This joint resolution uses the congressional‑disapproval authority in the Administrative Procedure Act to reject an EPA decision that allowed California to implement its own stricter vehicle‑emission standards under the Advanced Clean Cars II program. By disapproving the rule, Congress aims to prevent the waiver from taking effect, impacting California’s ability to enforce its standards and affecting auto manufacturers that would have had to meet those standards.

Key Provisions

  • Congress formally disapproves the EPA rule that grants California a waiver to enforce its own advanced clean‑car emissions standards, stating that the rule will have no legal effect.
