Madam Speaker, I urge the House and the Senate together to consider what terrible days we are in for the American taxpayer.

America has been enslaved in $34 trillion in debt, and yet over the weekend, the Senate went into overtime throughout the Super Bowl and beyond into the early morning hours to pass a $95 billion package to fund foreign wars--$95 billion, and not a penny of that goes to anything for any American.

Our border is completely being invaded every single day by millions and millions of people from all over the world, over 160 countries. Over 2 million got-aways are in America today.

A got-away is a person from a country we do not know where they are from, we do not know where they are inside our country, what State they are in, what city they are in. We do not know what they are going to do here on our homeland, but we have lost them.

Over 10 million people have crossed the border during the Biden administration, yet the Senate works overtime to fund foreign wars--$95 billion, and $60 billion of that is to go to Ukraine.

America has already sent $113 billion to the failing war in Ukraine. It is a complete buzz saw for an entire generation of Ukrainian men. This is a land where there should be peace talks continuously ending this war, not a place where we continue to write blank checks and keep the money laundering going, keep the corruption going, keep selling our weapons to lands and countries and governments we do not know.

There is so many stories of corruption coming from Ukraine, but they claim that we have to fight for the democracy of Ukraine. That is a lie. Ukraine suspended their elections.

If we are fighting for democracy, why do we fight for a country that suspends their election, locks up American journalists, and destroys free speech.

This is nothing but a money laundering scheme all on the backs of the American taxpayer while the American taxpayer is punched in the gut every single day as our border is kept wide open.

The American people do not support continuing this war. The American people work hard for every single penny they earn, and it is time for the House and the Senate, Republicans and Democrats, to remember our oath of office. It is time for us to serve the American people, the American interest, American causes, American businesses, and the American border.

Yet, this institution has lost its way. Madam Speaker, we are $34 trillion in debt, and the only thing that we are talking about is the continued funding of a war in Ukraine and funding a war in Israel.

That is a danger for Israel. If Israel takes America's money, they open themselves up to the Biden administration and the State Department getting their hooks in their government and telling them what to do in their war.

Israel doesn't need to be told what to do in their war. They need to be allowed to conduct their war as they see fit. They were attacked horrendously by Hamas who are terrorists.

We need to leave Israel alone and let them fight their war, but no. Every single time we come back into town, the main issues we talk about here are how to fund foreign countries, foreign wars, and foreign governments while the entire world invades our country, and the American taxpayers are forced to pay for it all.

This is a complete failure for the American taxpayer. It is a betrayal of our citizens. This institution, the House and the Senate, need to remember our one constitutional duty, and that is to create a budget, a budget that funds our government for our people; a budget that does not enslave our people into further debt, and yet we have failed to do that. We have only passed 7 of our 12 appropriation bills and the Senate has not finished passing their appropriation bills either.

I am here to urge my colleagues in the House and the Senate that we must come together and remember our oath of office, remember the people that we serve, and do our jobs. We serve the American people, and we should be serving the United States of America.

Madam Speaker, I rise in strong support of H. Res. 863, impeaching Secretary Alejandro Mayorkas.

Alejandro Mayorkas is guilty of aiding and abetting the complete invasion of our country by criminals, gang members, terrorists, murderers, rapists, and over 10 million people from over 160 countries into American communities all across the United States.

His willful refusal to secure the border has bankrupted communities, closed down U.S. schools that our children attend, drowned hospitals, and incapacitated law enforcement, while empowering criminal cartels and illegal aliens.

My Democrat colleagues argue that one cannot be impeached over policy differences. Well, I argue that breaking our laws is more than just policy differences. Mr. Speaker, 300 dead Americans every day from fentanyl poisoning is more than just a policy difference; it is murder.

Today, in my own office, narcotics law enforcement officers from Georgia told me that 7 out of 10 doses of Oxycontin or Percocet sold on the street are laced with fentanyl, and that comes directly across the border from Mexico.

Secretary Mayorkas has violated numerous provisions in the Immigration and Nationality Act, including unlawfully directing DHS to mass-parole illegal aliens into the U.S. when Federal law specifically prohibits this, and unlawfully implementing catch and release policies when Federal law specifically mandates the detention and removal of inadmissible aliens.

In fact, detention facilities under Mayorkas have been mostly vacant because of such unlawful policies. The largest detention facility in California, which can house almost 2,000 illegals, is currently housing only 6 illegal aliens. He has violated his oath of office and breached the public trust by willfully refusing to ensure the laws passed by Congress and signed into law by the President are faithfully executed as required by Article II of the Constitution.

He has allowed over 10 million illegal border crossers to invade our country, approximately 2 million of whom are known got-aways. These are people who have completely evaded U.S. authorities and are roaming the interior of American communities, assaulting, raping, and murdering Americans. God help us if we have a terrorist attack on our land.

His subversion of the law has resulted in the highest number of illegal alien encounters in a single day, the highest number of illegal alien encounters in a single month, and the highest number of illegal alien encounters in a single year, surpassing every national record on each account.

Madam Speaker, his willful refusal to enforce the law has resulted in the most egregious national security crisis in the history of our country.

Democrats are in a quandary. Either they must own the policies of murder and crime of American citizens, or they can admit Secretary Mayorkas has broken Federal laws and vote to impeach Secretary Mayorkas.

Mr. Speaker, pursuant to clause 2(a)(1) of rule IX, I seek recognition to give notice of my intent to raise a question of the privileges of the House.

The form of the resolution is as follows:

Censuring Representative Ilhan Omar of Minnesota.

