Mr. Speaker, I rise today to recognize Mr. Timothy Hester as the 2011 Hurlburt AFA Chapter 398 High School Teacher of the Year. For more than 30 years, Mr. Hester has been an inspiration to his students and colleagues, and I am honored to recognize this achievement.

Out of his passion for teaching and love of aviation, Mr. Hester creates a unique and stimulating learning environment. His introductory middle school course on aeronautics has been adopted by middle schools throughout Okaloosa County as the model for their aeronautics programs. Mr. Hester built on that success and translated it to the high school level, where he currently teaches introductory courses in aviation, aerospace, and space flight in three high schools through the CHOICE Aviation Institute.

Through his tireless work and dedication, Mr. Hester has ensured that the equipment, teachers, and programs necessary to advance aeronautical education are readily available to his students. Last year, he raised $50,000 in donations and grants to fund these needs, and he has expanded the Aviation Institute, recruiting students and establishing a classroom, among other efforts.

To Mr. Hester, learning is not isolated within the classroom walls. He has afforded his students the opportunity to fly with the Experimental Aircraft Association Young Eagles Program and has hosted field trips to Embry Riddle Aeronautical University. Education in the classroom coupled with practical experience in aviation has amplified the innovative learning experience, providing students a foundation for success and earning him the recognition of High School Teacher of the Year.

Mr. Speaker, on behalf of the United States Congress, I am proud to recognize Mr. Hester as the Hurlburt AFA Chapter 398 High School Teacher of the Year and for his continuing commitment to excellence. My wife Vicki joins me in congratulating Timothy Hester, and we wish him all the best.

Mr. Speaker, I rise today to recognize the Pensacola State College Women's Basketball Team on their recent victory as Champions of the 40th Florida Community College Activities Association Women's Basketball Tournament.

In 2010, the Pensacola State College Lady Pirates suffered a difficult defeat in the final seconds of the state semifinal game; however, under the leadership of Coach Chanda Rigby, PSC's players were able to use this defeat as motivation for their 2011 season. The Lady Pirates entered into the season with high expectations and ranked 14th nationally in the preseason National Junior College Athletic Association Women's Basketball Poll.

After an impressive early season run, including a victory over the 5th ranked team in the Nation, the Lady Pirates soared to the ranks of 3rd in the Nation on November 17. The following week the Lady Pirates continued to rise in the rankings, moving all the way to the number 1 slot. The Lady Pirates did not let the pressure of being the top ranked team affect their performance, and they finished the regular season with a perfect record, 29-0, never relinquishing their place atop the polls.

Victories in their first two games of the Florida state championship set up a fourth meeting with nationally ranked Northwest Florida State College. The previous three meetings between these teams were highly competitive, with two of those three outcomes decided in overtime. The championship game was an equally competitive affair. Ultimately, however, the Lady Pirates' season-long goal was fulfilled, as they cut down the nets, improving to 32-0 and moving on to the National Junior College Athletic Association's national tournament, where they finished their season with a victory in the consolation game and the number 3 national ranking.

On behalf of the United States Congress, I congratulate the Pensacola State College Lady Pirates for their outstanding accomplishments. My wife Vicki joins me in offering our best wishes to the players, coaches, faculty and staff at Pensacola State College for their continued success.

Mr. Speaker, I rise today to recognize Mrs. Marcia Carr as the 2011 Okaloosa County Educational Support Professional of the Year. I am honored to recognize her achievements and her dedication to the students and teachers of Northwest Florida.

Mrs. Carr has spent twenty years in the Okaloosa County School District, including seventeen years at Riverside Elementary School in Crestview, Florida, where she is the Media Specialist. While Mrs. Carr is responsible for organizing and managing the Media Center, her contributions at Riverside Elementary go far beyond her duties in the Media Center.

Each morning Mrs. Carr braves the elements to supervise the safety of students who walk and ride their bikes to school. Mrs. Carr's day does not end when school lets out. She helps to coordinate the after school tutoring program, providing snacks and taking attendance. When the tutoring is finished, Mrs. Carr manages the transportation for each student. She knows exactly how each student is supposed to get home, and she rides the bus route twice a week to make sure that every student arrives home safely.

