Mr. President, the people of Idaho are hard workers who dedicate their time, skills, and energy into making Idaho the great State that it is. With such dedication sometimes comes the occasional injury in pursuit of a goal, and, luckily, that is where Bryan Wright, doctor of physical therapy and founder of Wright Physical Therapy, comes in.

No matter one's ailment, Wright Physical Therapy's goal is to provide inspiration and healing rehabilitation to their patients through expert-led sessions, creative treatment plans, and unparalleled service. As chairman of the Committee on Small Business and Entrepreneurship, it is my distinct privilege to recognize Wright Physical Therapy as the Small Business of the Month for July 2018.

Before opening Wright Physical Therapy in Twin Falls ID, Bryan Wrightowned and operated a fitness center in nearby Pocatello with helpful guidance from the Idaho Small Business Development Center, better known as the Idaho SBDC. This marked the beginning of a relationship that would help propel Bryan's business career to new heights and enable him to pursue his passion of helping people. After the completion of his doctorate in physical therapy and a move to Twin Falls, Bryan started the process of opening his own practice. The SBDC's assistance throughout the process was instrumental in establishing Wright Physical Therapy. The SBDC provided Bryan with feasibility studies for new locations, paired him with universitystudents to conduct research on growth and progression, and talked to him about franchise opportunities, organic partnerships, and licensing. The SBDC's assistance paired with Bryan's expertise in his field were key to Wright Physical Therapy's development as a member of the Twin Falls community. Bryan's entrepreneurial spirit spearheaded Wright Physical Therapy's expansion throughout Idaho into Kimberly, Jerome, Wendell, Burley, Idaho Falls, and Shelley, along with the addition of a second Twin Falls location.

Bryan has always been passionate about helping people, but his interest in physical therapy blossomed after his mother seriously injured her knee. His talent for physical therapy and knowledge of the musculoskeletal system was so apparent that, when Bryan accompanied his mother to her doctor's appointments, the physician mistook him for her physical therapist. Although he often works on the knee, he now specializes in the neck and spine. Bryan is the first physical therapist in the Twin Falls area to be become a mechanically certified back and neck specialist.

Bryan also has a strong commitment to family values, which is apparent at all of the Wright Physical Therapy locations. Whether it be celebrating a team member's new baby, balancing daddy-daughter day at work, or walking together in a local parade, a focus on family life and values is integral to Wright Physical Therapy's environment. This team- first, family-based mindset creates a welcoming community where patients feel safe and assured that they are in caring hands. This year marks the 10-year anniversary of Wright Physical Therapy's commitment to innovative treatment.

In addition to practicing physical therapy, Wright Physical Therapy operates three service divisions: WorkWright Industrial Solutions, the W Fitness, and SciAthlete. These service divisions guarantee a holistic approach to body care, including prevention and postcare programs. They strive to make the workplace safer for employees whose jobs require physical activity and optimize physical potential of local athletes. The team at Wright Physical Therapy not only helps patients alleviate their pain, but aim to prevent injuries before they happen.

Wright Physical Therapy's employees positively contribute to society through volunteer work in Idaho and throughout the world. For example, the Wright team volunteered at the 2015 Magic Valley Health Fair where they provided complimentary musculoskeletal screenings to members of the community. They have a unique social mission that involves donating resources, time, and expertise to better the lives of children worldwide.

I am proud to recognize a small business with a purposeful service- based mission. Wright Physical Therapy ensures that Idahoans can get back to work and do what they love. From sports injuries to preventative care, they strive to help all who come through their doors. Once again, I am honored to recognize Wright Physical Therapy as July's Small Business of the Month, and I look forward to watching your continued growth and success.

Mr. President, as you may know, I enthusiastically supported the Tax Cuts and Jobs Act that passed the Senate and was signed into law 6 months ago. Over the past 6 months, the law's positive impact on our country's economy has not gone unnoticed. Companies, both large and small, are distributing bonuses, raising wages, and investing in their businesses. While many observers recognize the positive ways in which the law is increasing economic confidence and lowering rates for individual taxpayers, the benefits to small businesses are sometimes overlooked. As chairman of the Senate Committee on Small Business and Entrepreneurship, I strongly supported the tax law because I believed it would reduce taxes for small businesses responsible for employing millions of Americans, allowing small business owners to invest in their businesses and increase economic growth. I recently began this series of speeches to bring attention to the benefits this law provides for small businesses.

