Floor Statements

Madam Speaker, I rise today to recognize Mr. Charles Meng, who is being honored this evening on the occasion of his retirement after 20 years of service on the Napa Valley College Board of Trustees. Mr. Meng is retiring from the board to serve as a commissioner on the Accrediting Commission of Community and Junior Colleges, Western Association of Schools and Colleges.

Charles has dedicated his life to serving his country and his community. He graduated from West Point in 1957 and was a commissioned officer in the U.S. Army Corps of Engineers. He went on to serve as a senior engineer manager in the U.S. Navy's nuclear submarine program. He is completing his fifth four-year term on the Napa Valley College Board of Trustees and was also elected to the Association of Community Colleges Trustees Board in 2004. He has served on many community college accreditation teams and is an expert on community college governance. Charles was the NVC Board's representative on a number of critical college committees, including the Technology Plan Development, Napa River Flood Control project and Mare Island Naval Shipyard closure. He was also on the committees to hire three college presidents.

As the current president and longest serving member of the board, Charles is admired and respected by the entire campus as well as the community at large. An engineer by trade, he is known as a highly intelligent, focused and analytical leader. He is a consensus builder but will not budge on his commitment to preserving access to higher education for all. One of the ways he has demonstrated this commitment is by serving on my service academy review panel, interviewing young people from my district seeking nomination to our Nation's service academies. As a West Point graduate himself, Mr. Meng's insights and experiences serving our country were invaluable in this process. Due to his guidance and support, many were able to fulfill their dream of serving our country as he has.

Madam Speaker and colleagues, it is appropriate at this time that we thank Mr. Charles Meng for the incredible work he has done on behalf of the students of Napa Valley College and for the work he will undoubtedly continue to do. Napa Valley College is a premier institution for higher learning and will remain that way due in large part to his efforts. I join his family and everyone in the Napa Valley College Community in wishing him continued success and fulfillment.

Madam Speaker, I rise today in recognition of the 75th anniversary of the Scotia Band, a community band formed in Humboldt County, California in 1935. The Scotia Band is a living legacy of America's musical heritage and a fixture on the North Coast of California.

The 35-piece, marching Scotia Band was established in 1935 by employees of The Pacific Lumber Company, later welcoming other musicians of the community. Women were encouraged to join during World War II, with the first woman president, Alice Gunnerson, serving from 1950-51. Local students have also participated, establishing the Scotia Band as an important part of music education in the region. Over the years, the band has involved over 700 musicians and conducted over 3,600 rehearsals.

In 1960, Sewell Lufkin was appointed band leader. A local elementary school teacher and World War II veteran, he instilled his abiding appreciation for music in his students. After his death in 1978, the Scotia Band established the Sewell Lufkin Memorial Scholarship, which continues to support Humboldt County students pursuing music education.

The Scotia Band continues to perform traditional and contemporary concert music at annual events and one-time commemorations throughout the county. Under the leadership of the current band leader, Michael McClimon, smaller ensembles have been formed, including the Scotia Dixieland Band, the Tijuana Brass Group, the Scotia Brass Choir, the Scotia Ragtime Band and the Saxophone Quartet.

Humboldt County is proud to be the home of the Scotia Band, an historic and cultural institution that over the years has enriched the lives of many thousands of people. From the Blessing of the Fleet to the Fortuna Apple Harvest Festival, the Scotia Band has performed at hundreds of community functions that celebrate the cultural richness of the region. Their music continues to touch new generations and remind us of the traditions that make America great.

Madam Speaker, it is appropriate at this time to recognize the Scotia Band on the occasion of its 75th anniversary of outstanding musical performance and education to our community.

Madam Speaker, I rise today to commemorate the civic accomplishments and dedicated public service of J. David Colfax who has served on the Mendocino County Board of Supervisors for the past 12 years.

As supervisor, educator and exemplary citizen his service has benefitted the ruggedly beautiful Mendocino County in northern California where he has lived with his wife Micki since 1973. He has served on many boards, committees and organizations including the Mendocino County Office of Education, First 5 Mendocino, the Economic Development and Finance Corporation, the North Coast Railroad Authority, the Criminal Justice Board Standing committee and the Local Agency Formation Committee.