Marcia Carr goes above and beyond the call of duty. In her role as the Media Specialist, she is the consummate professional. Her commitment to serving the students of Riverside Elementary is evidenced by the hours she puts in before and after school.

Mr. Speaker, on behalf of the United States Congress, I am privileged to recognize Marcia Carr as the Okaloosa County Educational Support Professional of the Year. Her passion for the students of Riverside Elementary is laudable and her dedication to her profession is exemplary. My wife Vicki joins me in congratulating Mrs. Carr, and we wish her all the best.

Mr. Speaker, I rise today to recognize the retirement of Bishop John Ricard after 14 years of serving as Bishop of the Roman-Catholic Diocese of Pensacola-Tallahassee.

Bishop Ricard entered the priesthood in 1968. He served in the Archdiocese of Washington, D.C. until 1984, when he was named auxiliary Bishop of the Archdiocese of Baltimore. In 1997, Bishop Ricard was named Bishop of the Diocese of Pensacola-Tallahassee, holding that post until his recent retirement. The Pensacola-Tallahassee Diocese is home to 64,000 Catholics in 18 North Florida counties. As head of the Pensacola-Tallahassee diocese, Bishop Ricard led an impressive expansion of services, including a $2.8 million Pastoral Center. These expansions increased the ability of the Catholic Church to provide outreach and charitable work throughout North Florida.

Increasing the accessibility of the Catholic Church in North Florida is a lasting achievement; however, Bishop Ricard's lasting legacy as a servant of the Lord is a result of his tireless work fighting poverty around the globe. Bishop Ricard encouraged his local parishes to increase their efforts combating hunger and poverty. Bishop Ricard, however, is not simply a man of words. He practiced what he preached. After Hurricane Ivan devastated the Northwest Florida area in 2004, Bishop Ricard helped to rebuild homes destroyed during the hurricane. Bishop Ricard also worked to ensure that working class families had the support necessary to avoid becoming victims of homelessness. He led the effort to create the Interfaith Housing Coalition, which provided affordable homes for working class families.

Bishop Ricard was also a leader in the global community. He served as president of Catholic Relief Services, an international charitable organization that delivers food, water and other essential items to the developing world. Additionally, Bishop Ricard served as head of the United States Conference of Catholic Bishops Office of International Justice and Peace. In these capacities, he traveled around the globe, frequently to famished and war-torn countries, to preach the gospel and help the local community build a better future.

Spiritual leaders impact their communities in numerous ways, providing spiritual and emotional guidance, as well as charitable work. Bishop Ricard's dedication to the Lord ensured that his outreach expanded far beyond the confines of his local parishes and diocese, and his legacy will endure far beyond the diocese of Pensacola-Tallahassee.

Mr. Speaker, on behalf of the United States Congress, I congratulate Bishop Ricard on his retirement. My wife Vicki and I wish him all the best as he continues to walk in the light of the Lord.

Mr. Speaker, I rise to honor Ms. Rena Goolsby upon the occasion of her 100th birthday. Ms. Goolsby has lived a long life full of service to her community and to her family, and I am humbled to recognize her today.

Rena Allene Howard was born in Montgomery, Alabama on March 14, 1911. She was the third of five children to John and Genella Howard. In 1928, at the age of 17, Ms. Goolsby married her sweetheart, Walter Goolsby. The two remained married for 57 years until his passing in 1985. She is the matriarch of her family, raising two children, three grandchildren, and five great-grandchildren.

For many years, Ms. Goolsby was an integral member of Coosada Baptist Church, and she was granted Lifetime Member status in the Garden Club of Millbrook, Alabama. She is also a member of the Red Hat Society.

Mr. Speaker, Rena Goolsby is valued member of our community, a true ``Southern Lady'', and an inspiration to all who have had the privilege of being a part of her life. My wife Vicki and I wish her a happy birthday and her entire family all the best.

Mr. Speaker, I rise today to recognize Mrs. Annette Smith as the 2012 Santa Rosa County, Florida Teacher of the Year. For 25 years, Mrs. Smith has been an inspiration to her students, motivating them to achieve academic excellence.

