Mr. Speaker, I rise today in honor of the life and legacy of a great Mississippian, A.E. ``Peter'' Pierce of Helena, who went home to be with the Lord in the early morning hours of May 24.

Peter was the best to everyone. He was a devoted husband to his beloved, Grace, for 69 years; a U.S. Army veteran; a hardworking father; grandfather; and public servant.

He was a man whose quiet faith was lived out in everyday acts of service. From the shipyards of Pascagoula to the halls of the Jackson County Board of Supervisors, from coaching Little League to mowing the church lawn, even after his diagnosis, Peter gave his time, his energy, and his heart to others.

He was a faithful member of Escatawpa Assembly of God, a friend to the forgotten, and a kind man who cooked Christmas breakfast for his grandkids, always reminding them he was the most blessed man on Earth.

We grieve his loss, but we celebrate a life well lived, and we thank God for the example he gave us.

Mr. Speaker, this year, the First Baptist Church of Biloxi celebrates 150 incredible years of ministry and service.

Since 1875, this church has stood as a beacon of faith, hope, and love--guiding generations through times of challenge and celebration. Their commitment to spreading the Gospel, serving the Gulf Coast community, and nurturing spiritual growth has made a lasting impact.

This milestone is not just about looking back--it's a powerful reminder of the faithfulness of God and the strength of a community rooted in Him.

I thank Pastor Gibson, the leadership team, and every member of this congregation for their dedication, their prayers, and their service. May God continue to bless them as they move forward into the next chapter of this remarkable journey.

Congratulations, and happy 150th anniversary.

Mr. Speaker, I rise today to honor the life and ultimate sacrifice of Deputy Bruce Evans of the Jackson County Sheriff's Department, who was tragically killed in the line of duty on July 18, 2000.

Deputy Evans lost his life while protecting his community. In his final moments, he stood in harm's way so that others could be safe. That is the kind of man he was. He was a courageous man, selfless and committed to the oath that he took.

Bruce served 7 years in law enforcement, 4 of those with the Jackson County Sheriff's Department. He was a husband, a father of two children, and a hero to all who knew him.

This loss is especially personal to my office. My chief of staff was Bruce's partner at the sheriff's department at that time. I have heard firsthand how deeply Bruce cared for his work, his family, and his community.

Mr. Speaker, we honor his memory today, and we pray for his family and his loved ones. We recommit ourselves to standing behind the brave men and women who wear the badge every day.

Mr. Speaker, I rise today in support of my bipartisan resolution honoring the brave men and women who serve in local law enforcement.

These officers work tirelessly to protect and serve, putting their lives on the line every day to uphold the rule of law.

As a former sheriff, a son of a police officer, and a 42-year career police officer, I have walked in their shoes. I know the toll it takes on them. I know the long hours, sleepless nights, and time spent away from family. I know this stuff.

I know what it means to respond to a tragedy, to console a grieving victim's family after a horrendous crime has happened to them involving tragic accidents. I have seen things most Americans will thankfully never have to experience.

When others run away from danger, law enforcement and first responders run toward it. They fight crime, protect the innocent, and too often, make the ultimate sacrifice.

During my time in Congress, Mississippi has lost too many heroes: In June 2023, Madison Police Officer Randy Tyler was shot and killed while responding to a hostage situation. In January 2024, George County Sheriff's Deputy Jeremy Malone was shot and killed during a traffic stop on a rural highway. In August 2024, Summit Police Patrolman Troy Floyd was shot and killed during a regular, routine traffic checkpoint. Earlier this year, Hinds County Sheriff's Deputy Martin Shields, Jr., was shot and killed after responding to a domestic violence dispute.

These officers represent the best of our State and our Nation. Fallen heroes like these officers are being honored this week during National Police Week as thousands of law enforcement officers come to the Nation's Capital together here in Washington. That is why there is no better time for us to pass this resolution and make it clear that we stand for law enforcement.

My resolution expresses our gratitude to local law enforcement and their families for their service and sacrifice. It calls for stronger partnerships between officers and the communities they protect, and it honors the memories of those who never came home.

We have seen targeted, ambush-style attacks on law enforcement officers. We have seen departments struggle to recruit and retain talented officers because they were vilified for deciding to serve their communities.

Mr. Speaker, this is the time for Congress to take the lead. It is time to make clear that we stand with the men and women of local law enforcement who protect each and every one of our communities with honor and courage.

I am proud that this resolution passed last Congress with overwhelming support. This police week, I urge my colleagues to join me in voting for this resolution to send a clear message that Congress backs the thin blue line.

Madam Speaker, I rise today to recognize two exceptional members of the United States Coast Guard from Port Security Unit 308 in Gulfport, Mississippi.

