Mr. Speaker, I rise today to recognize Heather Henry, for her unwavering commitment to public service. Heather serves as the Chief Executive Officer of California Human Development (CHD), where she leads efforts to empower seasonal farm workers and their families through workforce development, education, and economic opportunity. With over two decades of experience in nonprofit management, Heather has built an impressive record of service marked by vision, compassion, and collaboration. Prior to her role at CHD, she served for eight years as President and Executive Director of the Workforce Development Board of Solano County, where she championed initiatives that strengthened local economies and helped job seekers gain the skills necessary to thrive in today's workforce. Her work in fostering partnerships and creating opportunities for economic growth has had a lasting impact on the individuals in need and the county at large. Heather also serves as Board Chair for the Solano Community Foundation and as a Board Member for Connections for Life, reflecting her deep commitment to civic engagement and equity. Her dedication to social justice, economic mobility, and community empowerment has transformed lives across Solano County and beyond. Despite the challenges of navigating complex systems and limited resources, she has consistently advocated for the underrepresented and has fought to dismantle barriers to opportunity. Her personal journey and professional accomplishments serve as a testament to her resilience and dedication to making a meaningful impact. Mr. Speaker, I rise today to recognize the contributions of Andrea Sorce as she is honored as one of California's 8th Congressional District's Women of the Year. Andrea has established a legacy of fierce advocacy in the community. Having served in the Peace Corps, service to others is a trait that is not new to her, has informed her impactful work in Vallejo and its surrounding areas, and continues to make a difference to this day. Andrea has worked to help those in need in her community, particularly through organizations such as the Solano County chapter of the ACLU, which she co-founded. It was through this organization that Andrea helped support families impacted by police violence. Andrea's advocacy work and civic engagement extended beyond her involvement with the Solano ACLU, as she also served as chair of

Vallejo's Surveillance Advisory Board and remained active in various other civic roles, including the Glen Cove Community Association and the United Democrats of Southern Solano County, where she served as vice-chair. Although the work that she has done has been crucial to the wellbeing of Vallejo and its community members, her hard work did not stop there, as she then launched a successful campaign for Mayor of the City of Vallejo. In spite of the fact that she has yet to complete a full term as Vallejo Mayor, she has already achieved impressive accomplishments during her time in this position. Constituents describe Andrea as a courageous leader, who stands for reform and lives her values, which is exemplified in her many efforts to connect with the community. Since becoming Mayor, Andrea has held over 30 public meetings to increase transparency, discuss pressing issues, and take action towards solutions. Apart from her politically-engaged work, Andrea serves her community in several other capacities as well, such as serving on: the board of Solano Transportation Authority, the Solano County Water Agency, and as the President of the Vallejo Wastewater and Flood District. When she's not actively engaging with civic issues, she also teaches at Diablo Valley College, as an economics professor. It is clear that Andrea's commitment to service, passion for advocacy, and multi-faceted approach to tackling local issues makes her a vital asset to the Vallejo and overall Solano County community. On behalf of the people of California's 8th Congressional District, it is my pleasure to honor and recognize Andrea Sorce for her positive contributions to our community.

Mr. Speaker, I rise today to recognize the contributions of Anna Duran as she is honored as one of California's 8th Congressional District's Women of the Year. Anna is a Crime Prevention Specialist for the Richmond Police Department and has served in that role since 2024. But her work and community service precede her time with Richmond PD. Anna brings her experience working for the Office of Neighborhood Safety as a case manager assisting families, many whom were undocumented. She has spent years volunteering with the Latina Center, where she has helped promote advocacy, outreach, and empowerment among her fellow Latina community members. Anna is known for her generosity and kindness, which extends beyond her professional obligations. She makes hospital visits to victims of crime, provides assistance to families who navigate immigration challenges, and has assisted in building support networks for undocumented residents. Even before officially joining the Richmond Police Department, Anna volunteered her time to and help the department by supporting families with needs assessments and referrals, in her personal time. Anna uses her personal experiences, genuine compassion, and resourcefulness to make a difference in the community, especially by assisting those who may be most in-need. It is these traits, and many more, that make Anna such a crucial asset to the overall community. On behalf of the people of California's 8th Congressional District, it is my pleasure to honor and recognize Anna Duran for her positive contributions to our community.

