Mr. Speaker, I rise to recognize and congratulate Shiloh Baptist Church Old Site on 170 years of service to the community.

This remarkable milestone is a testament to the thousands of congregants who, through their unwavering faith and love for their neighbors, have helped build a legacy of service at the church.

For 170 years, Shiloh Old Site has been an advocate for justice, equality, and perseverance. Throughout the years, this community has been a catalyst in halting the spread of racial injustice in the city of Fredericksburg and has worked tirelessly to provide supplemental education to Black residents to offset the shortfalls of a racially segregated educational system. Through its ministries and its purpose- driven youth mission, the church works to provide families and children with programming that nurtures a community service mindset.

Shiloh Old Site is a pillar of the Fredericksburg community--always ready to lend a helping hand to those in need. The community's commitment to Fredericksburg and its residents is both inspiring and humbling.

Mr. Speaker, I ask my colleagues to join me in congratulating and thanking Shiloh Baptist Church Old Site on 170 years of dedicated service to the Fredericksburg community. I look forward to celebrating their continued success and contributions to Virginia in years to come.

Mr. Speaker, I rise today to recognize the courage and the sacrifice of the brave law enforcement officers who work each day to keep our communities safe and to honor those who have given their lives.

This week, as we commemorate Police Week, a week of appreciation and of solemnity that was first honored and created back in 1962, when President Kennedy designated May 15 as Peace Officers Memorial Day and the week in which it falls Police Week, we know that this week draws between 25,000 and 40,000 attendees from across the Nation, including from Virginia; people who come to honor the sacrifice and the service of their fellow officers and their family members.

I grew up in a law enforcement household. My father was a career law

enforcement officer, and I grew up with a deep appreciation of those who commit themselves to service. I stand here today during National Police Week to recognize every officer who works to keep Virginia's communities safe.

I am proud to represent many brave men and women who have answered the call to serve their fellow Americans, their neighbors, and our communities, and I am grateful for their service and their sacrifice.

This week, we remember with reverence their colleagues and friends who have laid down their lives in the line of duty. We owe these heroes a debt of gratitude that can never fully be repaid. Their legacies live on in the continued dedication of the officers who served alongside them and the families who mourn and miss them.

In Congress, I will continue to advocate for legislation to support our local police departments and sheriff's departments in carrying out the vital mission that they hold in our communities.

Together, we can honor their dedication to duty by connecting them with the resources, the training, the support, and everything necessary for them to perform their jobs effectively, and importantly, to get home safely.

To all those who wear the badge, I offer my deepest gratitude. This week and every week, we extend our appreciation to the men and women who continue to serve, and we remember those who did not come home. May their sacrifice never be forgotten, and may their legacies continue to inspire the next generation to serve and protect.

Honoring the Life of Terry Anderson

Mr. Speaker, I rise to honor the remarkable life and the legacy of a former constituent, Mr. Terry Anderson.

When I was first running for Congress, I had the occasion of meeting someone who was known to be a local advocate and a local activist, but the name was familiar to me, Terry Anderson. I met with this gentleman, and I heard his story. It was one that was familiar to me from my childhood and one that was familiar probably to many of you.

In 1985, Mr. Anderson became quite well known the world over when he was kidnapped in Lebanon and held hostage by Hezbollah until his release in the very late days of 1991.

He was kidnapped when he was a reporter for the Associated Press. He was a correspondent who fearlessly pursued truth in some of the world's most volatile regions. His commitment to on-the-ground eyewitness reporting was unwavering.

This continued his path as he had begun his inquisitive time in life through his service in the Marine Corps where he rose to the rank of staff sergeant, and he saw combat during the Vietnam war.

It was from this time when he was in captivity in Lebanon that he brought back home a support for those who continue the mission of collecting knowledge, who continue the mission of reporting hard facts on the ground.

Mr. Anderson continued to advocate for press freedom worldwide throughout the remainder of his career. Once he returned back home to the United States, he lived in many places. He even once ran for elected office in Ohio. He taught university-level journalism. He opened a few restaurants, a horse ranch, and a blues bar. For a time, he lived on a farm in Orange County, Virginia, which is when I had the opportunity to meet him, and, frankly, eat some of his extraordinary cooking.

