Madam Speaker, I thank the gentlewoman for yielding.

I am honored to be here on the floor of the U.S. Capitol to kick off this Special Order hour on Black men and boys.

I am Congresswoman Frederica Wilson, chair of the U.S. Commission on

the Social Status of Black Men and Boys and the Congresswoman representing Florida's 24th District, but you can call me Frederica ``Prevention'' Wilson because that is what I do.

I believe, as Frederick Douglass said: ``It is easier to build strong children than to repair broken men.'' Thus, as a woman and even during Women's History Month, I want to take a moment to talk about our fathers, our brothers, our uncles, and our sons. We have wasted far too much time allowing conditions to fester that work to break Black men and extinguish the lives of Black boys before they become men.

I refuse to allow Black men to be among the highest mortality rates, who, on average, are dying before they can collect their Social Security checks. I refuse to let this happen on my watch. I have to speak up.

As Members of Congress, we have to speak up. So, those of us who are here tonight are here to speak up for Black men and boys.

This is such an important topic near and dear to my heart because of what we are doing, committing to make 2024 the year of Black men and boys.

Let me take a moment to thank my fellow members of the Congressional Black Caucus and the Commission on the Social Status of Black Men and Boys for being here tonight because we have so much work to do.

Developing strong Black men is my life's work. Thirty years ago, I started the 5000 Role Models of Excellence, a mentoring organization committed to supporting all boys, but particularly Black boys.

The 5000 Role Models of Excellence had an event just last month where we continued our work to improve the relationship between Black boys and our Miami-area police because we all know of the tension that exists between the police and Black men. We all know that, no matter how many laws we pass, they can only work when we change the tenor, hearts, and compassion of both sides because the tension has always existed long before we have all been alive. Since slavery, it has existed.

Oftentimes, I ask people to raise their hand if they want to change places with a Black boy in America, and no one ever raises their hand. Why? Because we all know and see the issues they face.

That is why I am so grateful to be standing on the floor of the House, talking to the people of the United States about how to break those tensions between our youth and the police. The relationship with police is one of the many issues that uniquely affect Black men, and it is something all of us, whether that be the White House, Members of Congress, or leaders in our community, must never stop addressing.

At the start of my career as an elementary school teacher, I remember watching how my fellow teachers treated Black boys. I vividly remember that if a Black boy accidentally knocked a book off the desk, the teacher would be livid, scold him for knocking down the book, and punish him with detention. If anyone else other than a Black boy knocked a book off the teacher's desk, the teacher's response was completely different. They would say: ``It is okay. I am sure you didn't see it.'' Afterward, class would proceed. It was crazy.

Then, Secretary of Education Lamar Alexander came to my school at the behest of President Bush to declare that the 5000 Role Models of Excellence was a model for the Nation. It was a great day in Miami-Dade County Public Schools. They labeled it a break the mold program.

In Philadelphia, Pennsylvania, President Clinton honored the program as part of America's Promise Alliance, and all the living Presidents were there. We were declared a teaching example for the Nation, and I went on to record commercials for HBO, explaining the importance of Black men becoming mentors for Black boys. The commercials were shown all over the world.

The 5000 Role Models of Excellence Project is a program that we must all remember. We are all over Florida; in Detroit, Michigan; headed to The Bahamas; Birmingham, Alabama; and Los Angeles, California.

To date, the 5000 Role Models of Excellence has funded full college scholarships for nearly 2,000 young men and has uplifted many Black men who are now doctors, Capitol Police officers, lawyers, city commissioners, county commissioners, college presidents, members of our Federal agencies, and the leaders of today and tomorrow, and we have receipts.

This is what I want for all Black men and boys: to level the playing field and open the doors of opportunities for them.

I invite Members of Congress, other politicians, universities, school systems, philanthropists, artists, entertainers, and cities to start their own chapters of 5000 Role Models because I have a dream.

I have a dream, just like Martin Luther King, Jr., had a dream. I have a dream that we can end mass incarceration. I have a dream that we can end gun violence. The list goes on and on. In my mind, I don't see an issue more important than this one because we can uplift Black men and boys and put them on a path to success. We can change the course of this country.

