Mr. Speaker, I rise to recognize National Vietnam War Veterans Day, a time to honor the brave men and women who served. This past Saturday, we marked the National Vietnam War Veterans Day.

Mr. Speaker, 52 years ago, on March 29, 1973, the last U.S. combat troops departed Vietnam, marking the end of direct U.S. involvement. Yet, for too many of those who returned home, there were no parades, no celebrations, only silence where gratitude should have been. Despite this, they carried the burden of their service with dignity.

Many were drafted, but all answered the call with honor and distinction. They not only served with valor but also took it upon themselves to ensure their sacrifice would never be forgotten.

The Vietnam Veterans War Memorial in Washington, D.C., was built entirely through private donations, a testament to their dedication to one another and to the 2.7 million servicemembers who served in Vietnam.

Mr. Speaker, we all know someone who served in Vietnam. They are our friends, our family, our neighbors. It is long overdue that we salute them, but it is never too late to show our gratitude. May God bless our Vietnam war veterans today and always, and welcome home.

Mr. Speaker, I rise today to congratulate Penn State wrestling, the 2025 NCAA Division 1 national champions.

Continuing their dominance of NCAA wrestling, the Nittany Lions brought

their 13th national title to Happy Valley.

Under the leadership of Coach Cael Sanderson, his team has won 12 of the last 15 NCAA championships.

Penn State's two individual champions are a testament to the strength of their program as well as their personal strength, talent, and determination.

Carter Starocci made history by becoming the first wrestler to win five individual NCAA titles, while Mitchell Mesenbrink claimed his first national title with an outstanding performance.

Beyond individual triumphs, the Nittany Lions made history as only the second team ever to have 10 All-Americans in one tournament.

This success would not be possible without the dedication of the coaching staff, the families, and the unwavering support of the Penn State community.

As a graduate of Penn State, I am proud to congratulate Penn State wrestling on winning the 2025 national championship and on their continuing success.

Mr. Speaker, I rise today to recognize yesterday as National Medal of Honor Day, a solemn occasion when our Nation pauses to reflect on the extraordinary heroism and selflessness of those who have received our country's highest military award for valor, the Medal of Honor.

National Medal of Honor Day is an opportunity to pay tribute not only to their acts of courage but also to the profound sacrifices made in the defense of our freedoms.

Over 150 years ago, on March 25, 1863, the very first Medals of Honor were presented, establishing a tradition of recognizing those who displayed unparalleled bravery in the face of overwhelming danger.

More than a century later, in 1990, Congress designated March 25 as National Medal of Honor Day, ensuring that future generations would never forget the servicemembers who went above and beyond the call of duty.

Since its inception, the Medal of Honor has been awarded 3,547 times to servicemembers who have demonstrated extraordinary bravery and devotion to their fellow troops and our Nation. Among those, 380 recipients have called Pennsylvania home, a testament to the courage and selflessness of the sons and daughters of the Commonwealth of Pennsylvania.

One of those remarkable Pennsylvanians was Army Specialist Ross McGinnis, a young man from Clarion County who, at just 19 years old, made the ultimate sacrifice to save the lives of his fellow soldiers.

On December 4, 2006, while on patrol in eastern Baghdad, Specialist McGinnis and his unit came under attack. An enemy insurgent positioned on a rooftop hurled a grenade into his Humvee.

Without hesitation, Specialist McGinnis threw his body onto the grenade, saving the lives of his fellow soldiers. For this incomparable courage and sacrifice, President George W. Bush posthumously awarded him the Medal of Honor in 2008.

Today, the post office in Knox, Pennsylvania, bears his name, ensuring that his legacy of heroism endures in the community he once called home.

Mr. Speaker, I rise today to celebrate Frozen Food Month and recognize the vital role that frozen foods play in American households. Frozen food is more than just a convenient option. It is a solution to food waste and a way to save families hundreds of dollars.

Studies show that frozen produce is less likely to be wasted compared to fresh produce that spoils over time, giving consumers access to affordable, nutritious food year-around.