David and Micki raised four sons whom they homeschooled on their Shining Moon ranch, where they built their own house and raised award winning goats. Their children went on to such universities as Harvard and Yale and all are working in professions that give back to others. David and Micki authored the book Home Schooling for Excellence which continues to inspire. And they wrote Hard Times in Paradise about their transition from their urban lives in the eastern United States to their rural ranch outside of Boonville not far from the Pacific Ocean.

During his three terms as a Mendocino County Supervisor, David has represented his geographically diverse district that ranges from the coast to 4,000-foot ridges to valleys and includes at least five watersheds. He has won the support of constituents who are entrepreneurs, fishermen and women, winemakers, brewmasters and mavericks of many persuasions. With a college professor style and animated discourse, David Colfax has served with passion and dedication.

Madam Speaker and colleagues, David Colfax has earned the admiration and respect of his peers, his community and his family. He is a friend and colleague whose legacy and contributions are long lasting in Mendocino County. For these reasons, it is appropriate that we honor J. David Colfax.

Madam Speaker, I rise today, with my colleague, Congresswoman Lynn Woolsey, to recognize Steven M. Woodside who is retiring after 11 years as Sonoma County Counsel.

The 43-person County Counsel office, provides legal services to county departments, more than 25 special districts, as well as to the Board of Supervisors, the Grand Jury, Agricultural Preservation and Open Space District, Sonoma Marin Area Rail Transit District (SMART), Sonoma County Water Agency (SCWA), Sonoma County Retirement Association (SCERA), Local Agency Formation Commission (LAFCO), and the Sonoma County Transportation Authority (SCTA).

County Counsel attorneys regularly appear in court on behalf of County departments on such matters as juvenile dependency cases, code enforcement actions, bail recovery, and mental health competency hearings.

During his tenure, Mr. Woodside reduced his department's operating costs and dependency on county general funds and organized the office into four practice teams, Land Use, Health and Human Services, Litigation and Justice, and Infrastructure. He encouraged his staff to become involved in state-wide issues and many of his team are now recognized leaden and experts in child dependency issues, land use and energy independence programs, endangered species and natural resource protection.

Mr. Woodside has served as a member and Chair of the Statewide County Litigation Coordination Committee from 1992 through the present and in this capacity, helped coordinate the participation of California's 58 counties in litigation of statewide significance. As Chair of the State Assessed Property Tax Committee of the California Association of Counties, he was the chief negotiator on a successful billion dollar property tax settlement action.

His other professional affiliations include serving as President and member of the Board of Directors of the County Counsels' Association of California and Adjunct Professor of Law and member of the Board of Visitors at Santa Clara University School of Law.

Mr. Woodside has a dual Bachelor of Arts Degree from the University of California, Davis and Santa Cruz and a Juris Doctor from University of California at Berkeley School of Law (Hoak Hall). Upon graduation from law school, he joined the Santa Clara County Counsel's office and eventually was named head of the department.

Madam Speaker, Steven Woodside has spent most of his career in public service to the people of the State of California. It is therefore appropriate that we recognize and honor him today and wish him well in his retirement.

Madam Speaker, I rise today with my colleague, Representative Lynn Woolsey, to honor Dr. Carl Wong, an outstanding educator for 38 years who is retiring as the Sonora County Superintendent of Schools. Dr. Wong is a distinguished director whose work in this elected position provides countywide leadership, support, and fiscal oversight for the K-12 public school system, which is comprised of 40 school districts and 71,000 students.

A dedicated educator committed to the philosophy of public school education and to the welfare of students, Dr. Wong is a first generation Chinese-American from humble origins. Living in the federal housing projects in Valero, California where his father was employed at the Mare Island Naval Shipyard, Dr. Wong graduated from Napa High School and first pursued a career as a machinist at the Shipyard. Enrolling in night school through Napa Community College, Dr. Wong earned his degree and teaching credential at Chico State University. He began his career in education as a math and industrial arts teacher at Helix High School in San Diego County, later returning to school to become a counselor and administrator. As a full-rime faculty member and administrator, Dr. Wong earned his Ph.D. in education from Northern Arizona University.

