Mr. Speaker, in his recent speech to the House and Senate, President Obama stated that leaving Americans without health insurance is wrong and ``should not happen in the United States of America.''

I could not agree more strongly with our President. When it is accessible and affordable, health care ensures high quality of life, helps families, and saves life.

In my home, the Northern Mariana Islands, our health care system is sorely in need of improvement. But the current health care bills being debated in the House and Senate exclude the U.S. territories from the exchange and affordability credits, denying the men, women, and children living there the benefits their fellow citizens will enjoy.

Mr. Speaker, to quote our President, this is wrong, and it should not happen in the United States of America.

I ask for the support of my colleagues in bringing health care reform

to all Americans, including those in the territories.

Mr. Speaker, I rise today in support of House Resolution 686 and thank Mr. Grayson, the sponsor of this resolution, for his leadership.

Almost 222 years ago, on Thursday, September 17, 1787, the delegates to the Constitutional Convention met in Philadelphia for the last time to sign the document they created, a living and breathing document that stands as the world's longest surviving written charter government.

This resolution brings attention to the importance of this document by calling for all high school students to learn about the Constitution. Many students today have little exposure to this rich document and its history. And without a basic understanding of the Constitution and the benefits it provides, it is less likely that these same students will vote or engage in active citizenship.

One program that combats this lack of knowledge is, ``We the People: The Citizen and the Constitution.'' The program encourages civic awareness and responsibility in middle school and high school students through hands-on activities. Students discover firsthand how the Constitution and the Bill of Rights impact their everyday lives and participate in simulated congressional hearings. At the national level, students utilize higher-order thinking skills as they demonstrate their knowledge of constitutional theory by defending a historical or contemporary issue.

Programs like ``We the People'' make the Constitution come alive and help students connect what they are learning to contemporary issues and events. This type of learning is important not only for its academic aspects, but also for the way in which it improves our democracy. Learning about the Constitution promotes positive civic attitudes and fosters involvement in our democracy.

This Thursday, September 17, is Constitution Day, because on September 17, 1787, the Constitution was signed and history was made. One way students and teachers can observe this important day and celebrate the legacy of our Founding Fathers is by learning more about the timeless document signed 222 years ago and finding ways to actively participate in our democracy.

I want to express my support for this resolution and encourage young people to learn about how the Constitution affects their everyday lives. I urge my colleagues to support this resolution.

I rise today in support of House Resolution 737, which encourages the establishment of the week of September 20 as National Hispanic-Serving Institutions Week. Hispanic-Serving Institutions are degree-granting institutions with full-time equivalent enrollment that are at least 25 percent Hispanic. In 1990, there were only 137 recognized Hispanic- Serving Institutions. Today, there are 268 such institutions, educating more than half of all Hispanic college and university students in the Nation.

Hispanic Americans face multiple obstacles in access and completion of higher education. While Hispanic high-school graduates are more likely than their white peers to go on to college, they are less likely to complete their bachelor's degrees because of issues linked to poverty, immigration, and enrollment status.

Hispanic-Serving Institutions play a crucial role in addressing these issues and obstacles while remaining committed to educating underserved students across the country.

Working to increase enrollment and retention, Hispanic-Serving Institutions have created many innovative programs. At El Camino College in California, their ``First Year Experience'' class has rates 10 to 30 percent higher than the rest of the student body. The program provides a learning community through linked classes and a team of instructors and counselors who work together to increase student success.

At the University of Texas, El Paso, deep relationships with the surrounding K-12 community schools have helped bridge a path for students to obtain a higher education and be prepared for college-level work.

Hispanic-Serving Institutions continue to produce extremely accomplished members of our society. Their alumni include Members of Congress and some of the President's closest advisors in his Cabinet.

Lastly, it is important to note that September is Hispanic Heritage Month. This month celebrates the accomplishments and contributions of Hispanics in the United States while honoring the Hispanic culture in our country. It is appropriate that we include Hispanic-Serving Institutions in this honor.

Mr. Speaker, I rise today in support of House Resolution 6, which recognizes the immeasurable contributions coaches make in the lives of children who participate in organized sports. This week, our Nation will honor adults who volunteer their time to coach our Nation's young with National Coaches Appreciation Week.

