Mr. Speaker, I rise today to honor Councilmember Rita Xavier, a dedicated public servant, community leader, former mayor, and longtime resident of the City of San Pablo, whose commitment to civic engagement, policy planning, and regional collaboration has left a lasting impact on the City of San Pablo as well as throughout the Bay Area. A proud resident of San Pablo for 35 years, Councilmember Xavier has devoted much of her life to advancing public service and improving the quality of life for local families. She has served on the San Pablo City Council for the past seven years, where she has been a strong advocate for economic development, neighborhood safety, and community partnerships that reflect the city's diverse and dynamic character. Before joining the Council, she served as a Planning Commissioner for the City of San Pablo, where she helped shape responsible growth and long-term planning initiatives. Her leadership has also extended across the region; she has held an appointment with the League of California Cities East Bay Division, served as Past President of the League of Women Voters of Contra Costa County, and as Board Treasurer for Lao Family Community Development, Inc., among other roles. Throughout her decades of service, Councilmember Xavier has exemplified integrity, vision, and compassion. Her work reflects a deep dedication to inclusive governance and to building stronger, more resilient communities for all. Mr. Speaker, I rise today to recognize the contributions of SMSgt. Salud Asaeli, as she is honored as one of California's 8th Congressional District's Women of the Year for her distinguished leadership, mentorship, and advocacy that exemplify the highest standards of dedication, compassion, and resilience. Previously as First Sergeant for both the 60th Healthcare Operations Squadron and the 60th Medical Group Staff at Travis Air Force Base, SMSgt. Asaeli supported the well-being of over 600 Airmen and civilians. Her commitment extends beyond duty hours, as she provides 24/7 leadership to address quality of life, morale, health, and readiness issues. From September 2024 to April 2025, she served with distinction as First Sergeant for the 379th Expeditionary Security Forces Squadron at Al Udeid Air Base, Qatar, offering steadfast support to deployed personnel during a critical mission period. At Travis AFB, SMSgt. Asaeli also serves as Senior Mentor to the First Sergeant Council, guiding 27 First

Sergeants responsible for over 8,000 Airmen and their families, demonstrating her far-reaching influence and leadership. Her dedication to service is equally strong in the community. For over four years, she has led Operation Warm Heart, a nonprofit that provides emergency financial support to military families. As both President and Secretary of the executive council, she has helped raise more than $148,000, organized school supply drives, coordinated the Gold Star Family Ruck March, and supported local shelters and memorial associations. Her commitment is both personal and professional. Having experienced the challenges of deployment and reintegration in her own family, SMSgt. Asaeli has used those lessons to mentor and uplift others navigating similar hardships. Her strength, empathy, and leadership continue to shape lives and strengthen bonds across the military community. Her more than two decades of military service, selfless leadership, and profound impact on others make her a true inspiration and a deserving honoree. Mr. Speaker, I rise today to recognize Trina Jackson- Lincoln as one of California's 8th Congressional District's Women of the Year in tribute to her more than 30 years of dedicated public service. Since 1995, Ms. Jackson-Lincoln has served in the Office of the City Council, beginning with a temporary role supporting emergency services and growing into her current position as Project Coordinator and City Council Liaison. In this role, she has supported Councilmembers, coordinated key city events, and helped countless residents navigate local government. She has led or contributed to numerous community projects, including the Richmond Beautification Project, AIDS Awareness Day, the Taste of Richmond, Sisters in Solidarity, and the Literacy Fair, while also serving as liaison to the Richmond Sister City Program and as former staff to the Richmond Youth Council. Trina also helped launch and manage the Richmond Cares Hotline during the COVID-19 pandemic, mentored student interns, and played a key role in advancing racial equity through her leadership in the Government Alliance on Race and Equity. A Richmond native, Trina is a graduate of Contra Costa College and California State University, East Bay, where she earned her bachelor's degree in human development. Over her decades of service, community engagement, and commitment to inclusion, she has had a lasting impact. Mr. Speaker, I rise today to honor Sonia Bustamante, recognized as one of California's 8th Congressional District's Women of the Year. As Chief of Staff to the Contra Costa County Board of Supervisors since 2015, Ms. Bustamante has demonstrated exceptional leadership, vision, and commitment to advancing equity and inclusion across local government. A dedicated public servant and coalition builder, Sonia has led transformative initiatives that strengthen civic engagement and expand opportunity for underrepresented communities. Her coordination of the 2025 Community Impact Fund Townhalls