By freezing food at its peak, we preserve both the flavor and nutrients, making it a smart choice for families looking to eat well while managing their budgets.

For millions of Americans, especially those facing time constraints, frozen food offers an affordable, easy way to enjoy balanced meals. Nearly every American household relies on frozen foods, whether it is vegetables, fruits, breakfast items, or even complete meals.

This March, let's take a moment to recognize the hard work of our Nation's frozen food producers and the critical role that frozen foods play in keeping America nourished.

Madam Speaker, I rise today to recognize and congratulate Juuso Young of Port Allegany, Pennsylvania.

Juuso recently accepted a fully qualified appointment to the United States Military Academy in West Point, New York. Juuso is the son of Ink and Andrew Young and the grandson of Pat and Paul Young of Clearfield, Pennsylvania.

As a student at Port Allegany High School, Young is active in the classroom, on the athletic field, and on the stage. He is the senior class president, a member of the chorus, a varsity athlete in two sports, the captain of the varsity football team, and a member of the Keystone Boys State.

Outside of the school, Juuso is an active volunteer with the YMCA, earning him the Youth Volunteer of the Year Award.

I thank Juuso for his commitment to service and wish him the very best of luck as he embarks on this exciting phase of life at West Point.

Congratulating Avary Powell on Naval Academy Appointment

Madam Speaker, I rise today to recognize and congratulate Avary Powell of Punxsutawney, Pennsylvania.

Avary recently accepted a fully qualified appointment to the United States Naval Academy in Annapolis, Maryland.

Avary is the daughter of Melissa and Mark Powell, and she is the granddaughter of Margaret and David Young of Punxsutawney, Pennsylvania, and Carol and Gary Stonbraker of Punxsutawney, Pennsylvania.

Avary is a senior at Punxsutawney Area High School, where she has excelled in and out of the classroom. As captain of the varsity basketball and softball teams, Avary is a strong leader. She also serves as the senior class secretary and vice president of the National Honor Society.

Avary is an outstanding young woman who excels academically and demonstrates strong leadership in her community. Her dedication and work ethic as a student will undoubtedly serve her well as she embarks on her military career at the United States Naval Academy.

Madam Speaker, I wish Avary the best in Annapolis, and I look forward to seeing all that she achieves.

Congratulating Cory Matejovich on Air Force Academy Appointment

Madam Speaker, I rise today to congratulate and recognize Cory Matejovich of Howard, Pennsylvania. Cory accepted a fully qualified appointment to the United States Air Force Academy in Colorado Springs, Colorado.

Cory is a senior at Middletown Valley Academy. He is the son of Elizabeth and Todd Matejovich. He is the grandson of Marlene and Terry Matejovich of Johnstown, Pennsylvania, and Judy Fredericks of Huntington Beach, California.

Cory is a cadet colonel with the Civil Air Patrol. He is also a licensed private pilot, an Eagle Scout, and a member of the cross- country and swimming teams. Cory is also one of only 2,567 individuals to earn a Spaatz Award since its inception in 1964.

Colonel Matejovich's years of hard work, discipline, and leadership have exemplified the core values of the Civil Air Patrol and will serve him well at the academy.

Madam Speaker, I thank Cory for his commitment to the Nation, and I wish him the best of luck in Colorado Springs.

Madam Speaker, it was an honor to nominate these young students. Their dedication to serving our country is inspirational. I look forward to seeing their successes in the years to come.

Mr. Speaker, I rise today to recognize March 13 as K9 Veteran's Day, honoring the courageous dogs who serve alongside our men and women in uniform.

The legacy of military working dogs dates back to Sergeant Stubby, the most decorated war dog of World War I.

Stubby served in 17 battles, warning his unit of poison gas attacks, detecting incoming artillery, and finding wounded soldiers.

On March 13, 1942, the U.S. military officially established the K9 Corps, recognizing the importance of war dogs. Since then, these highly-trained canines have served in conflicts from Korea and Vietnam to Iraq and Afghanistan.