Mrs. Smith began her teaching career at Baghdad Elementary School, before transferring to S.S. Dixon Elementary School. She taught 4th and 5th grades at S.S. Dixon Elementary school until 1994, when she moved to S.S. Dixon Intermediate School.

Mrs. Smith is highly respected by her colleagues for her work and dedication to her students. She is well known for her work with at-risk students. From 1992-2005, Mrs. Smith taught in the Drop-Out Prevention/ Alpha Program. In order to succeed as a teacher for these at-risk students, Mrs. Smith had to transcend the traditional teaching role. She acted as a teacher, mentor, and role model for these students. Her assiduous work ethic inspires her students, and creates an atmosphere where failure is nearly impossible.

Mrs. Smith also volunteers her time with myriad educational programs. She is a trainer for Building Better Readers, Santa Rosa County's Team Teachers, the Diagnostic Assessments of Reading, and a master trainer for Florida Assessments for Instruction in Reading. She is also the school coordinator for Pace High School/S.S. Dixon Intermediate's Leadership Program and the Patriot Pals Mentoring Program.

Teachers are amongst our most valuable public servants, and they play an integral role in shaping the future of our nation. The Santa Rosa County Teacher of the Year award is a reflection of Mrs. Smith's tireless work ethic and steadfast dedication to the students of Santa Rosa County. She has proven to be among the many exceptional teachers in our nation, and I am proud to have her as a constituent in Florida's First Congressional District.

Mr. Speaker, on behalf of the United States Congress, I am privileged to recognize Annette Smith for her accomplishments and her continuing commitment to excellence at S.S. Dixon Intermediate School and in the Santa Rosa County School District. Her passion for her students is laudable, and her dedication to her profession is exemplary. My wife Vicki joins me in congratulating Mrs. Smith, and we wish her all the best.

Members, what we are talking about is trying to eliminate a program that is duplicative, a program that has been wasteful over the last few years.

I think the colleagues who are speaking against what we are trying to do don't quite understand how the VA home loan program works. Veterans have their own program that they can go to and borrow money. They are not being disadvantaged by our doing away with the program that we are talking about today.

In fact, if VA individuals have loans that are guaranteed by the VA and their homes are under water, they can go back to the VA and, in some instances, get those loans refinanced without appraisals, including all the fees, including all the closing costs--I will remind you again--even if the homes are worth less than what the original loans were all about.

Just a moment ago, we heard of the large increases in the number of foreclosures. Let me tell you what the number is in regards to foreclosures with VA loans. The foreclosure rate is 2.5 percent. Why? Because the VA works with the people who have these loans to make sure that they don't get into serious delinquencies, which is being more than 90 days in arrears, so that they can stay in their homes; and if something happens when they have problems, the VA has a program to take care of that, too.

But here we have our colleagues on the other side of the aisle in some instances--some of my colleagues may not have heard this-- questioning what we do in church on Sunday because we're not committed as the Lord requires us to do to other people. That's not right. Both sides of the aisle are committed to what we think is right, and what we think is right is not mortgaging our country on the backs of our children and our grandchildren anymore.

Mr. Speaker, I rise today to recognize Mrs. Sharon Scott, who passed away on February 24, 2011. Sharon was a tremendous public servant and valued member of our community, and I am honored to recognize her life of dedication and service.

Mrs. Scott has been a long-time member of our Northwest Florida family. As a former council member for the town of Century, Florida, she served with both honor and distinction. Century, a small town in Escambia County with a population of less than 2,000, is well-known for its active politics and citizens. The town is full of local pride, exemplified by Sharon, who always let others know she was from Century and not from its bigger-city neighbor, Pensacola. Sharon was the consummate small-city council member, responding to those she represented as if they were an extension of her own family with a sense of humility required of those who serve their community.

Mr. Speaker, on behalf of the United States Congress, I am privileged to recognize the life of Sharon Scott of Century, Florida. My wife Vicki and I offer our prayers for her entire family. She will be truly missed by all of us.

Mr. Speaker, I rise today to recognize Ms. Emily McMillan as the 2011 Escambia County, Florida Teacher of the Year. Ms. McMillan joined the Escambia County School District in January 2008. From day one she has inspired her students to strive for excellence, and I am honored to recognize her achievements.

