The No United States Aid for Terrorism Act would stop all U.S. foreign aid, loans, and debt relief to the Palestinian Authority, Hamas and any other Palestinian governing bodies in the West Bank and Gaza unless the President certifies each year that those entities have met a set of political and security conditions, such as recognizing Israel and renouncing terrorism. The bill also requires the State Department to produce a detailed human‑rights report on those entities.

Key Provisions

  • Requires the Secretary of State to deliver a report on the human‑rights practices of the Palestinian Authority, Hamas and any other Palestinian governing entity within 30 days of the law’s enactment.
  • Prohibits any direct U.S. assistance, loan guarantees, or debt relief to the Palestinian Authority or other Palestinian governing entities, and to any international organization that assists them, unless an annual presidential certification is made.
  • The presidential certification must state that the entity has publicly recognized Israel, renounced terrorism, removed terrorist‑linked personnel from security forces, stopped anti‑American/Israel incitement, renounced Hamas and the Oct. 7 attacks, and honored prior diplomatic agreements.
