Mr. Speaker, I jubilantly rise today in celebration of the centennial anniversary of Kansas City's Union Mission Church. For the past century, City Union Mission has valiantly and faithfully dedicated itself to its Godly mission of serving the Fifth Congressional District's community. As a public servant, I am eternally grateful for its tireless work and endless sacrifice in service of our community. As a pastor, I am awestruck by the institution's relentless devotion to God and unwavering faith in His mission. Please join me as we take a moment to recognize City Union Mission's one hundred years of service to the Fifth congressional district and to the Lord.

In 1924, Rev. David Bulkley, an inspired minister and veteran U.S. Army Chaplin created City Union Mission Church. Rev. Bulkley served in France during the First World War and was understandably shaken by the carnage and human cruelty he witnessed there. Upon his return, he and his wife, Beulah, made it their mission to prevent the suffering at home that David had seen abroad. The Bulkley family set up shop in Kansas City's West Bottoms neighborhood and immediately began serving free meals to the area's poor and houseless. From there, City Union Mission only continued to grow, expanding to provide shelter, as well as food, in the 1930s, and eventually evolving into the citywide enterprise we know today.

City Union Mission's vision has stayed consistent with its original purpose: to meet the spiritual, physical, and emotional needs of men, women, and children who are underserved. The problem the Bulkley family observed in our society is still prevalent today; in 2024, around 1,798 Kansas Citians are without a place to sleep on any given night. As relentless and persistent as poverty and homelessness have been in Kansas City, City Union Mission has been equally relentless in fighting these dire issues. Last year, the Church provided shelter for 210 people a day on average, providing a total of around 76,899 nights of safe shelter. Its work has not stopped there, however; last year, City Union Mission provided around 137,834 meals, administered 4,733 medical services, and taught 30,236 hours of job training and hands-on experience for Kansas Citians. In its full century of operation, City Union Mission has developed an inspired, multifaceted approach that successfully addresses the needs of Kansas City's most needy.

Our community's most vulnerable are also more at risk of substance abuse issues and mental health concerns, a harsh reality that the folks at City Union Mission were sure to recognize. The Church initially addressed this problem in 2018 by establishing the L. Minor Care Center, a safe living facility for men with barriers to care and special needs, including behavioral health challenges, mental illness, and emotional struggles. The L. Minor Care Center is a testament to City Union Mission's ability and willingness to adapt to the times and recognize that mental health is just as important as physical health and is similarly imperiled for those who already face the challenges of poverty and homelessness.

When I think about City Union Mission Church, I am reminded of Matthew 22:39: ``Thou shalt love thy neighbor as thyself,'' as I believe that City Union Mission embodies it so perfectly. City Union Mission has demonstrated unconditional love for its fellow Kansas Citians and their humanity. The organization has executed a such flawless vision for a century now to demonstrate the extent of Christian charity in its tireless endeavors to serve Kansas City's most vulnerable. On behalf of the United States Congress and Missouri's Fifth District, I applaud City Union Mission Church on 100 years of faithful service.

Mr. Speaker, I rise today to honor and celebrate the success of Dolly Parton's Imagination Library in the State of Missouri. This new initiative increases literacy and education among our state's youth and will foster an invaluable love of reading for our state's precious youth. I express my deepest gratitude to Dolly Parton and the State of Missouri for bringing this program to the youngest constituents in my district.

Dolly Parton's Imagination Library delivers books monthly to children's homes from their birth until their fifth birthday. For the children and their families receiving the books, the program is completely free. In Missouri, this program thrives thanks to the generosity of Dolly, nearly 60 affiliates and legislation passed by the state to establish and administer Dolly Parton's Imagination Library for all children in Missouri 0 to 5 years old.

In 1995, Dolly Parton--already an award-winning and chart-topping artist--established an Imagination Library in her home county in Tennessee, inspired by her father who could not read. Since then, the program boasts recipients from five countries around the world. As of this year, it has delivered over 250 million books to over 3 million young children. Dolly is an incredible philanthropist, and her record of community service is as vast and acclaimed as her career as an international musical phenomenon. We are thankful to have our very own Imagination Library here to continue inspiring future generations of leaders through literacy.

Though Dolly Parton's Imagination Library has been an ``Unlikely Angel'' in helping our state advance early childhood literacy, the establishment of the Missouri Imagination Library

ensures that in terms of having young children eager to read, there's ``More Where That Came From''. I am grateful for Dolly Parton's Imagination Library and promise to continue doing ``All I Can Do'' to advance this noble cause--even if it means working past ``9 to 5''. After all, there is little else more important than instilling a love for reading within the minds of children.

Mr. Speaker, I ask my colleagues to join me today in recognizing the impact and service that Dolly Parton's Imagination Library will continue to have in Missouri's Fifth Congressional District and the rest of the ``Show-Me'' State. I speak with the voice of Missouri's entire Fifth Congressional District as we say a heartfelt ``thank you'' to Dolly Parton's Imagination Library as we celebrate and congratulate them on all their current achievements and those to come.

Mr. Speaker, I rise today with immense, everlasting gratitude in recognition of the long and fruitful career of Dr. Kathrine B. Swanson, the outgoing president of Metropolitan Community College's (MCC) Longview campus. Dr. Swanson has dedicated over 40 years of her life to service in higher education, demonstrating a lifelong commitment to student success that has benefitted MCC-Longview and Missouri's Fifth Congressional District as a whole. Today, I invite us all to take a moment to reflect on Dr. Swanson's contributions to her community in honor of her well-earned retirement.