Whereas, elected Members of Congress take an oath to ``bear true faith and allegiance'' to the United States, ``without any mental reservation or purpose of evasion'';

Whereas, Representative Ilhan Omar took an oath of allegiance to the United States upon becoming a citizen, declaring, ``I absolutely and entirely renounce and abjure all allegiance and fidelity to any foreign prince, potentate, state, or sovereignty, of whom or which I have heretofore been a subject or citizen'';

Whereas, on January 27, 2024, Representative Omar gave remarks at an event in Minneapolis in which she made treasonous statements;

Whereas, Representative Omar said she has spoken to many Somalians who asked her to intercede for the Somali Government by pressuring the United States Government into certain actions;

Whereas, Representative Omar assured the Somalians she spoke to, ``the U.S. Government will only do what Somalians in the U.S. tell them to do. They will do what we want and nothing else. They must follow our orders and that is how we will safeguard the interest of Somalia.'';

Whereas, Representative Omar continued, ``for as long as I am in the U.S. Congress, Somalia will never be in danger, its waters will not be stolen by Ethiopia or others. Sleep in comfort knowing I am here to protect the interests of Somalia from inside the U.S. system.'';

Whereas, George Washington warned in his Farewell Address of 1796 to ``Guard against the impostures of pretended patriotism'', and further declared, ``Citizens, by birth or choice, of a common country, that country has a right to concentrate your affections. The name of American, which belongs to you in your national capacity, must always exalt the just pride of patriotism more than any appellation derived from local discriminations'';

Whereas, these statements by Representative Omar clearly violate the oath she took as an elected Member of Congress to defend and protect the United States Constitution;

Whereas, Representative Omar has exhibited the treasonous tendencies George Washington warned about, and her actions must be condemned by all Members of Congress who adhere to the oath they took upon assuming office; and

Whereas, by openly admitting her efforts to advance Somalia's interests using her position as a United States Representative, Representative Omar has revealed herself to be a foreign agent acting on behalf of a foreign government: Now, therefore, be it

Resolved, that--

One, Representative Ilhan Omar of Minnesota be censured;

Two, Representative Ilhan Omar forthwith present herself in the well of the House of Representatives for the pronouncement of censure;

Three, Representative Ilhan Omar be censured with the public reading of this resolution by the Speaker; and

Four, Representative Ilhan Omar be, and is hereby, removed from the Committee on the Budget and the Committee on Education and the Workforce.

Mr. Speaker, on Saturday, September 30, 2023, the House of Representatives was considering a continuing resolution to avoid a government shutdown. Minutes after the Democratic whip made a motion to adjourn, Jamaal Bowman decided to pull a fire alarm. He pulled that fire alarm intentionally and willfully, and he knew exactly what he was doing.

This happened in the Cannon House Office Building, where my office is located. I happened to have been in my office when he pulled the fire alarm. This caused the Cannon House Office Building to be evacuated, and my staff and I could not return to our office for several hours.

Once the fire alarm was pulled, the elevators shut down. It made it very difficult for everyone to leave the building, especially if they were handicapped. People had to go down the stairs in order to exit as the fire alarm was blaring. Not only that, all the staff had to leave. They were not allowed to reenter for a very long time.

Capitol Police were scrambling, trying to figure out what had happened, if there was a fire, and if there was a threat to our safety and security. They had to go into an investigation immediately in order to understand why the fire alarm was going.

Jamaal Bowman did not tell the Capitol Police that he pulled the fire alarm even though he admitted himself that, when he makes a mistake, he would tell his own students: If you have made a mistake, own up to it and take accountability.

Jamaal Bowman had plenty of opportunity to admit his mistake and take accountability for his own actions. He should have told Capitol Police immediately that he made a mistake, as he claimed.

It wasn't a mistake, Mr. Speaker. It was on purpose. It was intentional. It was all in part to play the games and the shenanigans that the Democrats were pulling that day as they were trying to block the continuing resolution that was being considered on the House floor.

Remember, Mr. Speaker, the fire alarm was pulled minutes after the Democratic whip made a motion to adjourn.

More importantly, he was intentionally playing his part to obstruct an official proceeding.

By the way, this is the same thing that has been used against January 6 defendants and is still being used to this day. They are being locked up, held in pretrial detention, and being prosecuted by the Department of Justice nearly 3 years later for obstructing an official proceeding, which is exactly what Jamaal Bowman, a Member of Congress, did on September 30.

We have a two-tiered justice system in Washington, D.C. Regular people walked into the Capitol. By the way, many nonviolent offenders walked in open doors. Some of them who also were standing out on the lawn and never entered the Capitol are being charged for obstructing an official proceeding.

Yet, Jamaal Bowman says that it was a mistake and that he should get a pass. His colleagues make excuses for him and call us unserious.

Do you know what is unserious, Mr. Speaker? Having a justice system that doesn't hold everyone accountable and doesn't treat people the same way.

This is an outrage, and this is a disgrace to this institution and this body.

For someone who is a former principal and who punished his own students for intentionally pulling fire alarms to make up petty excuses and think that his own constituents and the American people will buy his lie is a slap in the face to his voters, the people whom he represents, this entire country, and every single one of us who serves in this body.

I would also add that if anyone is going to be charged and forced to remain in jail, forced to be serving prison time for obstructing an official proceeding, then Jamaal Bowman should face the exact same fate of every single January 6 defendant.

Mr. Speaker, I urge all of my colleagues to vote for this censure resolution, and I thank Representative McClain for introducing it.

Resolved, that Alejandro Nicholas Mayorkas, Secretary of Homeland Security, is impeached for high crimes and misdemeanors and that the following Articles of Impeachment be exhibited to the United States Senate:

Articles of Impeachment exhibited by the House of Representatives of the United States of America in the name of itself and of the people of the United States of America against Alejandro Nicholas Mayorkas, Secretary of Homeland Security, in maintenance and support of its impeachment against him for high crimes and misdemeanors.

Article I. Rather than adhering to an oath he took to defend and secure our country and uphold the Constitution when he was sworn in as Secretary of Homeland Security, Alejandro Nicholas Mayorkas has engaged in a pattern of conduct that is incompatible with the laws of the United States as follows:

Article II of the Constitution requires that the executive branch, which today includes the Secretary of Homeland Security, ensures the laws passed by Congress and signed into law by the President are faithfully executed.