I believe that if the Black voters of this country, especially the men, knew that there is a Commission on the Social Status of Black Men and Boys, we would not be talking about their vote.

Just a couple of weeks ago, I met with the Commission on the Social Status of Black Men and Boys, including Councilwoman Kristen Clarke, who serves as United States Assistant Attorney General, Reverend Al Sharpton, and our new Gen Z Congressman Maxwell Frost, who all eagerly put forth ideas, bringing the weight of their essential work to this issue of Black men and boys.

One thing was clear in that meeting. It is long overdue for us to address the disparities affecting Black men and boys. The crime bill, welfare reform, it is long overdue. Education, college scholarships, access to jobs and housing, and the number one issue is prevention. We must remember, prevention.

My name is Congresswoman Frederica ``Prevention'' Wilson, and I approve this message. I thank all who have joined us this evening, and we look forward to them working with us and the Congressional Black Caucus to uplift Black men and boys.

Madam Speaker, I rise on behalf of my constituents in Miami and Miami Beach. Many are my neighbors, and they are grieving their relatives and friends who are being held hostage by Hamas.

Their stories are heart-wrenching and chilling. The suffering is immense, and the grief of not knowing, not seeing, and not hearing from their loved ones is torture.

Many of you will remember my hard-fought battle against Boko Haram and my many trips to Nigeria on behalf of the Nigerian school girls. In the spirit of my 7-year journey declaring, ``Bring Back Our Girls,'' to find the Nigerian schoolgirls who were kidnapped in Chibok by the terrorist group Boko Haram, I am launching today the same kind of advocacy and demanding the release of the Israeli hostages kidnapped by the terrorist group Hamas, and I say: Bring back the hostages.

It is time now to turn our attention to the Middle East. We need humanitarian aid, and we need to bring back the hostages.

Next Wednesday, I invite you to join me at a press conference to show our

outrage and advocacy as we demand they bring the hostages back.

You wore red with me for the Chibok girls for 7 years. Please wear shades of blue, royal blue, navy blue, and light blue, to show solidarity.

After the press conference, we will take a picture to share on social media all over the world. I ask you to help me post it everywhere.

Mr. Speaker, I rise today to include in the Record the following Proclamation in recognition and honor of Dr. Michael Norman, for his contributions to Christian Music and leadership at the 2024 State of the Church Summit, in Miami, Florida.

Whereas, Dr. Michael Norman, the second of five siblings, born in Orlando, Florida, to Carey and Mary Norman, has displayed exceptional talents and contributions throughout his life; and

Whereas, from the tender age of five, Michael exhibited prodigious skills in playing the piano, evolving into the primary church musician by the age of eight, laying the foundation for his future as a performer, orator, and proficient leader; and

Whereas, Michael's journey began as a gifted musician, attributing his musical prowess to his mother's prayers and divine intervention, turning away from potential pitfalls during the challenging times of the 80s; and

Whereas, his remarkable musical journey has culminated in numerous accolades, including multiple awards for Best New Artist, highlighting his ability to resonate with diverse audiences through the universal language of music; and

Whereas, Dr. Michael Norman is a native of Orlando, Florida, and, for the past 25 years, has been in a sacred union with Prophetess Francina Norman, demonstrating a commitment to marital bliss and spiritual partnership. Dr. Norman and Prophetess Francina Norman have traversed the globe, establishing churches, overseeing ministries, and providing valuable consultation to Pro Athletes, Celebrities, and Political figures, contributing to the betterment of societies both foreign and domestic; and

Whereas, Dr. Michael Norman, alongside his cherished wife Francina, serves as pastors of The Movement Church in Orlando, FL, demonstrating unwavering commitment to the spiritual growth and well-being of their community; and

Whereas, Dr. Michael Norman holds a Bachelor's degree in Biblical Studies and Pastoral Counseling, as well as an Honorary Doctorate from All Nations Christian University, attesting to his scholarly pursuits and commitment to expanding his knowledge for the betterment of others; and

Whereas, Dr. Michael Norman is the esteemed founder of MCN Productions International, a testament to his entrepreneurial spirit and commitment to excellence in the realms of recording artistry and production; and

Now, therefore, be it resolved that I, Frederica S. Wilson, a member of the United States House of Representatives, representing the 24th Congressional District of Florida, recognize Dr. Michael Norman's outstanding accomplishments, unwavering commitment to community, and his dedication to the betterment of individuals and relationships.