Dr. Swanson's journey as a professional in higher education takes us across the country. She first received her bachelor's degree in business management from Northern Michigan University, going on to complete a master's in adult and higher education from Montana State University. Lastly, she earned her doctorate in higher education administration from the University of North Texas. Dr. Swanson has dedicated the majority of her career to working in community colleges, being firm in her conviction that quality education should not be unattainable for underserved communities. Before arriving at MCC, she served as the associate dean of students at Collin County Community College in McKinney, Texas, and in several leadership positions, including vice president for student affairs, at Montgomery County Community College in Blue Bell, Pennsylvania. Through a lifetime of such distinguished service, Dr. Swanson has clearly showcased her commitment to bettering her community through education.

Dr. Swanson came to the Fifth Congressional District in 2015 when she was hired as vice chancellor for student success and engagement at MCC. In this role, she worked tirelessly to increase student civic engagement outside the classroom, expand financial aid for students in need, and support a promising young generation of new leaders for our community. Dr. Swanson quickly took an active role in strengthening the community herself, working frequently with local chambers of commerce, economic development councils, and community partners, and even serving on the boards of Saint Luke's East Hospital and Lee's Summit Creates, a local nonprofit working to promote community art. Such involvement demonstrates Dr. Swanson's dedication not just to MCC-Longview, but also to the broader citizenry of Missouri's Fifth Congressional District.

Dr. Swanson's tireless work in service of her college and community has been recognized and rewarded by both students and staff. On August 1, 2021, she was appointed the president of MCC's Longview campus, while continuing to serve in her role as vice chancellor for student success and engagement until June of 2023. To cap off her already distinguished career, student leaders at MCC-Longview elected to honor Dr. Swanson with Phi Theta Kapa International Honor Society's prestigious Lifetime Achievement Award in April 2024. This honor, one worthy of being bestowed upon Dr. Swanson, is reserved for those few college leaders who have gone above and beyond to support student success initiatives and rear the newest cohort of leaders for our society.

Education is the cornerstone of the American experience. It enables students to support themselves and ultimately support their community as they rise to answer the call of leadership to live out a constantly evolving, perpetually improving society. Without education, none of this advancement would be possible, and without college leaders like Dr. Swanson, there would be no education. Mr. Speaker, please join me in congratulating Dr. Kathrine B. Swanson on an immensely successful and deeply fulfilling career in service to MCC-Longview, the people of Missouri's Fifth Congressional District, and beyond.

Mr. Speaker, I rise today with a heavy heart to announce the passing of Charles ``Charlie'' Olvera Lona on June 26, 2024. Charlie was a beacon of justice, advocacy, and hope in Kansas City's Westside community and beyond. I urge us all to celebrate and remember the life of this incredible activist, community leader, friend, brother, father, grandfather, and great-grandfather.

Born in Kansas City on October 14, 1946, to Wesley H. and Luz O. Lona, Charlie became an active community member of Kansas City's Westside neighborhood--a historic Mexican-American community--at birth. A graduate of Westport High School and Metropolitan Community College, Charlie took over his family business and transformed it into a Westside, and Midwest, staple.

Through dedication, effort, and business acuity, Charlie transformed his father's automotive repair shop into one specializing in building custom lowriders. His business, Lona & Sons Hydraulics, brought this unique aspect of Chicano culture to Kansas City. As Charlie allowed lowrider culture to make its mark on Kansas City, his skill and work brought attention from all over the United States.

Charlie's contribution to Kansas City's Chicano community did not stop at his business. He spent his life uplifting and empowering the residents of the Westside through his relentless advocacy and commitment to being a voice for the unheard. Worried that his fellow residents were being excluded from city affairs and left with disproportionately low resources, Charlie became a proud supporter of the Chicano Movement in the 1960s. He courageously marched, organized, and protested for

equal rights and better conditions for the Westside neighborhood and beyond. Charlie also founded the Kansas City chapter of the Brown Berets, a Chicano activist group inspired by the Black Panthers. Collaborating with other famous Chicano leaders like Rodolfo ``Corky'' Gonzales and Cesar Chavez, Charlie inspired Kansas Citians to join El Movimiento.

In addition to bringing nationwide movements to Kansas City, Charlie placed great value on local activism. His political influence helped elect many Chicano leaders to local government, allowing Westside residents to take part in the city affairs from which they long felt excluded. He also is responsible for the founding of the Aztlan Center for Chicano cultural education and empowerment, and for immensely expanding the impact of the Guadalupe Centers, a local social service agency for Latin Americans in the United States, that is now the longest continuously standing agency of its kind. Even as he neared the end of his life, Charlie never wavered in his fight for justice and equity.

Though Charlie has passed, his legacy and impact on Kansas City will remain long past our mortal lifetimes. I am reminded of Mark 10:45-- ``For even the Son of Man did not come to be served, but to serve, and to give his life as a ransom for many.'' Charlie's life was one dedicated to serving others in need, bettering the lives of countless people throughout. Charlie is survived by his loving family, friends, and the current and future generations of the Westside. As we celebrate and fondly appreciate the decades of devoted service from Charlie, let us be inspired by him to advocate for justice and uplift our community.

