Executive Order 12938 of November 14, 1994

Proliferation of Weapons of Mass Destruction

Sec. 9Judicial Review

This order is not intended to create, nor does it create, any right or benefit, substantive or procedural, enforceable at law by a party against the United States, its agencies, officers, or any other person.

Sec. 10Revocation of Executive Orders Nos

12735 and 12930. Executive Order No. 12735 of November 16, 1990, and Executive Order No. 12930 of September 29, 1994, are hereby revoked.

Sec. 11Effective Date

This order is effective immediately.

This order shall be transmitted to the Congress and published in the Federal Register.
