Mr. President, I rise today to seek unanimous consent to confirm Casey Mulligan, the President's nominee to be the chief counsel of the Office of Advocacy at the Small Business Administration.

I will make that motion in just a moment, but first, let me explain why I am doing this. This week is National Small Business Week, a week to recognize the achievements of our Nation's entrepreneurs.

As chair of the Small Business Committee, I have a front row seat to the successes and challenges of our small business owners, and I have the privilege of being a champion for Iowa entrepreneurs.

Our small businesses are more vulnerable to burdensome government regulations. Over the past few years, the cost of regulations for small businesses has been out of control. The previous administration created more than 1,100 final rules costing $1.8 trillion. The Biden administration's regulatory costs were 600 times higher than that of the first Trump administration and 3.7 times higher than that of the Obama administration.

I have been encouraged by President Trump's efforts to freeze and roll back regulations. SBA Administrator Loeffler and the White House are working hard to eliminate burdensome and unnecessary regulations, but to be truly effective, small businesses need a Senate-confirmed chief counsel to continue this mission.

The Office of Chief Counsel for Advocacy has been vacant, without a Senate-confirmed occupant for nearly a decade. This key role ensures small business interests are protected.

Having served as the top Republican on the Small Business Committee for years now, I truly understand the need for this position to be filled immediately, and we are fortunate that President Trump nominated a highly qualified individual for this role.

Dr. Casey Mulligan's unique mix of academic success and real-world small business experience makes him the best candidate for the job. A Harvard graduate, Dr. Mulligan received his Ph.D. in economics from the University of Chicago where he currently serves as an economics professor.

In addition to his academic role, Dr. Mulligan also owns two small consulting and economic research businesses. He has also conducted extensive research on the economic effects of regulation on small businesses.

At the SBA Office of Advocacy, Dr. Mulligan would serve as a champion for small businesses nationwide as the Agency undergoes much needed changes to policy and direction.

Advocacy's role remains true regardless of party, to ensure that a strong chief counsel stands up for the little guy and warns regulators when small firms will be harmed.

Dr. Mulligan understands Main Street and the importance of examining all costs imposed on America's entrepreneurs.

I urge my colleagues to consent to the confirmation of Dr. Mulligan as chief counsel of the Office of Advocacy at the SBA.

Iowa Falls, IA, as the Senate Small Business of the Week.

After moving to Iowa Falls in 2014, Dominick ``Rocky'' Damiano and his wife Karla recognized the need for a full-service meat processor and locker that farmers, hunters, and other community members could trust to deliver high-quality products. In 2022, the couple officially opened Nimrod Meats with the goal of reducing wait times for farmers and expanding local processing capacity in central Iowa. The business, housed in a state-of-the-art 9,800-square-foot facility, processes and packs its products on-site. Originally focused on custom processing for cattle, hogs, and game, Nimrod Meats quickly unlocked third-party processing capabilities through cooperative interstate shipment (CIS) certification. In 2023, the business expanded further with the addition of a farm-to-table retail market. The market offers ground and fresh cuts of meat, nonhomogenized dairy products, local honey, specialty oils, and other health-conscious products rarely found in conventional grocery stores.

Today, Rocky, a Marine Corps veteran, oversees business development and meat processing, while Karla, a certified holistic health coach, leads much of the daily retail and marketing operations alongside their team of 13 dedicated community employees. Karla's background brings a unique perspective, allowing Nimrod Meats to offer health-driven, natural products--from tallow soap to elderberry syrup--many sourced from fellow Iowa small businesses. When not in school, the Damianos' four children play an active role in the family business and can often be found helping around the store on weekends and in the summer.

Nimrod Meats participates as members of the Iowa Falls Chamber of Commerce, Choose Iowa, and the American Meat Processing Association to connect with their community. Nimrod Meats regularly donates surplus products to the local food bank, supports nearby FFA chapter programs, and sponsors veteran-focused outreach. In 2023, the Small Business Administration honored Nimrod Meats with a prestigious Impact Award during National Veterans Small Business Week, recognizing Rocky Damiano's entrepreneurial leadership and service to the veteran business community. In May, Nimrod Meats will celebrate its third anniversary in Iowa.