Mr. Speaker, I rise today with gratitude to recognize a great Missourian, Javier M. Perez, Jr., for his accomplishments with the Amalgamated Transit Union as he heads towards retirement. An experienced leader, dedicated professional, and advocate, Javier serves as a prime example of a true public servant and most importantly, a kind human being.

Javier began his illustrious career when he began driving a bus for the Kansas City Area Transit Authority in 1974. He became a member of Local 1287 and served as steward, Executive Board member, Vice President and was elected President in 1987. Furthermore, Javier earned a bachelor's degree in labor studies at Antioch University through the George Meany Center, now known as the National Labor College. He also attended and completed the Trade Union Program at Harvard University in 2009.

As a dedicated advocate, Javier has continuously been involved in advancing the rights of Latinos. He has been an active community service volunteer heading voter registration drives and assisting with summer Mural projects as a member of the Labor Council for Latin American Advancement (LCLAA). Javier also served as a liaison for Cesar Chavez on two occasions during Chavez's trips to Kansas City in 2002.

Javier continues to be a force for positive change within Kansas City. Javier was appointed by Missouri Governor Bob Holden to serve on the Kansas City Missouri Police Board as a commissioner and later was elected President of the Board. Javier was elected an International Vice President in September 1995 and has worked with many locals large and small. On August 29, 2013, Javier was unanimously elected to be the International Executive Vice President of the Amalgamated Transit Union, becoming the first Latino to reach this milestone.

Beyond his extraordinary career achievements, Javier's tight-knit family continues to serve as an important pillar of his life. Javier spent over 40 exciting years with his lovely wife Lee Ann Perez until she passed into Glory in 2020. He continues to reside in Kansas City, Missouri, where he has three grown children and three grandchildren. Mr. Perez announced his retirement from the Amalgamated Transit Union, holding the second highest office in the international union.

Mr. Speaker, I ask my colleagues to join me and Missouri's Fifth Congressional District in congratulating Javier M. Perez, Jr. as he retires from his successful and impactful career representing Amalgamated Transit Union Members on the local, state, and national levels. Mr. Perez will continue to impact communities across Missouri and in his beloved Kansas City. On behalf of my colleagues and a grateful Nation, we thank him for his dedication and commitment to transportation improvements across the country.

Mr. Speaker, I rise today with abundant joy and eternal gratitude in recognition of the 130th anniversary of Goodwill of Western Missouri and Eastern Kansas, affectionately referred to by their beneficiaries as MoKan Goodwill. This year marks over a century of the organization's commitment to empowering people and strengthening communities by providing much-needed jobs, affordable household goods, and employment training services to Greater Kansas City's most vulnerable residents. I fully expect MoKan Goodwill to continue to faithfully provide their services for as long as there are Missourians and Kansans to accept them, and I ask that we take a moment to reflect on the organization's profound impact.

The history of MoKan Goodwill is the history of two separate but like-minded organizations, eventually converging to make possible the charitable institution we know today. The first, founded 130 years ago in 1894, was Kansas City's Helping Hand Institute. Formed as a relief organization for the city's unhoused population, the institute supplied food and shelter as well as monetary compensation in exchange for completing work projects. This process served to successfully provide support, employment, and eventually self-sufficiency for those who needed it most. In doing so, the Helping Hand Institute not only made a difference in the lives of thousands of Kansas Citians, but also developed the city into the thriving metropolis we know today.

The second organization Goodwill, founded in Boston by Reverend Edgar J. Helms in 1902, was not unique to Kansas City, but was known nationwide for its charitable work and pioneering philanthropy. With the charitable will of any good minister, Helms sought to improve the living conditions of impoverished immigrants. He established Goodwill's trademark business model of collecting donated goods and selling them for a modest profit, which would be used to pay the workers who prepared the goods for sale. Helms made a habit of employing people who were economically disadvantaged or had disabilities, people who, at the time, would likely be unable to find a job elsewhere. It was a system with similar values and missions as the Helping Hand Institute. Both organizations not only provided relief to those who needed it the most, but also sought the opportunity for upward social mobility--the opportunity to make the American Dream, which seemed so elusive to so many, a reality.

Goodwill first came to Kansas City in 1925, in the form of a repair shop at St. Peter's Evangelical Church on Oak Street. It became clear to both Goodwill and the Helping Hand Institute that their efforts to raise the city's disadvantaged population into self-sufficiency would be more successful together. In 1978, the two merged to form the Helping Hand of Goodwill Industries. This name was changed to Goodwill of Western Missouri and Eastern Kansas in 2010 to better reflect the geographic scope of the organization, thus creating the MoKan Goodwill that we know and love today.

Today, MoKan Goodwill remains a steadfast pillar of the community of Greater Kansas City. Their thrift stores continue to operate under Reverend Helms's initial model, creating a valuable place of employment while extending the opportunity to purchase low-cost household goods, keeping those very same products out of landfills. The organization also offers individualized, one-on-one employment services to help their clients succeed in taking the most crucial step towards becoming self-sufficient: finding a job. Goodwill understands the importance of employment; to quote their mission statement, ``Employment is more than a paycheck. It is independence, agency, dignity, and equality.'' That mission has evolved with the times. Through classes with Goodwill's Artemis Institute, students can learn about new technologies commonly used in workplaces and can even become certified as a Manufacturing Associate. Programs like the Artemis Institute prove that Goodwill can adapt to the digital age, and any other age thereafter.

