Madam Speaker, I rise today to express concern about the brutal oppression of women and girls in Iran.

On September 16, 2022, Iran's Morality Police murdered Mahsa Amini, a 22-year-old woman, after detaining her for not wearing a hijab in accordance with the regime-imposed dress code for women.

This act prompted outrage across the world.

By the hundreds of thousands, Iranians have peacefully protested their government's actions.

Led by women and girls, they are advocating for basic human rights, dignity, and equality.

The government's response has been disturbing.

It is estimated that over three hundred Iranians have been killed by their own government.

Iranian-Americans, some of whom are my constituents, are rightly concerned for the safety of their friends and family still in the country.

The regime has denied women and girls their fundamental rights for far too long. Attacking peaceful protesters--many of them schoolchildren--only continues this trend.

I rise today to stand in solidarity with my constituents, expressing support for the Iranian people in their fight to exercise basic human freedoms.

Madam Speaker, I rise today to celebrate the 30th anniversary of the Estee Lauder Companies' Breast Cancer Campaign and the important work that the initiative has done.

In 1992, Evelyn H. Lauder co-created the pink ribbon and launched The Campaign with

the goal of a breast cancer-free world for all. The initiative has inspired hope in millions of Americans and has helped save countless lives.

The Estee Lauder Companies' Breast Cancer Campaign has, in conjunction with the Estee Lauder Companies Charitable Foundation, dedicated more than $108 million to support research, education, and medical services. This includes more than $86 million in funding for medical research grants through the Breast Cancer Research Foundation. The Campaign has also helped to improve the early detection of breast cancer, which is essential for treatment. Since 1989, increased use of early detection and more effective treatments have caused the breast cancer death rate in the U.S. to fall by 41 percent.

Despite these gains, the work of The Campaign is still needed, as breast cancer continues to affect millions of people around the world every year. In 2022, it is estimated that 287,850 cases of invasive breast cancer will be diagnosed, and 43,250 women are expected to lose their lives. In Western New York, it is estimated that more than 1,450 people will be diagnosed with breast cancer this year.

Institutions in Western New York continue to lead in the field of breast cancer research, prevention, and treatment. Roswell Park Comprehensive Cancer Center in Buffalo continues to be one of the top- ranked cancer treatment centers in the world, with breast cancer survival rates higher than national outcomes.

I applaud the work that the Estee Lauder Companies' Breast Cancer Campaign has done in America and Western New York. It is more important than ever that we remain committed to making strides toward a breast cancer-free world.

Madam Speaker, today I join the Western New York community in celebrating and honoring the service of African American veterans throughout the history of the United States military. For decades, our country ignored the unjust conditions in which African Americans had served in our armed forces. When others returned home from war, they were heralded as heroes. When African Americans returned home from war, our nation denied their humanity and their equal rights. Thankfully, a committee in Buffalo, New York has dedicated its time and energy into recognizing this reality. Now, the African American Veterans Monument will stand on the Buffalo waterfront as a constant reminder to all its citizens of the immense sacrifices that have been made.

Madam Speaker, I rise today to celebrate the 125th anniversary of Our Lady of Perpetual Help Church. As the only Parish that serves the Old First Ward of Buffalo, this congregation has been a cornerstone of Buffalo for well over a century. In honor of this milestone, I wish to recognize all that the church has done to enrich countless Buffalo residents.

Established on March 25, 1897, during the ``Feast of Annunciation,'' Bishop James E. Quigley led its creation. Carving out portions of the St. Brigid and St. Stephen parishes, the Bishop began recruiting families to his own congregation. Along with Father O'Connell, who was chosen to be the first leader of the parish, Our Lady of Perpetual Help succeeded in incorporating over 800 families to the new congregation.

Father O'Connell spearheaded the effort to develop the church, obtaining the land where the rectory and church now stand using funds donated to him by the JJ Glenny Estate. In collaboration with the Lansing and Beiri firm to design the church, Father O'Connell brought gothic styles popular during the Middle Ages to his parish with vertically pointed arches, ribbed vaulting, and floral design that can still be seen today.