exemplifies, her commitment to accessibility and inclusion, ensuring multilingual participation, hybrid access, and youth involvement in the policymaking process. Sonia's leadership has been instrumental in advancing key county initiatives, including the Guaranteed Income Pilot, immigrant legal services, and the African American Wellness Hub, all of which are designed to address systemic inequities in health, housing, and economic stability. A proud UC Berkeley alumna with a bachelor's degree in Sociology and a Master of Public Administration with a concentration in Leadership from California State University, San Bernardino, Sonia brings both academic rigor and deep community insight to her work. She is also a mentor to the next generation of public servants, overseeing the county's youth internship program and empowering young leaders to pursue careers in civic engagement and public policy. Known for her ability to manage complex projects and unite diverse stakeholders, Sonia embodies the very spirit of public service, guided by empathy, integrity, and action. Mr. Speaker, I rise today to recognize the contributions of Sriya Srinivasan, as she is honored as one of California's 8th Congressional District's Women of the Year. Sriya is a remarkable young leader from Solano County whose dedication to public service and advocacy has already had a profound impact across California. At just seventeen years old, her leadership exemplifies the spirit of community empowerment and equity. Sriya's most notable achievement is her instrumental role in the passage of AB 2229, the ``Know Your Period Act.'' Drawing from her own experiences, she championed menstrual education as a vital component of the California Healthy Youth Act, lobbying tirelessly, shaping legislative language, and testifying before lawmakers. Her efforts garnered widespread community support, securing over 500 signatures and multiple co- signers, ensuring millions of California students gain essential knowledge and dignity around menstrual health. In addition to her legislative work, Sriya has made history as the youngest-ever Student Trustee and is currently the Student President of the Solano Community College Board, where she advocates fiercely for student needs and equity. She also founded the campus Reproductive Health Center, providing free access to menstrual and sexual health products--an initiative that removes barriers and supports student wellbeing. Her visionary leadership and compassionate service make her a shining example to her peers. Mr. Speaker, I rise today to recognize the contributions of Tanya Jacobs, as she is honored as one of California's 8th Congressional District's Women of the Year for her tireless work that has brought healing, justice, and hope to countless individuals in Northern California. As the founder of Community Villages, Tanya has built a critical support network for underserved communities facing food insecurity, homelessness, and mental health challenges. Her leadership has been defined by compassion, strategic vision, and an unshakable commitment to equity. Tanya has also served with distinction at the District Attorney's Office, where she advocates for survivors of crime with empathy and strength, ensuring they are seen, heard, and supported during life's most difficult moments. Over the past two decades, Tanya has made a deep impact on behavioral health, community development, and education. She has mentored young professionals, served on the Board of the East Bay California Association of Marriage and Family Therapists, and volunteered with the National Alliance on Mental Illness, always leading with integrity and care. Having overcome significant adversity, she brings lived experience to her work, turning hardship into healing and modeling the very strength she inspires in others. Her unwavering dedication to justice, healing, and human dignity makes her a role model and a true force for good in our communities. Mr. Speaker, I rise today to recognize and honor Tiffany Harris as one of California's 8th Congressional District's Women of the Year. A proud Richmond native, Tiffany Harris has dedicated her career to empowering young people and strengthening her community. A former participant of the Bay Area Girls Club (BAGC), she returned to the organization as a leader in 2011 and has served as Executive Director since 2015. Under her leadership, BAGC has reached more than 7,000 girls aged five to eighteen through afterschool programs, mentoring, and enrichment activities that promote confidence and leadership. She has expanded the organization's reach by securing and distributing more than $100,000 in scholarships for college-bound girls and launching programs in STEM, leadership, and college and career readiness. BAGC's signature event, Men Who Cook, has become a beloved community tradition and a vital source of funding to sustain youth programs. With an 89 percent participant success rate in higher education or career pathways, BAGC continues to serve as a trusted community anchor and was recently named the 2025 Best Non-Profit for Activities and Fun by the Best of El Cerrito. Beyond her role at BAGC, Tiffany is an active civic leader throughout West Contra Costa County. She has served as Chair of the Richmond Chamber of Commerce, Program Chair of the Richmond Rotary Club, President of the Richmond Kiwanis Club, and Co-Treasurer of the West County Forum. She also serves