Terry was a man of many interests. He was a man of great passion. He was a man who loved and spoke often of his children. He was a man who inspired me. I am grateful I had the opportunity to meet him, to learn from him, and upon his passing, I wish his family the very best.

Towards the end of his life he once remarked: I have lived so much, and I have done so much; I am content. His legacy has left an indelible mark on our world. His resilience and his courage have set an example for so many of us. I ask my colleagues to please join me in remembering Terry Anderson.

Mr Speaker, I rise to recognize the Madison County community for its valiant and courageous spirit.

On October 24, 2023, Madison County first responders began the difficult task of containing the Quaker Run fire. The following day, Madison County declared a local emergency after the fire continued to burn and eventually spread into Shenandoah National Park. As the fire continued to grow and weather conditions continued to work against first responders, it was inspiring to watch local residents and volunteers come together--soon, local news stations and articles began to highlight these efforts and the contributions made by these brave individuals who assisted first responders in navigating the steep and difficult terrain to contain the fire.

Unreliable cellphone service added to the uncertainty. In response to this, Verizon provided a mobile site for emergency personnel to use to facilitate and coordinate communication. It also allowed the Virginia Department of Forestry to generate maps on site that proved useful in helping organize the efforts on the ground to contain the fire.

In the face of adversity, the community came together to protect neighboring areas

and help Madison County in its efforts to contain the Quaker Run fire. Notably, volunteers--many of them local farmers and bear hunters-- helped install large containment lines to keep the fire away from the community and also helped distribute food and water. The collaborative effort between the Virginia Department of Forestry, Virginia Department of Emergency Management, Virginia National Guard, National Park Service, USDA Forest Service, local fire and emergency services, law enforcement, and more than 140 volunteers and nearly 20 fire and EMS companies is a true reflection of the caring individuals who lent their time and a helping hand to assist in containing the fire and keeping Madison County residents safe.

On November 3, 2023, the fire had spread to roughly 1,500 acres. On November 9, 2023, the State of Virginia declared a state of emergency. Finally, on November 17, 2023, the Quaker Run fire was declared 100 percent contained with about 3,397 acres of private, state, and federal lands affected by the fire. The efforts made by volunteers and first responders from Madison County and across the Commonwealth were crucial to preventing further damage and ensuring the safety of residents.

Mr. Speaker, I ask my colleagues to join me in thanking and celebrating the courageous men and women who came together--from volunteers to first responders--to help their neighbors and provide support to one another as they fought to contain the Quaker Run fire. Their unwavering commitment to helping their community during this time of need is a source of inspiration and I am honored to represent them in Congress.

Mr. Speaker, I rise to congratulate the Town of Dumfries on its 275th anniversary.

This year we celebrate the 275th Anniversary of the Charter Day of the Town of Dumfries, Virginia. Virgina's oldest continuously chartered town, the Town of Dumfries has a vast and storied past dating back to as early as 1690 when Mr. Richard Gibson erected a gristmill on Quantico Creek. The Virginia General Assembly established Dumfries as the first of seven townships in Prince William County and officially awarded the town its charter on May 11, 1749. The Town of Dumfries was founded on 60 acres of land provided by Mr. John Graham, who named the town after his birthplace, Dumfriesshire, Scotland.

In Colonial America, Dumfries received tobacco and served as the second leading port--rivaling New York, Philadelphia, and Boston. For more than 15 years, Dumfries maintained its operations as a leading port. In June 1774, a resolution protesting taxation without representation was authored in the town at the Dumfries Courthouse. During the Revolutionary War, local men in Dumfries served as part of the Prince William County militia under Colonel Henry Lee, and the Town itself served as a holding place for Hessian officers held as prisoners and where Continental troops were inoculated for smallpox.

Today, the Town of Dumfries is growing rapidly. This growth can be traced back to the dedicated town staff, local elected officials, and the many residents who call Dumfries home and who work hard to make Dumfries a destination. Filled with charm, history, and many thriving small businesses, Dumfries, Virginia continues to add to the story that started 275 years ago.

Mr. Speaker, I rise to celebrate the 150th anniversary of Elk Run Baptist Church.

Today, I am honored to celebrate the Elk Run Baptist Church community, which since 1874 has built a legacy of service. The community first met under a chestnut tree located near the home of the late Deacon Henry Spotswood, Sr. in Madison County, Virginia. Soon after, Reverend Frank Tibbs became the church's first pastor.