The Secure Fence Act of 2006, Public Law 109-367, requires that the Secretary of Homeland Security ``maintain operational control over the entire international land and maritime borders of the United States.''

In his willful admittance of border crossers, terrorists, human traffickers, drugs, and other contraband, Alejandro Nicholas Mayorkas has failed to maintain operational control of the border, thereby violating the Secure Fence Act of 2006.

The Guarantee Clause set forth in Article IV, Section 4 of the Constitution dictates, ``The United States shall guarantee to every State in this Union a republican form of government, and shall protect each of them against iInvasion; and on application of the legislature, or of the executive (when the legislature cannot be convened) against domestic violence.''

The Guarantee Clause clearly dictates that the Federal Government has a constitutional duty and obligation to protect each of the States from invasion. As Secretary of the Department of Homeland Security, Alejandro Mayorkas has violated his oath to uphold this constitutional duty by allowing the invasion of approximately 10 million illegals across our borders. The ongoing invasion at our southern border is a direct national security threat against the States and against the citizens therein. Secretary Mayorkas has willfully abandoned his duty to secure the border and protect States against invasion, thereby violating Article IV, Section 4 of the Constitution.

To wit, since Mayorkas has headed the Department of Homeland Security, there have been approximately 10 million illegal border crossers who have invaded our country at our border. This is broken down between 8 million encounters and approximately 1,800,000 known got-aways who have evaded United States authorities and are roaming the interior of the United States; at least 280 people on the terrorist watch lists caught while attempting to cross the border between ports of entry; approximately 400,000 unaccompanied illegal alien children encountered at the southern border, with at least 85,000 of these children having gone missing; at least 1,424 deaths of illegals at the southern border; approximately 73,000 special interest aliens arrested at our border, which are aliens from a nation that promotes terrorist activity, harbors terrorists, or poses a security threat to the United States. This is the number arrested at the border not counting however many of the 1,800,000 known got-aways are special interest aliens; approximately 659 special interest aliens from Iran; approximately 6,386 special interest aliens from Afghanistan; approximately 538 special interest aliens from Syria; approximately 3,153 special interest aliens from Egypt; approximately 12,624 special interest aliens from Uzbekistan; approximately 30,830 special interest aliens from Turkiye; approximately 1,613 special interest aliens from Pakistan; approximately 164 special interest aliens from Lebanon; approximately 185 special interest aliens from Jordan; approximately 123 special interest aliens from Iraq; and approximately 15,594 special interest aliens from Mauritania.

In fiscal year 2021, Customs and Border Patrol seized approximately 11,200 pounds of fentanyl. In fiscal year 2022, CBP seized approximately 14,700 pounds of fentanyl. In fiscal year 2023, CBP has seized a record of approximately 27,000 pounds of fentanyl. Over 70,000 Americans died from fentanyl in fiscal year 2022. Fentanyl is now the number one killer of Americans between the ages of 18 and 45. Fentanyl kills approximately 300 Americans a day. This is the amount of fentanyl that has been seized at the border, yet 300 Americans are being killed by fentanyl poisoning every day. The amount of unseized fentanyl has not even been taken into account.

The Constitution also requires the Secretary of Homeland Security to observe the Immigration and Nationality Act, (8 U.S.C. 1101). This law requires Homeland Security to detain inadmissible aliens arriving in the United States or illegal aliens presently in the United States. Instead, the Department of Homeland Security under Secretary Mayorkas has practiced catch and release policies, whereby illegals are detained but then released without any mechanism to ensure they show up to court for processing.

By terminating contracts for border wall construction, ending the migrant protection protocols, which is remain in Mexico, unlawfully granting categorical parole, and being complicit in ending title 42, Mayorkas has made it easier for illegal aliens and drugs to enter the United States, endangering American citizens, and has made it harder for CBP to expel such threats.

Alejandro Nicholas Mayorkas in his inability to enforce the law has engaged in a pattern of conduct that is incompatible with his duties as a civil officer of the United States.

Alejandro Nicholas Mayorkas, in his failure to uphold the oath he took, has, by his actions, lost the trust of the citizens of the United States to faithfully execute the laws of the United States.

Wherefore, Alejandro Nicholas Mayorkas thus warrants impeachment and trial, removal from office, and disqualification to hold and enjoy any office of honor, trust, or profit under the United States.

Mr. Chair, my amendment prohibits funding for the promotion, implementation, or enforcement of the CDC's recommendation to add the COVID vaccine to the child and adolescent immunization schedule.

In the fall of 2022, the Advisory Committee of Immunization Practices voted to recommend that the CDC add the COVID vaccine to the child and adolescent immunization schedule, despite having zero scientific evidence for such recommendation.

This decision recommended that children as young as 6 months get the COVID vaccine and accompanying boosters. In direct contradiction to the science, the CDC officially implemented the recommendation earlier this year. All studies show that young children were far less likely to be infected or hospitalized by COVID.

Between August 1, 2020, and August 21 of 2021, the CDC reported that less than 1 percent of kids' hospitalizations for COVID resulted in death, less than 1 percent. Children comprised less than 0.01 percent of COVID hospitalizations and 0.0005 percent of deaths according to the CDC study.

Why would the CDC implement such a recommendation to knowingly inject an experimental shot, especially one that is not even fully FDA approved into kids who have an almost zero percent chance of dying from

Mr. Chair, my amendment prohibits funding for the enforcement of any COVID vaccine mandate. This includes every agency under the Department of Health and Human Services, the Department of Labor, and the Department of Education.

During COVID, the Occupational Safety and Health Administration implemented unconstitutional, tyrannical vaccine mandates for businesses with more than 100 employees. This mandate applied to 84 million workers.

The Centers for Medicare and Medicaid Services implemented the same tyrannical mandates for healthcare workers. Thousands of healthcare workers were unjustly fired for refusing the experimental vaccine, many of whom were from my district in northwest Georgia.