The parish celebrated its first Mass on July 11, 1897, under the leadership of Father O'Connell. A few months later, the church opened its doors to students for Sunday school with a class size of 46 boys and 41 girls. In 1909, the church acquired a three-story brick schoolhouse in honor of Father O'Connell who had passed a few years prior. The street the parish now stands on was also later renamed after him in honor of all he had done for his congregation. The school closed its doors in 1971 after over 2,900 students received an education.

Our Lady of Perpetual Help is currently led by Father Paul Seil who continues to be a beloved public figure. Since joining the parish, Father Seil has led numerous restoration efforts at the churches as well as increasing the Church's social media presence to allow for congregation members to stay connected. With a large hall, four meeting rooms, a stage, and a kitchen in the building's basement, Our Lady hosts a myriad of activities to strengthen community ties. The Church also encourages youth organizations by sponsoring Boy Scout and Girl Scout troops .

Madam Speaker, it is my pleasure to honor the contributions Our Lady of Perpetual Help has made to our community for the past 125 years.

Madam Speaker, I rise today to honor Bob Ramos, a brave and dedicated World War II veteran aboard the USS Oklahoma City. As part of the U.S. Navy, Mr. Ramos was an active service member for two years, earning the American Campaign Medal, Navy Occupation Medal, and the World War II Victory Medal, Navy Occupation Service Medal, Honorable Service Lapel Pin, and Honorable Discharge Button.

Born on August 23, 1921 to Spanish immigrants, Mr. Ramos grew up in Niagara Falls. He attended Trott Vocational School where he specialized and excelled in welding. Upon his graduation, Mr. Ramos found employment at a Buffalo shipyard, where he built landing crafts to support the war effort. While there, his superiors took note of his skills, leading Mr. Ramos to be scouted by Hooker Chemical to work on a secret project, which he later learned was a part of the Manhattan Project.

Mr. Ramos worked for Hooker Chemical until he was drafted into the U.S. Navy in March 1944. Sent aboard the USS Oklahoma City, Bob achieved the rank of Fireman First Class working in the boiler room. He and his shipmates were among the first to witness the aftermath of the atomic bombing of Hiroshima and Nagasaki. A few weeks later, Mr. Ramos was present at Tokyo Bay where the Japanese surrendered.

Following the war, Mr. Ramos was rehired by Hooker. He continued to work on projects involving atomic energy and helped with the closure of the Three Mile Power Plant after its partial meltdown.

Mr. Ramos met and fell in love with fellow Niagara Falls native, Margaret, whom he married prior to his service in the Navy. Margaret sadly passed in 2014 due to Alzheimer's disease, but Mr. Ramos fondly remembers the great times they had together and the care he provided her. Mr. Ramos is survived by his daughter, Cynthia, and his several grandchildren and greatgrandchildren, all of whom he keeps in close contact with.

Now retired, Mr. Ramos spends his time baking and caring for his garden. He likes to show off his skills, frequently baking for his friends and family. For his niece's wedding, he offered to make over 1,000 pizzelles, an Italian waffle cookie, for all the guests. Mr. Ramos was also appointed chairman of the Niagara Falls Senior Council at its formation. Currently, Mr. Ramos regularly volunteers at the John Duke Senior Center in Niagara falls.

As one of approximately 240,000 World War II Veterans still alive today, we owe a great deal of gratitude to Mr. Ramos for all he has done to protect our country. Madam Speaker, we stand together today to celebrate Bob Ramos on his 101st birthday.

Madam Speaker, I rise today to honor the life of Dr. Theresa Harris-Tigg and her impact on the greater Buffalo area. Her story is one of inspiration and achievement. Theresa's significant presence on students all around Western New York is nothing short of extraordinary. I would like to offer my heartfelt condolences to her husband, Robert, and her four children, Robert, Marvin, Ebony, and Jason.

One of the first African Americans to integrate at Buffalo Public School 78, in 1972 Theresa became a proud graduate of Bennett High School. In subsequent years, she would add Master's degrees in business, English, and secondary education from Bryant and Stratton College, D'Youville College, and Canisius College, respectively. She earned her doctorate in educational leadership and policy from the University at Buffalo.

Theresa taught for thirteen years at School 11, School 66, and McKinley High School. She would go on to teach as a professor emeritus at SUNY Buffalo State and Houghton Colleges. Meanwhile, she served on the Buffalo Board of Education as the East District Representative. She also served two terms as the Vice President of Student Achievement for the Board of Education.