Approximately 42 million American children participate in organized sports each year. Youth sports, along with coaches, help fight childhood obesity, increase player self-esteem, develop leadership skills, and create opportunities for children to explore their passion. Participation in sports also develops discipline and fosters positive peer bonding, which helps keep students engaged in school. Because of their involvement with sports, many young athletes develop a lifelong commitment to exercise and well-being.

The benefits of sports participation cannot be overstated. High school students who participate in athletics are more likely to have a healthy mind and body.

Specifically, girls who play sports have better grades and are more likely to graduate compared to girls who do not participate in athletic activities. The risk of breast cancer, osteoporosis and obesity are also reduced with as few as 4 hours of exercise a week.

In addition to the many physical benefits of youth sports, coaches help athletes overcome personal challenges. The presence of a coach helps keep students engaged and provides alterative support systems that can help children stay away from mischief.

To acknowledge some of the dedication and hard work our youth sports coaches offer to children, the National Alliance for Youth Sports created a Coach of the Year award. This is a very prestigious national award that is given to an individual who is committed to the development of children. Last year's winner, Clarence McQueen, demonstrated his commitment to children by coaching basketball, baseball and flag football while teaching the benefits of teamwork, trust and hard work.

Today, more than 20 million children in the United States lack the opportunity to participate in organized sports due, in part, to the lack of available coaches. We must continue to encourage adults to volunteer and commit time to youth sports, as this resolution suggests.

Mr. Speaker, once again I want to express my support for this resolution, and I thank Representative McIntyre for bringing this bill forward. I urge my colleagues to vote in favor of this bill.

I rise in support of House Resolution 459 which recognizes the month of June as National Safety Month and commends the National Safety Council for its ongoing commitment to educating the public on the prevention of accidental injury and death.

The National Safety Council was established in 1912 by a small group of midwestern industrial leaders concerned about safety in the workplace. Since then, the council has broadened its scope to include the home, transportation and the community. Its membership has grown to over 18,000 companies with more than 33,000 locations. All together, the council represents 8.3 million employees across the Nation.

In 1953, a congressional charter was granted to the National Safety Council to lead the country in injury prevention through safety education and training. The council has had a great impact at the local level by providing a variety of community-based programs and services, including workshops, training and conferences, as well as by providing a local voice for safety and health education. Through the efforts of the National Safety Council, more than 8.5 million rescuers have been trained and more than 60 million people have taken one of the NSC defensive driving courses.

The training and information offered by the National Safety Council has helped raise attention to the cost of accidental injuries to this Nation. Each year, accidental injuries cost Americans more than $684 billion. Additionally, unintentional injuries cost workers and their employers $175 billion each year.

We know that the work of the National Safety Council complements the essential injury prevention and emergency response training efforts by the Occupational Safety and Health Administration, the Mine Safety and Health Administration and the many excellent State worker safety and health agencies. While National Safety Month is over, the health and safety of our workers and families should be a top priority year round.

Mr. Speaker, once again, I express my support for National Safety Month, and I want to thank Congressman Roskam for bringing this bill forward. I urge my colleagues to support this bill.

Mr. Speaker, I rise today in support of House Concurrent Resolution 59, which is a bill that supports the ideals of senior caregiving and addresses the important issue of affordability.

Research professionals tell us that our seniors are living longer than any previous generation. The number of people over the age of 65 will double in the next 50 years, and the demand for senior care will rise to unprecedented levels. Currently, 25 percent of all seniors need some level of assistance with their daily living activities. Families, neighbors, and private care serve this role for many seniors. As demand increases, so does the need for affordable and quality care.

There are between 30 and 38 million adult caregivers age 18 and older. They are our friends, family members, partners, and neighbors. On average, they work 21 hours per week. Not only do these unpaid caregivers provide long-term services to persons of all ages, but they contribute to the economy. In 2006, the AARP estimated that caregiving services have an annual economic value of $350 billion.

Many caregivers put their own health at risk while caring for others. Caregivers are more likely to report chronic illnesses at twice the rate as noncaregivers. Though they save the country billions of dollars, caregivers report having higher medical bill expenses than noncaregivers.

