Mr. Speaker, I rise today to recognize and honor one of South Florida's most respected and heralded religious leaders, Dr. Gloria Williams. She is the Pastor and co-founder of Jesus People Ministries Church International Incorporated, located in Miami Gardens, Florida.

Dr. Williams is a woman who walks in faith and higher education. She has a Bachelor of Science Degree in Criminal Justice from Florida International University. Dr. Williams has received an honorary Doctor of Divinity Degree from All Nations for Christ Institute International; previously affiliated with Oral Roberts University. Her administrative gifts and skills have proven vital to the Church and her ministry.

Dr. Williams is the Chief Overseer of the Right Connection Association and the executive producer and host of the weekly broadcast ``Right Connection,'' which is seen nationally and worldwide. The broadcast affords Dr. Williams the opportunity to challenge and encourage her followers to develop and mature in their faith. She has been affectionately deemed a Christian role model and her dynamic character has proven to be an asset and an inspiration.

Dr. Williams is the proud mother of daughter Richelle and wife of the late Bishop Isaiah S. Williams, Jr.

Mr. Speaker, I rise today to recognize and honor one of South Florida's most respected and heralded religious leaders, District Missionary Sarah Nell Harris Vangates, as A.M. Cohen Temple Church of God in Christ celebrates the District Missionary's service to the South Miami District.

District Missionary Vangates has been a member of A.M. Cohen Temple Church of God in Christ for over forty-five years. As a committed member of the Church, the Missionary has served as President of the Young Women's Christian Council, 50 Women in White Program, Mother's Board, and Pastor's Aide Board. She is currently serving as the Sunday School Superintendent for A.M. Cohen Temple.

District Missionary Vangates has also demonstrated her commitment to Christ's ministry through her service to the South Miami District as District Missionary. As a member of the South Miami District, she has served as the Sunday School Field Representative, Facilitator to the Missionary in Training Institute, and a Member of the Examining Board of the Women's Department.

District Missionary Vangates was born in Naples, Florida to the late Herschel and Clara Mae Harris. She later moved to Miami, Florida, where she attended and graduated from Miami Northwestern Senior High School in 1959. The District Missionary then married Alfred Vangates of Monticello, Florida. Together, they have five daughters: Regina, Renee, Renell, Reva. and Ronda.

Mr. Speaker, I rise today to recognize and honor a remarkable student and young adult, Ms. Christina Renea Walker, who through hard work and dedication has received acceptance letters to thirteen colleges and universities. She has also been awarded 268,000 dollars in academic scholarships and three thousand dollars in community scholarships.

The colleges and universities are: University of Miami, Lynn University, University of South Florida, University of Florida, University of Alabama, Louisiana State University, Tuskegee University, Howard University, Campbell University, New York Institute of Technology, St. Johns University, Mills College and the University of San Francisco.

Ms. Walker, who will be entering college as a sophomore in the fall, attended Northwestern Senior High School, in Miami, during her senior year, in order to take dual enrollment courses. These courses allowed her to take college courses early, under a program sponsored by Florida International University. The program is called ``The Education Effect'', and is funded by a one million dollar grant provided by Chase Bank.

Ms. Walker has chosen to attend the prestigious University of Florida. It is close to home, but far enough where she can grow into an independent young adult. She also says ``It is great to be a Florida Gator!''

While there have been many people who have played an important role in her life, Ms. Walker says her mother is her true inspiration. A strong, independent woman, who has taught her to love everyone; instilled Christ in her at a young age; taught her to believe in herself and trust God through every obstacle she faces.

Please join me in congratulating Ms. Christina Renea Walker, a shining example and motivating force for all young people who seek to better themselves through education and serve their communities.

Mr. Speaker, I rise today to recognize and honor Mr. Barrington Irving for his devoted time and effort to reinvigorate the importance of education in the youth community.

Mr. Irving life journey thus far is an inspirational story of dedication and commitment. He is an exemplary role model for students to continue pursuing their dreams.

Mr. Irving is the youngest person and first black pilot to fly around the world. To achieve his first flight around the world Mr. Irving reached out to many aviation companies for donated parts. After completing the construction of the Cessna 400 airplane, Mr. Irving titled the airplane the deserving title of ``Inspiration.''