Scripture 2 Corinthians 9:7 tells us, ``Each one must give as he has decided in his heart, not reluctantly or under compulsion, for God loves a cheerful giver.'' The founders of the Helping Hand Institute were cheerful givers. Reverend Edgar J. Helms was a cheerful giver. Goodwill of Western Missouri and Eastern Kansas is an organization full of cheerful givers. Mr. Speaker, please join me as we celebrate 130 years of cheerful giving. The work that MoKan Goodwill has done empowering people and strengthening communities has been invaluable in building the vibrant Kansas City we know today. Congratulations to MoKan Goodwill on 130 years of service and many more to come.

Mr. Speaker, I rise today with great pride and respect to honor Bishop James Dennis Tindall, Sr. for his decades of service and advocacy to the Fifth Congressional District of Missouri. On July 16th, Bishop Tindall will be honored for his dedication to the community at the 99th Convention of the Metropolitan Spiritual Churches of Christ, Incorporated. As we celebrate Bishop Tindall, let us be continuously inspired by his incredible devotion to his work and his fellow humans.

Bishop Tindall, son of Lottie and Wallace Tindell, was born and raised in Kansas City, Missouri. A graduate of the local Manual High School, Bishop Tindall furthered his education and deepened his religious understanding at the University of Missouri Kansas City, Carver Baptist Bible College, Western Baptist Bible College, Columbia School of Broadcasting, and the KPRS School of Broadcasting. His knowledge and expertise have allowed him to become such an influential beacon of Kansas City's Christian community. The church has always been a part of Bishop Tindall's life, from being a member of the Highland Baptist Church to taking on important leadership roles in international church communities. At the young age of 16, Bishop Tindall joined the church he would later serve as their Presiding Prelate--the Metropolitan Spiritual Church of Christ, as a choir singer. As Bishop Tindall grew older, he served as Superintendent of the church's Sunday School and on the church's Trustee Board, sharing his gifts with the diverse members of the community.

The Metropolitan Spiritual Church of Christ, founded in Kansas City almost 100 years ago in 1925, is one of the landmarks of the Black Spiritual Movement. The church has long stood as a space to support and elevate members of marginalized groups. At the time, while other churches and the laws of this nation excluded countless people, the MSCC opened its doors to women and the LGBTQ+ community to make meaningful contributions to the development of the religious community. The church soon expanded past its Kansas City home and now boasts churches across the United States, Jamaica and even Ghana. Bishop Tindall's hard work and dedication to fulfilling the needs of his community was recognized in 1976, when he was officially ordained and appointed as Pastor for the Metropolitan Spiritual Church of Christ. After a mere two months, he was promoted to be the church's permanent pastor. Bishop Tindall's excellence and service catapulted him to higher leadership positions within the church. He was not only appointed to be Chairman of the Board of Directors of the MSCC but was also elevated to the position of Bishop. In 2009, he officially became the International Presiding Prelate of the Church, representing the Church's everlasting values on a global scale, and after 42 years of service to the Church, he became Pastor Emeritus. Throughout his numerous roles in the Church, Bishop Tindall has never wavered in his relentless service to God and God's creations.

The church is not the only place where Bishop Tindall exemplifies his passion for helping others. Bishop Tindall has served on the Jackson County Governing Board and as a County Legislator, advocating for the rights of community members through his involvement as Chair of the Justice & Law Committee and as a member of the Anti-Drug and Health & Environment Committees. In addition to over two decades of service in local government, Bishop Tindall is also the founder and President of the Urban Summit of Kansas City, a group dedicated to the advancement and advocacy of the city's urban community. Under Bishop Tindall's leadership, the Urban Summit has held weekly meetings with community members, fought for the urban core to play a role in city development, and uplifted countless people by providing them with a voice in their local government and beyond.

I cannot think of a more qualified recipient of this recognition than Bishop Tindall. As both his elected representative and fellow religious leader, I am incredibly honored to thank Bishop Tindall for his lifetime of devotion to God and his community. His work calls to mind Matthew 5:16--``Your light must shine before people in such a way that they may see your good works and glorify your Father who is in heaven.'' May Bishop Tindall's light continue to shine bright among the members of the Metropolitan Spiritual Church of Christ and the people of Kansas City, and may he continue to inspire and illuminate us all.

Mr. Speaker, I rise today with eternal gratitude to celebrate the long and diverse career of Joanna Sebelien, the last 23 years of which were devoted to service with the charitable food bank, Harvesters. Since 2001, Joanna has been an integral part of Harvesters' mission to create a healthy, thriving community where no one is hungry. As the non-profit's Chief Resource Officer, she has been responsible for its fundraising, volunteer recruitment, food acquisition, communications,

and advocacy. During her long tenure, Joanna has seen Harvesters' recruitment of over 1 million volunteers across 2.5 million hours of service, fundraising of over $300 million, and acquisition of a whopping 1 billion pounds of food. Let us take a moment to reflect on Joanna's long and fruitful career and its impact on food security here in Missouri's 5th District and beyond.

Although Joanna's decorated career did not begin with Harvesters, she has always sought to make a difference in the lives of others with her professional life. After graduating with honors from Boston College and receiving a master's from Central Michigan University, Joanna settled on the East Coast as an English teacher. It was in this position that she saw firsthand the effect that food insecurity could have on young people leading to misbehavior at school. This experience ignited her passion for fighting food insecurity so that no child would become a victim of it like her students did.

