Madam Speaker, I rise today to honor the First Christian Church of Napa, which is celebrating its 150th anniversary. The Church has a storied history in the Napa Valley, where it has become a fixture in our community and an important place for people to come together and worship.

The First Christian Church of Napa was founded in 1857 by G.O. Burnett. Its success built on the work of ``Stormy John'' McCorkle, who had founded the first congregation in the valley under a Madrona tree near modern-day Rutherford. With the motto ``Let's go Forward through Faith'', the Church has expanded well beyond the original eight families who formed the charter group. In 1872, members of the congregation came together to purchase a piece of land for the church building, and began construction. Lacking a resident minister in these years, four men worked in concert to lead the Church. These ``Four Horsemen'', who helped provide spiritual guidance and leadership in the church were A.A. Whitman, T.N. Mount, A.D. Butler, and W.P. Prall.

In 1951, the First Christian Church moved to its current location on First Street in Napa. While promoting an active spiritual life in the congregation, the church has reached out to the community and the world. Members of the church have worked on Christian humanitarian missions on six continents in a wide variety of different countries. Additionally, church members have worked in inner-city Los Angeles and San Francisco, and locally volunteer time with the Napa Valley Food Bank, Church Women United and other community benefit groups.

The First Christian Church has always taken pride in the sense of community among its members, and the work that goes in to helping members of the congregation have full lives and strong interpersonal relationships. By emphasizing the importance of family and fidelity, the church has drawn membership from families for many generations.

Madam Speaker, at this time it is appropriate that we congratulate the First Christian Church of Napa on its 150th anniversary, and thank the congregation for all it does in our community.

Madam Speaker, I rise today to pay tribute to the dedicated professionals of the California Department of Transportation's (Caltrans) Office of Structure Maintenance and Investigations, (SM&I), which is marking its 80th anniversary of service to the people of the Golden State.

In 1927, while Babe Ruth swatted 60 home runs and Charles Lindbergh crossed the Atlantic Ocean solo, the State of California showed the wisdom and foresight to create a special branch of engineering experts to ensure the safety and reliability of its State highways and bridges.

Babe Ruth's home run mark fell in 1961 to the bat of Roger Maris and air travel over the ``pond'' became a routine occurrence. All the while, California's bridge maintenance program has stood the test of time and continues to deliver on its mission of providing Californians with a safe and dependable network of bridges carrying traffic and pedestrians over rivers, canyons, railroads, highways and city streets all across the Golden State.

That effort is still paying dividends for California and the Nation. More than 24,000 State and local agency bridges in California reliably serve millions of travelers and billions of dollars of commerce because of the ongoing care provided by Structure Maintenance and Investigations staff. These structures run the gamut from the majestic San Francisco-Oakland Bay and San Diego-Coronado bridges to the historic arch spans along the scenic Monterey Coast and the tens of thousands of unassuming concrete, steel and timber bridges dotting the California landscape. The safety and reliability of California's bridges has been instrumental in fueling one of the world's largest economies. More than 160 million vehicle trips are recorded on California's transportation system each day.

Caltrans Structure Maintenance and Investigations engineering personnel have conducted more than 650,000 routine inspections and thousands of special hydraulic, steel and underwater bridge inspections since 1927. They look for any signs of deterioration, fatigue or distress in bridge decks, superstructures and substructures, and the office has initiated tens of millions of dollars in repairs to ensure the safety and structural integrity of each public agency bridge in California.

Thanks to the ongoing dedication of the Structure Maintenance and Investigations professionals, no public agency bridge in California has ever collapsed due to neglect. The bridge inspection program pioneered by Structure Maintenance & Investigations has become the model for transportation agencies around the Nation and the world.

As part of its ongoing bridge maintenance program, Structure Maintenance and Investigations maintains a library of more than one million documents, some dating back more than 100 years, documenting the history of each public agency bridge in California.

Structure Maintenance and Investigations personnel have responded in a timely and heroic fashion to a myriad of natural and manmade disasters to protect public safety and complete any needed repairs to California's transportation system. While their efforts have been well chronicled in major disasters such as the 1989 Loma Prieta and 1994 Northridge earthquakes, SM&I personnel routinely answer the call to protect public safety. Such a case occurred last year in California's Sonoma County where two engineers risked their own safety to inspect the Highway 128 bridge over the rampaging Russian River near Geyserville. The engineers determined that the floodwaters had compromised the integrity of the bridge. They closed the structure and initiated a project that resulted in construction of a new bridge.

Madam Speaker and colleagues, it is appropriate for us to convey to all the dedicated professionals at the California Department of Transportation's Office of Structure Maintenance and Investigations the thanks of a grateful State for years of dedicated service ensuring the safety and reliability of California's transportation system.