Mr. Speaker, I rise today to honor Annie Frias-Ramos, recognized as one of California's 8th Congressional District's Women of the Year. Annie was born in the Philippines, yet despite many challenges, she persevered and earned her degree in nursing from Southwestern University. In 1975, she became one of the first from her village to immigrate to the United States and began her nursing career at St. Joseph's Hospital in Philadelphia, Pennsylvania. She later moved to California, where she continued her dedicated service in healthcare at Vallejo General Hospital, Doctors' Hospital, and ultimately at Kaiser Permanente. At Kaiser Permanente, Annie advanced to the role of Nurse Manager, leading her team with distinction. Annie is currently serving as President of the Filipino Community of Solano County, Inc., and previously served as President of the Visayan Circle of Northern California for over 27 years. Annie has led numerous initiatives that demonstrate both vision and compassionate leadership, including serving as Chairperson for Vallejo's Pista sa Nayon festival and leading one of the first COVID-19 vaccine clinics in Solano County. In addition, Annie has organized a fundraiser to renovate deteriorating church seating for a local community church and has connected unhoused community members to local housing resources. Annie also continues to support Filipino communities, such as by leading food drives and relief efforts for typhoon victims in the Philippines and advocating for immigration assistance. On behalf of the people of California's 8th Congressional District, it is my pleasure to honor and recognize Annie Frias-Ramos for her invaluable contributions to our community.

Mr. Speaker, I rise today to recognize the contributions of Brittney Greer as she is honored as one of California's 8th Congressional District's Women of the Year. Brittney serves her community as the driver of Bus 9 for the Travis Unified School District. Through her work, she not only ensures the safety and secure transportation of the children of our community, but she does so with consistent positivity and optimism. As a loving mother of three children, it comes as no surprise that Brittney's kindness, care, and diligence make a daily impact on the students and families of the Travis-USD community. Brittney goes above and beyond to ensure the safety of her students, checking the bus for any potential mechanical issues every morning, and fixing them herself if possible. She is a source of consistency for parents providing a reliable, safe and caring environment for the students. This is a responsibility she does not take lightly, and she does so with grace. In addition to her role as a school bus driver, Brittney also displays leadership by serving her church congregation in Antioch, helping address the needs of her community. After realizing her community lacked support groups for women, she began studying to attain her certificate in Christian Life Coaching, with the goal of starting a women's support group. Brittney is a committed, pivotal part of the community, and her work improves the lives of the students and families within it. On behalf of the people of California's 8th Congressional District, it is my pleasure to honor and recognize Brittney Greer for her positive contributions to our community.

Mr. Speaker, I rise today to recognize the contributions of Callie Augustson as she is honored as one of California's 8th Congressional District's Women of the Year. For over 24 years, Callie has made a significant impact in her community. Her service continues today through her current role as Plans Analyst and Crisis Action Team Manager for the 60th Air Mobility Wing at Travis Air Force Base. In her current position, Callie is responsible for critical crisis-response operations, including operational planning, deployment execution, natural disaster response, and emergency management plans. She also provides strategic command and control for the Wing Commander and senior leadership. Callie brings years of training, expertise, and education to this role. Initially enlisting in the U.S. Air Force in September 2000 as a Bioenvironmental Engineering Technician, Callie then went on to attend technical school at the U.S. Air Force School of Aerospace Medicine, earn an associate degree in bioenvironmental engineering technology, and earn a Bachelor of Arts in homeland security. After completing her active-duty enlistment, Callie served in the Bioenvironmental Engineering and Medical Readiness Offices at Minot Air Force Base. In 2009, she brought her expertise to Travis Air Force Base, where she worked at David Grant Medical Center as the Medical Counter-Chemical Biological Radiological Nuclear Program Manager for Headquarters Air Mobility Command, Office of the Command Surgeon. Callie then became a Federal Civil Service employee, assuming her current position with the 60 AMW Wing Plans and Programs Office. Her intelligence and diligence are evident through her numerous accomplishments, including the Air Force Achievement Medal, National Defense Service Medal, and Air Force Outstanding Unit Award with Valor. Callie's work has had a profound impact, benefiting many members of the community. She has played a critical role in establishing Travis Air Force Base as the West Coast Patient Distribution Hub. Under her supervision, Exercise Ultimate Cadeuceus, transported injured service members to 21 hospitals in Northern California. This exercise strengthened the support between the Base and other regional agencies, including Cal Fire, Fairfield and Vacaville first responders, and the Emergency Medical Services Authority. Callie's commitment to her community and public service goes beyond her professional work. In her spare time, Callie serves as a Certified National Little League volunteer and a Vacaville Girls Fast Pitch Team Parent. Callie is a fiercely committed member of the community, and her dedication makes Solano County a better place for all. Mr. Speaker, I rise today to honor Charmaine Gandy, recognized as one of California's 8th Congressional District's