Ms. McMillan was identified as an exceptional candidate for the teaching profession years before she stepped into the classroom. In high school, Ms. McMillan began taking dual enrollment courses at a local college. Her dedication to achieving scholastic excellence during her high school career put her on track to graduate from the University of West Florida in just two years. Ms. McMillan's undergraduate studies were completed on an accelerated time frame; however, during her time at UWF she received myriad awards and scholarships, including the Florida Retired Educators Association's Scholarship for Teachers of Tomorrow.

Ms. McMillan arrived at Ferry Pass Elementary School ready to teach; nonetheless, she also knew that even the best teachers always have room to improve and new methods to employ. She joined the Reading Leadership Team, which meets on a monthly basis to create and implement reading goals for the entire school. She now serves as the Reading Committee Chairwoman, meeting with teachers from each of the seven grade levels at Ferry Pass Elementary and Middle School to work on the implementation of the Reading Leadership Team's goals. She also works with the Media Specialist to develop innovative methods to foster a love of reading.

While the overall goal of education remains the same, teachers today must be able to adapt to the changing needs of their students. Ms. McMillan serves her students and, as a result, she incorporates a variety of instructional strategies to ensure that every student meets their specific learning needs. Her sedulous dedication to her students facilitates learning and creates an educational environment where students are given the time and support to ensure that they meet their goals.

Ms. McMillan realizes that parents are fundamental to the educational success of their children. She creates lines of communication between herself and parents by sending home

daily citizenship reports, a weekly folder with detailed notes, and a monthly newsletter. Her dedication to her profession earns her respect from students, parents, and colleagues alike.

The importance of teachers cannot be overstated. They play an integral role in shaping the future of our nation. To be selected as Teacher of the Year, chosen from a large pool of extremely qualified applicants, is an immense honor. This award is a reflection of Ms. McMillan's assiduous work ethic and steadfast dedication to the students of Escambia County, Florida. She has proven to be among the many exceptional teachers in our nation, and I am proud to have her as a constituent in Florida's First Congressional District.

Mr. Speaker, on behalf of the United States Congress, I am privileged to recognize Emily McMillan for her accomplishments and her continuing commitment to excellence at Ferry Pass Elementary School and in the Escambia County School District. Mr. Speaker, on behalf of the United States Congress, it is an honor for me to rise today to recognize the life of northwest Florida's beloved Gwen Appelquist May.

Mrs. Appelquist was a pioneer in the local business community who used her success and acumen to help support numerous charities and service organizations in the Pensacola community. Mrs. Appelquist worked for nearly 40 years in the real estate business in northwest Florida. She formed her own company, Appelquist and Associates, in 1977, and her tireless work ethic was the key to her success. She was noted for being the first one in the office, often beginning work at 5:00 a.m., and the last to leave.

Her leadership in the business community was unquestioned. She was highly respected and, in 1993, was chosen as chairwoman of the Pensacola Bay Area Chamber of Commerce. The Pensacola Bay Area Chamber of Commerce also awarded her with the Business Leader of the Year Award. She served in leadership positions at a number of local organizations, including co-chairwoman at Covenant Hospice and president of United Way of Escambia County. She also served as a board member for Baptist Hospital and the Council on Aging Foundation.

Mrs. Appelquist was noted for her dedication to her clients; however, her commitment and hard work were best personified by her support for charitable organizations in the northwest Florida community. Retirement was never one of Mrs. Appelquist's goals. Following her career in real estate, Mrs. Appelquist joined the Studer Group, a health care consulting organization, where she worked as Executive Director of charitable giving.

To some, Gwen Appelquist May will be remembered as a leader in the business community. To others, she will be remembered for her charitable work northwest Florida. To her family, she will always be remembered as a loving and devoted mother and spouse. She was an inspiration to those who knew her, and her service to the Pensacola community is her lasting legacy.

Mr. Speaker, on behalf of the United States Congress, it gives me great pride to honor the life of Gwen Appelquist May. My wife Vicki and I offer our continued prayers for her entire family.

Mr. Speaker, on behalf of the United States Congress, it is an honor for me to rise today to recognize the life of Northwest Florida's beloved Cecil L. Anchors, Sr.