Joanna settled in the Midwest and joined Harvesters, an organization established in 1979 that focused on cutting back food waste in Kansas City, in 2001. As one of the pioneering food banks in the country, Harvesters quickly joined Feeding America, a national organization of food banks. The organization has become a staple charity in Kansas City and beyond, serving to ensure the human right of food security for over forty years. From the moment she joined Harvesters, Joanna committed herself to its mission, exceeding expectations in every way imaginable. Not only did she quickly climb Harvesters' ranks to become Chief Resource Officer, she also involved herself with state and national organizations dedicated to fighting food insecurity. She has served on three separate advisory committees for Feeding America, the Breakfast in the Classroom and Hunger Leader groups for the Food Research and Action Center, the local and Kansas State boards of the Federal Emergency Management Agency Emergency Food and Shelter Program, and as a member of Feeding Missouri. Such an illustrious resume demonstrates Joanna's awe-inspiring dedication as a crusader for equality and sets an example for anyone with similar conviction to follow.

Joanna's commitment to civic engagement does not end with ensuring food security. She also serves as a founding member of Hartsook Companies Kansas City Advisory Council, the Global Advisory Council, the American Association of Fundraising Professionals, Rotary 13, the Greater Kansas City Chamber of Commerce Centurions, Chamber Champions, and the Greater Missouri Leadership Foundation. That is just her current engagement, in the past, she has served on the board of Empower Missouri and as a member of the Non-Profit Advisory Group, Greater Kansas City Community Foundation, and the Heart of America Hunger Coalition. With her expansive involvement across the non-profit community, Joanna has become an unstoppable force for good in the Greater Kansas City area.

What I admire most about Joanna is her resilience in the face of adversity. Over the course of her 23-year tenure at Harvesters, she has endured some of the most trying times our country has ever faced and has met these challenges with strength and determination. In 2008, the Great Recession wreaked havoc on the American economy, and the number of people needing food assistance from Harvesters jumped by forty percent. Over the next six years, Harvesters met this challenge by nearly doubling its food distribution. Joanna herself was a crucial part of this success, being named the Association of Fundraising Professionals Mid America Chapter's Fundraiser of the Year in 2008. Finally, in 2020, as the COVID-19 Pandemic hit, Harvesters saw another forty percent surge in need. Despite a decreasing number of food drives and volunteers due to safety concerns and social distancing regulations, the organization distributed 65.9 million pounds of food and fundraised $23 million, a record on both counts. As Chief Resource Officer during this period, Joanna was integral to this success. Once again, she proved her ability to face any challenge standing tall and handle it with the utmost skill and grace.

Harvesters' functions according to the belief that access to nutritious food is a human right. From the beginning of her career as a teacher and through her 23 years with Harvesters, Joanna Sebelien has understood this to be true. Her commitment to combatting food insecurity in Missouri's Fifth Congressional District is an inspiration to us all. Mr. Speaker, please join me in celebrating Joanna's 23 years of service with Harvesters. On behalf of the 118th Congress, I wish her a retirement as fulfilling as her career.

Mr. Speaker, I rise today to celebrate Gloria Ortiz- Fisher for receiving the prestigious 2024 Mid-America Regional Council Regional Leadership Award. Gloria has bettered the lives of countless people in Missouri's Fifth Congressional District through her remarkable work as the Executive Director for the Westside Housing Organization. This award serves as a testament to her lifelong commitment to supporting her community.

Born in Kansas City--the same city she would later serve--Gloria graduated from Park University with a Bachelor of Science in Accounting and from DeVry University's Keller Graduate School with an MBA. Since then, she boasts over 30 years of work experience in the field of finance, using her skills to make an impact on her fellow Kansas Citians. Notably, she served as the Director of Finance and Purchasing for Jackson County, Missouri, from

2003 to 2007 and served as a member of its environmental task force, promoting energy efficiency across all County departments. A naturally helpful and supportive person, Gloria first started working with the Westside Housing Organization in 2011 at the request of a friend in need, as there was a vacancy on the board. The rest is history.

Gloria's passion for community service and volunteerism eventually earned her the title of Executive Director of the Westside Housing Organization, which was founded on these very principles in 1973. The group began as Kansas City neighbors joined forces to save their communities from degradation and destruction, forming a local non- profit development group now known as the Westside Housing Organization. With over four decades of experience, growth, and appreciation, the Westside Housing Organization prides itself on working, ``at the intersection of home, health, energy, and equity.'' It not only builds new housing in Kansas City, but also provides essential repair and restoration efforts to citizens who are unable to afford these costs.

Though it has expanded far beyond a small group of neighbors repairing homes, the Westside Housing Organization has maintained the neighborly sentiment that founded the organization so long ago thanks to Gloria's diligent leadership. Gloria has brought far more than remodeled roofs, pristine paint, or functioning furnaces to disadvantaged neighborhoods--she also brings care and dignity to the people she serves. It is through Gloria that the houses and residences the Westside Housing Organization works on become homes and communities.

Gloria's impact on communities is as wide-reaching as it is essential. Beginning with her work for Jackson County, Gloria has worked tirelessly to address ongoing climate concerns and their harsh impact on housing for underprivileged populations. She constantly advocates for sustainability and environmentally friendly housing initiatives, saving lower-income households major costs. Her push for climate sustainability extends beyond her job requirements. Only a year into her role as Executive Director, the Westside Housing Organization was granted with a ``Green Designation'' from NeighborWorks America for being committed to sustainability. Gloria also serves as Commissioner of the Mayor's Energy Task Force, promoting environmental consciousness throughout the city.