Women of the Year. Charmaine is a dedicated Community Benefit Manager, with over fifteen years of experience in public affairs and community benefit in Kaiser Permanente's Napa-Solano Service Area. As a Community Benefit Specialist, she manages a $1 million annual budget and oversees sponsorships, in-kind donations, and staff volunteer programs. Her work increases employee outreach and provides meaningful community engagement opportunities. Charmaine was nominated and accepted to join the 2025-2026 Fairfield-Suisun Chamber of Commerce Board of Directors, where she advocates for initiatives that will deliver substantial economic benefits to the Solano community. In addition to her professional role, Charmaine is an entrepreneur and community advocate. She is the proud owner of The Vault Event Center, as well as the co- owner of a local wine bar in Suisun, where she connects with community members through hospitality and shared experiences. Balancing her professional and entrepreneurial pursuits with family life, Charmaine is a proud wife and mother of three children. She remains deeply committed to supporting local causes, fostering community connections, and creating environments, both in her professional and personal life, where people feel seen, celebrated, and empowered. Mr. Speaker, I rise today to recognize the contributions of Dr. Sheila McCabe as she is honored as one of California's 8th Congressional District's Women of the Year for her outstanding dedication and service to education and the community. Dr. McCabe has served the district for over twelve years, leading efforts to expand educational opportunities for more than 21,000 students. Under her leadership, innovative programs such as the Public Safety Academy, Early College High School at Solano College, and a virtual school have been successfully established, providing diverse pathways for student success. Her commitment to building authentic community partnerships has been transformative. Dr. McCabe spearheaded the Inspire career fairs for 8th graders and industry tours for 10th graders, programs that have reached over 12,500 students across four school districts in Solano County. This exemplary work was recognized with the prestigious KI Jones award from the Fairfield-Suisun Chamber of Commerce. Beyond education, Dr. McCabe has contributed extensively through civic engagement. She has served as Past-President and Literacy Chair of the Rotary Club of Cordelia, is a member of the Solano Economic Development Corporation Board, and currently leads the Fairfield Community Services Foundation Board as its President. She also serves as an Honorary Commander for the Band of the Golden West and represented Solano County at the Air War College's National Security Forum in 2015. Her tireless efforts continue to inspire and uplift the families of Solano County, making her truly deserving of this community award. Mr. Speaker, I rise today to recognize and honor Diane Power Zimmerman as one of California's 8th Congressional District's Women of the Year. Diane is a fifth-generation Solano County resident whose lifelong dedication to education, leadership, and community service has left an enduring mark on her community and the State of California. Diane began her journey in her family's long-standing local business, where she served as a manager and helped sustain a legacy of entrepreneurship and community connection spanning five generations. Her commitment to excellence and growth led her to pursue higher education, earning a Ph.D. in Organizational Management, a testament to her belief in lifelong learning and professional development. Over the course of a distinguished 36-year career in public education, Diane served as a speech pathologist, educator, and school administrator before culminating her service as Superintendent of Schools in Petaluma. Her leadership inspired innovation, equity, and collaboration across classrooms and districts, ensuring that generations of students had access to the tools and opportunities they needed to succeed. Even after retiring from public education, Diane continued to share her expertise and passion for learning. She has authored five books on education and business, offering valuable insight to educators, leaders, and professionals across the country. Beyond her professional achievements, she is deeply involved in her community. She volunteers her time at local museums, housing shelters, and with neighbors in need, embodying the values of service and compassion that have defined her life's work. Diane Power Zimmerman exemplifies the finest qualities of Solano County, with a proud legacy rooted in family, education, and civic responsibility. Mr. Speaker, I rise today to recognize Cheryl Collier as she is honored as one of California's 8th Congressional District's Women of the Year for her dedication to the community and her civic engagement in West Contra Costa County. Cheryl's tireless work to uplift her neighbors and expand participation in democracy has strengthened the very fabric of her community. A lifelong Californian and proud resident of Richmond, Cheryl graduated from Berkeley High School and earned her associate degree from Contra Costa College. Over the years, she has served her community in countless ways, working in education, retail, and property management, leading her neighborhood council, and doing outreach to those experiencing homelessness. Although she has ``retired'' several times, Cheryl continues to devote her time and heart to helping others. Her deep belief that ``if you don't vote, you're giving away a fundamental right that affects every part of your life'' inspires her work encouraging others to register and participate in elections. Cheryl is especially proud of the diversity and strength of the communities she serves. She works to uplift younger generations, believing mentorship and inclusion are vital to sustaining progress. In addition to her civic work,