The Department of Education also put out recommendations and guidance for schools to require students to get vaccinated. Furthermore, the Federal Government has spent more than $30 billion on the COVID vaccines, including incentivizing their development, guaranteeing a market, and ensuring that these unsafe vaccines would be free to the public, but they weren't. The American taxpayers were forced to pay for them.

Big Pharma was the only industry that benefited from these mandates. From 2020 to 2021, Pfizer saw a 95 percent increase in earnings while businesses all over America were shut down and crushed. In 2020, Pfizer's revenues were $41.6 billion. In 2021, Pfizer's revenues were $81.3 billion, doubling the year before. In 2022, Pfizer's revenues hit a record of $100 billion. That is outrageous. Americans suffered, people lost their jobs, and businesses were forced to close.

As we know now, the experimental vaccines have been detrimental to Americans and have caused irreversible injuries, and in some cases death. In just 15 months after the vaccine rollout, approximately 1,400 peer-reviewed articles documented severe adverse events after the COVID-19 vaccinations, a concerning safety signal not even rivaled by combining all other vaccines in the worldwide medical literature over the last century.

There have been approximately 1 million adverse events resulting from the COVID vaccine reported in the VAERS system, which includes everything from myocarditis, blood clots, permanent disability, miscarriages, stillbirths, and menstrual abnormalities.

The following shows significant increases in various diseases and medical conditions among servicemembers who were forced to take the vaccine: hypertension, 2,181 percent increase; disease of the nervous system, 1,048 percent increase; malignant neoplasms of the esophagus, 894 percent increase; breast cancer, 487 percent increase; female infertility, 472 percent increase. These are just to name a few.

Historically, a vaccine is subjected to an average of 10 to 12 years in clinical trials before it is authorized to be administered to the general population. Under an emergency use authorization, these vaccines were available to the public as early as 10 months after development. Mandating such a vaccine is a complete abuse of power, and no American should be forced by the Federal Government to have any experimental shot injected into their body.

Our Secretary of Health and Human Services, Xavier Becerra, said it is absolutely the government's business to know whether and which Americans have not been vaccinated. He also previously said: Absolutely, the message is clear. You are vaccinated, guess what? You get to return to a more normal lifestyle. If you are not vaccinated, you are still a danger, and you are still in danger as well, so get vaccinated.

These vaccines are not as safe and effective as the American people were told. COVID is over. Not only has Congress passed it, the President himself signed it. No one should be forced to take a vaccine.

My amendment prohibits the enforcement of any COVID vaccine mandate, and I urge all of my colleagues to support my amendment.

Madam Chair, my amendment uses the Holman Rule to reduce--no, castrate--the salary of Assistant Secretary for Health Richard Levine to $1, the same way he supports castrating children who suffer from gender dysphoria.

Richard Levine was a diversity hire by the Biden administration to push the demonic gender-affirming care agenda, and he is unfit to serve as the HHS Assistant Secretary for Health. He should never have been hired after he, serving as Pennsylvania's Health Secretary, directed nursing homes and care facilities to take in COVID patients while simultaneously pulling his mother out of her own care facility.

Dr. Levine has spent his career focusing on treating--let's say grooming--children, adolescents, and young adults. He now serves as a top adviser for our Nation's health policy while masquerading as a woman. A mentally

ill man who thinks he is a woman should never be responsible for overseeing anything in the Department of Health and Human Services, let alone the Office on Women's Health.

This same man who is empowering kids to mutilate and castrate themselves under the guise of so-called gender-affirming care said that he was happy to have waited to transition genders so that he could have kids. What a complete hypocrisy.

He has promised that mutilating and castrating kids will soon be normalized and that it has the highest support of the Biden administration. He has stated that ``sex reassignment surgery and puberty blockers for kids is lifesaving, medically necessary, age- appropriate, and a critical tool.'' He also said there shouldn't be ``State laws and actions that dictate principles of transgender medical care by us, pediatric experts,'' illustrating why we need Federal protections like my bill, the Protect Children's Innocence Act, for our most vulnerable and innocent children.

It is our job to protect our children from sexual groomers like Levine and reducing his salary to $1 is a strong first step. He has infiltrated our Department of Health and Human Services with guidance and curricula that further his perverted agenda. The Office of Population Affairs, which is directly overseen by Levine, put out guidelines encouraging our youth to seek gender-affirming care. These guidelines discuss how and why our youth should seek puberty blockers, as well as top and bottom reassignment surgeries. Let's be real. That is cutting off their body parts before they are adults.

Other initiatives and guidance he has issued include a cultural competency curricula. This cultural competency curricula is for behavioral health and primary care practitioners to ``assess, treat, and refer LGBTQ clients in a culturally appropriate manner.'' Part of this curricula is for nurses to focus on teaching cultural competency in the care of LGBTQ older adults. Another part of this curricula includes utilizing the National LGBTQIA+ Health Education Center for its educational programs on how to best meet the learning styles, needs, and time constraints of LGBTQ people.

A last additional part of this cultural competency curricula includes a training specifically designed to help both administrators and clinicians address the various aspects of providing effective substance abuse treatment to LGBTQ people. Obviously, they shouldn't be cutting off their body parts as children. The training covers such topics as legal issues, the coming out process as it relates to behavioral health, how to make a provider organization more LGBT-welcoming, and more.

Another agenda Levine has been pushing for is the vaccination of children. Just recently he was calling on parents to speak up and defend vaccine requirements at schools, saying they need to be part of back-to-school checklists of an emergency use vaccine that children do not even need.

Our mentally ill Assistant Secretary for Health is more concerned with woke gender and vaccine agendas than serving the everyday health and needs of the American people.

He deserves to be fired immediately. This man is a danger to all children and should not be serving in our government.

Madam Chair, my amendment uses the Holman rule to reduce the salary of Secretary of Education Miguel Cardona to $1.