Most recently, Theresa had become a professionally certified Christian life coach after many years of fellowship at New Covenant United Church of Christ.

While her family and friends grieve this loss, our entire community should never forget the sacrifices and strides that Theresa made throughout her lifetime of successes. On behalf of the countless students that felt her impact on a daily basis, we thank her for all that she left behind here in Buffalo. Her contributions will remain for many years to come.

Madam Speaker, I rise today to honor my friend, the former mayor of the City of Tonawanda, Rick Davis. for his recognition as Democrat of the Year.

A graduate of Tonawanda High School, Rick joined the Air Force in 1992. Trained as a meteorologist, Rick was eventually stationed in South Korea, and later in several U.S. cities. Upon re-entry to civilian life ten years later, Rick dedicated his career to continuing his love of meteorology--but this time he did so with the Federal Aviation Administration. He continues his work there today.

In 2006, Rick decided to expand his contributions in public service by running for and serving as 4th Ward Councilman in the City of Tonawanda from 2006 through 2009. In 2013, Rick ran for Mayor, eventually serving two terms.

Over that time, Rick was able to obtain more than $30 million in grant funding and left Tonawanda with a budget surplus in excess of $8 million--the largest surplus in the city's history. Projects like the Intermodal Hub, Canal Street Plaza, and improvements to Gateway Park were made possible through his leadership. Rick had recognized some of the most pressing issues facing Americans in the 21st century: economic growth, healthcare, and housing. For each of these challenges, Mayor Davis can point to tangible changes in city policy. This includes revamping the city's Local Waterfront Revitalization Plan and ensuring the Zombie Housing Grant program's presence in Tonawanda.

Furthermore, during the pandemic, Rick Davis was a noteworthy figure for one distinctive reason: he was the only mayor in our congressional district to participate in Zoom meetings in front of a Metallica banner. All jokes aside, I trust that the next chapter of his life will include spending more time with his wife, Megan, with the ten children they share in their blended family, as well as with their three grandsons. Throughout his tenure, Rick delivered results to thousands of citizens within New York's 26th Congressional district, and we all owe him a debt of gratitude for his selfless dedication to the people he represented.

Madam Speaker, I rise today to pay tribute to Thomas ``Tom'' Smith. a committed public servant, devoted husband and father, and a trusted friend and advisor to so many in government and politics in his hometown of Buffalo, NY, who passed away last week.

A key advisor in the administration of Buffalo Mayor Byron Brown, Tom was known widely for his keen insight, his commitment to public service, his loyalty, and his kindness and decency. Through his long and distinguished career, Tom developed a deep and impressive understanding of all facets of municipal administration which he employed to benefit of all of the residents of the city of Buffalo. He will be dearly missed.

Tom Smith is survived by his beloved wife of 12 years, Jessica Maglietto Smith, his sons Jack and Drew, his parents Dennis and Shirley Smith; and his brothers Dennis and Doug.

We join them in mourning this terrible loss, and recalling his loyalty, his kindness and his fundamental goodness.

I count myself lucky, as so many do, to have known Tom and to have benefited from his expertise and sound judgement. Through sharing his gifts of time and talent, he made his city a better place, and untold future generations will be the beneficiaries of his efforts. Tom's good work touched every corner of his native City.

Madam Speaker, Tom Smith was a great man; he was an exemplary father, husband, son and brother to his family, and a loyal friend to so many and talented and dedicated public servant for the benefit of all Buffalonians. Those of us who were privileged to have known him are better for it.

Madam Speaker, the 1970 Clean Air Act was passed by a Democratic-led Congress and a Republican President after millions of Americans demanded change. Five decades later, a new generation of Americans is calling on Congress to act on our Nation's biggest challenges. The Inflation Reduction Act is not just a good climate bill; it is also a major achievement.

To address the climate crisis, it makes a $369 billion investment toward decarbonizing our Nation. The bill addresses environmental justice. Everyone should benefit from a cleaner environment, especially those who are vulnerable to disease because of where they live.

The bill finally helps Medicare negotiate a better deal on drug prices. This provision will save lives and help seniors enjoy their retirement without fear of poverty due to the cost of their medications.