Cheryl remains active in her faith community at St. John's Missionary Baptist Church, and treasures time with her two daughters, three grandchildren, and three great-grandchildren. She exemplifies the spirit of commitment that keeps our communities strong and our democracy vibrant. Mr. Speaker, I rise today to recognize the contributions of Carol Abreu as she is honored as one of California's 8th Congressional District's Women of the Year for her exemplary service and leadership in the Benicia-Vallejo community. Carol has earned the admiration and respect of her community through her tireless efforts to uplift others, promote good citizenship, and foster a spirit of compassion and inclusion. As Assistant to the Senior Pastor at Northgate Church, a non-denominational congregation serving the region, Carol plays a vital role in connecting individuals to support, resources, and

fellowship. Her presence at the church's information desk is a point of welcome and warmth for all who enter. She goes out of her way to ensure that people are not just seen but known, remembered, and valued by name. Carol and her husband, Terry Abreu, a respected former Boy Scout Troop Leader, have long exemplified servant leadership. Together, they have volunteered countless hours feeding the hungry through organized meal programs held in the basements of several churches across Vallejo. Their deep commitment to helping others, particularly those who are underserved, reflects a shared belief in the dignity of every person and the power of community. In 2025, Carol has continued to lead and inspire women throughout the Benicia-Vallejo area by providing enriching activities and fostering civic engagement. She is known for her eagerness to serve and her ability to bring people together for the common good. Her leadership does not seek recognition but seeks impact. Her legacy of service, humility, and community-building sets a powerful example for all of us. Mr. Speaker, I rise today to honor Mayor Carolyn Wysinger, as she is honored as one of California's 8th Congressional District's Women of the Year, in recognition for her extraordinary leadership, service, and dedication to her community and to the people of California. Mayor Wysinger has built an impressive record of civic engagement and public service. She has served as Board President of San Francisco Pride, one of the world's most prominent celebrations of LGBTQ+ visibility and equality, ensuring that the event remains both a powerful expression of community pride and a platform for justice. As Executive Vice President of the City's Democratic Club and an elected member of the County's Democratic Club, she has championed civic participation, expanded representation, and strengthened democratic processes. In addition, Mayor Wysinger has been a delegate for the California Democratic Party, where she has elevated the voices of her community at the state level. Her professional accomplishments include serving as Communications and Political Director for California's State Comptroller, where she advanced key public policy initiatives and represented the office with distinction. Beyond her professional and political work, Mayor Wysinger is a dedicated mentor to youth, investing in the next generation of leaders and ensuring that young people, particularly in underrepresented communities, have the tools and encouragement to succeed. Mayor Wysinger exemplifies what it means to serve with vision, compassion, and integrity. Mr. Speaker, I rise today to recognize and honor Mrs. Eguonor Onofeghara-Omoko, a devoted wife, mother, and community leader whose life of service and faith has uplifted countless individuals across Contra Costa County. Together with her husband, she has raised six children, embodying the values of family, faith, and commitment that strengthen our communities. Guided by her Christian faith, Mrs. Onofeghara-Omoko serves as a Ministry Team Leader at Victory Place International Ministries, where she provides spiritual guidance and leadership to her