Boatswain's Mate First Class Bradley Walker has been awarded the Commander Ray Evans Outstanding Coxswain Trophy, one of the highest honors given to a Coast Guard boat operator. His leadership, skill, and commitment to mission excellence represent the very best in service.

Alongside him, Machinery Technician First Class James Lang has earned the Fireman First Class Paul Clark Outstanding Engineer Award, a national recognition of his outstanding technical expertise and dedication to keeping his unit mission-ready.

These two Mississippians embody the core values of the Coast Guard: honor, respect, and devotion to duty. I am incredibly proud to represent them and PSU 308 in Congress. Their service makes our Nation stronger and our Gulf Coast proud.

Mr. Speaker, I rise today to honor a remarkable American and proud Mississippian, Mr. Arthur Ausbon ``Audie'' Gardner who will celebrate his 100th birthday on Saturday, June 21st.

Mr. Gardner was born in Wayne County, Mississippi, and served our Nation with distinction in the United States Navy from 1944 to 1946, aboard the USS California, a battleship that saw extensive action in the Pacific during World War II.

After the war, Mr. Gardner returned to Wayne County and built a life defined by hard work, faith, and service. He worked as a machinist and fabricator at the Savannah River Plant in South Carolina, then as an ironworker in New Orleans, helping construct the Greater New Orleans Bridge and the iconic Superdome.

Throughout his life, Mr. Gardner has been a faithful and God-fearing man, a living example of the values that built this country--duty, humility, and perseverance. As he reaches this incredible milestone, we honor not just his military service, but a century of dedication to his country, his family, and his faith.

Happy 100th birthday to Mr. Gardner. On behalf of a grateful Nation, I thank him for his service and his example.

Mr. Speaker, I rise today to honor the life and legacy of Ryan Griffin, a devoted father, community leader, and accomplished professional who left an indelible mark on lower Mississippi and beyond.

Ryan was a man of service, whether through his career in journalism or communications, his leadership in civic organizations like Kiwanis and the United Way, or his unwavering dedication to his hometown.

From the football field at West Jones High School to the halls of the University of Southern Mississippi, Ryan exemplified leadership, integrity, and a passion for bringing people together.

Above all, Ryan's love for his family, his faith, and his community defined his life. His impact will be felt for generations to come.

My prayers are with his children, his loved ones, and all who had the privilege of calling him a friend.

Mr. Speaker, may we honor his legacy and continue his commitment to service and kindness.

Mr. Speaker, I rise today to honor the life of Bill Smith, a lifelong resident of Pascagoula, Mississippi. Bill was more than a neighbor--he was a light in our community. As a child, I grew up alongside Bill and his sister, Kim, forming a bond that has lasted a lifetime.

Bill gave his heart to Jesus at a young age and lived his faith every day. He witnessed many miracles, but he himself was one.

A proud graduate of the Jackson County Exceptional School, Class of 1982, Bill was a dedicated worker, spending years at Wendy's, Checkers, and Jerry Lee's Deli. He was a cherished member of the Sanctuary of Pascagoula and a shining example that Jesus works through all of us, no matter our abilities. Bill's legacy of faith, kindness, and unwavering belief in God's power will not be forgotten. May we all strive to share his heart for prayer and compassion.

Mr. Speaker, I rise today in favor of S.J. Res. 11, a Congressional Review Act to reverse the Bureau of Ocean Energy Management, or BOEM, rule that targeted oil and gas production in our Outer Continental Shelf.

The Biden administration spent the last 4 years steamrolling our American energy sector with burdensome regulations. Instead of unleashing our Nation's vast resources, the administration handcuffed U.S. oil and gas production with red tape, driving up costs, stifling innovation, and making us more dependent on foreign energy.

BOEM'S rule is not about safety or environmental stewardship. It is not about protecting archeological resources. This rule is nothing short of a universal mandate. It even applied to areas known to have no archeological risk.

This is about forcing an extreme agenda that weakens our energy independence and hurts hardworking Americans. The result: higher costs at the pump, fewer jobs in the energy sector, and a direct hit to our economy.

That is why I am proud to stand up today for the American workers and consumers by leading the House version of this CRA to reverse this detrimental rule. Under the Trump administration, we have the power to push back against these reckless policies and restore commonsense energy solutions to put America first.

In just the last 2 months, we have seen what happens when government gets out of the way. Energy prices drop, jobs flourish, and we become a net energy exporter.

Mr. Speaker, that is the kind of future we should be fighting for, not where Washington bureaucrats make it harder for American businesses to succeed.