Today, over 3,000 military working dogs are deployed worldwide protecting our troops and supporting critical missions. For decades, however, these heroic dogs were classified as ``equipment'' and often left behind after service.

Thankfully, since the year 2000, retired military dogs can be adopted, usually by their handlers, ensuring they receive the care and the love that they deserve and have earned.

Our canine veterans have served our country with loyalty and bravery. Today, we recognize them as the heroes that they are.

Madam Speaker, I rise to recognize and celebrate the recipients of this year's Pennsylvania Dairy Innovator Award, Stephanie and Hayley Painter, the visionary founders of Painterland Sisters.

Growing up on their family's fourth-generation farm in Tioga County, Pennsylvania, Stephanie and Hayley were deeply rooted in the traditions of dairy farming. Their upbringing instilled in them a profound appreciation for the land, animals, and the farming community.

This foundation inspired their mission to bridge the gap between consumers and the origins of their food, leading to the creation of the Painterland Sisters brand.

In 2018, they embarked on a journey to transform their vision into reality. By March 2022, their organic skyr yogurt hit the shelves and, today, can now be found in all 50 States, with a production of approximately 270,000 units weekly. This remarkable growth is a testament to their dedication and entrepreneurial spirit.

The Pennsylvania Dairy Innovator Award recognizes an individual or business entity that has provided tremendous innovation to progress Pennsylvania's dairy industry towards a brighter future either by advancing the marketplace or creating new opportunities for innovation on the dairy farm.

This dynamic duo is a shining example of just that. The Painterland Sisters source milk from their farm and partner with 25 other Pennsylvania dairy farms. They ensure that their products are not only of the highest quality but also support local farming practices.

Beyond their product lines, Stephanie and Hayley have positioned themselves as leaders and advocates within the agricultural community. They actively engage with educational programs, mentor young agriculturalists, and collaborate with organizations such as the Center for Dairy Excellence and the Pennsylvania Organic Center for Excellence.

Their involvement extends to hosting farm tours, participating in community events, and serving on advisory committees. Their efforts have garnered significant recognition.

Along with this year's Pennsylvania Dairy Innovator Award, the sister duo earned a spot on Forbes' ``30 under 30--Food & Drink'' list in 2023.

Their accolades underscore their impact and the respect that they have earned within the industry. The Painterland Sisters' story is a powerful example of how passion, innovation, and a commitment to core values can drive meaningful change in the dairy industry.

Like many young farmers, the Painter sisters were looking for ways to carry on their family's agricultural legacy while making it their own. The Painter sisters' dedication and passion for their family farm and business have led to tremendous success.

Madam Speaker, the Painterland Sisters' commitment to making a difference sets an inspiring example for the next generation of dairy farmers and entrepreneurs. I congratulate them on this well-deserved recognition and thank them for their contributions to Pennsylvania agriculture.

Mr. Speaker, I rise today to recognize essential legislation that supports our Nation's veterans. We must ensure that our veterans are cared for and have the resources they need to thrive so no veteran is left behind.

Currently, too many of our veterans struggle with the difficulties of transitioning back into civilian life and far too many continue to face homelessness or housing instability.

The Department of Veterans Affairs created the Grant and Per Diem program to help address this issue.

Unfortunately, the application process for GPD grants is complex and burdensome, often discouraging participation from groups that can make a real difference.

To correct these inefficiencies, I am introducing the bipartisan Simplifying Veterans Assistance Act, which requires the VA to provide clear guidance and best practices for organizations applying for GPD grants.

By simplifying the GPD application process and enhancing communication between the VA and community organizations, we ensure that those dedicated to serving our veterans have the necessary tools and resources to combat veteran homelessness effectively.

Mr. Speaker, I rise today to recognize an instrumental partner in bringing about change to the Supplemental Nutrition Assistance Program.

Grant Smith, deputy director of the Office of Federal Affairs at the Drug Policy Alliance, works tirelessly to promote policies that reduce instances of recidivism among those formerly incarcerated.

However, today my words are less about the policies and more about the man who spent the last many years fighting for them.