While many reports over the past 6 months focus on the new tax law's impact on large corporations, I rise today to bring attention to how tax reform is benefiting HBM Technology Partners, a small business in Reno, NV. HEM Technology Partners provides computer hardware, information technology systems, and computer services

to businesses throughout the Reno area. HBM Technology Partners, incorporated by Harry Foote in 1929 as Harry's Business Machines, originally sold typewriters and various office supplies. After weathering the hard years of the Great Depression and World War II, Harry's son, Gordon, became active in the business after returning from serving our country in the Armed Forces. In the early 1980s Gordon's son, Gary, continued the family tradition of working in the business, and the company began selling electronics, computers, and printers. During this time, the company also started providing specialty plastic- card printing machines to customers in the gaming industry and servicing Hewlett-Packard products. The company now sells several different types of computer hardware and software, cybersecurity products, data backup systems, and specialty printers. I commend HBM Technologies for their ability to continually evolve to meet their customers' needs and adapt as new technologies are introduced.

Because of last year's tax law, this third generation family-owned small business recently distributed bonuses to its seven employees. These bonuses allow the workforce at HBM Technologies to have more financial freedom to provide for their families. Stories like this exist all over the country. The Tax Cuts and Jobs Act opens the door for small businesses to invest in their businesses, hire new workers, and increase wages. Additionally, the new law increases small businesses' confidence and allows them to reward their longtime employees, while also lowering small businesses' taxes and encouraging new capital investment. I congratulate HBM technologies on their hard work and look forward to watching their continued success.

Mr. President, America's entrepreneurs are known to strive to go above and beyond by producing uniquely high-quality goods to better serve their local communities. Our Nation's small businesses are often led by people who are not afraid to innovate and bring new ideas to the marketplace. Many small businesses in my home State of Idaho harness this creative spirit and are well known for their locally sourced, all-natural products. Today, it is my distinct pleasure to recognize a small business from Couer d'Alene, ID, that displays such forward thinking in the food service industry. As chairman of the Committee on Small Business and Entrepreneurship, I am proud to recognize Abi's Artisan Ice Cream as the Small Business of the Month for June 2018. This family-owned and operated business is dedicated to providing fresh, wholesome, and natural products to their customers.

Previously a healthcare consultant, Maren Scoggins founded Abi's as a way

to bring together her love of cooking and her desire to bring happiness to the lives of others. She named her ice cream shop after her daughter Abigail. Better known as Abi, she can often be found in the shop's kitchen sampling her mother's latest flavors. Abi, who has a peanut allergy, inspired her mother to create a selection of flavors free of nuts and legumes, to allow as many people as possible to enjoy her creations.

In addition to being legume and nut-free, Maren wanted to provide ice cream that customers loved without artificial flavors or preservatives. Abi's is technically a specialty kitchen, as everything is made by hand and on-site. The kitchen is open and customers are invited to observe the process of how the ice cream is made. In pursuit of her goal for all-natural, great-tasting ice cream, Maren works hard to ensure that her creations can be enjoyed by all. By exclusively using natural and in-season ingredients, customers are able to enjoy healthy and seasonal ice cream. Maren is always experimenting with new and unique flavors for the community to enjoy. While they have a selection of staple flavors, Abi's also creates rotating seasonal flavors to ensure that their customers always have the opportunity to try something new and innovative. Whether it is their ``fan favorite'' malted vanilla with coffee and chocolate chips or just a simple ice cream sandwich, her customers always remain confident in Maren's all-natural recipe. In each one of her creations, Maren prides herself on using as few ingredients as possible and believes that the simplest recipes can be the best tasting. As a result of their hard work and dedication, Abi's Artisan Ice Cream was named a top 10 ice cream shop in Idaho by OnlyInYourState.

Maren's ice cream shop is also heavily involved in the Coeur d'Alene community. Aside from being locally owned and operated, the ice cream shop works closely with the Coeur d'Alene Downtown Association to organize and contribute to the annual Couer d'Alene street fair. In addition, Maren's small business supports other local businesses in the area by making a concerted effort to procure their ingredients from local sources. Their ice cream can also be found around Coeur d'Alene in several coffee shops and art galleries. Art from these galleries is displayed on the walls of Abi's, and coffee from local coffee shops are used in Abi's creations. This is a great example of a small business having an integral role in the community and supporting other groups and enterprises to create the best experience possible for their local customers.

The State of Idaho is proud to be a home for creative small businesses like Abi's Artisan Ice Cream. Through their commitment to providing hand-crafted, flavorful ice cream, customers are able to enjoy an excellent product, produced in their own community. Earlier this year, Abi's celebrated its 2-year anniversary.