Mr. Speaker, I rise today to honor Dr. Tragil Wade-Johnson, a distinguished entrepreneur, philanthropist, inspirational speaker, life coach, and author.

Dr. Wade-Johnson has dedicated her life to the pursuit of improving the lives of others through education, empowerment, encouragement, and enlightenment. As the former caregiver and devoted sister to retired NBA Champion Dwyane Wade, her family's journey from tragedy to triumph inspired her to commit her life to supporting underprivileged youth. Dr. Wade-Johnson's passion for children led her to found America's Big Sisters Foundation which seeks to change the narrative for youth facing challenges similar to those she and her brother overcame.

Establishing America's Big Sisters Foundation in 2017 as a 501(c)3 organization, Dr. Wade-Johnson continues her mission to empower, encourage, and educate young ladies in underserved communities. The foundation's annual Empowerment Conference, uniting girls across backgrounds and providing strategies to overcome societal challenges, has grown exponentially, impacting the lives of thousands. With a city tour reaching multiple states, this visionary leader aspires to touch the lives of 2,500 girls in 2023 alone.

Dr. Wade-Johnson's educational achievements, including degrees in Early Childhood Education and Elementary Education, coupled with her certifications in ministry, leadership, and trauma-informed care, underscore her commitment to lifelong learning and personal development.

Her illustrious career path encompasses roles as a teacher, principal, and executive director, reflecting her diverse skill set and dedication to shaping young minds. Notably, as the Executive Director of Wade's World Foundation from 2006 to 2017, she led the organization in raising more than $3.4 million and garnered numerous awards. Recognitions such as the BET Humanitarian Award, Woman of Excellence, and the Dr. Rita Marley Ambassador Award underscore her impactful presence in the philanthropic landscape.

Dr. Tragil Wade-Johnson's dedication to positive change and her unwavering commitment to uplifting the next generation epitomizes the transformative power of education, resilience, and compassionate leadership, inspiring us all to strive for a better future.

Mr. Speaker, please join me in honoring Dr. Tragil Wade-Johnson for all she has achieved, and for her commitment, dedication and service to our community.

Mr. Speaker, I rise today to honor Mr. Lee Caplin, a businessman and philanthropist.

As an attorney, entrepreneur, and educator, Mr. Caplin's contributions span over 25 years, including co-founding Penske Media and serving as the Special Assistant Chairman of the National Endowment for the Arts. With a Bachelor of Arts degree in Political Science from Duke University and a Juris Doctor degree from the University of Virginia Law School, Mr. Caplin has been an influential figure in various fields, embodying a commitment to education, innovation, and the arts.

Mr. Lee Caplin generously donated $10 million to Florida International University College of Communication, Architecture + The Arts (CARTA) to establish the CARTA Lee Caplin School of Journalism & Media, marking one of the most substantial contributions to a journalism and media program in the history of the State University System of Florida.

The donation will empower a multitude of initiatives to support students, encompassing the strengthening of the curriculum, faculty, and professional staff to ensure graduates are well-prepared for interdisciplinary, high-demand professions. Additionally, it will involve the enhancement of the renowned South Florida Media Network, now rebranded as Caplin News, providing immersive professional learning experiences with news bureaus in Miami and Washington, D.C. The initiative extends to the development of engaging and inclusive coursework, fostering an experiential ``learn by doing'' teaching philosophy and equipping students with essential skills to combat misinformation and disinformation. Furthermore, it

aims at establishing a diverse and accomplished faculty of practitioners and scholars, providing instruction in the use of industry-standard equipment, software, and the latest immersive technologies. The donation will also contribute to capital improvements in facilities and equipment to create state-of-the-art learning spaces, along with offering student scholarships and financial assistance.