Madam Speaker, I rise today to honor Circuit Rider Productions, a non-profit corporation that has harmonized the work of providing human services for at-risk youth with a mission to help restore and sustain Sonoma County's ecological resources. The work done by Circuit Rider Productions has been of immense value to the community of northern Sonoma County.

Circuit Rider Productions was founded in 1976 by Fred Beeman and Ed Kissam with the mission to reach out to people and places in need of help. The organization's original project took a Federal grant and taught young people to use video production technology and to film a documentary about a project which employed low-income youth to plant trees. The fusion of job training, youth services, and environmental restoration formed the core of services that Circuit Rider Productions has continued to offer in the 30 years since.

The organization is currently comprised of two divisions: Resources and Programs for Youth Family and Community; and the Center for Ecological Restoration and Stewardship. The first set of programs work with youth in northern Sonoma County on issues such as drug and alcohol abuse and gang activity. Through no-cost community counseling, programs in schools, and court referrals, young people who are at risk for substance abuse or involvement with gang activities receive help from the various Circuit Rider programs focusing on life and communication skills, self-confidence building, and responsible decision making.

The Center for Ecological Restoration and Stewardship focuses on providing landowners and communities with the information they need to make sound decisions about watersheds. Through an analysis program and ecological restoration services, the organization can provide the training necessary to help get these projects off the ground. With a particular emphasis on controlling invasive species and restoring native species, Circuit Rider has been a leader in responsible environmental restoration.

Madam Speaker, it is appropriate that we congratulate Circuit Ride Productions for the many wonderful contributions this organization has made to our community. By taking a comprehensive approach to working with at-risk youth, and providing more than abstract job training, they have bettered the lives of countless young people while providing important and scientifically sound guidance in ecological restoration.

Madam Speaker, I rise today to recognize Tina Mackenzie, executive director of Six Rivers Planned Parenthood of Eureka, California, who is being honored for her contribution to one of our nation's most precious rights--participation in the political system. Tina Mackenzie is being recognized for her outstanding contribution to the political process by the Humboldt County Democratic Central Committee as the 2007 Democrat of the Year. Her commitment to the preservation of our political liberty is worthy of appreciation and recognition.

Ms. Mackenzie was born in Philadelphia to a family of seven children. She received a Bachelor of Arts in social work from Ohio State University and a teaching credential from Humboldt State University. She first joined Six Rivers Planned Parenthood's Board of Directors in 1976. She joined the staff in 1978, serving as the agency's Public Affairs Director and Coordinator of Surgical Services.

For the past fifteen years, Ms. Mackenzie has served as the executive director at Six Rivers Planned Parenthood. She has been a tireless champion for reproductive rights and women's health issues. Under her guidance, SRPP has won seven affiliate excellence awards from the Planned Parenthood Federation. The agency operates in three rural counties and serves over 17,000 patients annually. Under Tina's excellent leadership, a new health and education center was completed in 2007, preceded by a very successful $2.6 million capital campaign.

Tina Mackenzie has been an active, productive and dedicated community leader for over 30 years. She received the North Coast Non-Profit Leader of the Year Award in 2007 and has been recognized by the California Assembly with the Community Builder Award. She is a member of the North Coast Co-Op Community Funding Committee, an associate of the Planned Parenthood Federation of America Katrina Task Force and a member of the Planned Parenthood Global Partners Advisory Board.

Madam Speaker, it is appropriate at this time that we recognize Tina Mackenzie for her courage and her determination and for her abiding concern for the health of women and children.

Madam Speaker, I rise today to honor Readers' Books, which has been named the 2007 Sonoma Valley Business of the Year. This store has become an institution for Sonoma and the surrounding communities as a source not simply of literature, but intellectual fulfillment in many different forms.

Sixteen years ago, Andy and Lilla Weinberger dropped by my office to run an idea past me: they wanted to move into the Bay Area, and were hoping to open a bookstore that would do more than sell books. They imagined a location for the community to gather to enjoy books and hear authors, but also to serve as a forum for local issues and current events. Sonoma was suggested, and after a visit they were off and running.

Readers' Books has been an incredible resource to the community over the last 16 years, and has played host to a wide variety of groups and events. The Weinbergers have supported programs for young and old, such as sponsoring authors at the Vintage House Senior Center. They have worked to bring many of these authors into schools to read for students, and have helped serve as judges for a students' writing contest. Similarly, they provide a meeting space for many community groups, and offer the store as a forum for political discussion, including an impartial explanation of ballot measures around election time.