Miguel Cardona is unfit to serve the American people as Secretary of Education. He is complicit in allowing biological men to compete against women, labeling parents as domestic terrorists, and implementing critical race ideology in schools.

His Department of Education issued a proposed rule on Title IX to set out a standard for how schools must adopt sex-related criteria that would limit or deny a student's eligibility to participate on a male or female athletic team consistent with their gender identity.

Under this proposed rule, schools would be prohibited from adopting a policy that directly bans all transgender from participating on athletic teams that correspond to the gender they identify as. If schools were to implement such a ban, they would be subjected to intense litigation.

This Department's proposed rule not only makes a mockery of women's sports. It also perpetuates the radical agenda that biological differences should not be weighed against the emotions of confused men. This proposed rule will destroy women's sports.

He has stated that sports do ``more than just put ribbons on the first-, second-, and third-place winner,'' fully acknowledging that biological men will dominate women's sports when they are put on the same playing field as women.

Miguel Cardona is also complicit in Merrick Garland's memo directing the FBI and DOJ to target parents who were considered domestic terrorists for speaking out at school board meetings.

Internal emails between the National School Boards Association's secretary-treasurer and a member of a school board in a Washington school district revealed that Secretary Cardona requested the NSBA to write a letter to the White House to provide supporting information for why parents are domestic terrorists.

This letter, sent on September 29, 2021, from the NSBA to the White House, said that disruptions by parents at school board meetings posed a threat of domestic terrorism. Don't forget, these people are paid by the parents, who are the taxpayers. The letter suggested that parents who object to mask mandates and critical race theory are engaging in a form of domestic terrorism.

A week later, Garland issued a memo directing the FBI and DOJ to target parents, citing the contents of this letter as a reason for such.

Miguel Cardona was one who requested that the National School Boards Association write this letter to the White House.

Prior to serving as the Secretary of the Department of Education, Miguel Cardona implemented the Nation's first mandated statewide CRT curriculum in Connecticut. Critical race theory is a destructive, racist ideology that promotes Black supremacy and teaches that America is fundamentally racist. It is not.

He is now pushing the same CRT agenda across the Nation's school system by attempting to implement CRT curriculum in schools and into the grant-making process. After enough pushback, he said that the Department will not dictate or recommend the curriculum to be taught in classrooms. However, the Department is still encouraging projects that incorporate racially, ethnically, culturally, and linguistically diverse perspectives in classroom instruction.

While the Department claims it no longer requires grant recipients to incorporate CRT into its curriculum, they are still explicitly pushing for it in the grant application process.

Secretary Miguel Cardona's actions are destroying our Nation's school systems. He should be fired immediately, and I urge all of my colleagues to vote for this amendment. Protect our kids. This must be done.

I also urge my colleagues to vote for my amendment. We should pass this Holman rule. We need to protect our kids. No males belong in women's sports in schools, and parents are not terrorists and never should be referred to that way.

Mr. Speaker, last Congress, and again on May 17, 2023, I introduced Articles of Impeachment against Secretary Alejandro Mayorkas.

We have been waiting for regular order for 6 months, and the committee of jurisdiction and Congress have failed to act. My Articles of Impeachment sit collecting dust with the others while Americans die every single day.

The American people support impeachment. Members of Congress support impeachment. Even our esteemed majority whip, Tom Emmer, has endorsed this impeachment resolution.

Secretary Alejandro Mayorkas has aided and abetted the complete invasion of our country by deliberately flooding our Nation with drugs, terrorists, and illegals from over 160 countries. How many more will he allow to invade our country?

Rather than adhering to an oath he took to defend and secure our country and uphold the Constitution, Alejandro Nicholas Mayorkas has engaged in a pattern of conduct that is incompatible with the laws of the United States. Since assuming office, he has allowed approximately 10 million illegal border crossers to invade our country, 1.8 million of whom are known got-aways and have evaded U.S. authorities.

Because of his open border policies, he has allowed more than 280 people on terrorist watch lists to be caught while attempting to cross the border between ports of entry, as well as approximately 73,000 special interest aliens, who are aliens from a nation that promotes terrorist activity, harbors terrorists, or poses a security threat to the United States.

These numbers do not even account for the approximately 1.8 million known got-aways who are roaming the interior of our country. How many of them are terrorists?

Just last fiscal year alone, the CBP arrested almost 18,000 individuals with criminal convictions and over 110 MS-13 gang members. How many of the 1.8 million got-aways are gang members?

Just last week, two constituents of mine were killed in a human smuggling pursuit caused by Secretary Mayorkas' open-border policies. Jose and Isabel Lerma's family will never get to see them again.

His policies allow for approximately 300 Americans to die every single day from fentanyl poisoning. How many more days will this continue?

His open border policies have allowed unaccompanied children to be exploited, and now, 85,000 of them are completely missing. Tens of thousands of illegal children have been forced into slave labor. Thousands of others are being recycled by predatory illegal border crossers, who use these children to become fake family units so they can receive expedited release into the interior of our country.

Secretary Mayorkas has violated the law by directing DHS to mass parole illegal aliens into the U.S. when Federal law specifically prohibits this, and he has been providing bus tickets, plane tickets, and hotel rooms at the expense of the American taxpayers for these illegal aliens.

He has violated the Secure Fence Act of 2006 by not maintaining operational control of the border as required by law. He has violated the Guarantee Clause as set forth in Article IV, Section 4 of the Constitution, which requires the Federal Government to protect States against invasion. The Guarantee Clause clearly dictates that the Federal Government has a constitutional duty and obligation to protect each of the States from invasion.

As Secretary of the Department of Homeland Security, he has violated his oath to uphold this constitutional duty by allowing the invasion of approximately 10 million illegal aliens across our borders. He has encouraged asylum fraud, abused the credible fear standard, and exercised mass catch and release policies.