In addition, Mr. Irving was recently recognized by National Geographic as one of the 15 new ``Emerging Explorers'' for 2012. The award recognizes pioneers in emerging fields, and sponsors them on their newest adventures.

In lieu of all his self accomplishments, Mr. Irving still puts the community first. He is the epitome of a selfless leader. Irving has dedicated his time to educating young minority students about engineering in aviation. He is going to use the benefits of his Emerging Explorer title to create the world's first virtual flying classroom.

Mr. Irving is a firm advocate of giving back to the community and encouraging students to strive toward their goals. He facilitates the importance of science and math in his ``Experience Aviation'' summer camp program. Experience Aviation is a non-profit organization, founded by Mr. Irving, dedicated to empowering minority youth to pursue careers in aviation.

Mr. Barrington Irving is a graduate of Miami Northwestern Senior High School. He also studied Aerospace at Florida Memorial University.

Please join me in honoring Mr. Barrington Irving for his many years of distinguished service to the aviation field, and also for his commitment to the betterment of youth minority for their future career endeavors.

Mr. Speaker, I rise today to recognize and honor one of South Florida's most respected and revered role models and community leaders, Mr. Albert E. Dotson Jr., Chairman of 100 Black Men of America, Incorporated. Mr. Dotson has served as Chairman since being elected in 2004.

Founded in New York City, in 1963, as The 100 Black Men, the organization was incorporated in 1986, as 100 Black Men of America, Inc., with nine chapters, as a national alliance of leading African American men of business, industry, public affairs and government. The organization's mission is to improve the quality of life for African Americans, particularly African American youth.

Mr. Albert E. Dotson, Jr., became a member of 100 Black Men in 1989 and was elected the founding president of his local chapter, 100 Black Men of South Florida. Inc. He served as president of the South Florida Chapter for 10 years, before being elected as the national Secretary and then Vice President.

Under Mr. Dotson's leadership, as Chairman of 100 Black Men of America, Inc., since 2004, the organization has 116 chapters and is growing in the United States, and the Caribbean.

Mr. Dotson has mentored countless young men and empowered them to achieve their dreams, matriculate through colleges and universities and propel into productive, community leaders and servants nationally and internationally.

Please join me in honoring Mr. Albert E. Dotson, Jr., for his many years of distinguished service as Chairman of 100 Black Men of America, Inc., and for his unwavering commitment to our young men and community.

Mr. Speaker, I rise today to honor Oliver G. Gilbert, III for his philanthropy and dedication to at-risk youth.

On behalf of the 5000 Role Models of Excellence Project, I present this Congressional Award in recognition of Mr. Gilbert's exemplary leadership and commitment to Miami-Dade County. Each year, we acknowledge distinguished Role Model Mentors, and it is my pleasure to congratulate Mr. Gilbert as he joins this esteemed group.

His contributions as a Miami-Dade Commissioner have had a profound impact on our community. Mr. Gilbert's advocacy for youth welfare exemplifies the core values we seek to instill in the young men we serve. Mr. Gilbert serves as a beacon of hope and exemplifies true leadership, consistently demonstrating integrity and compassion in his efforts.

Mr. Speaker, from the 24th district of the great state of Florida, I rise today to recognize the Miami Chapter of Jack and Jill of America, Inc., on the occasion of their 60th anniversary of leadership, service, and cultural awareness. I include in the Record the following Proclamation:

Whereas, the Miami Chapter of Jack and Jill of America,

Inc. has been a cornerstone of leadership, service, and

cultural awareness throughout Miami-Dade County for the past

60 years, fostering the growth and development of African

American children and their families; and

Whereas, since its founding in 1964 under the leadership of

Geraldine Arrington, the Miami Chapter has grown to represent

47 families and 71 children, aged 2 to 19 years old, with a

mission to stimulate and implement the educational growth of

Jack and Jill children through the organized efforts of their

parents; and

Whereas, the Miami Chapter has been actively involved in

public service, hosting regional and national conferences,

implementing impactful programs, and supporting critical

social causes, including partnerships with organizations like

the NAACP and initiatives addressing community needs; and

Whereas, the chapter's legacy includes decades of

leadership development for its youth, extensive community

outreach projects, and active participation in national

programs of Jack and Jill of America, Inc., embodying its

mission to nurture future leaders; and

Whereas, nationally, Jack and Jill of America, Inc.,

founded in 1938, encompasses 271 chapters and more than

50,000 family members dedicated to advancing opportunities

for African American children, fostering cultural pride, and

promoting community service; and

Whereas, the Miami Chapter continues to build on its proud

legacy under the current leadership of President Anetra

Poindexter, culminating in the celebration of its 60th

Diamond Anniversary during the 2024-2025 program year; and

Mr. Speaker, from the 24th district of the great state of Florida, I rise today to honor Missey Bailey for her impactful contributions to broadcasting and the South Florida community. I include in the Record the following Proclamation:

Whereas, Missey Bailey, a South Florida native, discovered

her passion for the broadcasting industry at a young age,

inspired by her mother's work at WPLG Channel 10 and iconic

broadcasters such as Dwight Lauderdale and Ann Bishop; and

Whereas, while pursuing her education at Broward Community

College, Ms. Bailey balanced multiple roles as a private duty

nurse and an employee at Pages of Life, South Florida's

oldest Bible bookstore, exemplifying her dedication to

serving others; and

Whereas, Ms. Bailey launched her broadcasting career at

WEXY/1520 AM in Fort Lauderdale, where she excelled as an on-

air talent and producer of the nightly show ``Night Talk with

Rob Jackson''; and

Whereas, on Mother's Day in 1999, Ms. Bailey fulfilled her

dream of hosting her own show, ``Inspirational Yours,'' on

WEDR/99 Jamz, a heritage station that amplified her voice and

connection with the South Florida community; and

Whereas, in 2004, Ms. Bailey transitioned to WHQT/Hot 105

FM where she continued to inspire audiences as the host of

``Sunday Morning Joy with Paula'' and introduced her

acclaimed series, ``On Assignment with Missey Bailey''; and

Whereas, in addition to her on-air achievements, Ms. Bailey

served as Gospel Music Director and Community Relations

Assistant for Hot 105 FM, further solidifying her role as a

trusted leader and advocate for her community; and

Whereas, her trailblazing career in radio broadcasting and

her unwavering commitment to uplifting others have left an

indelible mark on the South Florida community; and

We now recognize Role Model Mayor Michael Joseph, who has achieved a significant milestone in the political history of North Miami Beach by becoming the first Haitian American mayor and the first Black mayor of a city renowned for its vibrant and diverse population. His exemplary leadership and steadfast dedication to the youth and communities of North Miami Beach are evident in the city's ongoing growth and prosperity.

Mr. Speaker, from the 24th district of the great State of Florida, I rise today to recognize and honor Sheriff Rosie Cordero-Stutz on making history as Miami-Dade County's first female sheriff. On January 7, 2025, Sheriff Rosie assumed this historic role as the Miami-Dade Police Department (MDPD) transitioned back into a Sheriff's Office for the first time in nearly 60 years.

Sheriff Rosie is a trailblazer and dedicated public servant with over 28 years of exemplary service in law enforcement. Her steadfast commitment to protecting and serving the people of Miami-Dade County has earned her the respect and admiration of her peers and the community alike. Rising through the ranks from police officer to assistant director, she has gained a profound understanding of the unique needs and challenges facing her community.

Throughout her distinguished career, Sheriff Rosie has served in a wide range of assignments, including uniform patrol, special investigations, Media Relations Bureau, Robbery Bureau, Homicide Bureau, Professional Compliance Bureau, and Economic Crimes Bureau. Her extensive experience in police operations, investigations, supervision, and administration has prepared her to lead with confidence and integrity.

In 2020, Sheriff Rosie was promoted to Police Division Chief of the North Operations Division, where she oversaw the administration and management of multiple districts, including the Intracoastal, Northside, Northwest, and Midwest Districts, as well as the Town of Miami Lakes. In 2022, she was promoted to Assistant Director of Support Services, where she managed Communications, Central Records, Personnel Management, and Cyber Crimes Bureaus. In 2024, she supervised Investigative Services, including the Criminal Investigations, Government Affairs, and Forensic Services Divisions. Sheriff Rosie also led Police Services, which included North and South Operations Divisions, the Airport and Seaport Operations Bureaus, three contractual cities, and the Special Patrol Bureau, serving as acting Assistant Director.