The entrepreneurial spirit and positive local impact demonstrated by Nimrod Meats is clear. I want to congratulate Rocky, Karla, the Damiano family, and their hard-working team for their dedication to enriching their community and providing meaningful products and services to families across Iowa. I look forward to seeing their continued growth and success.

Mr. President, as chair of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Bloomsbury Farm of Atkins, IA, as the Senate Small Business of the Week.

In 1995, Karen and Dave Petersen opened Bloomsbury Farm on their 2,000 acres, which has been in Dave's family since 1856. In addition to farming corn and soybeans, Karen expanded into floral and landscaping designs, and the couple repurposed a cattle shed on the farm to grow the business further. Early on, Bloomsbury Farms primarily sold floral arrangements for weddings, proms, and funerals. Then, in 1997, when their daughter Sammy's first-grade class visited the farm on a field trip, the family was inspired to transform their farm into an agritourism destination. When a devastating tornado tore through the town in 2004 leaving the greenhouse destroyed, the couple pivoted, offering the community a family-centered destination dedicated to agriculture, fun, and education.

Today, Bloomsbury Farm has become a leading agritourism venue, welcoming visitors from across Iowa and around the globe. Their calendar is packed with seasonal events, including Autumn Days, the Iowa Fall Festival, the Bunny Bash, the award-winning Scream Acres Haunted Attraction, and more. This year, Bloomsbury Farm added another event, the Iowa Tulip Festival, to celebrate the bloom of over 200,000 tulips that the family planted the previous fall. To ensure top-tier experiences, the family regularly attends conferences nationwide to stay ahead in event technology. Through its commitment to innovation and customer experience, the farm now welcomes more than 75,000 visitors annually.

The family business is led by Dave and Karen alongside their daughters Sammy and Jessica, who became partners in January 2024 and manage everything from event coordination and bookkeeping to marketing and staffing. To meet the seasonal demands, Bloomsbury Farm employs around 140 part-time team members spanning all ages. In addition to community events, Bloomsbury Farm also offers private events, which can vary from intimate family gatherings to professional and corporate events of up to 2,500 people.

Bloomsbury Farm is very involved in its community. The company hosts a major event each year, supporting a designated nonprofit. Bloomsbury Farm works with organizations such as Big Brothers Big Sisters, HACAP Food Reservoir, and Four Oaks Family and Children's Services. They also collaborate with local schools by hosting field trips throughout the academic year. Bloomsbury Farm is a member of the Cedar Rapids Metro Economic Alliance, NAFDMA, an international agritourism association, as well as the Iowa Maize Group. Sammy is a member of the Benton County Farm Bureau Board and is set to assume the role of president in July 2025. This fall, Bloomsbury Farm looks forward to celebrating its 30th anniversary.

The entrepreneurial spirit and commitment to excellence demonstrated by Bloomsbury Farm are clear. I want to congratulate the Petersens and the entire team at Bloomsbury Farm for their hard work and dedication to enriching their community and providing exceptional products and experiences to families across Iowa and beyond. Mr. President, as chair of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Mike Molstead Motors of Charles City, IA, as the Senate Small Business of the Week.

In 1982, while attending the University of Northern Iowa and playing football, Mike Molstead began selling cars at a local dealership in Cedar Falls, IA. He worked his way up to general sales manager before deciding to open his own dealership. In 1995, encouraged by his wife Paula and with the financial backing of two friends, Mike opened Mike Molstead Motors in Charles City, IA, and purchased the entire business within a year. In the early days of operation, Molstead Motors primarily sold General Motors cars, but in 1997, the dealership outgrew its downtown location and moved to the outskirts of Charles City to make room for Chevrolet, Buick, and Cadillac vehicles. In 2012, shortly after an expansion to sell Ford vehicles, Mike acquired a neighboring Chrysler dealership and opened a second location across the street. In 2021, the growing business further expanded its lineup by adding GMC trucks to the new Chrysler, Dodge, Jeep, and Ram center.

