The bill adds a new Hawaiian Islands Program to the Federal Water Pollution Control Act. The program, run by the EPA, will focus on clean‑water challenges unique to Hawaii, such as failing wastewater systems, groundwater contamination, and coastal wetland degradation. It creates a dedicated office in Hawaii, a director, and a management conference to develop and update a comprehensive action plan, and it earmarks federal funding to support projects and research.

Key Provisions

  • Creates a Hawaiian Islands Program within the EPA, with an office located in Hawaii and a director appointed by the EPA Administrator.
  • Requires the director to convene a management conference of federal, state, local, nonprofit, and Native Hawaiian stakeholders to develop a comprehensive action plan within three years.
  • The action plan must prioritize converting small‑capacity cesspools, restoring aquifer water quality, and monitoring and managing coastal wetlands to reduce pollution, erosion, and flood risk.
  • The management conference must update the action plan at least every five years and produce an annual priority list of projects to be funded.
  • Authorizes up to $50 million per fiscal year for FY 2028‑2032 to fund grants, contracts, and other agreements for the identified projects, with a maximum of 4% of each year’s funds allowed for administrative costs.