Readers' Books exemplifies the importance of independent stores for the sense of community in a town. Despite the rise of chain stores and Internet shopping, Readers' Books and small, independent stores like it continue to offer an irreplaceable location not just for shopping, but for communities to come together.

Readers' Books is indeed a wonderful bookstore. With a friendly staff happy to step forward with assistance or recommendations, the Weinbergers have created a bibliophile's heaven. If something isn't available from their selection, they can help a customer find it quickly and efficiently.

Madam Speaker, it is appropriate at this time that we congratulate Andy and Lilla Weinberger on the occasion of Readers' Books being named the 2007 Business of the Year. They are truly pillars of their community, and we have all greatly benefited from the wonderful store they started 16 years ago.

Madam Speaker, I rise today in honor of Nancy Gardner, who is leaving the North Bay Regional Center after 15 years as that group's executive director. She is moving on to serve as CEO of Guide Dogs for the Blind, but she leaves behind an organization that she has developed into an incredible resource for people with developmental disabilities, families, and our community.

Ms. Gardner was born in Kansas, and graduated from the University of Nebraska in 1974 with a bachelor's degree in psychology. She received a master's degree in special education and human development from the University of Kansas in 1976 before moving to California and working for with NBRC from

1980-1982. During this time she also taught courses on developmental issues and adult education at local community colleges. From 1983 to 1992, she helped coordinate several different efforts to provide services at the county and State level to adults and children in need of a helping hand. She also served the State Assembly as an analyst on legislation relating to social and developmental services, mental health and rehabilitation.

In 1992, Ms. Gardner joined NBRC as executive director, taking responsibility for leadership and management of this $105 million organization. NBRC serves a population of over 6,000 people with developmental disabilities around the North Bay region of Sonoma, Napa, and Solano counties. Based on a belief that people with developmental disabilities should have access to the same opportunities available to other citizens, NBRC offers a wide variety of services tailored to the individual. These services include diagnostic functions, individual planning, family support, advocacy and transition services, as well as an excellent array of community education and program development opportunities. The work Ms. Gardner has led at NBRC has been of immense value to thousands of individuals and families throughout the North Bay to help them rise above disability.

Ms. Gardner has served on too many boards and commissions to enumerate them all. Her work with non-profits and commissions throughout California has made her a truly valued member of our community and an acknowledged leader in her field. In addition to her work on disabilities, she remains dedicated to her husband, five children, five grandchildren, and two dogs.

Madam Speaker, it is appropriate at this time that we thank Nancy Gardner for 15 years of hard work guiding the North Bay Regional Center. Her determined leadership has bettered the lives of thousands of individuals throughout the region. Her work is not done, however, and she is moving on to fuse her love of dogs with her deep passion for aiding people with disabilities.

Madam Speaker, I rise today with my colleague Representative Woolsey in honor of John McCue, who is retiring as CEO of the non-profit organization Becoming Independent, after 21 years of work on its behalf. Mr. McCue has been hugely influential in establishing and expanding the programs that Becoming Independent offers, and this hard work has been reflected by the remarkable success of participants in their programs.

Mr. McCue was born in Hartford, Connecticut, and received his Bachelor's degree from California State University, Fullerton in 1971. He has 36 years of experience in disability services, and has a credential in adult education. Mr. McCue joined Becoming Independent in 1981 as a program director before becoming CEO in 1986. In 1991 he received his Masters in Public Administration from Sonoma State University.

During Mr. McCue's tenure as CEO, Becoming Independent has dramatically expanded the range of services available to persons with disabilities in Sonoma County, while retaining a high quality of service and satisfaction among program participants. Becoming Independent focuses on helping provide individuals with the skills they need to live fulfilling lives through community living support services, which enable individuals with disabilities to live on their own with dignity and responsibility. Vocational education is also a major emphasis in the organization, and with the assistance of Becoming Independent's employment services, hundreds of participants have found rewarding jobs all over Sonoma County. This success has been reflected in the annual gains they have charted in participant employment and earned wages.

In addition to his leadership at Becoming Independent, Mr. McCue has been active in local and state organizations, focusing on benefiting individuals with disabilities. He has been a longtime member of the California Rehabilitation Association, and served as Chair of the Board of Directors from 2004-2005. He is also a board member of the Nonprofits Insurance Alliance of California. He is active in Sonoma County and beyond as a member of the North Bay Housing Coalition, North Bay Developmental Disabilities Services, and Leadership Santa Rosa, among many others.

Madam Speaker, at this time it is appropriate that we thank John McCue for his many years of service to the people of Sonoma County and his work with Becoming Independent. His leadership has been instrumental in providing superb services to individuals with disabilities to help them gain their independence.