Madam Speaker, I urge my colleagues to support this legislation, which is vital to our Nation's future.

Madam Speaker, Taiwan, a country of less than 24 million people in East Asia, manufactures 92 percent of the world's advanced computer chips. You can't buy technological supremacy, but you can build it.

Today, the House will vote to approve the CHIPS Act, which will make a $280 billion investment in the design and actual making of advanced computer chips right here in America; $50 billion for research and development and for the construction of chip manufacturing facilities in America.

The bill also includes $10 billion to establish 20 regional hubs, regional centers of innovation. Buffalo, New York, is well-positioned to be one of those.

I urge this House to approve the CHIPS Act, and the Commerce Department to select Buffalo as one of the regional hubs.

I rise today in support of H.R. 6929, the Susan Muffley Act.

Madam Speaker, this House has been one of the strongest advocates for workers and worker families in recent history.

We passed legislation to increase the minimum wage; to support the right to organize; to decrease the cost of drugs and health insurance. And we protected and restored pensions. But as this bill shows, our work is not complete.

My community in Buffalo and Western New York has a long history of auto-making. When the recession hit in 2009, families across my district saw their pensions evaporate.

And while we stabilized the auto sector, and the loans have been repaid, thousands of former auto company employees have been left behind, including hundreds of Delphi workers in Lockport who, due to no fault of their own, had their pensions arbitrarily cut.

This legislation will fix that longstanding error and will provide certainty so that these families can retire with the benefits they earned.

I thank Mr. Kildee from Michigan, Mr. Ryan and Mr. Turner from Ohio, for being champions of this bill, and I urge my colleagues to support its passage.

Madam Speaker, under the Affordable Care Act, contraception is covered as an essential benefit, recognizing its importance to overall healthcare. Yet, this essential health component is one of the many rights under attack by an extreme, politicized Supreme Court.

Congress must act now to protect the freedom of individuals to make their own decisions about reproductive health and family planning.

I urge my colleagues to join me in supporting the Right to Contraception Act and ensure this fundamental healthcare benefit isn't the latest right stolen from the millions of Americans who rely on it.

Madam Speaker, I rise today to honor Luis Sierra. Mr. Sierra bravely defended our country during the Vietnam War and earned a Bronze Star Medal, the fourth highest military decoration for valor.

Born on December 2, 1949, Luis Sierra grew up in Cidra, Puerto Rico. Eventually moving with his family to the city of Ponce, Mr. Sierra was raised in a Roman Catholic household and was an avid player of baseball and basketball as an adolescent. After graduating high school in 1967, Mr. Sierra spent the next two years working as a Linotype operator.

Mr. Sierra left his job and enlisted in the Army on August 29, 1969. He spent the first few months of his service in Fort Jackson, South Carolina until he was called to join the 2nd Battalion, 5th Cavalry in the Republic of Vietnam. Arriving on March 18, 1970, his unit participated in numerous battles which resulted in 22 members of the unit, including Specialist Sierra, being awarded a Bronze Star Medal for meritorious service against a hostile enemy.

Along with the Bronze Star Medal, Mr. Sierra received multiple other awards for his service including the Vietnam Service Medal with three bronze service stars, the National Defense Service Medal, Republic of Vietnam Campaign Ribbon with the 1960 Device, the Sharpshooter Badge with Rifle Bar, and the Vietnam Veteran Lapel pin.

Mr. Sierra was honorably discharged from active duty on April 2, 1971 and he remained in the Reserves until his service ended on July 23, 1975.

Upon his return home, Mr. Sierra married Silvia M. Gonzalez with whom he had 3 children: Raul J. Sierra, Silvette Sierra, and

Esmeralda Sierra. While Raul sadly passed away in 2021, Silvette is employed as a Spanish Speaking Employment Counselor at the Erie County Department of Social Services, and Esmeralda is the current president of the Hispanic Heritage Council of Western New York, Inc.

Following his service in the Army, in 1988, Mr. Sierra earned his Bachelor's Degree in Marketing from La Pontificia Universidad Catolica de Puerto Rico as a part of the GI Bill. He then completed his Juris Doctor and began working in Ponce, Puerto Rico as an Administrative Judge for the Department of Consumer Affairs. Mr. Sierra also opened a private law practice in Puerto Rico, and worked there until moving to Buffalo. In Buffalo, Mr. Sierra worked for the New York State Division of Human Rights as a Human Rights Specialist until his retirement.