Mr. Anchors was a pivotal community leader in the Northwest Florida community for decades. He grew up in Niceville, Florida and graduated from Niceville High School in 1936. After high school Mr. Anchors attended the University of Florida. His passion for the Florida Gators' storied athletic program was unrivaled.

Mr. Anchors was also a devoted patriot. After graduating from college, he returned to Northwest Florida to work at the Air Proving Ground at Eglin Air Force Base. When the United States entered World War II, Mr. Anchors volunteered for Army service. He served his country with honor and distinction in the European Theater, including at the famous Battle of the Bulge.

In 1948, Mr. Anchors was elected Clerk of the Circuit Court of Okaloosa County, a position that he held until his retirement in 1976. Mr. Anchors was a leader in the community, and an innovator at the courthouse. He established the first computer system in Okaloosa County public offices and oversaw the construction of a new courthouse in Crestview, Florida.

A true local leader, Mr. Anchors was a charter member of the Choctawhatchee Rotary Club, the Rocky Bayou Country Club, and the Air Force Museum Board of Directors. He also served as the first elected Post Commander of the Niceville Chapter of the American Legion in 1945, as well as president of the Crestview Kiwanis Club.

Mr. Anchors played an active role in local, state, and national politics. He served as the Okaloosa County leader during President Kennedy's 1960 Presidential campaign; however, his fondest memories were of his time serving the people of Okaloosa County as the Clerk of the Circuit Court.

To some Cecil Anchors will be remembered as a patriot and a leader in the civic community. To others he will be remembered as a lifelong Florida Gator. To his friends and family, he will most fondly be remembered as a loving and devoted family man. His tireless work and immense contributions to Northwest Florida cannot be overstated.

Mr. Speaker, on behalf of the United States Congress, it gives me great pride to honor the life of Cecil Anchors, Sr., and his living legacy.

Mr. Speaker, I rise today to recognize Mrs. Stephanie Thetford as the 2011 Okaloosa County Teacher of the Year. For 17 years Mrs. Thetford has been an inspiration to her students, motivating them to realize their true potential and achieve excellence, and I am honored to recognize her achievements.

Mrs. Thetford is a proud product of the Okaloosa County, Florida, school system. She is a graduate of Crestview High School, and her passion for serving the students of Northwest Florida led her to pursue a teaching career in Okaloosa County.

Mrs. Thetford has spent the past 11 years teaching at Fort Walton Beach High School, where she has taught numerous math courses. She has had the opportunity to teach students at all levels, including Algebra IA, Algebra IB, Geometry, Math Analysis and Informal Geometry. For the past six years she has also had the opportunity to teach students at the highest levels, serving as the teacher for AP Calculus AB and BC. When she took over the class, there were 25 students enrolled in the AP Calculus curriculum. Today, through her hard work and dedication, there are 62 students enrolled in these courses.

Quantity, however, is hollow without quality results. Mrs. Thetford has delivered these results year after year. Last year, 66 of her students took the AP Calculus AB exam, with 60 of these students receiving a passing score. She also had 6 students take the AP Calculus BC exam; all of these students passed the test, and five out of six received the highest possible score.

Mrs. Thetford realizes that the key to achieving success is hard work and dedication. She offers daily tutoring before school, starting at 6 a.m., to ensure that students are prepared to achieve their goals. Mrs. Thetford takes every possible measure to identify any problems or confusion that students may have, and she is always available to her students to answer questions and help them work through their difficulties so that they are not left behind when a new concept is introduced.

Her dedication to the students of Okaloosa County does not end when school is on summer break. In the summer, she has conducted county-wide math in-service training for Pre-Algebra, Algebra, and Algebra II teachers, where she teaches methods to integrate technology to help students who are struggling with these mathematical concepts. This ensures that the primary level math classes help build the foundational skills necessary to succeed in upper-level courses. She serves as the Vertical Team Trainer for Okaloosa County and as an AP Calculus mentor for other Calculus teachers in the county, ensuring that other schools can replicate the success of her students in Advanced Placement courses.

Great teachers are an invaluable asset to our nation's students. To be honored as Teacher of the Year is an immense honor, and it is a reflection of her indefatigable dedication to the students of Okaloosa County. She has proven herself to be among the many exceptional teachers in our nation, and I am proud to have her as a constituent in Florida's First Congressional District.