I would like to congratulate them on their achievement and extend my sincerest congratulations to Maren, Abigail, and all of the employees at Abi's Artisan Ice Cream. I wish you nothing but the best and I look forward to watching your continued growth and success.

Mr. President, as you may know, I was a strong supporter of the Tax Cuts and Jobs Act that passed this body and was signed into law last year. With every passing day, we are hearing more about the positive effects this law is having on the economy as a whole and about companies, both large and small, making investments in their employees and in their businesses. In identifying the positive impacts that the law has had on the overall economy and for individual taxpayers, it is sometimes forgotten that small businesses have also benefited from the law. As chairman of the Senate Committee on Small Business and Entrepreneurship, I supported the tax law because I believed it would reduce taxes for the small businesses that employ millions of workers all across America, while allowing small business owners to invest in new equipment and increase economic growth. A few weeks ago, I began this series of speeches to bring attention to small businesses that have benefited from this law.

While many news reports have focused on the impact that the new tax law has had on individuals and large corporations, I rise today to discuss how Quake Manufacturing, a small business in Fort Wayne, IN, has benefited from tax reform. Quake Manufacturing produces high- quality machined parts for its customers. The company uses high-tech computer numerical control, CNC, machines to manufacture several types of metal and plastic fixtures, gauges, prototype parts, and mass- produced parts. Quake Manufacturing employs 12 workers, has an 8,000- square-foot facility, four CNC machining centers, and six lathes. Hermann Quake started the company in 1990 and has watched as the company has expanded into the automotive and consumer goods sectors. In 1999, Hermann retired, and his son Paul took over day-to-day operations of the family business.

Because of the tax law that was passed last year, this family-owned small business has already been able to invest more in its employees. After the Tax Cuts and Jobs Act was signed into law, demand for manufactured parts increased and business quickly picked up for the company. Due to this renewed economic confidence, Paul was able to give all of his employees a one-time $1,000 bonus and a gym membership and increase employee benefits by adding long-term disability, short-term disability, and dental insurance to their health plans. These investments in his employees will help him to attract and maintain qualified workers, which is important in an industry that prides itself on attention to detail. Tax reform has had a tangible impact on small businesses like Quake Manufacturing and their employees. Overall, the new law has increased small businesses' confidence, allowed businesses to increase employee bonuses and benefits, while also lowering taxes and spurring new capital investment.

Mr. President, as you may know, I voted in favor of the Tax Cuts and Jobs Act that became law last year. Every day we are learning more about the positive impact this law is having on the economy and about average Americans having more money in their paychecks. While it is important to appreciate the effects that the tax law had on individuals, we should not forget that small businesses have benefited from the law as well. As chairman of the Senate Committee on Small Business and Entrepreneurship, I supported the legislation because I believed it would allow small business owners to invest in their businesses, increase overall economic growth, and reduce taxes for the millions of small businesses who employ the majority of Americans in every part of the country. I also saw the potential that the legislation would have, not just to give an economic boost to small businesses in my home State of Idaho, but to spark renewed confidence from small businesses across the country. A couple of weeks ago, I began this series of speeches to bring attention to small businesses that have benefited from this law.

While there are many stories about small businesses benefitting from tax reform, I rise today to talk about Dempsey Wood Products in Orangeburg, SC. Dempsey Wood Products offers a wide variety of high- quality pine and hardwood products to its customers. The company serves many different industries with kiln-dried lumber for the housing industry, pallet stock for pallet manufacturers, debarked chips for the paper industry,

mulch for landscapers, and sawdust for alternative fuel use. The company employs about 80 to 100 workers and has an extensive sawmill and dry kiln operation. Ronny Dempsey started the company in 1988 and has spent all of his life around the lumber industry. His father, Charles Parker Dempsey, worked in various sawmills over the course of his career and eventually was the coowner of a sawmill that he later sold. Today Parker Dempsey, a third-generation sawmill operator, has taken over as president, though his father, Ronny, is still by his side as vice president of the company.

This family-owned small business has already benefitted greatly from the tax law that was passed last year. They have announced plans to upgrade their sawmill, purchase a new dry kiln, and invest in a new planer mill over the next 5 years. They expect the capital expenditure to total $7 million and estimate that they could add a second shift in the near future, thereby creating new jobs in the Orangeburg community. These investments were viable for the company due to the accelerated depreciation provisions contained in the Tax Cuts and Jobs Act. This section of the law allows companies to deduct the value of any new equipment purchased in a single year, instead of over several years. Tax reform has had a material impact on small businesses like Dempsey Wood Products and their employees. Overall, the new law has increased small businesses' confidence, employee bonuses and wages, while lowering taxes and spurring new capital investment.