Luis Sierra was one of more than 80,000 Hispanic Americans to serve during the Vietnam War who, despite facing racial discrimination, bravely defended our country. We thank Mr. Sierra for his contributions to the war effort and his exemplary behavior while enlisted in the military.

Today, we join the Hispanic Heritage Council of Western New York to celebrate the achievements of Mr. Luis Sierra. Madam Speaker, we stand together today alongside Mr. Sierra, his family, and other Hispanic- American service members for whom we are eternally grateful.

Madam Speaker. I rise today to recognize the 100th anniversary of the Lackawanna Public Library in Western New York. Located minutes away from Our Lady of Victory Basilica, Lackawanna City Hall, as well as the Buffalo and Erie County Botanical Gardens, in many ways, the library serves as the heart of the City of Lackawanna. Attracting Western New York residents of all ages, the library hosts a variety of community activities including movie nights, book clubs, and computer classes.

The Lackawanna Library is rich in local and national history. Built in 1922, the building was one of the last libraries commissioned and funded by philanthropist Andrew Carnegie. The library stands on what was originally a potter's field, otherwise known as a burial place of unknown people, which the City of Lackawanna acknowledged in 1992 with a monument.

The first floor of the library houses a local history museum containing collections of photographs, maps, and artifacts from the Bethlehem Steel Company which was at one point the second largest producer of iron throughout the United States. The historical significance of the library itself can be seen in the building's architecture and beautiful oak woodwork.

In the library itself, dedicated employees and volunteers work tirelessly to ensure that those within the local community can gather and find enjoyment in the versatility of the library. For the past 100 years, staff and friends of the Lackawanna Library have sustained a focus on the enhancement of literacy, community, and historic preservation that benefits the entire community in Western New York.

Madam Speaker, I am proud to recognize the Lackawanna Public Library here today and I'm pleased I was able to join in the centennial celebration on Sunday, July 10, 2022. The Centennial Celebration Committee planned a celebration for the entire community which included notable local writers, including author of the American Girl Series Connie Porter and Washington Post Columnist Margaret Sullivan, as well as the incomparable library staff to celebrate the distinguished legacy of the Lackawanna Public library.

Madam Speaker, I rise today to speak on the importance of commemorating the 50th anniversary of U.S.-Bangladesh relations. In my district, my hometown of Buffalo, New York hosts a significant Bangladeshi population that contributes to Buffalo's rich cultural diversity and helps the city live up to its moniker as the City of Good Neighbors. I am proud to be representing the more than 10,000 Bangladeshi constituents in my district, and recently introduced H. Res. 1086 honoring the 50th anniversary of U.S.-Bangladesh relations.

The United States recognized the independence of Bangladesh on April 4, 1972. Since then, our two nations have cooperated on a myriad of issues, including the protection of Rohingya refugees fleeing genocide, the fight against the COVID-19 pandemic, and the continuation of a peaceful and inclusive Indo-Pacific region.

The past thirty-five years have witnessed an influx of Bangladeshi immigrants to the United States, making the group the fastest growing Asian-American population in the country. In Buffalo, these individuals have established vibrant communities all over the city, with a specific concentration on the East Side including the neighborhoods of Broadway- Fillmore, Genesee Moselle, Fillmore-Leroy, and Kensington. Members of the Bangladeshi community have started businesses, are renovating vacant homes, and are enriching the fabric of our region through their cultural contributions.

The Bangladeshi population has made it a priority to foster a sense of community and cultural identity among its members. It has founded organizations such as the Bangladesh Society of Buffalo and the Buffalo Bangla Newspaper with this particular goal in mind. Furthermore, the ranks of Bengali-speaking students enrolled in Buffalo Public Schools have continued to swell, and I am grateful to see to this cross- cultural cooperation in our city.

I look forward to welcoming further Bangladeshi immigrants to the United States and continue to admire the unique perspectives and experiences they bring to our nation. Madam Speaker, I am grateful to express my deep appreciation for the long-standing relationship and cooperation between the United States and Bangladesh.