Today, Mike Molstead Motors continues to operate from two locations in Charles City and employs over 75 loyal team members across three core divisions: sales, service and parts, and detailing. The business's emphasis on real-time market pricing and personalized financing, in addition to top-tier auto repair and detail servicing, cemented the dealership's positive reputation across Iowa. Today, Mike's sons have stepped up to take part in the family business. Jordan and Josh serve as vice presidents of the company, Jackson works as a sales manager, and Jared--alongside his wife Kelly--leads the business development center.

Beyond the business, Mike Molstead Motors maintains a strong presence in the greater Charles City area. As a former football and basketball coach at the local high school, Mike is proud to have contributed over $400,000 to Charles City schools over the years, including a $150,000 donation to complete a new gym at Charles City Middle School. Mike Molstead Motors also recently collaborated with other local businesses to donate over $36,000 to the Charles City Police Department to purchase specialized ballistic equipment, in addition to frequently loaning cars to local law enforcement for canine training sessions. In recent years, the business has partnered with the Waterloo Black Hawks for Hockey Fights Cancer Night, donating over $10,000 to the American Cancer Society this past February. The dealership regularly hosts fundraisers like Ford Drive 4 UR School and participates in community associations, including the Charles City Chamber of Commerce, the Charles City Area Development Corporation, and the Charles City Lions Club. In 2023, CarGurus named Mike Molstead Motors a Top-Rated Dealer and awarded the dealership with their third Customer First Award for Excellence. In 2021, TIME Magazine named Mike as a top five national finalist for the TIME Dealer of the Year award.

The entrepreneurial drive and commitment to community demonstrated by Mike Molstead Motors is clear. As they celebrate their 30th anniversary this year, I want to congratulate the Molstead family and the entire team at Mike Molstead Motors for their hard work and leadership in both business and service. I look forward to seeing their continued growth and success.

Mr. President, as chair of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Wilton Candy Kitchen of Wilton, IA, as the Senate Small Business of the Week.

After attending Iowa's Wilton Fair, Gus Nopoulos and his friend inquired about renting the recently closed confectionery that still housed a soda fountain and its original fixtures. Shortly thereafter, Gus opened the Candy Kitchen on June 10, 1910, delighting customers with Cherry Cokes,

hand-dipped ice cream, homemade chocolate, and more. When Gus moved here, he only knew two English words--``thank you''--but built the Candy Kitchen into a cornerstone of the community, enduring the Great Depression and World War II.

What began as a dream and cost $8 per month in rental space, turned into a reality for Gus through hard work and perseverance. In 1946, Gus' son George returned from World War II and purchased the Candy Kitchen alongside his wife Thelma. For over 66 years, the couple operated the parlor. Over the years, the Nopoulos family ensured that the Candy Kitchen thrived through generations of change. In 2015, Lynn and Brenda Ochiltree assumed ownership and have preserved the business as an American time capsule with original booths, mirrors, and the 1951 marble soda fountain that is still used to this day. The couple, along with eight community employees, manages the store 7 days a week. The Candy Kitchen serves up all things sweet, including a handmade soda fountain, hot chocolate, ice cream, and savory favorites such as sandwiches and chicken salad

Today, the eighth generation of patrons still has the Candy Kitchen to call home, just as their great-great-grandparents did. The Candy Kitchen is believed to be the oldest ongoing ice cream parlor and soda fountain in the United States. The business has received statewide and national attention, including coverage from Iowa Public Television and multiple nominations for USA Today's ``Best Candy Store in America.'' In 2024, Brenda Ochiltree was recognized by the Iowa Restaurant Association as one of ``40 Women to Watch'' in the industry.