Mr. President, today, Senator Crapo and I recognize and congratulate Mr. Alan L. Gunn on his upcoming retirement from the U.S. Department of Energy after more than 40 years of distinguished service in various roles at the U.S. Navy and U.S. Department of Energy.

In 1980, Mr. Gunn received a bachelor of science degree from Mississippi State University and went on to complete graduate work in business administration at Louisiana State University, Virginia Polytechnic Institute, State University of New York at Albany, and Idaho State University.

In February 1982, Mr. Gunn completed the Navy officer candidate school as a distinguished military graduate and was commissioned as a Navy officer. He was selected for duty in the Naval Nuclear Propulsion Program and served as both a member of the staff of the Director, Naval Nuclear Propulsion program in Washington, DC, and as a field representative for the director in Schenectady, NY, and Idaho Falls,

We hear stories every day of the positive impact this law has had on the economy at large and in the lives of Americans who are seeing more money in their paycheck. What we don't hear are enough stories about the small businesses that have benefited from this law. As chairman of the Senate Committee on Small Business and Entrepreneurship, I supported this legislation because I believed that it would spark investment, increase economic growth, and reduce taxes for millions of small businesses whose work ethic and perseverance shows that the American Dream is still possible. I also saw the potential that the legislation would have, not just to help small business owners and their employees in my home State of Idaho, but to positively affect small businesses across the country. A couple of weeks ago, I began this series of speeches highlighting small businesses that have benefited from this legislation.

While there are numerous stories about the benefits of tax reform, I rise today to talk about the story of the Don Ramon Restaurante Cubano and Social Club located in West Palm Beach, FL. Dina and Juan Rubio are the operators of this successful restaurant that offers traditional and affordable Cuban dishes in charming surroundings. Don Ramon Restaurant also offers catering services, provides live music, and hosts private events. Often, Juan will take the stage with his keyboard and entertain patrons with his rollicking renditions of traditional Cuban dances such as the salsa, son, and guaracha. This dedication to an authentic Cuban experience over the last 27 years is what has made this restaurant a popular culinary destination and landmark for people all over south Florida.

From Cuba and Nicaragua respectively, Dina and Juan appreciate the opportunities afforded everyone by the American Dream and have worked hard to realize their goal of becoming successful entrepreneurs. New tax law changes implemented under the Tax Cuts and Jobs Act have allowed Dina and Juan Rubio to give their employees pay increases and larger holiday bonuses than normal. This law has also allowed them to begin planning capital improvements for their restaurant. They are planning to renovate their restaurant, open a take-out window, install new refrigerators and coffee machines, and hire up to eight new employees. Stories like the Rubio's demonstrate the benefits that tax reform has already had on numerous small businesses. Overall, it can be said that tax reform was a worthy goal that has increased small businesses' optimism, employee bonuses and wages, lowered taxes, and driven new capital investment.

Mr. President, as you know, Congress passed, and the President signed, the Tax Cuts and Jobs Act late last year. While much media attention has been focused on certain aspects of tax reform, one topic that has not received due attention is the positive effect that tax reform is already having on small businesses. As chairman of the Senate Committee on Small Business and Entrepreneurship, I strongly supported this legislation because I saw the potential it had to spur investment, create economic growth, and provide tax relief to the millions of small business owners whose resilience and work ethic provide ample evidence that the American Dream is alive and well. This piece of legislation has had a positive impact, not just for small business owners and their employees in my home State of Idaho, but also for small business owners and employees all across our country. I plan to introduce and highlight these small businesses on a weekly basis for the near future.

While there are more and more uplifting stories of small businesses that are benefiting from tax reform each day, today I wish to share the story of Renaissance Property Management, LLC located in Dearborn, MI. Renaissance Property Management's owner, Rudaina Hamade, and her son Michael operate this successful small business, which specializes in acquiring rental properties, asset management, and 24 hour property maintenance. Through their business, the Hamades and their 5 to 10 employees, some of whom are seasonal, strive to offer tenants affordable and distinguished homes. During the last recession, when so many small businesses were suffering, her determination was on full display. Though the Detroit housing market experienced a steep decline, the Hamades persevered, and after finding financial backing, they continued to invest in the Detroit market even while many others were reducing their footprint in the city.

Ms. Hamade, a Lebanese immigrant, is a prime example of the American Dream, having exhibited an amazing drive and work ethic throughout her life. She received her finance degree from Davenport University while raising her children and running a small business. In addition to running her company and raising a family, Ms. Hamade is also an active member of the Dearborn Chamber of Commerce and the Small Business Council at the U.S. Chamber of Commerce.