In 1997, Dr. Wong returned to his home in Northern California, becoming superintendent of Petaluma City Schools, the second largest school district in Sonoma County. In this post, Dr. Wong successfully pioneered a framework to build collaboration and understanding between the district's major divisions to better serve youth. First elected Sonoma County Superintendent of Schools in 2002 and re-elected in 2006, Dr. Wong is credited with working with the County Board of Education, district and school administrators, and faculty to restructure and better serve local districts, helping them align themselves toward more continuity while building consensus for a shared, countywide vision.

The recipient of many awards and recognitions, Carl Wong is a compassionate mentor, both to students and to colleagues. His background gives him a unique understanding of students who don't excel in traditional academic settings. He is a tireless advocate whose goal is to prepare all students to become productive citizens engaged in the democratic process. An active community speaker, Dr. Wong gives generously of his time and energies, serving on numerous boards and councils, including the Board of Supervisors' appointee to the Sonoma County Workforce Investment Board, the United Way of Wine Country Board, and the Santa Rosa Mayor's Gang Prevention Task Force.

Madam Speaker, Dr. Carl Wong is a very talented man, a man of remarkable commitment and it is therefore appropriate to honor him today and to wish him well in his next endeavor. Congratulations, Carl Wong--you will be missed!

Madam Speaker, I rise today to honor Helen MacLeod Thomson for her 36 years of public service that began in 1974 when she was elected as a member of the Davis Joint Unified School District Board of Education and where she served 3 terms. She was elected to the Yolo County Board of Supervisors in 1986 and re-elected in 1990 and 1994. In 1996 she won the 8th district seat in the California State Assembly where she served three terms.

As a legislator Thomson chaired both the Health Committee and the Select Committee on Mental Health and served on numerous standing and select committees. She was on the leadership teams of four Speakers, including as Majority Floor Whip and Assistant Speaker Pro Tem. She led legislative efforts to reform the state-local government fiscal relationship and to end discrimination against those who suffer from serious mental illness.

Assemblywoman Thomson authored 81 bills signed into law by both Democratic and Republican governors. Most notably was AB 88, the mental health parity bill, which ended the historic discrimination in insurance benefits for those who suffer from mental illness and AB 1421, ``Laura's Law,'' which established a court ordered program of Assisted Outpatient Treatment for those persons who are severely mentally ill. Thomson's legislation spanned a spectrum of subjects including local government finance, civil grand jury reform, highway safety, county social services delivery, water conservation, and the rights of the disabled.

In 2002, when her assembly term ended, Thomson again was elected to the Yolo County Board of Supervisors and was re-elected without opposition in June 2006. She will retire at the end of her term in December 2010. Supervisor Thomson has served on a variety of local and statewide boards. Of continuing importance to her is the Children's Health Initiative, which works to insure children 0-18, who are not covered by other health insurance programs, the Yolo Indigent Health Medical Services Program and the county's alcohol, drug and mental health programs. A registered nurse, she is a member of the National Advisory Committee for the newly established Betty Irene Moore School of Nursing at UC Davis.

A champion of Yolo County agriculture, Supervisor Thomson is a founder of the Yolo Land Trust and this year was awarded its 2010 Thomson-Rominger award for her decades of work in land conservation. A major goal of her county service was the adoption of the new County General Plan in December 2009. This 2030 General Plan continues Yolo County's historic preservation of agricultural lands, natural resources and open space, while creating opportunities for strategic economic development. It emphasizes policies that address issues of ``smart growth'' and climate change.

Madam Speaker, it is appropriate at this time to acknowledge and thank Helen M. Thomson for her 36 years of exemplary leadership and her lasting contributions that have

done so much to directly improve the lives of those she has so ably represented.