The Ochiltrees continue to support historical preservation efforts by founding the Wilton Archives, a nonprofit dedicated to documenting the city's history. The Candy Kitchen is actively involved in the Wilton community through the chamber of commerce, Wilton Historical Society, and the Wilton Alumni Association. Additionally, each spring, the Ochiltrees treat more than 700 students throughout the Wilton elementary and junior high schools to an ice cream day where students across the county can learn about Wilton and the Candy Kitchen's rich history while enjoying free ice cream. In June, the Wilton Candy Kitchen will proudly celebrate its 115th anniversary this year.

The entrepreneurial spirit and community commitment shown by the Candy Kitchen is clear. I want to congratulate Lynn and Brenda Ochiltree, the Nopoulos, and all who have helped preserve this slice of Americana. I look forward to seeing their continued growth and success for generations to come.

This week, it is my privilege to recognize The Great Hall of Royal of Royal, IA, as the Senate Small Business of the Week.

In 2018, Sara and Matt Ricke acquired the historic St. Louis Catholic Church in Royal, IA. The couple envisioned preserving the religious landmark while integrating modern touches to transform the former church into an event space. Originally from Sioux City, IA, Sara and Matt spent weekends traveling to Royal, dedicating countless hours to renovating the space. Within 1 year, their hard work paid off, and The Great Hall of Royal was ready for business. Today, the venue features sleek, elegant woodwork that enhances the historic charm for any event ranging from intimate private parties to weddings and fundraisers.

Over the years, The Great Hall of Royal has become a beloved destination for families and organizations across northwest Iowa. The company has dedicated staff members that help with the diverse needs of event coordination. As the primary owner and event coordinator, Sara personally oversees each event, ensuring guests have a seamless and enjoyable experience. The Great Hall of Royal's catering services began unexpectedly when a client requested on-site food service for a one- time event. The positive feedback led to frequent catering requests, and in 2021, the business officially launched its catering division. In 2023, The Great Hall of Royal catered its first wedding, marking a milestone for the business. This March, Sara and Matt welcomed their daughters Jackie, Lexi, and Becky into the company as partners. Each daughter plays a vital role, from website design to event coordination and guest services.

The Great Hall of Royal's commitment to serving the community shines beyond their investment in bringing joy to others through social gatherings. Sara and Matt remain deeply involved in the local community. Both are active members of the Spencer Chamber of Commerce, and Sara serves on the Tourism Committee while Matt contributes his expertise to the Agriculture Committee. Additionally, Sara serves on the board of the Clay County Long Term Recovery Group (CCLTRG), where she is helping to lead the effort to restore Spencer, IA, after the devastating floods the community endured in the summer of 2024. Sara and Matt also serve as volunteer firefighters, specializing in medical care. This October, The Great Hall of Royal will celebrate its fifth anniversary in Iowa.

The entrepreneurial spirit and commitment to excellence demonstrated by The Great Hall of Royal are clear. I want to congratulate Sara and Matt Ricke, their family, and the entire team for their hard work and dedication to providing an exceptional venue for families across Iowa. I look forward to seeing their continued growth and success.

Madam President, with great pride and admiration, I extend my heartfelt congratulations to all involved in the commissioning of the USS IOWA (SSN 797), including commanding officer Gregory Coy. While I am sorry I cannot be with you in person, I would like to express my best wishes on this special occasion for the U.S. Navy and the great State of Iowa.

The USS IOWA will be a powerful symbol of our Nation's maritime strength and the unwavering spirit of those who serve in uniform. It honors the legacy of previous battleships named USS IOWA, which played pivotal roles during the Spanish-American War, World War II, and the Korean war. Today's commissioning reflects this rich history and underscores the U.S. Navy's 21st-century technological superiority and the essential role of nuclear fast-attack submarines in ensuring our Nation's undersea deterrence.

I commend the officers and crew of the USS IOWA for their courage and professionalism, and I recognize the families who support them in their

vital mission. As you embark on your service, know that you carry with you the gratitude of the American people. Your work is critical to safeguarding our Nation's security and preserving peace and stability worldwide.