Changes in the tax law have offered welcome relief to the Hamades' employees and their families. This new law has enabled the Hamades to provide their employees with bonuses ranging from $1,000 to $2,000. They have also been able to make capital investments in their company. These investments include upgrades to their computer system and the purchasing of new software, machinery, and tools. Stories like these show that tax reform was a more than worthwhile goal that has improved small businesses's outlook, provided employee bonuses, lowered taxes, and increased investment in many sectors of our economy. In the coming weeks and months, I intend to bring more attention to the positive effects that tax reform has had on small businesses across our great country.

Madam President, Idaho is known for its rolling foothills, crystal clear rivers and streams, and of course some exquisite mountains. Idahoans embrace these treasures across our State and are committed to keeping these natural resources pristine for the next generation. This commitment to maintaining our public lands contributes to an abundance of innovation and creativity in the natural resources space in my home State. As chairman of the Senate Committee on Small Business and Entrepreneurship, it is my distinct pleasure to recognize Sundance Consulting, Inc., as the Small Business of the Month for May 2018. Sundance Consulting, Inc.'s work on important environmental and natural resource-related issues exemplifies Idaho's entrepreneurial spirit and stewardship of our environment.

After 19 years of working for the Native American Lands Environmental Mitigation Program as a consultant focused on addressing environmental problems related to previous Department of Defense activities, September Myres founded Sundance Consulting, Inc., in 2005. She founded Sundance with a vision to provide solutions to the environmental challenges faced by Native Americans and Native Alaskans alike. Raised on the Fort Hall Indian Reservation in Idaho, Ms. Myres has a keen understanding of the unique environmental issues that tribes face. With her background and experience in Tribal lands, Ms. Myres is uniquely positioned to implement innovative solutions to ongoing environmental problems in these communities. Among the solutions that September provides are general consulting services, environmental site assessments, site investigations, radioactive waste retrieval, process optimization, and soil and water sampling, all of which help clients understand the environment they are working in and ways to mitigate any potentially harmful activities.

Under Ms. Myres' exceptional leadership, Sundance Consulting has grown from a sole proprietorship to a firm of more than 50 employees. The company is headquartered in Pocatello, ID, with eight satellite offices across the Nation. From 2011 to 2016, Sundance increased their revenue by $10 million and hired an additional 50 employees. The firm's continued growth has been a product of its growing client base. From its original focus on tribal clients to today's diverse portfolio of Federal, State, and commercial clients, Sundance prides itself on delivering quality advice and planning services on-time and under budget, while protecting the environment. Over time, the company has expanded its offerings to include public outreach and liaison services that help to build consensus and increase public participation in the planning of client projects. Over its 13 years in business Sundance has earned a reputation of excellence in their field by bringing diverse organizations together to create environmental solutions.

In 2008, Sundance began utilizing the SBA 8(a) Business Development Program, a 9-year certification program that helps small, disadvantaged businesses compete for government contracts. The program provided Ms. Myres with the tools and knowledge required to grow her business. Sundance's success has allowed the company to give back to their local community in Idaho. Every year, the company provides school supplies and backpacks to children in need, through a charity drive in Chubbuck, ID. Additionally, Sundance provides scholarships to Native American students going in to the science, technology, engineering, or mathematics fields.

The company's high standards and good reputation have led to recognition from the environmental and small business communities. The Environmental Business Journal noted Sundance's incredible growth and economic success in environmental consulting. In 2016, the Journal awarded Sundance the 19th Annual Small Firms Award for Achievement. Due to her success as an entrepreneur and her commitment to environmental preservation, the Small Business Administration honored Ms. Myres as the 2018 Idaho Small Business Person of the Year during National Small Business Week for demonstrating growth, innovation, and perseverance in the face of adversity.

Innovation, growth, and commitment to quality are the hallmarks of Sundance Consulting's success. The company's continual commitment to helping communities exemplifies how small businesses are in a unique position to make a profit and make a difference. Sundance is a true inspiration to innovators and small businesses across the Nation for their incredible success. I would like to extend my sincerest congratulations to September Myres and all of the employees at Sundance Consulting, Inc., for being selected as the May 2018 Small Business of the Month. You make our great State of Idaho proud, and I look forward to watching your continued growth and success.

Mr. President, I rise to speak about the nomination of Mike

Pompeo to be our next Secretary of State.