Madam Speaker, I rise today to recognize Judge William C. Harrison, who is retiring after serving 20 years as a Superior Court Judge in Solano County, California.

Judge Harrison was appointed to the bench in 1990 by California Governor George Deukmejian. He twice served as Presiding Judge of the Courts and was Supervising Judge of the Civil Division for four years, the Criminal Division for two years and the Vallejo Branch for two years. He is a past judge of the Juvenile Delinquency and Dependency Calendars and past probate judge. He currently serves as President of the Solano County Law Library Board.

He served as a member of the Executive Board of the California Judges Association and was a member of its Public Information and Education Committee and the Probate and Mental Health Committee. He served as President of the organization in 2000-2001.

Judge Harrison was also a member of the Judicial Council of California, the policymaking body of the California courts, which is the largest court system in the Nation. He served as Vice Chair of the Council's Internal Rules and Project Committee and Chair of the Internal Litigation Management Committee. He has also served as an instructor and facilitator for the California Center for Judicial Education and Research, the educational arm of the Judicial Council which provides continuing education to California's judges, and is currently co-chair of the Presiding Judges and Court Executive Officers Executive Committee.

For the last eight years, Judge Harrison has served by appointment of the Chief Justice of California on working groups and task forces dealing with judicial selection, court fees, the transfer of court facilities to the state, and court security.

Madam Speaker, Judge Harrison has served his community well and has distinguished himself throughout his career as an attorney practicing in Vallejo, California and as a member of the bench. It is therefore appropriate that we acknowledge his many contributions and wish him well on his retirement.

Madam Speaker, I rise today to recognize Mr. Kenneth Roberts, who is celebrating his 80th birthday this Saturday. Mr. Roberts is being honored at a luncheon to commemorate this milestone along with his years of service to the community.

Mr. Roberts was born in Washington State in 1930. He went on to serve as a Buck Sergeant in the United States Marine Corps during the Korean War before settling in Lake County with his wonderful wife, Irene. He had a long and fruitful career with Homestake Mining and retired in 1995.

Mr. Roberts is a committed activist and outdoorsman. He is known for his patience, tolerance and kind demeanor, but he'll never shy away from a lively debate on the issues. He is an avid hiker who is a member of the Redbud Audubon Society and Sierra Club. His commitment and passion for his community has also manifested itself in his work with the Lake County Adult Literacy Coalition. Ken mentored three Hispanic adults in reading and writing English and tutored one in preparation for the U.S. Citizenship exam, which his student passed.

Madam Speaker and colleagues, it is appropriate at this time that we thank my friend Mr.

Kenneth Roberts for the work he has done on behalf of the people an environment of Lake County and wish him a happy 80th birthday. I join his 7 children, 18 grandchildren, 30 great grandchildren and 3 great- great grandchildren in wishing him continued good health and fulfillment.

Madam Speaker, I rise today with my colleague Congresswoman Lynn Woolsey to recognize Paul Kelley who is retiring after 16 years as a member of the Sonoma County Board of Supervisors. Congresswoman Woolsey and I have the distinct privilege of representing Sonoma County and both of our tenures in the House have coincided with Mr. Kelley's tenure on the Board of Supervisors.

Supervisor Kelley represents the northern most supervisorial district in Sonoma County, which is home to one of the finest wine grape-growing and wine-producing regions in the world. His support of agriculture and agriculture-related industries is deep seated. He grew up on a small farm outside of Santa Rosa and spent his summers as a youth working on neighboring ranches and farms in the area. As a supervisor, his work included helping to bridge the gap between the water needs of farmers and fisheries, in supporting measures that guaranteed that 22,000 acres in his district would be protected under the county's Agricultural Preservation and Open Space District acquisitions and encouraging businesses and farmers to embrace green technology.

Supervisor Kelley also helped create new parks and recreational facilities throughout his district, including the Boys & Girls Club in Windsor, and renovate existing youth facilities in Cloverdale, Healdsburg and Larkfield-Wikiup.