This significant gift reinforces the Caplin School's dedication to inclusivity, with 86 percent of students identifying as minorities, and its commitment to providing access to excellence, fostering ``techquity,'' and preparing proficient, multilingual professionals in journalism, digital media, animation, broadcast media, and film (proficient in English, Spanish, and Haitian Creole).

Lee Caplin, Founder and Chairman of Picture Entertainment Corporation, has a prominent role in the multimedia and telecommunications industry, serving as the Executive Producer of the Academy Award-nominated film ``Ali'' and leading initiatives such as the Immersive Studio for Altered Reality (iStar) at Florida International University.

Mr. Speaker, please join me in honoring Mr. Lee Caplin for all he has achieved, and for his commitment, dedication and service to our community.

Mr. Speaker, I rise today to honor Mr. Richard Cuff, a businessman, philanthropist, and friend.

Born and raised in Miami, the vibrant city within Florida's 24th Congressional District, Richard Cuff brought with him a wealth of experiences and a deep-rooted sense of community when he relocated to Jacksonville. His journey from the heart of Miami to becoming an integral part of the Jacksonville community reflects the interconnectedness of our great state. His commitment to bridging the gap between communities, fostering inclusivity, and celebrating diversity is a testament to the values instilled in him from his early days in Miami, the place he still calls home.

Richard Cuff, a dedicated and compassionate resident of Florida, has significantly contributed to the lively fabric of our community. Richard has selflessly devoted his time to enriching the lives of underprivileged youth through the art of music, sharing his passion and skill by teaching violin lessons through his Guiding Success Program. His comedic talents have not only brought joy and laughter to many but also served as a testament to his versatile and creative spirit. Richard's commitment to civic engagement has been demonstrated through his candidacy for public office, showcasing his unwavering dedication to making positive changes within local government.

Richard Cuff's influence extends beyond the realms of music, comedy, and politics. His fervent dedication to community service is evident through his leadership in various local initiatives. From spearheading neighborhood clean-up projects to organizing charity events, Richard consistently demonstrates a profound commitment to the well-being of our community.

In the realm of education, Richard has not only shared his musical expertise but has also actively engaged in promoting literacy and learning. His involvement in literacy programs for children and adults alike underscores his belief in the transformative power of knowledge and the importance of fostering a culture of lifelong learning.

As a staunch advocate for social justice, Richard has fearlessly addressed issues of inequality and worked towards building bridges between communities. His efforts to foster understanding and unity have not only resonated locally but have also inspired others to join the

cause of creating a more inclusive and compassionate society.

Richard is founder of the Cora Lee Cuff Fund, named for his late mother, founder of NASEMBA Business Alliance, and C.E.O. of ConcinTel, LLC. He serves as Executive Director of League of Florida Orchestras, Inc., a capacity-building nonprofit organization.

In acknowledgment of these accomplishments and the countless other ways Richard Cuff has enriched the lives of our residents, we celebrate not only his birthday but also the indelible mark he has left on our community. Happy Birthday to Richard, and I thank him for being an exemplary force for positive change.

Mr. Speaker, I rise today to honor the late Shirley Gibson, a mother, public servant, and friend.

Shirley Gibson, hailing from Camilla, Georgia, was the eldest among six siblings. Her family's journey took them from Camilla to the Florida Keys when she was just 10 years old. Subsequently, they relocated to Miami's Liberty City neighborhood before finally settling in Carol City, now known as Miami Gardens--the largest predominantly Black community in South Florida, which she led the charge in the city's creation.

Shirley Gibson's remarkable journey in public service began as a Miami-Dade police officer before she served as Miami Gardens' mayor from the city's establishment. Her dedicated public service extended from the city's inception in 2003 until 2012 at the conclusion of her second term as mayor. During her tenure, Mayor Gibson displayed unwavering commitment to fostering civic pride.