By now, we have all heard about Director Pompeo's accomplishments: first in his class at West Point, U.S. Army officer, graduate of Harvard Law School, editor of the Harvard Law Review, successful businessman, and Member of Congress. It is rare that a nominee to this position has had so many diverse accomplishments.

Some of my colleagues who are opposed to Director Pompeo argue that he will not deliver tough messages to the President or outline all of the policy options. They argue that Director Pompeo is a hawk who would prefer armed conflict to diplomacy. I find these comments disappointing. That has not been my personal experience with Director Pompeo. In addition, military officers are frequently the last ones to seek a military solution to a foreign policy challenge because they know firsthand the cost of war. On the other hand, they also know that without strength, no amount of diplomacy will be able to stop an authoritarian dictator.

I believe Director Pompeo's recent trip to North Korea highlights how effective and committed he is to pursuing diplomatic opportunities. He not only defended core U.S. interests, but he also moved the United States and North Korea closer to negotiations. Maximum pressure, combined with a willingness to talk, is working right now.

I also want to address the issue of communication with Congress. I have heard claims about information not being shared with the Hill. As a member of the Intelligence Committee, I have worked with Director Pompeo regularly and can personally vouch for his accessibility and candor. Having worked with a number of CIA Directors over the years on the Intelligence Committee, I can personally attest that Director Pompeo is at the top of the class for being open and straightforward.

I would also like to address the issue of bipartisanship. Since coming to the Senate a decade ago, I have had the chance to vote for three Secretaries of State. Mr. Pompeo will be my fourth. In each case, I have supported the President's nominee to serve as Secretary of State. President Obama's choices for Secretary of State would certainly not have been my choices. In the case of Secretaries Clinton and Kerry, there were numerous issues where we had substantial disagreements. I believed that as to the Secretary of State, however, the President was entitled to deference as to his choice, and that choice deserved bipartisan support because their credibility as the top diplomat is strengthened by bipartisan support.

Another important factor is that, with Secretary Pompeo, world leaders will know that he speaks directly on behalf of the President-- something that has been an issue in the past. This quality is very, very important for a Secretary of State.

Director Pompeo is more than qualified to serve as Secretary of State. In fact, at this point, because of his service at the CIA, Director Pompeo is uniquely positioned to be a very successful Secretary of State. No other place in our government provides more insight into the inner workings of other countries than the work of our intelligence agencies. The CIA is certainly one of the top intelligence agencies, and Director Pompeo, in his service, has had access to and indeed directed the work of the CIA and has a very deep and profound understanding of the other nations in the world, and that applies particularly to the troubled spots in the world. He is uniquely qualified because of this experience to serve as Secretary of State.

We have often used the phrase ``politics ends at the water's edge'' to signal that our domestic political differences do not erode our diplomats' strength overseas. I hope that this vote does not change what has been a longstanding goal for our diplomatic efforts.

Mr. President, today, along with my colleague Senator Mike Crapo, I wish to recognize fellow Idahoan Larry Cope who retired from Clear Springs Foods, Inc., in Buhl, ID, in March of this year. Larry, who is president and CEO of the company, has had an exemplary career as a visionary and selfless leader at Clear Springs for the past 45 years. He deserves to retire.

Idaho is very proud to be home to the headquarters of Clear Springs Foods, the world's largest producer of aquacultured rainbow trout, supplying restaurants and major supermarkets throughout the United States and propelling fish farming well beyond our borders. Larry would tell us it has taken a great team to lead this originally privately owned small business into the immensely successful 100-percent employee-owned operation it is

today, but we know it was with Larry's cutting-edge leadership and distinguished commitment to the business that it has grown into such a global industry.

In 1973, with just $10,000--money critical to the company at the time--and a true spirit of recognizing the value of good workers, Larry created an employee retirement plan and stayed committed to the plan. Today the retirement fund is more than $60 million. Larry believes in taking care of his workers, many of whom go in every day to do difficult, routine work. Larry exhibits the type of leader every industry needs: focused while looking ahead, kind, fair, and employee friendly. No one has to tell him to serve in this manner; it is who he is, and he does it with a spring in his step.

Mike and I have known Larry since the days Clear Springs had an annual production of 450,000 pounds of trout. Now, the company produces 24 million pounds every year, making it an exemplary industry leader.

Larry has been immensely valuable to the aquaculture industry worldwide. He has been in many leadership roles in business associations and boards, and he has won many awards. To name a few of his roles in the food industry and beyond, Larry has served as a board member and chairman of the National Fisheries Institute, the American Frozen Food Institute, the Idaho Association of Commerce & Industry, as well as St. Luke's Health System. In addition, he has served as a trustee at the College of Idaho, his alma mater.