Before joining the Drug Policy Alliance, Grant served as a victim services advocate with the Federal Court Services and Offender Supervision Agency right here in the District of Columbia.

Grant has spent his young life thinking about others and finding ways to help elevate their issues.

Now, Mr. Speaker, I ask that we lift Grant up in our hearts, our minds, and our prayers. We recently learned that Grant is receiving hospice care, and I want him, his family, and all who know him to understood his impact. He roamed the Halls of Congress, indifferent to politics, to make sure the

voiceless were heard and reflected in our policymaking.

Mr. Speaker, I thank Grant for his work, which has inspired so many, including myself.

Mr. Speaker, I rise today to recognize March as national Red Cross Month.

Since its founding in 1881, the Red Cross has played a vital role in supporting our communities by providing disaster relief, emergency assistance, and critical health services.

One of the Red Cross' most essential initiatives is its nationwide blood donation program. Today, this program remains a cornerstone of public health, supplying more than 40 percent of the Nation's blood products, yet the need for donation remains urgent.

Every 2 seconds, someone in the United States requires a blood transfusion. However, less than 38 percent of the population is eligible to donate, and only 3 percent of those eligible give blood annually. The critical need for blood and the lifesaving potential that comes with a donation cannot be overstated.

Mr. Speaker, I encourage all healthy Americans to consider giving blood or plasma. A single act of generosity can make all the difference for someone in need.

Mr. Speaker, I rise today to recognize an extraordinary group of students at Penn State University for their dedication, passion, and unwavering commitment to a cause that truly changes lives.

For the past year, as Penn Staters have done for more than 50 years, these students devoted countless hours to supporting pediatric cancer patients through THON, the largest student-run philanthropic organization in the entire world.

THON is a yearlong fundraising effort culminating in a 46-hour dance marathon, providing critical financial and emotional support to more than 4,800 families battling childhood cancer.

On February 21, Penn State community students, staff, families, friends, and volunteers filled the Bryce Jordan Center for the 53rd annual THON, raising funds for the Four Diamonds foundation.

What began in 1973 as a small fundraiser organized by Penn State's fraternities and sororities, raising just $2,000, has since grown into the largest student-run philanthropic organization in the world, with more than 16,500 student volunteers across Pennsylvania.

Since partnering with the Four Diamonds foundation in 1977, THON has ensured that not a single Four Diamonds family going through cancer treatment has received a medical bill, thanks in large part to the tireless efforts of Penn State students.

The foundation itself was born from heartbreak and hope. Charles and Irma Millard established Four Diamonds in 1972 in honor of their son, Christopher, who had passed away from cancer at just 11 years old.

Before his passing, Christopher wrote a story about a brave knight seeking the four diamonds of courage, wisdom, honesty, and strength, qualities his parents knew were essential in the fight against cancer. In his memory, they created Four Diamonds to support families facing the same battle.

This year, from 6 p.m. on Friday, February 21, until 4 p.m. on February 23, Penn State students stood for 46 hours straight, demonstrating incredible resilience and dedication.

Mr. Speaker, the true impact goes beyond their endurance. This year, Penn State students raised a record-breaking $17,737,040.93. This surpasses THON's 2024 record-breaking total by nearly $800,000. To date, Penn State students have raised more than $250 million in the fight against pediatric cancer over the last 53 years.

If my colleagues ask any Penn State student, they will be the first to say that THON isn't about them. It is about the children. It is about the families getting to celebrate birthdays, piano recitals, science fairs, graduations, and every other moment a child should experience free from the fear of cancer.

THON exists so that, one day, no parent will ever have to hear the words: ``Your child has cancer.''

Mr. Speaker, I am incredibly proud of these students at my alma mater and, more importantly, of the brave children and families who fight this battle every day.

Mr. Speaker, I congratulate everyone who made THON 2025 a record- breaking success.

Mr. Speaker, I rise to recognize Read Across America Week. On Sunday, we kicked off Read Across America Day, marking the start of National Reading Month.