Providing better support for caregivers is essential to the well- being of our health care system, our long-term care system, and our economy.

I want to express my support for this resolution and thank Congressman Terry for bringing this resolution forward. I urge my colleagues to support me on this resolution.

Mr. Speaker, I rise to honor one of the Northern Mariana Islands' finest individuals, Tomas Aguon Camacho. The Most Reverend Tomas Aguon Camacho is the first bishop of the Diocese of Chalan Kanoa, Commonwealth of the Northern Mariana Islands. Born to Maria Borja Aguon and Vidal Palacios Camacho on September 18, 1933, Bishop Camacho was ordained a priest on June 14, 1961, and was given the honorary title of Monsignor in 1974. On January 13, 1985, he was installed as Bishop, the same time that the Northern Mariana Islands became a separate ecclesiastic jurisdiction from the Archdiocese of Hagatna, Guam, to what was and is now the Diocese of Chalan Kanoa.

As a shepherd to Catholics in the Northern Mariana Islands, which total approximately 80 percent of the general population, Bishop Camacho is looked upon by the people as a compassionate pastor, a humble servant and a concerned teacher to his flock. He recently finished translating into the vernacular the books of the New Testament, making the Word of God available in Chamorro, an indigenous language unique to the Northern Mariana Islands and to Guam. He is now working on the books of the Old Testament. Additionally, the Bishop has commissioned a group to translate the Bible in the Refalauwasch, the other indigenous language of the Northern Mariana Islands.

Bishop Camacho is not only a strong spiritual leader, but he is also a compassionate father who tries his best to address the needs of his people. Bishop Camacho initiated and founded various diocesan commissions that, up to the present time, provide invaluable services to the people.

KARIDAT Charity, for example, is a social service provider under the diocese serving the islands of Saipan, Tinian and Rota. It provides youth and family counseling, emergency food and shelter assistance, hotline and outreach assistance to victims of crime.

Founded on May 5, 1980, KARIDAT has to this day served thousands of residents. Moreover, in the early 1990s, through the leadership of Bishop Camacho, the diocese has maintained a Human Rights Advocacy Office. This office was instrumental in protecting the rights of foreign workers and upholding the church's social teachings.

However, due to founding constraints, the office was closed in the late 1990s. Over the years, Bishop Camacho has guided the faithful in facing major community issues by releasing pastoral letters on casino gambling, human trafficking, substance abuse, abortion and their impact on individual and family values. Mr. Zaldy Dandan, the editor of a local newspaper, The Marianas Variety, described Bishop Camacho as ``the island's most trusted, most revered and most beloved public figure, an exemplary representative of the One, Holy, Catholic, and Apostolic Church. He is the soul of Saipan, the conscience of the island, and the pride of the Northern Marianas.''

In October of 2008, the Northern Mariana Islands Council for the Humanities presented Bishop Tomas A. Camacho its Lifetime Achievement in the Humanities award for his efforts in preserving the Chamorro language. Having tendered his resignation last year at the age of 75 as required by the law of the church, Bishop Camacho is now waiting for Pope Benedict XVI's appointment of our next bishop, pastor and friend.

Forty-eight years a priest and now 24 years in the Episcopacy, Bishop Camacho, the Diocese of Chalan Kanoa, and the people of the Northern Mariana Islands will have to look back at the years and hear the Master say, ``Well done, good and trustworthy servant; you have shown you are trustworthy in small things, I will trust you with greater, and join your Master's happiness,'' Matthew chapter 25 verse 21. Only God knows what greater things there are that are beyond what Bishop Tomas A. Camacho has attained. Only God knows.

Mr. Speaker, I want to thank the gentlewoman from Guam,

the distinguished chairwoman of our subcommittee, Madeleine Bordallo, for her leadership on many matters pertaining to the insular areas and to the Mariana Archipelago islands that we represent here in Congress. I want to especially thank her for her support of H.R. 934.

On February 25, 2005, the people of the Northern Mariana Islands awoke to the news that the Ninth Circuit Court of Appeals had affirmed a lower court ruling stating that the submerged lands and the waters above them surrounding our islands do not belong to us; rather, they are the property of the United States of America. The decision came as a shock.