Through the decades, Elk Run Baptist Church has faced trying times, such as a fire in 1954 that destroyed the church and displaced congregants for two years. However, in the face of adversity, this resilient community responded with tenacity and devotion. Today, Elk Run Baptist Church is known for having a welcoming and service-minded congregation that continues to provide support to its members through its worship and programming.

Elk Run Baptist Church has been a steadfast pillar of hope for Madison County and its residents. Under the current leadership of Reverend Maurice Evans, Elk Run Baptist Church has continued to have a positive impact on the Madison County community--from partnering with Virginia Food Ministry to feed the community to making sure their church is a safe haven for all who need it.

Mr. Speaker, I ask my colleagues to join me in honoring and celebrating Elk Run Baptist Church on their 150th anniversary. I am honored to represent the families and individuals who make up the Elk Run Baptist Church community and look forward to celebrating their continued success for years to come.

Mr. Speaker, I rise to recognize the EmpowerMEnt Leadership Institute of The House, Inc. and their work to improve the lives of pre-teens and teens in the Greater Washington, D.C. area.

The House, Inc. hosts out-of-school time programs for pre-teens and teens in the Washington, D.C. Capital Region focusing on youth leadership development and social justice. Its EmpowerMEnt Leadership Institute, in partnership with the University of Virginia Darden School of Business, is a resource to develop the newest generation of youth activists, creators, and innovators and connect young people with more tools, more resources, more attention, and more inspiration.

It is my privilege to join The House, Inc. in recognizing the achievement of its Class of 2024 as they prepare to engage with issues of our time. Each of the following changemakers have demonstrated tenacity and a joy for learning and commitment to growth: Johanna Jarrett, Sophia Kona, Andrew Curry, Kayla Warren, Kesten Watson, Miles Woodard, Naiya Alexander, Nathan Warner, Jr., Garrett Mixon, Larry Copeland, Lauren Fain, Mia Patton, Treyvon Smith, and Jaelyn Young.

Mr. Speaker, I rise today to honor the impactful career of Culpeper Town Councilwoman Meaghan Taylor. Councilwoman Taylor has been a fixture of the Culpeper community throughout her years both as a resident and public servant of the community.

Mr. Speaker, I rise to thank Ms. Sharon Stone for 35 years of dedicated service to our Nation,

Ms. Stone, known as ``Sherry'' by friends and family, has made outstanding contributions to our country for more than three decades as part of the U.S. Department of Defense (DoD).

Ms. Stone's career with the DoD started in 1989 with Army Medicine in Europe where she served for 10 years and played a pivotal role in implementing centralized medical business operations across Army Europe, aligning personnel, workload, and financial systems. In 1999, she was named the Army Medical Expense and Reporting Program Manager. As Program Manager, she provided crucial medical cost accounting education and training to Army military treatment facilities, significantly impacting the Medical Expense and Performance Reporting System.

In 2004, Ms. Stone spearheaded the development of the U.S. Army Medical Command (MEDCOM) Performance Planning Program, translating strategy into action and facilitating the budget allocation of $6.3 billion for healthcare delivery. In February 2018, Ms. Stone received recognition from the Chief of Staff of the U.S. Army for her contributions to MEDCOM and the Army.

Finally, in December 2018, Ms. Stone was requested to lead, develop, and implement the Defense Health Agency's Quadruple Aim Performance Planning process. Since then, Ms. Stone created a single, integrated, transparent process to align military treatment facilities with the Defense Health Agency's priorities. Ms Stone received the DoD Spirit of Service Award for her display of honor, integrity, and excellence through outstanding support as a public servant to the U.S. Department of Defense in recognition of her work.

Throughout her career, Ms. Stone has trained over 30,000 personnel across the Military Health System. Her commitment to service and her passion for sharing her knowledge and skills have proven to be valuable assets to her team. Her contributions have had a profound and positive impact on the Military Health System.

Mr. Speaker, I ask my colleagues to join me in celebrating and thanking Ms. Sharon Stone for 35 years of service to our country, and in wishing her the best in her retirement.

Mr. Speaker, I rise to congratulate Virginia Foothills Distillery and Company on their grand opening.

Located in Orange County, Virginia, Virginia Foothills Distillery and Company is a blossoming business owned and operated in part by Charles ``Chuck'' Reinhold. Chuck is a dedicated business owner and partner who brings valuable knowledge to his team through his service to our country.