Mayor Gibson established a benchmark for leadership in the newly formed municipality. A trailblazer and visionary, she foresaw the potential for growth, prosperity, and unity within the community. Her leadership was characterized by an enduring commitment to inclusivity, equity, and transparency. Under Mayor Gibson's guidance, Miami Gardens thrived. Her policies and initiatives were centered on enhancing the residents' quality of life, driving economic progress, and fortifying public safety. She championed the people, advocating for improved education, upgraded infrastructure, and the strengthening of community bonds.

Mayor Shirley Gibson's legacy transcends administrative and political spheres. She was deeply devoted to building bridges between diverse communities, fostering an environment of unity and harmony. Her remarkable ability to connect with individuals from all walks of life undoubtedly contributed to her leadership success. She demonstrated a sincere concern for the welfare of her constituents, tirelessly working to enhance their lives in every conceivable manner. Her accomplishments reflected her dedication to crafting a flourishing, inclusive, and vibrant Miami Gardens. In early 2023, her pride in the city was evident as she beamed during the celebration that marked the city's 20th anniversary.

Shirley Gibson was a proud alumna of St. Thomas University, earning a Bachelor of Arts in Criminal Justice in 1981 and a Master of Arts in Pastoral Ministries in 2023. Her remarkable contributions were further recognized when, in 2013, she was conferred with an honorary Doctorate from the University.

Mr. Speaker, please join me in honoring the late Shirley Gibson for all she has achieved, and for her commitment, dedication and service to our community.

Mr. Speaker, I rise to honor the service of Saisha White, my legislative assistant who has dedicated her time to serving the people of Florida's 24th Congressional District.

A Cleveland native, Saisha moved to Florida to obtain her law degree at Florida A&M University after obtaining her bachelor's at Miami University. Her time in law school inspired her passion to secure equity and opportunities across marginalized communities.

Saisha came to my office ready to make a difference. She worked her way up to becoming my legislative assistant, handling my Transportation & Infrastructure Committee work. In her time as my legislative assistant, she managed my proposed legislation, amendments--many of which were included in critical legislation and advocated for critical issues to better the lives of those across the country.

Known for her dedication to giving back and empowering others, one of Saisha's greatest attributes is her selflessness. Her willingness to continually give back is one of her many attributes that will inevitably result in success in this field.

Saisha's heart is dedicated to equity for Black and brown communities, and she is moving on from my office to continue that work. Upon transitioning from my office, Saisha will go on to advocate for safer communities, criminal justice reform, and civil rights access for marginalized communities.

On behalf of Florida's 24th Congressional District, I ask my colleagues to join me in honoring Saisha White for her drive and dedication to public service.

Mr. Speaker, on Wednesday, November 1, 2023, I accidentally voted No on H.R. 340--Hamas International Financing Prevention Act. In fact, I intended to vote Yes on the bill.

Mr. Speaker, I rise to honor the service and accomplishments of Kanko Zonou, my congressional staffer who has consistently served my office and the people of Florida's 24th Congressional District. Kanko has proven to be a very articulate young woman and shows great promise for her future endeavors. Kanko has assisted my office in various areas, such as legislative research, constituent outreach, and team management. She had demonstrated an excellent drive and a continuous willingness to learn.

Kanko Zonou was born in Lome, Togo and raised in the state of Georgia, She is a Magna Cum Laude graduate of Georgia State University where she earned her Bachelor's degree in Political Science. At Georgia State University, she served as Women's Rights chair for the NAACP, and she received the Nell Hamilton Trotter Student Leadership Award for her service. During her junior year, she presented two research projects centered around economic issues at the Southern Political Science Association's 2022 annual conference. Kanko is currently a member of Alpha Kappa Alpha Sorority, Incorporated. Her experiences have empowered her to advocate for human rights, as well as social justice.

Upon transitioning from my office, Kanko will continue to work in legislation as she fights for justice.

On behalf of Florida's 24th Congressional District, I ask my colleagues to join me in honoring Kanko Zonou for her exemplary character, dedication to teamwork, and willingness to learn.