Gloria pours her heart and soul into bettering the lives of Kansas Citians--whether that be in or out of the professional sphere. In her free time, she serves as a mentor for young Latino students in the University of Missouri-Kansas City's Avanzado program and is an active member and Community Leader of the Christ Community Church. Her record of relentless service reminds me of Hebrews 13:16:--``And do not forget to do good and to share with others, for with such sacrifices God is pleased.'' Gloria continues to serve as a shining example of helping others in need, and I am filled with pride at her commitment to service.

With Gloria's devotion to the people of Kansas City, I cannot think of a more deserving recipient of the 2024 MARC Regional Leadership Award. Recipients of this award have embodied excellence and made meaningful contributions to the Greater Kansas City region. As a former recipient of this award, I am incredibly pleased to have Ms. Ortiz- Fisher join the cohort of those who have been granted this honor for their leadership and service, and I am honored to share this award with her. May this achievement express the profound appreciation the people of Kansas City, including myself, have for her. Gloria is truly a neighbor for all Kansas Citians and will continue to have a remarkable living legacy in this city--one that will be felt for generations.

Mr. Speaker, I rise today to recognize the extraordinary achievements and success of Shanzuo and Dahuang Zhoushi, world renowned celebrity Chinese artist painters. Today, we join in recognition of their achievements and the impact they are creating in Missouri's Fifth Congressional District.

Born in Guangxi, China, the Zhou brothers have shared their talents and vision to Chicago where they are currently based and have expanded beyond the United States, reaching across the world. Since their arrival to the U.S. in 1986, they have become world legends in the world of abstract art history, with their art sought after by collectors, celebrities, museums and foundations. They have participated in exhibitions of notes across the globe and received endless awards.

In 2017, the Zhou brothers, at the invitation of their long-term friend and arts leader, Allen Gray, came to Kansas City, Missouri, to explore opportunities to share their artistry. In visiting, they were captivated by the arts community and the possibilities to engage in the collective and emerging arts community. As a result, the Zhou brothers launched a successful effort to purchase the historic Crispus Attucks Elementary School, located at 1801 East 18th Street, Kansas City, Missouri, located in the Historic 18th and Vine Jazz District. As part of their mission, they would be repurposing the building, which was constructed in 1905 and served as the primary school for local African American students and educators in the area, into the 75,000 square foot Zhou B Art Center of Kansas City. The school, which bears the name of a formerly enslaved name, Crispus Attucks, who was the first person killed in the Boston Massacre in 1770, was a central pillar of the community, making it repurpose even more significant to the area.

The Zhou B Art Centel represents a $27 million Investment in the city of Kansas City. This investment will provide a lasting institution in our community for artists, students, educators, local residents, galleries, artist studios and national and international visitors to experience the finest in art, explore boundless opportunities for creativity, and the opportunity to build and enhance the area's infrastructure. It is evident that the Zhou brothers have left a lasting imprint on the artistic landscape of our community that will significantly enrich the lives of individuals and provide a point of inspiration and opportunities for partnership and collaborations people and organizations around the world.

Mr. Speaker, I ask my colleagues to join me today in recognizing the Zhou Brothers for their tremendous accomplishments, contributions, and inspiration to others. Mr. Speaker, I rise today to pay tribute to the extraordinary actions and success of an accomplished individual in Missouri's Fifth Congressional District, Aaron Dontez Yates, better known as his stage name Tech N9ne. Today, we join in recognition of the milestones he has achieved throughout his career in the music industry.

Born and raised in Kansas City, Missouri, Tech N9ne embarked on a journey looking for ways in which he could express himself. From an early age, he began to rap, first using it as a method to learn and remember how to spell his name and later to release his inner thoughts and emotions. Before taking a leap of faith in seeking success on his own, he was part of the groups Black Mafia, 57th Street Rogue Dog Villains, and the Regime, where he began to get acquainted with the industry and would lead him to move forward in opening his own record label. Strange Music, with his business partner Travis O-Guin.

With releases such as ``Anghellic'' and ``Everready (The Religion),'' his discography stands as a testament to his unparalleled talent and unwavering dedication to his craft. His talent and ability to create new rhythms and rhymes have not been overlooked and have instead garnered the attention of other acclaimed artists as well as solidified his status as a true pioneer in the world of hip-hop and rap. His success and unique approach have led to collaborations with artists Machine Gun Kelly, Lil Wayne, and Eminem among others. His love for his hometown is apparent through a now football season classic. ``Red Kingdom'', a love song to the Kansas City Chiefs

as he remains an avid supporter of his local sports teams.

Moreover, Tech N9ne's endeavors go beyond the music industry as he uses his platform to give back and better the lives of those who surround him. Through his work in philanthropy, Tech N9ne has provided support to organizations Habitat for Humanity, Harvesters Community Food Network as well as other organizations focusing on mental health awareness. His desire to improve and further help build his community in Kansas City, Missouri, is truly admirable and selfless.

As we come together to celebrate the legacy that Tech N9ne has built and continues to build upon, it is important to emphasize that his influence is clearly visible among our community as he holds a compassion and commitment to address issues outside the music arena. He is not only leaving his mark in the music industry but also providing others, especially those in the Fifth District, with the inspiration, motivation, and model to pursue their passions while remaining engaged in helping improve the quality of life of others. Furthermore, Tech N9ne has become a symbol of our city and an example of the many talented and bright individuals that make our city our home.

