That Congress disapproves the rule submitted by the Environmental Protection Agency relating to California State Motor Vehicle and Engine and Nonroad Engine Pollution Control Standards; The Omnibus Low NO_X Regulation; Waiver of Preemption; Notice of Decision (90 Fed.