Sheriff Rosie's leadership is defined by her unwavering commitment to safety, security, and community trust. Her top priorities as sheriff are to ensure the Miami-Dade Sheriff's Office operates with the highest standards of ethics, professionalism, and respect. By maintaining order, protecting residents, and enforcing laws impartially, she is dedicated to making Miami-Dade County a safe and prosperous place for residents and visitors alike.

Sheriff Rosie holds a Master's Degree in Public Administration from Florida International University and a Bachelor's Degree in Criminal Justice from Marist College. She is a graduate of the Executive Leadership Program, the Federal Bureau of Investigation (FBI) National Academy (session 265), the Florida Police Chiefs STARS program, the Police Executive Leadership Institute (PELI), and the FBI National Executive Institute for Leadership (Session 46). Additionally, she serves as the current President of the Florida Chapter of the FBI National Academy Associates, the largest alumni chapter in the world.

Mr. Speaker, Sheriff Rosie Cordero-Stutz's groundbreaking appointment is an inspiration to future generations of law enforcement leaders. Her trailblazing leadership, dedication to public safety, and commitment to serving with integrity are truly commendable. I ask my colleagues to join me in honoring Sheriff Rosie Cordero-Stutz for her remarkable achievements and invaluable contributions to Miami-Dade County.

Mr. Speaker, I rise today to honor the distinguished career and inspiring journey of Markenzy Lapointe, the United States Attorney for the Southern District of Florida. Appointed by President Joseph Biden and confirmed by the U.S. Senate in December of 2022, Mr. Lapointe led an office of nearly 500 attorneys and support professionals dedicated to investigating and prosecuting federal crimes in South Florida and litigating civil matters in which the United States has an interest. Mr. Lapointe served in this capacity until he ended his term with the outgoing Biden Administration. His leadership in this pivotal role serves as a testament to his unwavering commitment to justice and public service.

Mr. Lapointe's remarkable legal career began with the Florida Supreme Court, where he served as a law clerk to the Honorable Harry Lee Anstead from 1999 to 2001. He subsequently joined the U.S. Attorney's Office for the Southern District of Florida as an Assistant U.S. Attorney, handling federal criminal matters ranging from narcotics and firearms offenses to bank and mortgage fraud. His tenure in private practice included over a decade at Boies Schiller Flexner LLP, where he rose from litigation associate to partner before joining Pillsbury Winthrop Shaw Pittman LLP.

Mr. Lapointe served as a partner at Pillsbury Winthrop Shaw Pittman LLP in Miami, where he handled complex commercial disputes, high- exposure product liability cases, professional malpractice matters, and criminal investigations. As co-chair of the firm's Advancement of Diverse Attorneys Committee, he demonstrated a steadfast dedication to promoting the retention and advancement of attorneys from various backgrounds, exemplifying his commitment to equity and inclusion within the legal profession.

Throughout his career, Mr. Lapointe has also demonstrated an exceptional commitment to pro bono service. He has received numerous accolades for his advocacy, including the Legal Aid/Put Something Back Pro Bono Award in Child Advocacy and the Daily Business Review's Most Effective Lawyer Award for Pro Bono in Family Law.

A proud alumnus of Florida State University, Mr. Lapointe earned both his law degree from the College of Law and his degree in finance from the College of Business. He also attended Miami Dade College, reflecting his deep ties to the South Florida community.

Beyond his professional accomplishments, Mr. Lapointe's personal story is a profound source of inspiration. Born in Haiti, he immigrated to the United States as a teenager and settled in Miami's Liberty City neighborhood. A graduate of Edison High School, Mr. Lapointe went on to serve his country as a U.S. Marine during the Gulf War. Today, he is not only a distinguished legal professional but also a trailblazer as the first Haitian-born American to serve as U.S. Attorney.

Mr. Speaker, please join me as I recognize Markenzy Lapointe. He embodies the values of perseverance, service, and excellence. His journey from Liberty City to leading one of the most significant U.S. Attorney's Offices in the Nation is a testament to the boundless opportunities our country provides.