on the Task Force for the Black Women and Girls Initiative with RCF Connects, continuing to champion equity, leadership, and opportunity for young women of color. A graduate of The Branson School and Holy Names University, where she earned her bachelor's degree in communications and English, Tiffany combines strong academic training with deep community roots. She is also a devoted wife and mother of four whose compassion and vision continue to inspire the youth she serves and the community she represents. Mr. Speaker, I rise today to recognize the contributions of Rebecca Grasty as she is honored as one of California's 8th Congressional District's Women of the Year. With over 15 years as a Family Child Care Professional, Rebecca Grasty has devoted her life to strengthening the early childhood education landscape in California. A credentialed educator in both Social Science and Family & Consumer Sciences, she is a leader whose influence extends far beyond the classroom. She currently serves as Vice President of the Bay Area Professional Family Child Care Network and was recently elected Chapter President for the California Association for the Education of Young Children. Rebecca's commitment to professional development and peer support is clear in her work revitalizing the Solano Association of Providers. Recognizing the isolating nature of the Family Child Care profession, she brought together providers from across Solano County for a leadership meeting to reignite collaboration and build a stronger sense of community. She has presented on financial literacy for providers at Solano Family & Children's Services, is a featured speaker at the 2025 Solano ECE Conference, and founded Save California Family Child Care, a grassroots initiative advocating for developmentally appropriate changes to state policy. She was also instrumental in organizing the ``A Day Without Child Care'' Advocacy Loop in Solano County, collaborating with the Children's Network, Napa providers, and the NorCal Family Child Care Alliance to highlight the urgent need for childcare reform. She also served on the organizing committee of the May 2025 Family Child Care Symposium and led planning for the upcoming ``State of the Bay'' Summit to bring together stakeholders from all nine Bay Area counties to advocate for children, families, and the providers who serve them. Her tireless efforts have uplifted families, empowered fellow professionals, and shaped policy conversations that will benefit generations to come. Mr. Speaker, I rise today to recognize the contributions of Melissa Nickson as she is honored as one of California's 8th Congressional District's Women of the Year for her exceptional leadership, compassion, and unwavering commitment to survivors of violence across Solano County. Her dedication to trauma- informed advocacy and her tireless pursuit of justice have profoundly strengthened our community. Under her direction, Napa Solano SANE- SART's advocacy and case management programs have expanded to provide comprehensive, survivor-centered care for thousands affected by sexual assault, domestic violence, and human trafficking. She has built an organization grounded in compassion and respect, ensuring that every survivor is met with dignity and the support needed to rebuild their life. One of Melissa's most significant contributions has been her leadership in the regional response to human trafficking. She has spearheaded collaborations with local law enforcement, county task forces, and community partners to create a coordinated and effective safety net for trafficking survivors. Her efforts have led to the development of a 24/7 human trafficking crisis line, the expansion of emergency housing options, and the implementation of long-term recovery pathways that address both immediate and systemic barriers to healing. Melissa has also been a tireless advocate and educator. She engages in civic organizations, professional groups, and schools to raise awareness about exploitation, victim rights, and prevention. Her outreach to youth is particularly impactful and through school presentations and youth programs, she has equipped young people with the knowledge and confidence to recognize and resist the signs of trafficking and abuse. Survivors and colleagues alike describe Melissa as a beacon of hope and a steady, empathetic presence in moments of crisis. Her courage, compassion, and tireless advocacy for survivors have restored lives and fostered community resilience. Mr. Speaker, I rise today to recognize the contributions of Marie Carayanis as she is honored as one of California's 8th Congressional District's Women of the Year for her decades of outstanding service and commitment to her community. In 1970, together with her husband, Marie opened Nick & Marie's Delicatessen and Catering, a cornerstone of downtown El Sobrante for 30 years. Through her work as a small business owner, she became a dedicated advocate for the needs of local businesses and an active leader in the community. Marie has served on the El Sobrante Chamber of Commerce Board since 1968, holding the office of President in 1984 to 1985, 2003 to 2004, and again from 2014 to 2016. She currently serves as Membership Chairperson. She was also one of the founders of the El Sobrante Stroll, the community's signature festival, and continues to serve as Director of Vendor Booths for this beloved annual event. Her commitment to civic life extends far beyond business. Marie has served for many years on the board of the Boys & Girls Club of El Sobrante, including as President and Director of the Volunteer Program. She has also been active in the American Business Women's Association and the Soroptimists, working to advance opportunities for women and strengthen community service. While Marie's priorities have always centered on her family, including her three daughters and grandchildren, she has never wavered in her dedication to her friends, neighbors, and the well-being of the El Sobrante Valley community. On behalf of the people of California's 8th Congressional District, it is my pleasure to honor and recognize Marie Carayanis for her invaluable contributions to our community.