Previously serving in the U.S. Army and Virginia National Guard, Chuck continues to serve his country as a Colonel in the U.S. Army Reserves while operating his business. He has answered the call to serve time and again--from Operation Noble Eagle, to Operation Enduring Freedom, to Operation Enduring Resolve. He was also mobilized in response to the COVID-19 pandemic and provided support to countless communities following various natural disasters. Today, he continues to serve the American people through his position with the Cybersecurity and Infrastructure Security Agency. During his free time, he serves as a volunteer firefighter with the Gordonsville Volunteer Fire Company and as a board member for the Orange County Chamber of Commerce.

Virginia Foothills Distillery and Company is a wonderful example of the contributions of our Veterans. I am proud to celebrate the hard work and effort that Veterans like Chuck continue to pour into our communities--making them stronger and more vibrant.

Mr. Speaker, I ask my colleagues to join me in celebrating Charles ``Chuck'' Reinhold and the Virginia Foothills Distillery and Company team. I look forward to celebrating all that they will accomplish in the future as they work to grow and expand their footprint in Orange County, Virginia.

Mr. Speaker, I rise to honor and celebrate the life of Lieutenant Colonel Paul Philadelphia Harris, who passed away at his home on Saturday, February 17, 2024.

Lt Col Harris was born here, in Washington, D.C., to two loving parents. He grew up in Satellite Beach, Florida before making the decision to enlist in the U.S. Marine Corps. As a Marine, he served at home and overseas in Syria, Israel, Lebanon, and Jordan.

A lifelong learner, Lt Col Harris devoted much of his free time to education. While enlisted, he earned a bachelor's degree in psychology and master's degree in logistics on his own time.

His dedication to excellent service and to his country was evident. He served as a Marine for 30 years and rose through the ranks from Private to Lieutenant Colonel Electronics Maintenance Officer. He also served as a Marine Security Guard and bravely completed two tours in Okinawa, Japan, as well as a deployment to Southwest Asia as part of the Global War on Terrorism. Throughout his service, Lt Col Harris earned various awards--including four Expert Rifle Badges, three Expert Pistol Badges, three Meritorious Service Medals, three Navy and Marine Corp Commendation Medals, as well as Kuwait Liberation Medals for both Kuwait and Saudi Arabia, four Southwest Asia Service Medals, three Marine Corps Good Conduct Medals, and a Marine Security Guard Ribbon. Prior to his retirement in October 2005, he was awarded many unit commendations in recognition of his exceptionally meritorious conduct in performance of outstanding achievement. After retiring from the service, he continued to provide insight and brought his expertise to various roles as a government contractor.

Paul's love for dogs was well-known and he devoted much of his time to caring for his wife Marty's service dogs. He was often seen walking Sergeant III throughout the neighborhood in the early mornings. During his free time, he volunteered at the local SPCA, providing animals in the shelter with love and care.

Mr. Speaker, I ask my colleagues to join me in celebrating Lieutenant Colonel Paul Philadelphia Harris' life and legacy of service. He will be greatly missed by his friends and loving family who will remember him for his kindness, courage, and strength.

Mr. Speaker, I rise to recognize the Orange County Chamber of Commerce and to congratulate them on a century of unwavering dedication to the prosperity and success of businesses in Orange County, Virginia.

Over the last 100 years, Orange County's businesses and entrepreneurs have benefitted from the network and expertise provided by the Orange County Chamber of Commerce. A cornerstone of Orange County, the staff and members of the Chamber have been a vital force--driving economic growth, fostering innovation, and championing the spirit of entrepreneurship across Orange County.

Notably, the Orange County Chamber of Commerce has encouraged collaboration through their signature events--the Orange Street Festival and the Orange Uncorked Wine Festival. These events have not only helped nurture countless businesses and forged valuable relationships within the community, but they have also provided families across Orange with memorable experiences and fun activities.

Today, the Chamber boasts a membership of more than 280 Virginians. Each member, alongside Chamber staff, leadership, and volunteers, has contributed to the success and longevity of the Orange County Chamber of Commerce. As their Representative, I wish to extend my greatest appreciation for the work the Orange County Chamber of Commerce does to support the local economy and improve the lives of residents in and around Orange County.