Each March, teachers, students, parents, librarians, and more all acknowledge the importance of literacy and reading for all Americans.

For more than 20 years, Read Across America has been a nationwide tradition, held annually on March 2 in honor of Dr. Seuss' birthday. Across the country, thousands of schools, libraries, and community centers bring young people together to experience the magic of books. This celebration fosters a lifelong love of reading and reminds students that, with every page turned, they can explore new worlds and expand their horizons.

The message is clear, though: Through books, you can do anything and go anywhere.

Mr. Speaker, I join President Trump in committing to instilling a love for reading among all of our Nation's youth and recognizing this special occasion.

As Dr. Seuss wisely said: ``The more that you read, the more things you will know. The more that you learn, the more places you'll go.''

Mr. Speaker, I rise today to recognize the 41st anniversary of the CBYX exchange program and to thank David Byrne, a current participant and intern in my office.

The CBYX program is jointly funded by the U.S. Congress and the German Bundestag.

Every year, this unique program offers 75 young Germans and 75 young Americans the opportunity to study, work, and volunteer in Germany and the United States. The participants fully immerse themselves in the other culture, attending university, interning, and living with host families all over both countries.

CBYX is an excellent example of how cultural and political exchange amongst citizens can positively impact international relations in a different, more grassroots, and hands-on way.

As the co-chair of the bipartisan German-American Caucus and representing Pennsylvania, a State with a long history of German heritage, I am proud to support this program.

I thank David for his work and time in my office, and I wish him the best in his future endeavors.

Mr. Speaker, I rise to recognize Heart Health Month.

Heart Health Month is a time to raise awareness about the importance of cardiovascular health and the steps that we can take to protect our hearts. Heart disease remains the leading cause of death in the United States, affecting millions of Americans each year.

The good news is that many heart conditions are preventable through small everyday choices. Taking care of our hearts doesn't require drastic changes. It is about simple, constant, consistent habits: staying active, eating a balanced diet, managing stress, and keeping up with regular checkups.

Beyond personal choices, Heart Health Month is also a reminder to check in on our loved ones. Encourage family and friends to prioritize their heart health by scheduling a doctor's visit or finding ways to stay active together.

Mr. Speaker, I recognize this month as a chance to educate, motivate, and take actions because a healthy heart means a healthier, longer life for all of us.

Mr. Chair, this budget resolution begins the process of delivering on President Trump's agenda, and that agenda is clear. It is securing the border. It is unleashing economic growth. It is providing efficiency and accountability in government. It is reining in reckless spending that spurred record inflation.

My colleagues on the other side of the aisle continue to talk about the harmful provisions within this resolution. In reality, this is the beginning of the process. It is the beginning of a course correction as desperately needed following 4 years of policy that placed America in a position of excess and decline.

Speaking of excess, since President Trump's first term, increased enrollment and exploitation of the 2018 farm bill by the Biden administration ballooned the annual spending on the Supplemental Nutrition Assistance Program by 66 percent at a total cost of $256 billion, leaving workers on the sidelines while small businesses paying record wages struggle to find help.

This egregious executive overreach not only violated the Congressional Review Act but likely reduced the fraction of people participating in the workforce and contributed to inflation.

Mr. Chair, we must meet the vital supplemental food needs of Americans that Congress committed to fulfill through SNAP, and we will. We cannot allow excess or lack of accountability within the bureaucracy, though, to compromise fulfilling that obligation.

Thoughtful policies that recognize the value of work, hold states accountable, promote program integrity, and in the long run protect the safety net for those Americans who truly need it should be our priority.

At the same time, we must use this process to advance the needs of the farm economy. We cannot leave our most ardent supporters in rural America without new resources and empty-handed for a third year.

House Republicans have a mandate to restore America's faith in government and we will protect hardworking taxpayers, preventing the largest tax increase in American history. We will provide for the neediest among us while simultaneously delivering a foundation for economic growth and prosperity.

Mr. Chair, let us ensure America is once again the land of opportunity and thriving communities. Passage of this resolution is one step in that process.