Article II of the Constitution requires that the executive branch, which includes the Secretary of Homeland Security, ensures the laws passed by Congress and signed into law by the President are faithfully executed. Alejandro Nicholas Mayorkas, in his inability to enforce the law, has engaged in a pattern of conduct that is incompatible with his duties as a civil officer of the United States.

Alejandro Mayorkas thus warrants impeachment and trial, removal from office, and disqualification to hold and enjoy any office of honor, trust, or profit under the United States.

While some of my colleagues have argued that we need to proceed through regular order to pursue impeachment proceedings, the committee of jurisdiction and Congress have failed to act on the overwhelming evidence to impeach Secretary Mayorkas.

Mr. Speaker, I urge my colleagues to support my legislation to impeach Secretary Alejandro Mayorkas. The American people are ready.

The Guarantee Clause set forth in Article IV, Section 4 of the Constitution dictates, ``The United States shall guarantee to every State in this Union a Republican form of government, and shall protect each of them against invasion; and on application of the legislature, or of the Executive (when the legislature cannot be convened) against domestic violence.''

The Guarantee Clause clearly dictates that the Federal Government has the constitutional duty and obligation to protect each of the States from invasion.

Mr. Speaker, as Secretary of the Department of Homeland Security, Alejandro Mayorkas, has violated his oath to uphold this constitutional duty by allowing the invasion of approximately 10 million illegals across our borders. The ongoing invasion at our southern border is a direct national security threat against the States and against the citizens therein. Secretary Mayorkas has willfully abandoned his duty to secure the border and protect States against invasion, thereby violating Article IV, Section 4 of the Constitution.

To wit, since Mayorkas has headed the Department of Homeland Security, there have been approximately 10 million illegal border crossers who have invaded our country at our border, this is broken down between 8 million encounters and approximately 1.8 million known got-aways who have evaded United States authorities and are roaming the interior of the United States.

At least 280 people on terrorist watch lists caught while attempting to cross the border between ports of entry.

Approximately 400,000 unaccompanied illegal children encountered at the southern border, with at least 85,000 of these children having gone missing.

At least 1,424 deaths of illegals at the southern border.

Approximately 73,000 special interest aliens arrested at our border, which are aliens from a nation that promotes terrorist activities, harbors terrorists, or poses a security threat to the United States. This is the number arrested at the border, not counting however many of the 1.8 million known got-aways are special interest aliens.

Approximately 659 special interest aliens from Iran;

Approximately 6,386 special interest aliens from Afghanistan;

Approximately 538 special interest aliens from Syria;

Approximately 3,153 special interest aliens from Egypt;

Approximately 12,624 special interest aliens from Uzbekistan;

Approximately 30,830 special interest aliens from Turkiye;

Approximately 1,613 special interest aliens from Pakistan;

Approximately 164 special interest aliens from Lebanon;

Approximately 185 special interest aliens from Jordan;

Approximately 123 special interest aliens from Iraq; and

Approximately 15,594 special interest aliens from Mauritania.

In fiscal year 2021, Customs and Border Patrol, CBP, seized approximately 11,200 pounds of fentanyl. In fiscal year 2022, CBP seized approximately 14,700 pounds of fentanyl. In fiscal year 2023, CBP has seized a record of approximately 27,000 pounds of fentanyl. Over 70,000 Americans died from fentanyl in fiscal year 2022. Fentanyl is now the number one killer of Americans between the ages of 18 and 45. Fentanyl kills approximately 300 Americans a day. This is the amount of fentanyl that has been seized at the border, yet 300 Americans are still being killed by fentanyl poisoning every day. The amount of unseized fentanyl has not even been taken into account.

The Constitution also requires the Secretary of Homeland Security to observe the Immigration and Nationality Act, 8 U.S.C. 1101. This law requires Homeland Security to detain inadmissible aliens arriving in the United States or illegal aliens presently in the United States. Instead, the Department of Homeland Security, under Secretary Mayorkas, has practiced catch-and-release policies, whereby illegals are detained, but then released, without any mechanism to ensure they show up to court for processing.

By terminating contracts for border wall construction, ending the migrant protection protocols, remain in Mexico, unlawfully granting categorical parole, and being complicit in ending title 42, Mayorkas has made it easier for illegal people and drugs to enter the United States, endangering American citizens, and has made it harder for CBP to expel such threats.

Alejandro Nicholas Mayorkas, in his inability to enforce the law, has engaged in a pattern of conduct that is incompatible with his duties as a civil officer of the United States.

Alejandro Nicholas Mayorkas, in his failure to uphold the oath he took, has, by his actions, lost the trust of citizens of the United States to faithfully execute the laws of the United States.

Wherefore, Alejandro Nicholas Mayorkas, thus warrants impeachment and trial, removal from office, and disqualification to hold and enjoy any office of honor, trust, or profit under the United States.

Mr. Chair, my amendment uses the Holman rule to reduce the salary of Secretary Pete Buttigieg to $1.

Pete Buttigieg has failed to serve the American people as the Secretary of Transportation. He has been busy calling roads racist, enforcing equity action plans, and implementing climate change initiatives rather than strengthening our Nation's transportation and infrastructure systems and responding to emergencies like the train derailment in East Palestine.

He stated there is racism physically built into some of our highways. ``Every transportation decision is inherently, in many ways, a decision about equity.''

I would argue, people driving on dirt roads every single day in rural America may feel that way, but our Secretary of Transportation, Pete Buttigieg, doesn't care about Americans in rural America. He is more interested in declaring that roads are built on skin color and racism.

He also stated, ``Ensuring equity and accessibility for every member of the traveling public is one of the Department of Transportation's highest priorities.''

Again, I will point to rural America.

In the same month he was sworn in, his Department introduced racial equities and barriers to opportunities as a consideration for awarding discretionary grants, as if that is how funds should be awarded.

In June 2022, he launched a $1 billion pilot program aimed at helping reconnect cities and neighborhoods racially segregated or divided by road projects. Under this program, over $100 million was awarded to tear down and rebuild a freeway in Detroit because it was considered racially divisive. Taxpayer dollars are being used to cover 80 percent of the project's funds.

