Updated October 9, 2026 at 3:43 AM UTC

The SPR Readiness and Long‑Term Modernization Act updates how the Strategic Petroleum Reserve is managed. It removes existing legal requirements that force the Reserve to be drawn down or sold under certain conditions, and it directs the Energy Secretary to conduct a comprehensive review and create a long‑range plan for the Reserve’s role, size, and capabilities. The bill also changes reporting rules so the government provides more frequent and detailed updates on the Reserve’s status.

Key Provisions

  • Repeals two statutes that required mandatory drawdowns or sales of the Strategic Petroleum Reserve: Section 3009 of the America’s Water Infrastructure Act of 2018 and Section 90002 of the Infrastructure Investment and Jobs Act.
  • Mandates that, within 180 days of enactment, the Secretary of Energy complete a strategic review of the SPR and submit to Congress a detailed action plan outlining short‑ and long‑term roles, whether current legal authorities are sufficient, optimal capacity and location, and the resources needed for sustained operation.
  • Amends the Energy Policy and Conservation Act to require semiannual reports to the President and Congress that include impacts on wells, caverns, and related facilities, and to clarify reporting periods and content.
  • Makes a series of technical and conforming amendments to various sections of the Energy Policy and Conservation Act (definitions, paragraph numbering, and minor wording changes) to align the law with the new priorities.