Let's send a clear message: We stand for affordable energy, good- paying jobs, and an America that leads, not one that follows bad policies straight into higher costs and economic decline.

I thank Senators Kennedy and Hyde-Smith for their leadership in the Senate, and I thank Chairman Westerman for advocating to get this resolution introduced on the floor.

Mr. Speaker, I urge my colleagues to support S.J. Res. 11, and I look forward to the President signing this into law.

Mr. Speaker, I rise today to honor Tommie ``T-Bone'' Pruitt for his incredible achievements as a Blues guitarist and vocalist. His talent and dedication to preserving and sharing the rich heritage of Mississippi Blues is something to be celebrated. As a proud resident of Ellisville, Pruitt's contributions to the music world continue to inspire generations, and his artistry serves as a testament to the power of music in connecting people across cultures.

Pruitt's success reflects the spirit of Mississippi--resilient, soulful, and deeply rooted in tradition. His musical legacy will undoubtedly continue to shine brightly for many years to come, and I have no doubt that his influence will continue to be felt far and wide.

I thank him for his dedication to his craft and for making Ellisville proud. I wish him continued success in all his future endeavors.

Mr. Speaker, I rise today to recognize the city of Petal, Mississippi, as it celebrates its 50th anniversary.

For half a century, Petal has been a vibrant and thriving community known for its strong sense of pride, deep-rooted history, and outstanding contributions to south Mississippi. From its rich heritage to its remarkable growth, Petal has become a shining example of what makes our region so special.

As their Representative, I have seen firsthand the hard work and dedication of Petal's residents, leaders, and businesses. They have built a city that not only honors its past but also embraces a bright future.

This milestone is a testament to the resilience, unity, and spirit of this great community.

I look forward to seeing Petal continue to grow, thrive, and inspire for many years to come.

I congratulate Petal on 50 incredible years, and here is to the next 50. Thank you for all you do for the Fourth District of Mississippi.

Mr. Speaker, I rise today in support of my legislation, which aims to improve the efficiency and effectiveness of disaster assistance.

Unfortunately, none of us are strangers to the effects of natural disasters, and we have all had these problems in our hometowns.

Right now we are seeing how these events threaten lives, damage property, and strain local, State, and Federal resources.

In the aftermath, millions of Americans are left seeking help to rebuild their lives and their communities.

However, when seeking necessary Federal relief, applying for disaster assistance can be a frustrating and confusing process. This leads to delays, frustration, and even disqualification from receiving the aid.

This is where my bill comes in. H.R. 152 works to eliminate inefficiencies and expedite the application process by ensuring only one information submission is needed.

Survivors are already facing difficult circumstances, and the application process should not add to their stress.

H.R. 152 represents a crucial step forward toward achieving a more effective disaster recovery system that prioritizes the needs of Americans and ensures they receive the help in a timely manner. I urge my colleagues to support this bill.

Mr. Speaker, I rise today to speak on my bill, H.R. 153, the Post-Disaster Assistance Online Accountability Act, which aims to improve transparency in the Federal disaster assistance process.

When disaster strikes, the priority is to save lives and to help communities recover. However, in doing so, one of the biggest challenges in the aftermath of a disaster is ensuring that aid is distributed fairly and timely to those who need it most.

Transparency builds trust in government. Without clear information, communities may feel left in the dark about how aid is being allocated. This is where the Post-Disaster Assistance Online Accountability Act comes in.

This bill requires FEMA to publicly share key information about the damage caused by disasters and how assistance is being distributed. It ensures the public can track recovery efforts in real time and understand how resources are being allocated. This helps communities, local governments, and organizations involved in recovery make more informed decisions.

The bill also mandates that FEMA provide detailed, easy-to-access data, such as the extent of the damage, the areas affected, and the estimated cost of recovery.

Ultimately, this bill holds FEMA and the government accountable to the American people. By strengthening trust, H.R. 153 is a vital step toward building a more transparent, responsive disaster recovery system.

Mr. Speaker, I urge my colleagues to support this bill.

Mr. Speaker, I rise today to speak in favor of H.R. 164, the POWER Act, which would allow public electric utilities to implement cost-effective hazard mitigation activities as part of power restoration.

Public power utilities are essential in ensuring our communities have access to reliable and resilient electricity, especially in the aftermath of major disasters. Current law says that if States and localities get cost reimbursements from FEMA for certain disaster recovery activities, like restoring power, then that could make them ineligible for future hazard mitigation funds. Our communities should not have to make either-or decisions when it comes to restoring critical infrastructure in the wake of natural disasters.

Mr. Speaker, I am proud to co-lead this bill alongside Representative Hoyle, and I encourage my colleagues to support its passage.