Madam Speaker, I rise today to honor Harris Nussbaum, who is being recognized as the first Our Children's Hero honoree by the If Given a Chance Foundation during their first annual ``Chance Encounter'' event. Mr. Nussbaum is being honored for his remarkable work and the positive contributions he has made in the lives of young people in the Napa Valley and beyond.

If Given a Chance was founded in 1994 by a group of concerned Napa citizens who wanted to find ways to help address the myriad problems young people face. In 1995, they made their first awards to a diverse group of young adults who had overcome unusual challenges, including a young single mother, former gang members, and a young man with cerebral palsy. Now, If Given a Chance annually awards $150,000 in scholarships to young people from around the region.

Mr. Nussbaum has been a positive and influential force in the lives of Napa's children for many years. He has been a teacher, helping students overcome the hurdles in their lives. He has founded or directed countless programs to support peer tutoring and community service for young people. His work has enabled people of all ages in our community to take control of their lives, and to reach out and help others who may need support.

Mr. Nussbaum has also been tireless in his work with a wide ranging group of organizations benefiting our community. I have been personally privileged to see the work he did as a founding member and president of Aldea, helping to provide for some of the area's neediest children. As an advisor to the California legislature on educational policy and community service programming, he has lent his expertise to our State's policy makers. He has been of the greatest service to Napa County, serving on the Commissions on Children, Youth and Families; Mental Health Services Act Advisory Board; and the Opera House Board.

Madam Speaker, at this time it is appropriate that we recognize Mr. Harris Nussbaum for his work on behalf of Napa County's children. He richly deserves recognition as Our Children's Hero, and I know he will continue to support the superb services he has helped create for our children.

Madam Speaker, unfortunately, I was unable to travel to Washington for votes.

However, I want you to know I would have recorded ``yes'' votes for these recorded votes. They included: (1) H. Res. 257--Supporting the goals and ideals of Pancreatic Cancer Awareness Month, and; H. Res. 643--Recognizing September 11 as a day of remembrance, extending sympathies to those who lost their lives on September 11, 2001, and their families, honoring the heroic actions of our nation's first responders and Armed Forces, and reaffirming the commitment to defending the people of the United States against any and all future challenges.

Mr. Speaker, I rise in support of H.R. 3580, the Food and Drug Administration Amendments Act of 2007. This bill necessarily reauthorizes the Prescription Drug User Fee Program, the Medical Device User Fee Program, and Food and Drug Administration, FDA, authority to grant an additional 6 months marketing exclusivity to a manufacturer of a drug in return for FDA requested pediatric use, for 5 years, through 2012. The act also addresses a variety of other issues of importance to the FDA and to the Nation regarding pediatric medical device safety and improvement, research equity, and pharmaceuticals, a foundation for the FDA, better ways to deal with potential conflicts of interest, clinical trial databases, and measures to increase the post- market safety of drugs. All of these issues are important, but I believe that one of the most important sections of the bill regards additional steps to ensure the safety of our Nation's food.

Mr. Speaker, today we live in a global community, exchanging goods and services with countries around the world. Every country is different, and possesses differing standards, quality assurance, public health infrastructures, safety testing capacity, and desire and ability to secure shipments and distribution systems. Additionally, each must deal with a unique set of threats--naturally caused and intentionally generated. Much of the food on America's dinner tables comes from beyond our borders, and as we all know, despite the best efforts of a small number of dedicated personnel, much of that food comes into the country without being inspected. Also, whether the food comes from outside or inside the United States, the distribution systems are largely unsecured. This legislation is a tremendous step forward-- increasing inspections, improving research, and giving FDA the necessary authorities to inspect, trace, quarantine, and recall certain imported food to ensure safety.

Al Qaeda and other extremist organizations have indicated the desire to use agroterrorist means to attack our food supply. There is also increasing evidence to indicate that these organizations have been recruiting personnel with the scientific and technical know-how to accomplish these means. Additionally, over the past few decades, we have seen cases in the United States of intentional tampering of over- the-counter pharmaceuticals and controlled substances, resulting in illness and death throughout the country.

As the committee with oversight of the Department of Homeland Security, DHS, the Committee on Homeland Security works diligently to ensure that DHS effectively executes and manages its duties, and where appropriate, ensures that DHS works collaboratively with other Federal agencies. DHS, through Immigration and Customs Enforcement, often partners with FDA to investigate food and drug tampering and contamination cases. Customs and Border Protection, as well as the United States Coast Guard, also have roles in interdicting and inspecting contaminated shipments as they cross borders and seas into the country. I am pleased that this legislation requires the Secretary of Health and Human Services, HHS, to notify the Secretary of the Department of Homeland Security when an HHS entity believes food has been adulterated. Information-sharing is critical to effective, timely response to threats and a more secure homeland.