He has also intentionally tried to deceive the American people, as shown when a video surfaced of him faking a bike ride to a White House Cabinet meeting. The video showed Secretary Buttigieg driving to the White House but stopping in just enough time for his security detail to unload his bike from the back of the gas-guzzling SUV. He then rode his bike for the cameras to the White House as if he had been riding it all along. What a hypocrite. What a liar.

Mr. Chair, deserving a taxpayer-funded paycheck is about job performance, not about personalities or identity politics. Let's all recall that Pete Buttigieg was formerly a mayor and was well known as ``Pothole Pete'' for not repairing all the potholes in the roads in the town that he served. I assure you; this is about defunding his paycheck to $1, which I think is $1 too high for a Secretary of Transportation who is failing the American people when it comes to transportation.

While implementing his tyrannical climate agenda through his office and preaching for the government to curb carbon emissions, Pete Buttigieg has reportedly taken at least 18 taxpayer-funded flights on private jets managed by the FAA.

One of these flights was taken to receive an award from a Canadian gay rights organization for advancing LGBTQ rights. American taxpayers don't want to pay for Pete Buttigieg to get awards for the way people have sex. That is not what the Secretary of Transportation should be doing.

These fraudulent actions of Secretary Buttigieg illustrate that he is not to be trusted in leading our Department of Transportation. While Secretary Buttigieg was taking taxpayer-funded, carbon-emitting private jets to receive LGBTQ awards, he failed to serve the Americans in East Palestine who were devastated by the train derailment and chemical spill earlier this year.

In response to why he hadn't visited the community, he stated that he would visit when the time is right. It turns out, the time was only right after President Trump visited, brought thousands of bottles of water, and pressured Secretary Buttigieg into visiting and maybe doing his job. It took our Secretary of Transportation almost 3 weeks to visit after this unbelievable toxic catastrophe.

Furthermore, under his watch as Secretary, the FAA was forced to order a ground stop for all air traffic in the U.S. due to a system outage. This was the first time in history the NOTAM system has ever failed, and it was the first time since 9/11.

Mr. Chair, my amendment prohibits funding for the Climate Change Center at the Department of Transportation. This Center has recently been reinstated and expanded under the Biden administration to meet the DOT's goals in responding to the climate crisis.

The Climate Change Center creates comprehensive and multimodal approaches to reduce transportation-related greenhouse gases and to improve the resilience of the transportation system to climate change impacts. This Center announces and promotes woke grant programs that gives U.S. taxpayers' hard-earned dollars to woke universities and nonprofits to research the decarbonization of the transportation sector and to address adverse environmental impacts created by the transportation system.

Never forget, the goal of the Democrats is to take away every single gas and diesel engine, every single combustion engine, and force Americans to drive electric vehicles if they can afford them. While they claim they care about the climate and the environment, they do not care about toxic batteries and where they will be disposed, but they want to use unlimited taxpayer funds to address a climate crisis that does not exist because the climate has always changed. It is not something new.

This Center also works with DOT agencies to implement climate change criteria for grant programs, to devise climate training programs and to facilitate climate change education campaigns for its 50,000 employees across the Department.

For example, the Center is working with the Department of Commerce's National Oceanic and Atmospheric Administration to deliver climate information and support to transportation planners and stakeholders to enhance the safety, effectiveness, equity, and resilience of the U.S. transportation infrastructure. These climate educational training programs are for the

USDOT employees to develop a standard of language for use in performance plans for staff engaged in climate change activities.

The entire Center is a complete abuse of U.S. taxpayer dollars and should be defunded immediately.

Mr. Chair, the DOT Climate Change Center is nothing more than an extension of the Green New Deal and just another waste of hard-earned taxpayer money to enforce the Green New Deal, forcing Americans to be transitioned over to electric vehicles, which they do not want.

I thought this was the land of freedom. I thought this was the land where Americans can pick and choose what they would like to buy and what they do not want to buy.

The Green New Deal and the Democrats' willingness to use the government to force Americans against their will to transition over to electric vehicles is nothing more than tyranny.

Here is an example of what comes out of this Climate Change Center-- the Biden-Harris administration making $100 million available to improve EV charger reliability. That was announced on September 13, 2023.

Here is a perfect example about how the Climate Change Center is being used to force Americans to drive electric vehicles, which is their goal the entire time.

The Federal Government's role is not to change how people spend their dollars and what they choose to buy for transportation.

The Federal Government's role, especially when it comes to the Department of Transportation, should be making sure that our roads are drivable and that our bridges are in good condition.

By the way, electric vehicles are heavy. That would put an undue burden on our bridges and on our roads. This is what they should be focused on, not the lie that, all of a sudden, climate change is real.

We have had tornadoes since the beginning of time. We have had earthquakes since the beginning of time. We have had hurricanes since the beginning of time.

This is not a new change in weather patterns. It is not a climate crisis. It is just called weather, and it has to do with seasons.

Another thing. The Biden administration has no right to lie to the American people and make the American people fund their lies.