For at least 3,500 years, the Chamorro and Refaluwasch people have lived on these islands and fished and sailed in the waters around them. Never did we think them not our own, nor did the people of the Northern Mariana Islands ever believe, in entering the Covenant of Political Union with the United States of America, that we were relinquishing our rights and title to the submerged lands and waters surrounding us. These lands and waters have always been an integral part of our existence, essential to our being and livelihood and to the sense of who we are; yet the Ninth Circuit ruled otherwise.

In doing so, the Court did, however, ``recognize the importance of the submerged lands to the culture, history and future of the Northern Mariana Islands,'' and acknowledged that Congress, if it chose, could remedy the situation and return these lands to the people of the Northern Mariana Islands, and that is what H.R. 934 does.

The bill conveys to the people of the Northern Mariana Islands the submerged lands surrounding our islands and extending 3 geographic miles outward from their coastlines. The measure is supported by the elected leadership of the Commonwealth of the Northern Mariana Islands.

Mr. Speaker, I rise today to recognize a remarkable gentleman from the Northern Mariana Islands. Tun Juan Aguon Sanchez has made many exceptional contributions to the history, art and culture of the people of the Northern Mariana Islands.

But Tun Juan's greatest legacy is his poetry, written in vernacular Chamorro. Tun Juan's poems touch on life in the islands, the value of respecting other people, and the essential ingredients to making a life worth living. Tun Juan's poems are lyrical reminders of the love we feel for our island home.

Tun Juan also wrote about the world beyond our islands. At a time when our sole access to the outside world was a government radio station and a weekly newspaper, Tun Juan captured our admiration for leaders like President John F. Kennedy and his Holiness Pope John Paul,

Mr. Speaker, I rise today to recognize the significant contributions that Hillel: The Foundation for Jewish Campus Life has made towards colleges and universities around the United States.

Hillel began as an organization 85 years ago at the University of Illinois Urbana-Champaign. Benjamin Frankel developed the organization as an opportunity for Jewish students to affirm their heritage during a time of anti-Semitism. The advent of World War II, and the horror of the Holocaust, only further justified the need for Hillel as a campus organization.

During the war, Hillel counseled soldiers, welcomed GIs back to campus, and sponsored European refugees. One of these refugees was the late chairman of the House Foreign Affairs Committee, Tom Lantos.

Today Hillel is the largest Jewish campus organization in the world. Hillel's mission is to enrich the lives of Jewish undergraduate and graduate students so that they may enrich the Jewish people and the world. The organization helps students grow spiritually, intellectually, and socially throughout their college years. Hillel prepares thousands of young adults to enter the world upholding the important ideals of the Jewish faith.

In addition to serving the Jewish community, Hillel serves as a beacon for social justice causes that extend far beyond the Jewish community. The organization champions civil rights, ending the genocide in Darfur, AIDS awareness, and interfaith dialogue and understanding. Hillel is also an important campus advocate for Israel, educating college students about their country's important relationship with Israel. Through these outreach and advocacy efforts, Hillel communicates to our Nation and the world the highest values of the Jewish community.

Mr. Speaker, I encourage everyone to take a moment and appreciate the contributions made by Hillel. I urge my colleagues to pass this resolution.

Mr. Speaker, I rise today in support of House Resolution 428, which recognizes the immeasurable contributions fathers make in the healthy development of children. On June 21, our Nation will celebrate Father's Day. Many times fathers know just what to say at the most delicate times in our lives. They encourage their children to do their best and show them their dreams are possible. Fortunately, involved fathers can help prepare children to succeed in school, enhance children's emotional development, and reduce childhood poverty. By playing a significant role in the lives of children, active fathers provide additional support for children to succeed.

Fathers create great memories with their children. By going to ball games, ballet recitals, school events, and other similar activities, fathers can generate lasting memories for their kids. Fathers, as role models and mentors, help youth reach their potential.

Unfortunately, many children grow up without fathers. Actually, 25 million children, one out of three, grow up in homes in which their biological fathers do not live. These children are significantly more likely to live in poverty, drop out of school, and engage in risky behavior.