Another important character quality Larry exhibits is believing in serving his community. He is a pillar of support and encouragement to the region, having helped bring St. Luke's Hospital into the Magic Valley, as well as supporting the growth of the region's food production industry. As food production grows, so does the number of jobs and residual businesses. This is good growth for Idaho.

Mike and I are proud to recognize Larry Cope, our good friend and a strong, courageous, and dedicated leader in Idaho. As I said a minute ago, Larry has done so much in business and community service for more than 45 years that he has earned his retirement.

Mr. President, as you may know, small businesses make up a significant portion of the retail and food services economy, both in my home State of Idaho and around the country. In Idaho, small businesses employ 67 percent of workers in the food services sector. As chairman of the Committee on Small Business and Entrepreneurship, I am proud to recognize Smitty's Pancake and Steak House as the Small Business of the Month for April 2018. Located in Idaho Falls, Smitty's Pancake and Steak House has provided exceptional service and quality food in a welcoming environment for decades.

Like many small restaurants, Smitty's began as just one location within a larger franchise network. However, in 1971, Leo and Cleo Werner left their jobs to buy the franchise license, thus changing the structure of the restaurant. Right away, the Werners knew that, in order to build a successful restaurant and leave a positive legacy, they would need to build customer loyalty by emphasizing customer service and creating an environment that makes their customers feel at home. When the Smitty's chain rebranded, Mr. and Mrs. Werner decided to strike out on their own as independent owners. The Werners decided that they should continue focusing on the values at the center of their business, rather than sacrifice their restaurant's charm for the relative stability of being part of a chain. These values live on in the restaurant today, as the business is led by Mr. and Mrs. Werner's granddaughters, Katrina Lott and Amanda Rosenberg. They have kept the restaurant in the family, taking over when their mother, the Werner's daughter Darlene, retired.

The Werners were eager to lead their team of employees by example, taking up any task that needed to get done around the restaurant, no matter how big or small. Their attention to customer service created strong loyalty among their customers, which is one of the many reasons people return. The Werners know that their customers are coming back in part for the family atmosphere cultivated by their friendly staff. Smitty's is known for serving a high volume of people at all times of the day, with some people lining up before 6 in the morning in order to get a taste of their hand-cut steaks and buttermilk pancakes. They have truly lived up to their motto of ``everybody's favorite.''

The restaurant enjoys strong customer loyalty not only because of the superb service, but also because of the tasty breakfast and dinner offerings, which remain largely unchanged from when Leo and Cleo Werner took control of the restaurant over 46 years ago. Whether you are looking for a traditional American breakfast or a homestyle steak-and- potatoes dinner, visitors and native Idahoans alike know they can find it at Smitty's.

Smitty's Pancake and Steak House has become a landmark in the Idaho Falls community by having the friendliest service in town and maintaining a menu of favorite items that keep customers coming back for more. Mr. and Mrs. Werner knew what it would take to build a small business in the food service industry and ensured that their values have been passed down to their children and grandchildren, who maintain these values today. Smitty's embraces the values of loyalty, service, and hard work and serves as an example for all entrepreneurs.

With great pleasure, I extend my congratulations to the Werner family and all of the employees of Smitty's Pancake and Steak House. I wish you well as you continue serving the people of Idaho Falls, and I look forward to

watching your continued growth and success.

Mr. President, as you may know, agriculture is vital to the economic success of my home State of Idaho, and ranching in particular has a long and proud history in the State. A rancher myself, I know that operating a ranch and managing land and cattle are challenging propositions that require quite a bit of industriousness and determination. While American ranches are often depicted as those with huge quantities of cattle and vast land holdings, it is important to remember the numerous small, family owned agricultural operations that exist all across our country. These smaller enterprises, like Colyer Herefords and Angus Ranch in Bruneau, are successful in part because they are committed to finding innovative ways to meet specific market demands. It is my pleasure as the chairman of the Senate Committee on Small Business and Entrepreneurship to recognize Colyer Herefords and Angus Ranch as the Senate Small Business of the Month for March 2018 and to highlight the unique story of their family focused small business.

Not only do small businesses like Colyer's make a positive economic impact to State, local, and national economies, but they also contribute to the well-being of our communities. A mainstay in the Bruneau community, the Colyers have been in business for more than 42 years. This family owned business has worked diligently, incorporated new innovations into their business model, and displayed dedication to the quality of their product.