Mr. Speaker, I rise to recognize the Kansas City National Security Campus and its 75 years of contributions to national security.

In November 1948, during the presidency of Harry S. Truman--whose hometown I represent--the Atomic Energy Commission selected the Pratt and Whitney airplane engine production plant in Kansas City as a site to produce nonnuclear components for nuclear weapons. The Kansas City Division of the Bendix Aviation Corporation began operations in the spring of 1949.

Seventy-five years and several name changes later, the Kansas City National Security Campus' mission to ensure the United States nuclear deterrent is safe, secure, and reliable remains essential to America's national security.

The site works to provide the National Nuclear Security Administration with electrical, mechanical, and material components manufactured and procured to exacting quality specifications to help meet important national security objectives and keep our nuclear stockpile ready at a moment's notice.

Today, the site employs nearly 7,000 people dedicated to this important national service. The Kansas City National Security Campus' contributions to the Kansas City area are important to job creation and sustaining economic growth, and Missourians are proud of its central importance to our strategic deterrence.

It is a distinct privilege to represent the Kansas City National Security Campus in the United States House of Representatives. Please join me in recognizing the Kansas City National Security Campus for its 75 years of contributions to our national security.

Mr. Speaker, I rise today with immense pride to recognize and celebrate the grand opening of the newest addition to Missouri's Fifth Congressional District, the Rabbit hOle. Garnering attention on the local and national level, the Rabbit hOle will undoubtfully provide new experiences for children and adults alike as they take on a one-of-a-kind approach to a children's literature museum that has not been pursued before. Through its focus on literature, arts, education, and inclusivity to visitors of all ages, the museum will show its dedication to our community as well as enable others to see the array of activities that Kansas City has to offer. I am truly honored to represent an organization who has worked tirelessly to bring innovation and new opportunities to our community.

The Rabbit hOle's creation can be traced back to married couple Pete Cowdin and Debbie Pettid, who co-founded the museum in 2015. As a result of nearly 30 years in business as booksellers and owners of a local children's bookstore, the Reading Reptile, located in Kansas City, Missouri, the owners decided to venture into a new adventure. It was during their time in this capacity that Cowdin and Pettid began thinking about the possibilities of bringing a book to life by creating an immersive experience for children's literature. After having this idea for nearly two decades, Cowdin and Pettid took a leap of faith and began working to bring their vision into fruition.

As they began working towards the development of this project, their core values focused on creating a culture that centered around the love of children's literature that could remain accessible to all visitors of all ages, builds on the enjoyment of literacy while providing a hands-on experience. Moreover, with a special commitment and diligence to the children who would one day visit the museum, Cowdin and Pettid focused on envisioning a place that would not only be a colorful place for children but one that could further their curiosity and involvement with literature.

In testament to that mission, the Rabbit hOle has secured the rights to over 70 works from the last century of children's literature with the idea to provide permanent exhibits of classic works as well as rotating installations. Through their desire to remain inclusive and accessible, the Rabbit hOle has pursued works from diverse backgrounds to ensure that visitors from all backgrounds can have access to exhibits that may reflect their own lives and experiences. Beyond their work in diversity, this organization remains invested in the improvement of our community through enhanced programs and experiences they plan to provide to Kansas Citians, visitors, and educators.

This organization will bring an out-of-the-ordinary experience to educators and students as they visit the museum where they will have the ability to have access to a print shop, story lab, resource library, among other new novelties that will enrich the diversity of activities available to schools. Through these activities and possibilities, visitors, especially children, will feel empowered to explore and create their own stories along the way. There lies no doubt that our youth will feel inspired to engage in new ideas and perspectives that will lead to an overall better understanding of the world around them as they continue to grow, Our community is proud to have an organization that supports and stands for these values in our own backyard.

Mr. Speaker, I ask my colleagues to join me today in recognizing the grand opening of the Rabbit hOle and their tremendous accomplishment and service to the Greater Kansas City area. Their enthusiasm for literature, accessibility, and empowerment in the lives of children and adults alike to enhance the quality of life and opportunities to our communities is an example for all to follow. Mr. Speaker, I rise today with immense pride to recognize and celebrate the centennial anniversary of JE Dunn Construction Group. This milestone is a testament to the hard work, dedication, and contributions that JE Dunn has made in the construction industry.

Founded in 1924 by John Ernest ``Ernie'' Dunn, this company that began in Kansas City, has now stretched across various generations of the Dunn family, and has only increased their reach beyond Missouri's Fifth Congressional District as the years have passed by. With over 26 offices nationwide and being placed as the 8th overall largest contractor in the United States, this company has served its community through the principle of enriching lives.

Today, JE Dunn employs more than 1,200 people in Kansas City and 4,000 across the country. In 1964 when Ernie Dunn passed, the company was worth $1.4 million and now the company is nearing a revenue of $6 billion. The contributions in the local Kansas City area are important to job creation and sustaining economic growth as the city continues to grow and receive national and international attention.

Through JE Dunn's commitment to the local region, Kansas City began to see an increase in innovation and development in the 1960s with the development of Worlds of Fun, the Hy-Vee Arena then known as the Kemper Arena, among others. As their mission to serve others in the pursuit of building perfection continues, JE Dunn has been vital in recent developments such as the Kansas City Zoo and building the world's first ever stadium for a women's pro sports team. The impact of these investments will have a positive ripple effect on our city and community for generations to come.