It's imperative that our Nation support parents in their efforts to raise their children. Parenting is an essential part of a child's development, and both mothers and fathers should be best equipped to raise their children.

Today, home visiting programs are great ways to inform parents about the resources they have available. These programs work closely with parents to help fathers and mothers support their children's development.

H. Res. 428 commends the millions of fathers who serve as a wonderful, caring parent for their children. As Father's Day approaches on June 21, this legislation asks fathers to take time out to reconnect with their children. Father's Day can be used to express love and support for their children.

I also want to note that my wife, Andrea, and my daughter, Patricia, are here in the House gallery today. My son, Jesse, will be here soon as well. Celebrating Father's Day with the three of them here in Washington will make the holiday especially meaningful for me this year, and I am grateful to have this time to spend with my children.

Let us celebrate Father's Day and recognize our Nation's great fathers who, every day, are making important contributions in the lives of their children.

Mr. Speaker, I rise today in support of H.R. 729, which is a bill that helps keeps students safe on school-run, overnight, off-premises field trips.

In April 2007, Phylicia Moore, a high school senior, died while participating in a field trip in Ghana. Her death, ruled an accident by authorities in Ghana, is undergoing further investigation by the Federal Bureau of Investigation. The tragedy of Phylicia's death exposed a flaw in the system, and it has served as a reminder of the importance of having procedures in place when students participate in overnight field trips.

The legislation put forward today will go a long way towards keeping students safe. This bill requires school districts to receive money through the Safe and Drug-Free Schools program to develop and make public school safety policy for off-premises, overnight field trips. The bill would further encourage the Secretary of Education to develop model school safety plans and to disseminate those best practices to school districts.

Trips, like the one that Phylicia took to Ghana, are intended to change students' lives for the better. It is important to expose our young people to

learning experiences outside the classroom, but we must ensure their safety at the same time. Phylicia had worked a part-time job to cover the cost of the trip, and had raised money for an orphanage and for an AIDS charity in Ghana. Unfortunately, she was never able to experience the country. She passed away on the first night of the trip.

I want to thank Lola and Douglas Moore, the parents of Phylicia, whose hard work has brought national attention to this issue. They have worked through their grief and, fueled by the tragic loss of their child, have toiled tirelessly to keep other parents from experiencing a similar loss. With passage of this bill, Congress has the opportunity to join with this family to prevent future tragedies.

Mr. Speaker, I rise today in support of the Student Internet Safety Act of 2009. In a world where we rely on the Internet for a variety of purposes, including education, we need to ensure that today's youth are taught how to safely navigate the World Wide Web.

Recent research shows that 93 percent of all children between the ages of 12 and 17 are online. Additionally, the average child between the ages of 2 and 11 years old views more online video than his or her parents. Clearly, it is time that we ensure children are taught healthy, safe and smart ways to utilize their time online.

Too often our news is filled with stories of students falling victim to cyberbullying, cyberstalking, and other forms of online harassment. With students' use of online social networking sites growing at a very rapid pace and an abundance of material inappropriate for children on the Internet, these threats show no sign of decreasing. We must begin taking steps to provide our children with guidance and instructions on how to be safe in an increasingly digital world. By promoting programs that educate children on Internet safety and increased parental involvement, the Student Internet Safety Act will help us begin to stem the tide of these alarming threats to today's youth.

When navigated safely and correctly, the Internet can provide students with a remarkable resource to get help with homework, do research for school projects, virtually tour historical sites, explore special interests, and share information with peers around the world. Mr. Speaker, it is our responsibility to make sure children are protected from and educated about the numerous online threats in order to maximize the priceless opportunities to advance learning that the digital world provides.

According to a Microsoft survey of parents, at least 56 percent of children access the Internet from school for a variety of purposes. This number will increase as we move forward. This legislation is a vital step towards promoting the safe use of the Internet by students.

Mr. Speaker, I thank Representative Putnam of Florida for introducing this legislation, and I once again express my support for this legislation.

Res. 390) recognizing the Winston Churchill Memorial and Library in Fulton, Missouri, as ``America's National Churchill Museum,'' and commending its efforts to recognize the importance of the historic legacy of Sir Winston Churchill and to educate the people of the United States about his legacy of character, leadership, and citizenship, as amended.