As the USS IOWA joins the fleet, it will undoubtedly serve as a powerful reminder to both allies and adversaries of the strength and resolve of our Armed Forces. The State motto of Iowa, featured on the crest of the USS IOWA, is ``Our Liberties We Prize, Our Rights We Will Maintain.'' This message encapsulates your ship's vital role in securing the liberties and rights we hold dear as Americans.

As a senator, a soldier, and an Iowan, it is truly an honor to congratulate you on this momentous occasion. May God Bless you all, may God Bless our men and women in uniform, and may God Bless America.

Mr. President, as chair of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize J&S Farm Supply of Williamsburg, IA, as the Senate Small Business of the Week.

In 1955, Leighton Jones founded Jones Fertilizer with a mission to support local growers by providing farming services including shelling corn, filling silos, and making hay. In 1962, legendary corn seed grower Roland Holden, the founder of Holden Foundation Seeds--formerly the largest independent producer of foundation seed in the United States--approached the family business for help with fertilizing his crops. At that time, Leighton did not own a truck capable of helping fertilize Roland's farm, so an agreement was made to exchange work for a 1962 Chevy truck. Leighton not only paid Roland back but also established connections with local farmers to expand his fertilizing business. Over time, Jones Fertilizer became a comprehensive resource for community members seeking to buy fertilizers, seeking crop input, or in need of agricultural services.

By 1972, Dick Schaefer joined the team, and J&S Farm Supply was born. More than two decades later, in 1999, Leighton's son Tim Jones, Sr., joined the business. After nearly 50 years of growing the business, Leighton passed in 2004, which marked a new chapter as Tim took on full ownership of the family business.

Today, Tim still leads J&S Farm Supply and has spearheaded transformative changes, expanding the company's reach and service offerings. Under Tim's leadership, the business has evolved into a full-service agricultural hub offering advanced agronomy services, expert soil consulting, and sustainable farming strategies. The company's team of eight community employees help Iowa growers with every step of the agriculture process, from maintaining soil quality to hauling grain. Tim's son Tim Jones, Jr.--a certified crop adviser and a graduate of Iowa State University--joined the J&S Farm Supply team, bringing cutting-edge agronomy perspectives to the company. Additionally, Tim's sons-in-law Ryan Sauser and Luke Williams have further grown the company's offerings by expanding the turf and fabrication divisions, respectively. Demonstrating its innovative spirit, J&S Farm Supply plans to introduce on-site research plots and studies, allowing for the evaluation of new products and strategies to better serve the evolving needs of Iowa's agricultural producers.

This family-owned business partners with the Williamsburg JR-SR High School Raiders, as well as the Williamsburg Performance Center. J&S Farm Supply is also a member of the Williamsburg Chamber of Commerce, sponsoring unique events like a donkey basketball fundraiser for the high school FFA. In their personal lives, Tim Sr. has coached the high school girls' soccer team since 2012, and Ryan currently coaches the boys' team. In 2018, Tim Jones, Sr., was awarded the Citizen of the Year by the Williamsburg Chamber of Commerce. With their strong presence in Williamsburg and a history of serving Iowa's agricultural economy, J&S Farm Supply has been a cornerstone of its community. Later this year, J&S Farm Supply looks forward to celebrating its 70th business anniversary in Iowa.

Yes, I will, Madam President.

Matt and I first crossed paths during the 2014 U.S. Senate primary in Iowa. What began as opponents in a race turned into a mutual respect and, ultimately, a strong friendship.

Since 2014, Matt has supported me in countless ways, offering wise counsel and keen insight on the issues facing our State, Nation, and our world today.

While some may just brush it off as ``Iowa nice,'' I believe this is a clear demonstration of Matt's character. He is willing to put differences aside, strengthen relationships, and put our country over politics.

Over the last few years, during exchanges with NATO allies, a consistent theme emerged--the need for American leadership, a willingness to speak hard truths and encourage our partners to step up.

Matt's experience has prepared him for this aspect of the job. With decades of law enforcement experience and having served as Acting Attorney General, Matt has successfully collaborated across many organizations and jurisdictions.