Mr. Speaker, I rise today to honor Maria Stats, recognized as one of California's 8th Congressional District's Women of the Year. Maria is a proud first-generation American who has participated in community service and the arts as a performer, director, activist, author, and educator for more than thirty-five years. She is the founder and artistic director of On The Fringe Visual and Performing Arts, an international award-winning arts company. Maria is also the first DEI chair for the National Organization for Women, California, working directly under Helen Grieco. One of her major achievements was bringing Rock the Vote with MTV News and the State Registrar's office to Solano County. She is a founding member of the S.H.E. Institute, the Vallejo Charter School, and the Vallejo Literacy Alliance. Maria was also recognized by Playbill magazine in 2020 as one of the five community theatres giving the most back to their community. Maria was also recognized in 2024 as a Freddie G Fellow, the highest musical theatre teaching award outside the Tony, a teaching award from Music Theatre International and the Broadway League recognizing teachers who change the world one musical at a time. Currently, Maria is serving her second term as the Vallejo Museum's Board President. Her original musical, Wonderlandia, was workshopped in Vallejo and will be performed in conjunction with Dia de Muertos bringing a new Vallejo tradition to the downtown. Maria is most proud of being a mom to four amazing kids. Mr. Speaker, I rise today to honor Marbeya Ellis, recognized as one of California's 8th Congressional District's Women of the Year. As Family Resource Center Manager for the Fairfield-Suisun Unified School District (FSUSD), Ms. Ellis has transformed three school-based centers--at Anna Kyle, Cleo Gordon, and Suisun Elementary--into trusted community hubs providing essential support, stability, and hope for local families. Through her leadership, FSUSD's Family Resource Centers have become models of wraparound service, connecting families to vital resources, including hygiene products, school supplies, housing referrals, and financial assistance, all in an environment of dignity and care. Marbeya's innovative approach has expanded partnerships with organizations such as SparkPoint Solano for financial coaching, CommuniCare+OLE for mobile health clinics, and the Volunteer Income Tax Assistance (VITA) program to provide free tax preparation that helps low-income families secure critical refunds. Beyond her district role, she serves as Board Secretary for the Solano Hispanic Chamber of Commerce and as a member of the Solano County Family HealthCare Board, championing equitable access to healthcare and economic opportunity. Her commitment to collaboration ensures that families can find relief and empowerment in the very schools their children attend. Under her guidance, FSUSD's Family Resource Centers have become national examples of how public education can anchor community wellness. Marbeya's work is not just about meeting needs, it's about transforming systems with compassion, cultural humility, and persistence. Mr. Speaker, I rise today to honor Malaysia Gallon, recognized as one of California's 8th Congressional District's Women of the Year. At only 24 years old, Malaysia has already devoted more than a decade to community service, embodying compassion, leadership, and resilience far beyond her years. Since the age of 12, she has dedicated her life to uplifting others through her involvement with Keyz 2 the Future and Motivated 2 Help Others (M2HO), organizations committed to providing food, mentorship, and trauma-informed support to those in need. As Secretary for Keyz 2 the Future, Malaysia helps lead youth mentorship and art therapy programs that empower children and teens affected by gun violence. Through her service with M2HO, she has been on the front lines of feeding the unhoused and ensuring that vulnerable community members are met with dignity and care. Alongside her tireless volunteer work, Malaysia is building a career in healthcare as a licensed EKG Technician and Unit Assistant, while pursuing a bachelor's degree in nursing. Despite facing profound personal loss to gun violence, Malaysia has transformed her grief into purpose, becoming a role model for young women navigating hardship. Her dedication has resulted in thousands of meals served, hundreds of youths mentored, and a legacy of empathy and service that continues to grow. On behalf of the people of California's 8th Congressional District, I am proud to recognize Malaysia Gallon for her extraordinary compassion, her unwavering community spirit, and her outstanding contributions to Solano County.