Mr. Speaker, I ask my colleagues to join me today in recognizing this momentous celebration and thanking JE Dunn for their contributions to the Greater Kansas City area and beyond. It is a distinct privilege to represent the JE Dunn Construction Group in the United States House of Representatives. Mr. Speaker, it is with a heavy heart that I rise today to commemorate the life of Mrs. Audrey Burgette. Mrs. Audrey lived a life of selflessness, service, and desire to better her community. There are individuals whose impact transcends time, leaving an indelible mark on those fortunate enough to have known them. Audrey June (Stewart) Burgette, the first Black female graduate of William Jewell College, was one of these special people.

Audrey Burgette was born in Liberty, Missouri on July 18, 1930. The circumstances of her childhood were a reflection of the times--Liberty was a racially segregated community still in the grips of Jim Crow laws. Her early educational years were also plagued by second-class treatment due to her race. This was before the Brown v. Board of Education ruling, so her schooling occurred under less than ideal conditions. She grew up in a supportive African American community and a loving family, which bolstered her to remain steadfast in her put suit of academic excellence and personal growth. As a testament to this, she graduated as Valedictorian of her class at Garrison School in Liberty.

Throughout her life, Audrey stood as a beacon of resilience and determination for overcoming numerous challenges. In her early 20s, she married John West Stapleton and welcomed two children, Carrie Eileen Stapleton and John West Stapleton, Jr., Esq. At the young age of 25, she was diagnosed with multiple sclerosis and was partially paralyzed by the disease. She battled back and regained her ability to walk, only to face the pain of divorce. Fortunately, she found love once again with Herbert Lee Burgette, a Korean War veteran from Kansas City. Together with Herbert, Audrey welcomed two more children into her loving embrace, the late Dr. Phillip Leroy Burgette, M.D., and Brigitte Burgette Bradley, Esq. Love was always present in her blended family's lives. Even though she and John were divorced, her second husband, Herbert, would sometimes connect with John Sr., a disabled war veteran, and offer to drive him to milestone events in Carrie and John Jr.'s lives, such as graduations and sporting events.

While raising four children under the age of 10, Audrey was unrelenting in her quest for education. She achieved her dream of attending and graduating from William Jewell College with a Bachelor of Arts in Elementary Education in 1966. She later earned a Master of Arts in Education from the University of Missouri-Kansas City in 1972.

Audrey's dedication to education extended beyond her own academic pursuits. She was a revered elementary school teacher and counselor in the Kansas City MO School District for over 26 years. She touched the lives of countless children, Instilling in them a passion for learning and a belief in their own potential. This commitment expanded beyond her professional life. Audrey became a foster parent to several young people during this time, giving them the same love and support she showed for her own students and children.

Audrey's commitment to excellence in education has also shaped the lives of her four children in profound ways, guiding them towards fulfilling their dreams and aspirations. They were inspired by her example to achieve great success in various fields, from law to medicine to public relations. Her legacy lives on through her three grandchildren, Carrie Nicole Randle, Langston Colin Taylor Burgette and Brandon Byron Hays; and one great-granddaughter, Nya Simone Payne. Carrie Nicole holds a master's degree and is pursuing a doctorate.

In the community, Audrey was an active member of the Kansas City Chapter of the National Association of Business and Professional Women's Clubs, Inc., for which she was an officeholder and served on several committees. She was also a charter member of the Kansas City Chapter of the Association for the Study of Afro-American Life and History, which was established in 1979 by the Black Archives of Mid- America, Inc. Later in life, she added entrepreneur to her list of endeavors--she owned and operated a successful small business, the Stuart House of Maids.

Her relationship with Christ was a central force in her life with one ultimate goal: to give Jesus the glory. She was a member of Liberty's St. Luke A.M.E. Church, and later found her spiritual home at the Unity Church of New Life in Kansas City. She also wanted her children to put Jesus first . . . every Christmas Eve, her family would celebrate by holding a birthday party for Jesus with a cake with one candle, singing Happy Birthday to him, making sure they knew the real meaning of Christmas.

In 1986, the Urban League of Greater Kansas City's Black Family Recognition Committee honored the Burgette-Stapleton Family as a Model Black Family, recognizing them for their ``sterling qualities or support, love, sharing, stability, nurturing, and the ability to overcome adversity.''

Tragically, Audrey's life was cut short by cancer at the age of 62. Her passing left a void in the hearts of all who knew her, but her spirit of love, laughter, and dedication to education continues to inspire all who were touched by her presence. Her unwavering support for her family and community endures--a shining example of the transformative power of a life lived with purpose, perseverance, and passion

As we remember Audrey June Burgette, we honor her trailblazing spirit, her commitment to education, and her profound impact on all of those whose lives she touched As Audrey herself said in a letter to her daughter in 1983, ``Remember to love all people, places, things, and mainly yourself. With love you need nothing else, but without it you have nothing else.'' Mr. Speaker, let us rise today and honor Audrey's life and legacy. May her memory continue to inspire future generations to embrace challenges with courage to pursue their dreams with determination, and to always strive for excellence in all endeavors. Audrey June Brigette, a pioneer in education and a mother extraordinaire, will forever hold a special place in our hearts and in local history.
