordability standards.
  • Grants can be given to the State of Hawaii or a qualified “responsible management entity” to cover 75% of costs for converting cesspools to septic tanks, connecting homes to treatment works, or creating community‑scale wastewater systems.
  • Funding also supports workforce development, technical assistance, and education on wastewater management.
  • Prioritizes projects that pose the greatest risk to human health and the environment.
  • Authorizes up to $20 million per fiscal year from 2028 through 2032, with no more than 2% of each year’s funds used for administrative costs.