Mr. Speaker, I rise today to recognize the contributions of Ms. Michele Myhand, as she is honored as one of California's 8th Congressional District's Women of the Year for her exceptional leadership and service to the 60th Operations Support Squadron at Travis Air Force Base. Michele exemplifies the dedication and integrity that define our Nation's finest public servants. Following a distinguished career in the United States Army, Michele chose to continue serving in a civilian capacity at Travis Air Force Base, demonstrating her deep commitment to country, community, and family. As Office Manager, Unit Program Coordinator, and Government Purchasing Authority, she ensures the seamless operation of her 435- member squadron by overseeing travel, logistics, and compliance programs with precision and care. Her leadership and professionalism earned her recognition as the 2024 Civilian of the Year. Michele's impact extends far beyond administrative excellence. She welcomes every new squadron member with warmth, fostering a true sense of belonging through the monthly receptions she organizes. She is also a trusted mentor, guiding Airmen through personal challenges with compassion and integrity. Her mentorship has transformed lives, helping struggling service members regain confidence and purpose. Beyond the base, Michele builds bridges between military families and the broader Fairfield and Solano County communities by connecting newcomers with local resources, schools, and volunteer opportunities. Her efforts strengthen the bond between Travis Air Force Base and the surrounding community. Michele's dedication, leadership, and selfless service inspire all who know her. She has made a lasting difference in the lives of her colleagues, her community, and the men and women who serve our Nation. Mr. Speaker, I rise today to recognize Naomi Williams as she is honored as one of California's 8th Congressional District's Women of the Year. Ms. Williams is a true pillar of the Richmond community whose dedication to service has spanned over five decades. Her leadership has left an indelible mark on every corner of the city. Elected President of the Pullman Neighborhood Council in 1974, a position she continues to hold today. Naomi has long been a driving force behind Richmond's neighborhood empowerment movement. She helped establish the Crime Prevention Executive Board, one of the first local collaborations between residents and the Richmond Police Department and served as both a Police Commissioner and a member of the Commission on Aging, ensuring that accountability and inclusion were at the center of public decision-making. Naomi's advocacy has extended across numerous civic and community groups, including Black Women Organized for Political Action (BWOPA), the League of Women Voters, and the West County Democratic Club, where she has inspired voter participation and mentored new generations of community leaders. Her work with the Alcohol Policy Working Group has been especially impactful, fighting to protect neighborhoods from problem liquor stores, promoting public safety, and standing up for youth and families. Beyond her civic service, Naomi is deeply devoted to preserving Richmond's culture and history. As an organizer of the city's annual Juneteenth Festival, she has helped ensure that the legacy of African American achievement and resilience remains a vibrant part of Richmond's identity. Through changing times and many challenges, Naomi has remained steadfast in her belief that every resident deserves to be heard and respected. Her compassion, humor, and unrelenting commitment to justice have made her both a trusted voice and a beloved figure in the community.