congregation. As Volunteer Supervisor for the ministry's community outreach, she helps coordinate efforts to feed more than 500 people every week, ensuring that those facing hardship find nourishment, dignity and hope. Her compassion extends far beyond the walls of her church. For the past three years, she has volunteered with Loaves and Fishes of Contra Costa, continuing her mission to serve the hungry and vulnerable. For more than 15 years, she has also served as a school chaperone, investing time and energy in the well-being and growth of young students. Her dedication stands as an inspiration to all who know her. Mr. Speaker, I ask my colleagues to join me in commending Mrs. Eguonor Onofeghara-Omoko for her extraordinary contributions to her family, her church, and her community. Her legacy of faith-driven service reminds us that true leadership begins with a heart to serve. Mr. Speaker, I rise today to recognize Fatimah Hanif, an inspiring community leader, educator, and advocate whose work in mindfulness, mental health, and youth empowerment has made a lasting impact on the City of Vallejo and the State of California.

Ms. Hanif is the founder of I Maintain, LLC., a company dedicated to personal growth, empowerment, and holistic wellness. She is also the author of a powerful book on self-journey and transformation, sharing her story and insight to uplift others navigating life's challenges. As Director of Mindfulness and Restorative Practices at Watch Me Grow, Inc. in Vallejo, Ms. Hanif integrates restorative approaches into youth and community programs that promote emotional wellness, conflict resolution, and resilience. Each month, she leads a free community sound bath at the Vallejo Library, creating a space for collective healing while also providing vital resources in mental health awareness and suicide prevention. Ms. Hanif has also collaborated with prestigious institutions such as Brown University, the University of Connecticut, and Compass Youth Collaborative, contributing her expertise to research and programming that promote youth leadership and trauma-informed practices. As an alumna of the Parent Leadership Training Initiative, she now serves as one of its Program Coordinators, continuing to empower parents as advocates and change-makers. Through her work, Ms. Hanif has demonstrated a deep and abiding commitment to the healing and empowerment of her community. Her vision, compassion, and leadership continue to inspire transformation and hope across Solano County and the greater Bay Area. On behalf of the people of California's 8th Congressional District. Mr. Speaker, I rise today to honor Ms. Gloria Malgapo, a distinguished community leader, advocate, and early member of the Asian Pacific Islander American Public Affairs Association (APAPA), whose service has strengthened civic engagement and representation for Asian Americans across Solano County. Ms. Malgapo has been an integral leader within the APAPA organization since its earliest days, serving as one of the founding members of both the Solano County Chapter and the National Organization. Through her leadership, she helped lay the foundation for an enduring network dedicated to empowering Asian American and Pacific Islander communities through civic participation and public service. As Vice President of APAPA Solano County, Ms. Malgapo has played a pivotal role in expanding local outreach, building partnerships, and encouraging civic involvement among emerging leaders. She has been a tireless advocate for APAPA's internship program, ensuring that students and young professionals have meaningful opportunities to learn about government, leadership, and civic responsibility at the local, state, and federal level. Ms. Malgapo has been deeply involved in community and civic events throughout the City of Vallejo and the broader Filipino American community county-wide. Her efforts have elevated the voices of Asian Americans in local and regional decision-making. Her work reflects the very best of civic engagement.