Mr. Speaker, I rise today to honor Deborah Dorsett, an outstanding civic leader serving all of Greater Miami.

Ms. Dorsett received a Bachelor of Science Degree in Business Management from Florida Memorial University and earned a Master of Business Administration from St. Thomas University.

Deborah Dorsett is the Executive Director of the Greater Miami Service Corps (GMSC). She has served the GMSC in several capacities for more than 25 years and has led the program with strength and compassion. She has guided GMSC in creating vital career pathways for young adults and continues to develop meaningful partnerships with the city, local employers, and other supporters. Recognized as a mentor and a champion for today's young adults, Deborah is an advocate for resources needed to support those who face barriers during their career and education journey.

Ms. Dorsett has served in numerous leadership positions, including the former Chair of the Corps Network Board of Directors, and she currently serves as a member. She is the Assistant Treasurer of the Women Involved in Service to Humanity (WISH) Foundation; Vice Chairman of NieCat Foundation of Excellence Inc.; Vice President of the Florida Youthbuild USA Coalition; and Chair of the Risk Management Committee of Alpha Kappa Alpha Sorority, Incorporated Gamma Zeta Omega Chapter. In 2019, Legacy Miami Magazine named her as one of the year's top 50 influential Black business leaders and public officials.

Ms. Dorsett is the recipient of The Corps Network 2023 Legacy Achievement Award. This distinction is among the highest honors The Corps Network bestows and is awarded to those who have worked for at least 15 years in the Corps world, served in a senior leadership position at a Corps, and made significant contributions to the national movement.

Mr. Speaker, please join me in honoring Ms. Dorsett for all she has achieved. She exemplifies the high quality of volunteerism and civic leadership that we aspire to instill across the country.

Mr. Speaker, I rise today to honor Janice Spann-Givens, an outstanding leader in higher education as she retires with 34 years of service to Florida International University (FIU).

Janice Spann-Givens better known to most students as ``Mama G'' is a native of Miami. She received her Bachelor of Science Degree in Business Administration with a concentration in Marketing from the University of Florida (UF) in Gainesville, Florida. She was a member of the first cohort of students in FIU's Master of Science in Education Leadership/Student Affairs Administration program and received her degree in 2005. Upon graduation from UF, she worked for Southern Bell/ AT&T Information Systems for nine years before beginning her career at FIU in 1989 in the Office of Financial Aid as the Assistant Director for Scholarships. In 1994, she accepted the Assistant Director position in the Office of Multicultural Programs and Services (MPAS). In 2005, Janice was promoted to Associate Director. In 2021, the Office of Multicultural Programs and Services was renamed the Office of Social Justice and Inclusion (OSJI). She worked part time as an Adjunct Lecturer in the FIU College of Arts and Sciences teaching the Freshmen First Year course for 14 years (1995 through 2009).

She has served on many university-wide committees including the MLK Commemorative Celebration, DEI--Attraction, Retention, Engagement subcommittee, Diversity Week, University Wide Access and Success, Student Conduct & Conflict resolution, Judicial, University Scholarship and Holiday Celebration for Children committees.

Ms. Spann-Givens served as Faculty Advisor for several FIU student clubs and organizations during her 34 years including SPEAK, Black Student Union Council (BSU), Black Female Development Circle, National Pan-Hellenic Council (NPHC), Alpha Kappa Alpha Sorority, Incorporated- Sigma Pi Chapter and NAACP to name a few. As a faculty member, she received the 2021 Fraternity and Sorority Life Advisor of the Year award. She is also a member of the 2005 1st Place winning team

for the Fourth Annual StudentAffairs.com Virtual Case Study Competition.

Mr. Speaker, please join me in honoring Ms. Janice Spann-Givens for all she has achieved. She embodies the high quality of volunteerism and leadership that is important to the success of collegiate students.

Mr. Speaker, I rise today to honor Reverend Dr. Carl Johnson, an outstanding spiritual leader guiding South Florida.