Whereas, on November 3, 2023, Rashida Tlaib tweeted that the slogan ``from the river to the sea,'' which calls for the genocide of all Jews, ``is an aspirational call for freedom, human rights, and peaceful coexistence'';

Whereas, in September 2022, Rashida Tlaib, as a member of the Congressional Progressive Caucus, displayed her disdain for Israel saying: ``. . . You cannot claim to hold progressive values yet back Israel's apartheid government'';

Whereas, instead of denouncing the horrors of Hamas slaughtering Israelis, Rashida Tlaib stated on October 8, 2023, ``The path to the future must include lifting the blockade, ending the occupation, and dismantling the apartheid system that creates the suffocating dehumanizing conditions that can lead to resistance'';

Whereas, Rashida Tlaib exhibited her hatred for America by reposting a message on October 12, 2023, blaming America for allowing the deaths of Palestinian babies at the hands of Israel;

Whereas, Rashida Tlaib incited an illegal occupation at the United States Capitol complex on October 18, 2023, which put Members of Congress, their staffs, and Capitol visitors in danger by shutting down elevators, stairwells, and points of egress, while obstructing official business in both the House of Representatives and the Senate, including a Senate Foreign Affairs Committee hearing;

Whereas, the illegal occupation incited by Rashida Tlaib was organized by Jewish Voice for Peace, which the Anti-Defamation League calls ``a radical anti-Israel activist group that advocates for a complete economic, cultural, and academic boycott of the State of Israel,'' and that believes ``Israeli policies and actions are motivated by deeply rooted Jewish racial chauvinism and religious supremacism'';

Whereas, several illegal occupiers at the Capitol belong to a group messaging chat called Global Intifada, which is the Arabic word for rebellion or uprising and refers to a series of protests and violent riots carried out by Palestinians in Israel during the last century;

Whereas, by inciting an illegal occupation of the Capitol complex on October 18, 2023, Rashida Tlaib followed Hezbollah's orders to carry out a day of unprecedented anger following an explosion at a Gazan hospital, lying about Israel's responsibility for the attack, which United States intelligence agencies said was not perpetuated by Israel;

Whereas, over 300 arrests were made following the illegal occupation of the Capitol complex on October 18, 2023, for violations of District of Columbia law, such as crowding, obstructing, or incommoding, and for assaulting police officers; and

Whereas, Members of Congress who denounce the United States while praising terrorist organizations are unfit to hold office. For too long, communist Democrats have been hell-bent on erasing our culture, way of life, and our history, whether we agree with it or not.

As George Orwell wrote in ``Nineteen Eighty-Four,'' they want a future in which ``every record has been destroyed or falsified, every book has been rewritten, every picture has been repainted, every statue and street and building has been renamed, every date has been altered. And the process is continuing day by day and minute by minute. History has stopped. Nothing exists except an endless present in which the Party is always right.''

In 2020, nearly 168 Confederate symbols were removed across the United States, many of which were violently torn down by radical BLM antifa activists who burned American cities to the ground.

Most recently, the statue of Confederate General Robert E. Lee, that stood for nearly a century in Charlottesville, Virginia, was dismembered and melted down in a 2,250-degree furnace.

The news media was quick to flood social media with video posts of the statue's head melting down in fire. This was the message: The communists in our country have made it clear that they will not stop with Robert E. Lee and will continue to do this until George Washington's statue is burning in fire.

Whether we agree with the monuments, whether we agree with the history, our history is our lessons now for this generation and for future generations to come.

Through our investigation, we have uncovered a check to Joe Biden for $200,000. This comes from foreign funds from a country in the Middle East through a struggling company. You can see the check is directly made to Joe Biden. This is what money laundering looks like.

We have also uncovered and released today another check to Joseph R. Biden for $40,000. This $40,000 is a check written to him by his brother and sister-in-law, James and Sara Biden, and this check comes from funds directly through money laundering through the CCP.

No President of the United States, no Vice President, or no officeholder should ever engage in money laundering, receiving money, selling out their office, selling out their power, and getting paid from foreign countries. We must continue our impeachment inquiry.

Whereas, in 2020, Rashida Tlaib retweeted an illustration with the caption, ``From the river to the sea, Palestine will be free,'' and this Palestine Liberation Organization, PLO, slogan has been adopted by Hamas and calls for the elimination of Israel and death to all Jews;

Whereas, in September 2022, Rashida Tlaib, as a member of the Congressional Progressive Caucus, displayed her disdain for Israel, saying: ``You cannot claim to hold progressive values yet back Israel's apartheid government'';

Whereas, instead of denouncing the horrors of Hamas slaughtering Israelis and demanding the release of all hostages held by Hamas, Rashida Tlaib stated on October 8, 2023: ``The path to the future must include lifting the blockade, ending the occupation, and dismantling the apartheid system that creates the suffocating, dehumanizing conditions that can lead to resistance'';

Whereas, Rashida Tlaib exhibited her hatred for America by reposting a message on October 12, 2023, blaming America for allowing the deaths of Palestinian babies at the hands of Israel;

Whereas, Rashida Tlaib led an insurrection at the United States Capitol complex on October 18, 2023, which put Members of Congress, their staffs, and Capitol visitors in danger by shutting down elevators, stairwells, and points of egress, while obstructing official business in both the House of Representatives and the Senate, including a Senate Foreign Relations Committee hearing;

Whereas, the insurrection led by Rashida Tlaib was organized by Jewish Voice for Peace, which the Anti-Defamation League calls ``a radical anti-Israel activist group that advocates for a complete economic, cultural, and academic boycott of the State of Israel'' and that believes ``Israeli policies and actions are motivated by deeply rooted Jewish racial chauvinism and religious supremacism'';

Whereas, members of the Southern Poverty Law Center, a far-left nonprofit organization, were present at the insurrection at the Capitol on October 18, 2023;

Whereas, several insurrectionists at the Capitol belong to a group messaging chat called ``Global Intifada,'' which is the Arabic word for ``rebellion'' or ``uprising,'' and refers to a series of protests and violent riots carried out by Palestinians in Israel during the last century;

Whereas, by leading an anti-American and anti-Semitic insurrection on October 18, 2023, Rashida Tlaib followed Hezbollah's orders to carry out a ``day of unprecedented anger'' following an explosion at a Gazan hospital, lying about Israel's responsibility for the attack, which United States intelligence agencies said was not perpetrated by Israel; and

Whereas, Members of Congress who denounce the United States while praising terrorist organizations are unfit to hold office:

Now, therefore, be it resolved that Representative Rashida Tlaib be censured; Representative Rashida Tlaib forthwith present herself in the well of the House of Representatives for the pronouncement of censure; and Representative Rashida Tlaib be censured with the public reading of this resolution by the Speaker.
