The bill proposes to change the immigration law so that children born in U.S. territories will not automatically receive U.S. citizenship if their mother is not legally present in the territory and their father is neither a U.S. citizen nor a lawful permanent resident. This amendment would affect newborns in territories such as Puerto Rico, Guam, the Virgin Islands, American Samoa and others, limiting citizenship eligibility based on parents’ immigration status.