Mr. Speaker, I rise today to recognize Mrs. LaJuana Malloy as the 2011 Washington County Teacher of the Year. For nearly two decades, Mrs. Malloy has been an inspiration to her students, motivating and inspiring them to succeed at the highest levels, and I am honored to recognize her achievements.

Mrs. Malloy is a lifelong resident of Washington County, Florida. After receiving her Bachelor of Science Degree in Elementary Education, she worked as a Protective Services Caseworker in the Florida Department of Children and Families. Mrs. Malloy was born to make a positive impact on her community. After her time as a caseworker, she decided to enter into the teaching profession.

Mrs. Malloy sought to motivate her students to succeed and to reach their full potential. With this goal in mind, she decided to continue her education at Florida State University, where she earned a Master's degree and a certification in Exceptional Student Education. She taught at Kate Elementary School for fourteen years and at Vernon Elementary School, where she also served as Reading Coach. For the past three years, Mrs. Malloy has served as a language arts and reading teacher at Roulhac Middle School, where her dedication to her students inspires them to pursue excellence in language arts.

Mrs. Malloy and her husband, Wesley, are the proud parents of two college students. Eli is a junior at Chipola College, and Elizabeth is a sophomore at the University of South Alabama. Mrs. Malloy also spends her weekends teaching at her church's Preschool Sunday School, where she is also the church's pianist.

Mrs. Malloy believes that teaching is a true calling, and that her work as an educator makes an invaluable and lasting impact on her students and community. The Washington County Teacher of the Year award is evidence of her enormous impact; however, her achievement is even better illustrated through the lives of her exceptional students. I am privileged to have her as a constituent in Florida's First Congressional District.

Mr. Speaker, on behalf of the United States Congress, I am proud to recognize LaJuana Malloy for her accomplishments and her continuing commitment to excellence at Roulhac Middle School. My wife Vicki joins me in congratulating Mrs. Malloy, and we wish her all the best.

Mr. Speaker, I rise today to recognize Tiffany McKinnie as the 2011 Washington County, Florida Educational Support Person of the Year. I am honored to recognize her achievements and her dedication to the students of Northwest Florida.

Mrs. McKinnie is an Exceptional Student Education (ESE) paraprofessional at Roulhac Middle School. ESE paraprofessionals serve an integral role in the development of ESE

students. They are responsible for assisting teachers in a variety of ways to implement the instructional program. They work directly with children in small groups or on a one-to-one basis, and through this close interaction, they foster strong bonds that motivate pupils to develop the knowledge needed to provide a solid educational foundation.

Mrs. McKinnie and her husband, Albert, have three sons and one daughter, and her time outside the classroom is spent enjoying quality time with her family. She is currently enrolled at Chipola College, where she is pursuing a degree in Exceptional Student Education.

Mr. Speaker, on behalf of the United States Congress, I am proud to recognize Tiffany McKinnie for her accomplishments and her continuing commitment to excellence at Roulhac Middle School. My wife Vicki joins me in congratulating Mrs. McKinnie, and we wish her all the best.

Mr. Speaker, I rise today to recognize Mrs. Millie Kindig as the 2011 Washington County Rookie Teacher of the Year.

A graduate of Florida State University, Millie Kindig received her degree in 2002 and moved with her husband to Alachua County, Florida where she began her teaching career. Four years ago, Mrs. Kindig and her family moved back to Northwest Florida, and she began teaching at Chipley High School in Washington County.

Our many great teachers inspire their students to pursue excellence and to achieve greatness. During her short time in Washington County, Mrs. Kindig has proven to be an inspiring instructor. She helps mold the leaders of our future by providing a mathematical education that will give them the tools needed to succeed. She currently teaches Algebra, Geometry and Analysis of Functions. Her expertise is invaluable to her students.

Mrs. Kindig's success in the classroom shows that with hard-work and commitment, young educators can be just as successful as their more senior colleagues. Her recognition as the Washington County Rookie Teacher of the Year is a reflection of her undeniable excellence in the classroom. She is among the great teachers in Northwest Florida, and Washington County is honored to have her as one of their own.