Mr. Speaker, I rise today in support of House Resolution 390, which recognizes the Winston Churchill Memorial and Library for its work in honoring the historic legacy of the life and leadership of Sir Winston Churchill.

Winston Churchill was born in Blenheim Palace in Woodstock in November 1874. A lifetime military man and politician, Churchill had the vision to recognize the threat that Adolf Hitler posed to the world. He was a staunch critic of appeasement. He supported a strategy of rearmament and military alliance building. His early anti-Nazi position facilitated his transition to the premiership at a time when his countrymen needed him the most.

Winston Churchill contributed to the fields of art and literature. During his early days in the army, he composed military reports for the Daily Telegraph and penned several books, including, ``The Story of the Malakand Field Force,'' ``The River War,'' ``London to Ladysmith,'' ``Liberalism and the Social Problem,'' and ``History of the English- Speaking Peoples.''

The memorial and library was constructed in 1964 and opened to the public in 1969. It is housed in a historic Wren church in Fulton, Missouri, on the campus of Westminster College where Churchill delivered his famous ``Sinews of Peace'' speech. The facility is home to numerous artifacts and information on Sir Winston Churchill. In addition to the story it tells, the museum provides a venue for artistic and historical exhibits, in addition to numerous social and cultural exhibits. It is an important part of Westminster campus life, with students utilizing its resources for research.

I want to thank Representative Luetkemeyer for his leadership in bringing this important resolution forward. I ask my colleagues to support this important resolution.

Mr. Speaker, as I was listening to the gentleman from Missouri make a statement, I couldn't help but notice that the Winston Churchill Memorial and Library is actually a source of pride for him and for his constituents in Missouri, and I encourage my colleagues on both sides of the aisle to please support the passage of House Resolution 390.

Mr. Speaker, I rise today in support of House Concurrent Resolution 109. Many, many families across the United States have had their lives irrevocably changed because of a diagnosis of breast cancer. Many of these families have lost a loved one, a mother or sister or daughter, or even a father, brother, or son, to this devastating disease.

The statistics surrounding breast cancer are sobering. One in eight women in the United States will be diagnosed with breast cancer in her lifetime. Though there are 2.5 million survivors in the United States today, many more lives could be saved with the benefit of better, earlier detection and more effective treatment.

The problem is just as serious in other nations around the world. Breast cancer is the most frequently diagnosed of all cancers worldwide, with more than 1.3 million diagnoses each year. It is also the leading cause of death among women around the world, with over 465,000 deaths each year.

Imagine that for a moment--465,000 children without mothers, fathers without daughters, sisters and brothers without their siblings. And these are people from every walk of life, of every age, and in every corner of the globe.

Fortunately for all of us, there are many organizations whose mission is to improve research and education surrounding this devastating disease. Through their efforts, groundbreaking treatments have raised the 5-year survival rate for women with localized breast cancer from 80 percent in the 1950s to 98 percent in 2008.

Among these organizations is the Susan G. Komen Foundation. Komen's fundraisers, including the Race for the Cure and the Breast Cancer Three-Day, have raised tens of millions of dollars that will help people around the world improve detection, treatment, and education-- since its inception, Komen alone has invested more than $1.3 billion in such programs.

Komen's annual National Race for the Cure will take place this weekend in Washington,

D.C.--the 20th such race. More than 50,000 participants, including survivors of breast cancer, family members of patients, and others, will help medical research move forward and benefit many more men and women in the future.

Last year, my district even fielded its own team to participate in the Breast Cancer 3-Day Walk in Seattle. The ``Saipan Sweet Feet'' team included Bobbi Grizzard, Marian Aldan Pierce, Clarie Kosak, Pam Brown, Rhoda Smith, Roberta Guerrero, Kazuyo Tojo, and Corrine Loprinzi. I hope others will participate in these wonderful events this year.

I wish, along with my colleagues, to congratulate the participants in this race and thank them for dedicating their time and money to such a cause, to express my admiration for the strength and courage of breast cancer survivors, to honor the Susan G. Komen foundation for its work, and to offer my heartfelt condolences to those who have lost friends and family members to this disease.