In 1987, Pastor Johnson began his journey as a clergyman, answering the call and receiving a ministerial license at 93rd Street Community Baptist Church. He was appointed the position of youth minister and he quickly ascended to assistant to the Senior Pastor. After the passing of Rev. Alonzo Anderson, Pastor Johnson became the interim Pastor, and was shortly installed as Senior Pastor on May 16, 1993. God gave him a vision for the 93rd St. Baptist Church, ``the church being faithful to become fruitful'', undergirded with the mission statement, ``the Church Where the Holy Spirit Leads and the Body of Christ Follows''.

Under Pastor Johnson's leadership, the church has steadily grown from 100 to 7000 members. The old sanctuary was renovated in 1996, and the church expanded into numerous properties in the surrounding area. In December 2007, the church moved adjacent to a beautiful new cathedral holstering their capacity to over 1,500 parishioners and adding administrative offices, bookstore, conference room, and a chapel. Due to the rapid growth many more ministries have been added.

Pastor Johnson has served in many capacities. He serves as the President of the 93rd St. Community Development (social services) since 1999. He served as the President of the Caretaker for Christ Incorporation and served as the President of the Ministers & Deacons Union of the Seaboard Baptist Association. In 2018, he was appointed the President of the Moderators Axillary of the Florida General Baptist Convention. Presently, he serves as the Moderator of the Seaboard Baptist Association for the past 7 years. Today, he serves as a Chaplain for the Florida Highway Patrol Department and Chaplain for the Doral Police Department.

On April 6, 2023, he was elected, as the 24th President of the Florida General Baptist Convention. Beyond his endless love of community, his willingness to serve knows no bounds, and it is recognized by his peers and members of the community. On Tuesday, May 2, 2023, Pastor Johnson was installed as the 24th President of the Florida General Baptist Convention.

Mr. Speaker, please join me in honoring Reverend Dr. Carl Johnson for his dedicated service to the South Florida community and all he has achieved.

Mr. Speaker, I rise today to recognize Dr. Lamont S. Snyder in honor of his retirement from Broward County Public Schools.

Dr. Lamont Snyder, a constituent of District 24, is a noted visionary, a well-respected mentor and father figure and a nationally recognized Music teacher and Band Director at Hallandale High School in Broward County, Florida.

Dr. Snyder's leadership and dedication turned a small fledgling high school band of amateur players into a nationally recognized and talented organization of skilled musicians and performers. The band has competed in and won numerous competitions, marched in the acclaimed Orange Bowl Parade and entertained thousands of people across the country.

Dr. Snyder's devotion and accomplishments earned him the Mr. Holland's Opus Foundation Award in 2004 that was presented to him at New York City's Carnegie Hall. Every year the foundation recognizes the five best band directors in the country.

Dr. Snyder is completing his 21st year as a Broward County Schools Band Director. He has used music to instill in his students self- discipline, self-confidence, self-motivation, drive and determination for excellence in everything they do.

He has built a support system, comprised of parents, students, alumni, and friends that has allowed the band to flourish and remain competitive. More importantly, it serves as a safe and positive avenue for the students, many of whom have gone on to earn music scholarships to schools like Bethune-Cookman University, Florida State University and Florida A&M University.

Dr. Snyder is a native of Miami, Florida and a graduate of Miami Carol City High School. He received a Master's degree in Music from Florida Memorial College.

Dr. Snyder is married to Connie Snyder and is the father of 5 children: Venita, Lakinya, Regina, Celisse and Lamont Jr. He is also a grandfather, son, brother and uncle.

Mr. Speaker, I rise today to honor Miami-Dade County Public Schools (M-DCPS).

According to the National Center for Education Statistics, Miami-Dade County Public Schools has recently reached a historic milestone. The district has risen from fourth to the third largest school district in the nation with a total of 319,612 students. With the enrollment of the 2022-2023 school year, Miami-Dade was able to surpass Chicago Public Schools with nearly 5,000 students.

The students, faculty, and staff of M-DCPS continue to succeed on multiple levels as the district has maintained an A-rating for the past 3 years.

Mr. Speaker, please join me in honoring Miami-Dade County Public Schools as the third largest school district in the Nation.