He understands the evolving threats our Nation and our allies face from terrorism to cyber warfare to transnational crime.

His experiences navigating complex security challenges will make him an asset to NATO and a force for strengthening our alliances.

Matt Whitaker is a principled leader with a proven track record. Under President Trump's peace-through-strength approach, I have no doubt that Matt will be an effective advocate for America's interests and a champion of our national strategy.

This week, it is my privilege to recognize Deimco Finishing Equipment of Tama, IA, as the Senate Small Business of the Week.

In 1983, Tom Deimerly established Deimco Finishing Equipment with its first product, a pneumatic reciprocator, setting the stage for the manufacturing operation. Originally based in Marshalltown, IA, the company grew steadily, fueled by a dedication to innovation and engineering excellence. In 2002, Kirk and Cindy Shirar bought Deimco with the vision of providing high-quality, American-made finishing and material handling solutions to businesses across the country. One year later, the couple relocated the business to Tama, IA, to accommodate the company's expanding operations and capabilities. Deimco Finishing had two major facility expansions, including a 10,800-square-foot addition in early 2021 that is now fully operational. After two decades of running the business, the Shirars passed the family business to their son and daughter-in-law Jacob and Kyrsten Shirar in 2024.

Today, Deimco Finishing Equipment is a leading manufacturer of custom finishing and material handling solutions. The company specializes in designing, engineering, and fabricating high-quality finishing systems that cater to a wide range of industries, including automotive, military, medical, agricultural, and so much more. Additionally, Deimco Finishing offers powder coating systems, liquid paint and stain systems, as well as automation solutions. Their automated gun movers and robotic integration enable each system to be tailored to meet specific industry needs. With nearly four decades of experience, Deimco Finishing has built a reputation as a trusted partner in the manufacturing sector, continuously innovating to meet the changing needs of their clients while maintaining high-quality craftsmanship and customer satisfaction.

Since 2016, Deimco Finishing Equipment has provided engineering experience and mentorship to students at South Tama County High School during the summer. This experience inspired one past participant to pursue a manufacturing-focused degree before returning to the business, where he is now one of the company's 25 full-time community-based employees. The company also supports local charities and organizations, including the Tama American Legion, Retrieving Freedom--a charity providing service dogs to veterans--and the Red Cross, among others. Through its charitable contributions and community involvement, Deimco Finishing has demonstrated a commitment to giving back to the community that has supported its growth. Later this year, Deimco Finishing Equipment will celebrate its 42nd anniversary in Iowa.

When I visited Deimco Finishing Equipment in 2021, I witnessed their entrepreneurial spirit that allows them to play such an essential role in the manufacturing industry. I want to congratulate the Shirar family and the entire team for their hard work and dedication to high-quality craftsmanship and customer satisfaction to businesses across Iowa and beyond. I look forward to seeing their continued growth and success.

Madam President, as chair of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize Mulholland Grocery of Malvern, IA, as the Senate Small Business of the Week.

In 1875, Fred E. Mulholland opened Mulholland Grocery as a dry goods store in the heart of Malvern, IA. In 1903, Fred added a small cash- and-carry grocery section to the corner of the store. Eventually, the grocery section grew to become the entirety of the family business. After he passed away in 1945, Fred left the business to his son Fred A. Mulholland, who managed the company for close to 30 years until 1972 when he retired. He sold the store to his son Gordon and longtime employee Cork Hansen. Cork and Gordon eventually split, and Mulholland Grocery changed hands several times before the business returned to the Mulholland family's ownership. In 2008, Tom Mulholland, the great- grandson of Fred the founder, purchased the long-standing community grocery store now known for its meat processing services, homestyle meals, and warm customer service.