Mr. Speaker, I ask that my colleagues join me in congratulating the Orange County Chamber of Commerce on 100 years of service to Orange County, and in celebrating their growth, resilience, and commitment to excellence. I look forward to all they will accomplish in years to come.

Mr. Speaker, I rise to recognize the Culpeper Volunteer Fire Department, Company 1 for their 100 years of dedicated service toward their mission to aid in the preservation and protection of life and property from and during fires, and their commitment to the Culpeper community.

The Culpeper Volunteer Fire Department was born from a desire to help neighbors in need. Chartered in January 1924, the department was first led by Chief J. William Swan and was comprised of 19 volunteers ready to answer the call. In their early days, they relied on their 1923 American LaFrance Brockway ``Torpedo'' Engine, which they housed on the ground floor of the Municipal Building. Volunteer firefighters used canvas coats with leather gloves bought at local hardware stores, and some donned World War I metal helmets or construction helmets to fight fires. It was not until the early 1950s that Culpeper volunteer firefighters got their first official fireproof gear. Soon after, they relocated to West Davis Street where they are still located today.

The Culpeper Volunteer Fire Department is a unique and treasured organization. Made up completely of volunteers from all walks of life, these brave individuals respond to emergencies in their community in their spare time. Through their service, they provide fire protection and life-saving aid to more than 54,000 Culpeper County residents and cover 383 square miles.

What began as a dream to help their neighbors has grown into a strong organization that continues to uphold the founding mission set 100 years ago--``to provide emergency services to the citizens of our entire community . . . achieved through our principles of commitment, education, recognized standards, and professionalism.'' Today they boast a membership of 65 volunteer firefighters. In 2023, they answered 913 calls with a fleet composed of an engine, a pumper, a rescue engine, and more, all purchased with the help of their community through fundraising and donations.

Mr. Speaker, I ask that my colleagues join me in commending the work and commitment to services that Culpeper Volunteer Fire Department, Company 1 has carried out over the last 100 years. Their service to the community is invaluable, and I wish them the best as they continue their work to help our neighbors when they most need it.

Mr. Speaker, I rise to recognize the 39th Annual Martin Luther King, Jr. Youth Oratorical Contest, hosted by the Prince William County Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated.

Each year, the members of the Prince William County Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated invite community members to gather on Martin Luther King, Jr. Day to celebrate and reflect upon his life and his legacy. The pinnacle of this event has become the Youth Oratorical Contest, which brings together students in grades six through twelve for a public speaking competition to honor and celebrate Dr. King's spirit of optimism, public service, racial harmony, and his work to advance human rights through the voices of our youth.

Dr. King had a vision for what our United States of America should be and worked tirelessly toward making it a reality. Our country still faces obstacles that Dr. King fought to remove, and we must recommit ourselves to realizing his vision: ``the creation of the Beloved Community.''

Dr. King's words continue to inspire our youth, who carry on his legacy and prepare to become the future leaders of our country. Participants in the MLK Youth Oratorical Contest pay tribute to Dr. King with their ability to communicate with passion and clarity, just as he did. This year, the competition challenged students to deliver speeches addressing the theme, ``If America is to remain a great nation, we must...''--inspired by Dr. King's ``I Have a Dream'' speech that he delivered on August 28, 1963--on the steps of the Lincoln Memorial in Washington, D.C.

Six Virginia students presented their reflections on Dr. King's legacy, and they eloquently demonstrated how his words empower them. I congratulate the following finalists and commend them for their participation in the Annual Martin Luther King, Jr. Youth Oratorical Contest: Ashley Gutierrez Garcia--Graham Park Middle School, Rabab Raza--Rippon Middle School, Ebenezer Samuel--Ronald Reagan Middle School, Alyssa Godfrey--Colgan High School, Myles Lanier--Manassas Park High School, and Brooklyn Saunders--Gar-Field High School.

Mr. Speaker, I ask that my colleagues join me in commending the Prince William County Alumnae Chapter of Delta Sigma Theta Sorority, Inc. for showcasing the power of Dr. King's tireless commitment to equality and in congratulating the talented youth of the 2024 MLK Youth Oratorical Contest. Let us learn from our young people and consider how we might honor Dr. King's legacy by seeking justice and leading with light in our own communities.