This legislation addresses a number of important aspects regarding food and drug safety and security. Actions we take now to better secure our food and drugs against contamination, adulteration, and terrorism will add to our overall homeland and transnational security.

I encourage my colleagues to pass this legislation with strong bipartisan support.

Mr. Chairman, I would like to thank the chairman and subcommittee chairman, Mr. Oberstar and Mr. Costello, and their staff for the good work they did on this bill, but, more specifically, for including provisions from my passengers' bill of rights legislation into the manager's amendment, which will become part of the bill.

These provisions are going to set a standard that will ensure the flying public will be treated appropriately when they experience delays. It will require a deplaning plan and standard. And when delayed on the tarmac, it will ensure that these folks have clean and safe water, proper air circulation, and clean and working restrooms.

This is a great success for the flying public, and I want to thank everyone for making this happen. But I want to remind everyone that our job is not done. We are going to have to continue to provide the oversight to ensure that the airlines and Department of Transportation do their jobs and that these provisions do, in fact, provide the protections that these people flying deserve.

So thank you very much, and I look forward to voting in favor of this bill.

Madam Speaker, I rise today to honor the Community Health Clinic Ole for its efforts to bring healthcare to the underserved communities of Napa County. By providing the highest quality medical and dental services, Clinic Ole has become an essential part of the health and well-being of Napa County residents.

In the early 1970s, 13 percent of Napa County's population was Mexican American but few had health insurance or access to adequate medical care. At a meeting of Napa Valley Latinos, a farmworker named Placido Garcia asked, ``Why don't we have a health clinic in Napa?'' Inspired by this question, a committed group of community members began working together and, just a few months later, Clinic Ole opened its doors for the first time on September 17, 1972, in a small building in Rutherford. It was the first clinic in the county to provide healthcare to the local and migrant agricultural workers of the Napa Valley community.

The clinic has since grown by leaps and bounds. It began with only a few volunteer staff and physicians, but today has over 115 employees providing the highest quality medical and dental care to over 20,000 patients annually in the Napa Valley. They remain committed to their original goal of providing affordable healthcare and, although 70 percent of their patients earn incomes below the Federal poverty level, they are proud to say that no one is denied care at the clinic because of an inability to pay.

Madam Speaker, it is fitting at this time that we thank the Community Health Clinic Ole for their tireless efforts to ensure that high quality healthcare is accessible to all members of our community. Its growth from a small clinic to a pillar of the Latino community is a testament to the talents and dedication of the staff and volunteers, and I look forward to seeing it continue to thrive for many years to come.

Madam Speaker, I rise today to honor Buena Vista Carneros on the 150th anniversary of the founding of this historic estate. Buena Vista Carneros was the first premium winery established in California, and 150 years later it remains one of the leading wineries in, the world's foremost wine producing region.

The estate was founded in 1857 by Hungarian Count Agoston Haraszthy after he was introduced to the Sonoma wines by General Mariano Guadalupe Vallejo. General Vallejo learned of his interest in winemaking when the Count first arrived in the Sonoma Valley, and after a tasting session the Count decided to remain in the region and plant his own vineyards. With the success of the winery, Count Haraszthy was commissioned by the California State Legislature to travel through Europe in order to gather the finest European cuttings to bring back to California. In total, the Count gathered more than 100,000 cuttings of 350 varietals for the nascent California wine industry. In 1969, in recognition both of his famous winery and his contribution to California viticulture, Congress recognized Count Haraszthy as `The Father of Californian Winemaking'. Today, Buena Vista Winery and Vineyards is recognized as a California Registered Historic Landmark.

Buena Vista winery's storied history truly takes off with the acquisition of 700 acres in the Cameros appellation in 1969. This initial holding was quickly expanded to a total of 1,000 acres, and coincided with the rise to prominence of the Carneros region, built largely on a reputation for producing excellent cool-weather wines. Since that time, as Sonoma Valley has gained prominence as one of the world's premier wine regions, Carneros' fame has continued to rise. In 2005, Buena Vista winery was renamed Buena Vista Carneros to coincide with a replanting of its estate vineyards into small blocks arranged to best capture Carneros' subtle variations.

Madam Speaker, it is appropriate at this time that we acknowledge Buena Vista Carneros on the 150th anniversary of its founding. As California's first winery, Buena Vista Carneros is truly a testament to the enduring quality and character of California wine, and today it remains among the Sonoma Valley's finest wineries.