Tom worked hard to serve the Malvern community and keep the town's only grocery store within 11 miles afloat. In 2013, his dedication was recognized when Mulholland Grocery won Iowa's Dream Big, Grow Here award. This statewide honor equipped

Mulholland Grocery to reinvest in the store and buy catering equipment. Its reputation grew as local newspapers, radio shows, and magazines also circulated stories about the store and its specialty offerings. The beloved Malvern grocery store became widely recognized for its iconic ham salad, breakfast bratwurst, and smoked meats.

In December 2021, tragedy struck when a massive fire devastated the Main Street location, prompting Tom to debate the future of the community's cherished business. Ultimately, Tom postponed his retirement, dedicating himself to a 3-year rebuild and expansion process. With help from community leaders and several Iowa-based design firms, Tom transformed the disaster into an opportunity and modernized the grocery store's floor plan to suit their 21st-century operations. During the rebuilding, Mulholland Grocery was featured in a short documentary, produced by an Oscar-winning filmmaker that premiered in April 2023. The film highlighted the importance of small businesses to their communities and gave the team an opportunity to travel around the country to advocate for fellow small businesses in Iowa and beyond.

Tom and the family business remain active in the community as members of the Mills County Chamber of Commerce and the Malvern Area Betterment Association. I want to congratulate the Mulhollands and the entire team at Mulholland Grocery for their hard work and dedication to providing essential products and services to the Malvern community and families across Iowa. This April, Mulholland Grocery plans to officially commemorate its grand reopening and its 150th business anniversary in Iowa.

Mr. President, since January, DOGE has saved $115 billion. That amounts to--order, please.

That amounts to $714 per taxpayer.

Some of DOGE's findings include that the Small Business Administration gave out more than $300 million in loans to thousands of children 11 years and younger; Agencies were paying for tens of thousands of unused software licenses; and the Department of Veterans Affairs was paying $56,000 to water eight plants for 5 years.

Thanks to DOGE, that contract was canceled. Now the plants will actually be watered for free.

While DOGE keeps delivering more savings every day, Democrats are more upset by the effort to stop wasteful spending than by the misuse of tax dollars.

As I always say, if you can't find waste in Washington, you are not looking.

I urge my colleagues to vote no on this amendment. We can't afford the Washington business as usual that gave us $36 trillion of debt.

Madam President, as chair of the Senate Committee on Small Business and Entrepreneurship, each week I recognize an outstanding Iowa small business that exemplifies the American entrepreneurial spirit. This week, it is my privilege to recognize The Brick Kitchen of Independence, IA, as the Senate Small Business of the Week.

In 2021, husband and wife Nate and Shelly Whited founded The Brick Kitchen in Independence, IA. Inspired by their love for cooking and spending time in the kitchen with their children Tia and Will, the couple envisioned a space where culinary enthusiasts could find high- quality kitchen tools and gadgets. Before opening, the couple purchased the historic King's Hall--the all-brick opera house originally built in 1876--and renamed part of it The Brick Kitchen. Through the help of friends and family and hard work, Nate and Shelly updated and refurbished the building, trying their best to keep its historic charm. In May 2021, The Brick Kitchen was officially open for business.

Today, The Brick Kitchen remains in its 20,000-square-foot building, offering a wide array of kitchen products and services, including cutlery, cookware, food preparation supplies, in-house knife sharpening, and more. The company also receives batches of flavor- infused olive oils and balsamic vinegar from a Montanta-based small business, which the team securely bottles, labels, and sells in-store. Most recently, in April 2023, The Brick Kitchen expanded its operation by opening an instructional kitchen for demonstrations and hands-on cooking classes. With a team of 12 community employees, The Brick Kitchen is committed to quality, durability, and ease of use products, making the store a beloved retail destination for residents and visitors alike.