Madam Speaker, I rise today to recognize Staff Sergeant Richard Francis Brani, a U.S. Army veteran who served during World War II and was recently awarded the Bronze Star Medal for his gallantry during the Battle of the Bulge.

Nearly 80 years ago, Mr. Brani valiantly served in three campaigns in the European Theater, including on the Western Front, where he distinguished himself as part of the 84th Infantry Division ``Railsplitters.''

From the beaches of Normandy to the forests of the Ardennes, Mr. Brani and his regiment faced freezing temperatures, fierce enemy fire, and insurmountable odds as they warded off German forces. Amidst trials that tested their resolve, their bravery never wavered.

Last month, and at 100 years old, Mr. Brani was awarded the Bronze Star Medal for demonstrating extraordinary heroism during this critical turning point in World War II.

Mr. Brani's service is a reminder of the sacrifices made by an entire generation, the sacrifices that led to the freedoms we hold dear today.

On behalf of a grateful Nation, I stand before the United States House of Representatives to thank Staff Sergeant Richard Francis Brani for his devoted service to our extraordinary country.

Mr. Speaker, I rise to thank and congratulate Colonel Christopher Drum for thirty years of dedicated, exceptional service to our country.

Throughout the last thirty years, Colonel Drum has distinguished himself as a leader. His career with the U.S. Army began in June 1994, and he has proven to be an asset throughout that time. Since June 2014, Colonel Drum has held various positions within the Army Medical Department (AMEDD) and Military Health System (MHS). He has led many teams and provided direct support to senior Army and Department of Defense (DoD) medical leaders to advance Army Medicine and Military Health System (MHS) goals. Most recently, he has served as MEDCOM's Medical Command Assistant Deputy Chief of Staff for Facilities in Falls Church, Virginia.

In 2013, then-Lieutenant colonel Drum was competitively selected to the Army Surgeon General (TSG)/MEDCOM Commanding General's Commander's Initiative Group (CIG) as a Special Assistant to the Army Surgeon General. While in this role, he helped plan and execute TSG's international trip to the Pacific Command area of responsibility. This trip was key to strengthening MEDCOM's partnerships; ensuring the visit to Hawaii, Japan, and Thailand aligned with the Army's ``Pivot to the Pacific;'' and extending Army Medicine's influence with key international partners.

Soon after, Lieutenant colonel Drum was asked to become the U.S. Army Health Facility Planning Agency's Deputy Commander. While in this role, he led a multi-disciplinary team in the execution of the largest DoD healthcare capital investment program since World War II. Throughout the capital investment process, he provided support by preparing and briefing senior Army Medicine leaders for key Congressional, DoD, and Army-level engagements supporting Army's $6.3 billion capital investment program.

In 2016, he was promoted to Colonel and assigned as the DHA Facilities Division Chief

of Capital Strategy Management Branch. There, he assumed the lead for the development and execution of multiple MHS capital investment planning processes supporting a $33 billion global facility portfolio of 49 hospitals and 560 medical and dental clinics. He successfully steered his team and updated several key processes to aid in the planning and execution of capital investments.

Colonel Drum's leadership skills proved essential once more in April 2018, when he was selected to lead the DHA FY17 National Defense Authorization Act (NDAA) transition. He was then picked to simultaneously serve as the Chief of the DHA Director's Action Group (DAG). As DAG Chief, Colonel Drum and his multi-disciplinary team oversaw, developed, and managed the DHA Director's executive communications, strategic engagements, and special initiatives, as well as maintained archival and analytics capabilities for the DHA Front Office in support of DHA's strategy goals. During this period, the DHA Director's number of strategic engagements increased by nearly 200 percent. A lifelong learner, he was concurrently enrolled in the U.S. Army War College while in this role. There, he expanded his professional military and executive leadership skills and earned a master's in strategic studies.

In his latest role as Medical Command Assistant Deputy Chief of Staff for Facilities, Colonel Drum's leadership has been essential. In this role, he focused on positive organizational change and facilitated the transformation of MEDCOM through the reevaluation of roles, responsibilities, and essential services focused on Army Readiness.

Colonel Drum's service on behalf of our nation, his camaraderie, and his leadership have proven to be assets across the span of his career. His expertise and experience have been invaluable to the many who benefit from the services rendered through Army Medicine and the Military Health System, and his dedication to service has served as a guide for the various teams he has led throughout his career.