Located just 60 miles southeast of Boise along the beautiful Snake River, Colyer Hereford and Angus Ranch has truly been a family run operation for decades. In 1976, the ranch's founders, Ray and Bonnie Colyer, sold their Bureau of Land Management permit and moved their herd to deeded lands and rented private lands in order to better monitor the health and quality of their cattle. This early commitment to the quality of their purebred bulls and sires has continued and is a key to their success in building a loyal customer base over the years. Innovation has also been a major focus for the Colyer family, passed from generation to generation. For example, in 1993, Ray and Bonnie added an Angus cattle herd to the ranch as a response to commercial customer demand for a breed of cattle uniquely suited to Idaho's environment. Additionally, the ranch has adapted a number of innovative technologies to help select the finest bulls and sires to breed superior cattle for their customers, including ultrasound, artificial insemination, DNA markers, herd management software, and embryo transplants.

Today the ranch is managed by Ray and Bonnie's son and grandson, Guy and Kyle. Kyle and his sister Katie grew up helping out on the family ranch, which fostered their shared love of the industry. The two went on to pursue animal science degrees in college and were active in agriculture activities such as livestock judging and ag student government. Since graduating, both have helped their father, Guy, with the family business. Kyle helps with the day-to-day management of the ranch, while Katie coordinates cattle shows, manages auction broadcasts, and travels to sales across the country. Katie is also a part-time employee of the Idaho Cattlemen's Association and owns her own video production company. The Colyer family and their enterprise have also greatly benefited from the hard work and expertise of longtime employees Adan Juarez and Tony Willis, who have worked on the ranch for over 30 and 15 years, respectively.

Apart from the Colyers' commitment to their product, their commitment to the community is also self-evident. Several members of the family serve as emergency first responders on a volunteer basis in the Bruneau area. Guy is a member of several local and national cattle associations, including the Owyhee County Cattle Association, the Idaho Cattle Association, and the National Cattlemen's Beef Association. He also serves on the board of directors of the American Hereford Association. Guy and his wife, Sherry, have also served as advisers for the American Junior Hereford Association to help mentor the next generation of ranchers.

Colyer Herefords and Angus has been a pillar of Bruneau and surrounding communities for many, many years. This family owned business is a prime example of the American entrepreneurial spirit. Through hard work, a commitment to a quality product, and community service, the ranch has thrived as a small family owned agricultural operation.

I would like to extend my sincerest congratulations to the Colyer family and all of the employees at Colyer Herefords and Angus for being selected as the March 2018 Small Business of the Month. You make our great State of Idaho proud, and I look forward to watching your continued growth and success.

Mr. President, today I would like to honor the exceptional impact made by America's small business development centers on the small business community. As chairman of the Senate Committee on Small Business and Entrepreneurship, I recognize the importance of the work done by the nearly 1,000 small business development centers across America. This SBA resource partner works tirelessly to support the backbone of our economy, and we thank them for their significant contributions to our small business community.

America's small business development centers, or SBDCs, provide our country's small businesses with high-quality consulting and educational programs, at low or no-cost to the entrepreneur. With centers in all 50 States, this network supports both established small businesses and developing entrepreneurs alike. SBDCs help America's entrepreneurs develop and execute individual business plans tailored to fit their needs, experience, and level of business acumen.

SBDC staff understand the unique local challenges of entrepreneurship specific to their area which is one of the many things that sets their services apart. This tailored approach benefits nearly 500,000 entrepreneurs a year and creates over 95,000 jobs annually. Additionally, sales growth in SBDC clients averages 13.6 percent, a rate four times greater than the national average. These statistics demonstrate America's small business development centers' dedication to excellence, and I congratulate them on their hard work.

In my home State of Idaho, the Idaho small business development center is determined to help businesses grow with consulting and training. Last year, the Idaho SBDC achieved a return on investment of five to one, and created over 1,300 jobs. Their network served over 1,600 clients and helped start more than 100 businesses. One of these clients is House of Design, a robotics and systems firm located in Nampa. House of Design offers engineering consulting, robotic system, and machine vision integration services across a variety of industries. Shane Dittrich, the owner of House of Design, believes that his company would not be where it is today without SBDC assistance. Since its inception in 2008, House of Design has grown into one of the top engineering firms in the region and now partners with multiple firms across Idaho to produce high-quality engineering and robotics products. House of Design is an example of both the unique entrepreneurial spirit of Idaho as well as the impact SBDCs have on small businesses across America.

I would like to thank and congratulate America's small business development centers for their efforts this past year. The support they provide to small businesses across our country is considerable, and it is my pleasure to recognize today, the March 21, 2018, as SBDC Day. I wish them the best of luck and continued success as they move forward in their work to enhance American entrepreneurs.