The Brick Kitchen is a member of the Independence Chamber of Commerce, and in 2021, the chamber awarded the Entrepreneurs of the Year as well as the Business of the Year to both Shelly and Nate. The Brick Kitchen is also a member of the HTI Buying Group, supporting local initiatives and industry partnerships. In addition, Shelly served on the Independence School Board for 7 years, including a term as president. Nate serves on the city board of adjustments and contributes his time to coaching varsity soccer. He also serves on the Independence Aquatic Center Improvement Board. The Brick Kitchen actively supports local schools, events, and organizations through funding and gifts. Additionally, in 2000, Nate was a founding member of the Independence Fourth of July board, helping grow the event from hundreds of people to 30,000 attendees each year. In 2023, Shelly and Nate made NCAA history by signing 18 members of the University of Iowa Mellophone section of the marching band to a Name, Image, and Likeness (NIL) deal, making The Brick Kitchen the first to provide this type of deal to student musicians. This May, The Brick Kitchen will celebrate its fourth anniversary in Iowa.

The Brick Kitchen's active community involvement as well as their commitment to excellence are clear. I want to congratulate Shelly and Nate Whited, their children, and their team for providing high-quality kitchen products and services to families across

Iowa. I look forward to seeing their continued growth and success.

This week, it is my privilege to recognize Plantpeddler of Cresco, IA, as the Senate Small Business of the Week.

On June 28, 1980, newlyweds Mike and Rachel Gooder purchased Cresco Greenhouse, a local, century-old greenhouse that they planned to revitalize. As recent graduates of Iowa State University with degrees in horticulture, the couple updated the existing infrastructure, optimized production methods, and diversified the variety of plants grown. They rebranded to Plantpeddler and grew their small business quickly. In 1984, the couple successfully launched a wholesale division with the support of their second retail location. This new department led the way for the Gooders to serve independent and middle-market retailers with their premium crops, ranging from garden mums to begonias. The Gooders traveled to Europe in an effort to learn longstanding techniques in transportation, horticulture, and genetics. By 2001, Plantpeddler introduced the young plants division, becoming a major producer of vegetative genetics for the floriculture industry. Plantpeddler continued to invest in state-of-the-art greenhouse technology and currently boasts a production space of over 500,000 square feet.

Today, the company excels as a global leader in supplying young plants, finished plants, and specialty horticultural products, and its impact is felt far beyond Iowa. Plantpeddler serves 3,200 growers across the U.S. and beyond, shipping plants to all 50 States and another 15 countries worldwide. The Cresco-based powerhouse operates as the United States' No. 1 propagator of begonias and ranks second for poinsettias, shipping over 15 million plants annually.

In 2014, Mike and Rachel's son John Gooder joined the company to follow in his parents' footsteps. With a degree in horticulture from Iowa State, John took on a key role in the company to explore advancements in automation and genetic research. A decade later, in 2024, John became a part-owner, helping manage the business and a team of 99 community employees.

In 2017, peers in the greenhouse industry selected Mike Gooder for the inaugural class of the Horticultural Industries Leadership Awards. In 2023,

Mike and Rachel won the Iowa State University Outstanding Horticulture Alumni of the Year award for their small business success and service to the Cresco community. In 2024, the two received the Iowa Leadership in Agriculture Education Award in recognition of the business' ``Educate the Educators'' program, which trains and mentors teachers on greenhouse production, horticulture genetics, and real-world horticulture practices. Currently, Mike serves as the chairman of the Iowa State Horticulture Advisory Committee.

Plantpeddler's excellence remains widely recognized. As an active industry leader, Plantepeddler is a member of the Cresco Chamber of Commerce, Choose Iowa, and several regional and national horticulture industry groups. In 2022, Plantpeddler played an active role in providing funding for a greenhouse project at Mike and John's high school alma mater in Cresco. Additionally, the Gooders founded and host a biannual event with roughly 400 growers and industry leaders to share and learn about best practices in floriculture genetic testing. This June, Plantpeddler looks forward to celebrating its 45th anniversary in Iowa. When I visited Plantpeddler in 2020, I witnessed their entrepreneurial spirit and commitment to excellence that allow them to play such an essential role in the floriculture industry. I want to congratulate the Gooders and the entire Plantpeddler team for their hard work and dedication to providing exceptional products and services to families and businesses across Iowa and beyond. I look forward to seeing their continued growth and success.