He was the key proponent of returning commercial air service to the Charles M. Schulz/Sonoma County Airport. The regional airport now has daily flights to four western cities.

Supervisor Kelley's special assignments on the board included membership on the Sonoma County Transportation Authority, the North Coast Rail Authority, the Water Agency Committee, the Local Agency Formation Commission (Chair), the Eel Russian River Commission (Chair), the Redwood Empire Association, the North Coast Air Pollution Control District, the North Coastal Counties Supervisors' Association, the Public Policy Facilitating Committee, the Sonoma County Advertising Program, the Sonoma County Indian Gaming Local Community Benefit Program and the Association of California Water Agencies (President).

Madam Speaker, after 16 years of public service to the people of Sonoma, Paul Kelley deserves to enjoy the riches of this new phase of his life as a water and transportation consultant. We wish him well.

Mr. Speaker, I rise in strong support of H.R. 6387, a bill to designate the facility of the United States Postal Service located at 337 West Clark Street in Eureka, California, as the ``Sam Sacco Post Office Building''.

Sam Sacco served as Mayor of the City of Eureka from 1975-1979. He owned and operated an insurance agency in Eureka, where he served the community for 30 years--helping families and responding to every crisis with warmth and generosity that is remembered to this day. Sacco was an ardent advocate for working families and fought vigorously to make sure their interests were protected. His life's mission was to put an end to injustice and help those less fortunate. Mayor Sacco is survived by his wife, Mary Beth; sons, Jim and Sam; and daughter, Lisa. He is fondly remembered by his community.

I am honored to bring this bill to the floor and hope that Sam Sacco's legacy will live on, encouraging others to serve their community to the best of their ability.

Mr. Speaker, I rise in strong support of H.R. 6237, a bill to designate the facility of the United States Postal Service located at 1351 2nd Street in Napa, California, as the ``Tom Kongsgaard Post Office Building''.

Tom Kongsgaard was a Napa County Superior Court Judge from 1958 to 1984. As a judge, he missed only one day of work throughout his entire career. He served two terms on the California Judicial Council, was a member and chairman of the Judicial Performance Commission, and was a member of the Board of Directors of the California Judges' Association.

Tom attended Georgetown University before enlisting in the Navy during World War II. He was a Naval officer in the Pacific Theater, and was stationed at Mare Island Naval Shipyard in Vallejo by the end of the conflict. He returned to school and studied at U.C. Berkeley, then received a law degree from Stanford. Tom had a passion for public service and justice.

He is survived by his two daughters, Mary Williams and Martha Goldman; his son, John; seven grandchildren and one great- granddaughter.

A retired Napa district judge said of Tom, ``He was a prince of a man and a towering leader in this community, both on the bench and off. He was a role model for all.''

I am honored to bring this bill to the floor and hope that Tom Kongsgaard's legacy will live on, encouraging others to serve their community to the best of their ability.

Madam Speaker, I rise today in recognition of the 100th anniversary of the Yolo County Library. Yolo County Library was created as one of eight original California county libraries with the establishment of state legislation in 1910. Originally known as the Yolo County Free Library, it began in partnership with the Woodland Public Library.

As the agency responsible for public access to information and literacy, Yolo County Library initiated the first school library system in California, supplying books, maps, records, globes and other materials to schools throughout the county, eventually becoming the model for other counties.

Yolo County Library has provided countless hours of public service, superior customer interaction and valued children's and family programming that serves more than 690,000 customers annually. It also circulates more than 1.5 million items and hosts 1,176 programs for more than 23,098 children, teens and adults.

As a cornerstone of social democracy, Yolo County Library continues to provide innovative and free services: information about job and career opportunities; resources for lifelong learning and pursuit of personal and professional development; reliable information

through authenticated database and electronic resources; access to the Internet; family friendly facilities with resources that support early literacy and school readiness; quality programs and services to promote youth development, literacy and lifelong learning.

The Yolo County Library has remained committed to public service that builds communities through the establishment and support of school libraries, bookmobile services and outreach to underserved people and expanding communities, in partnerships with private and public organizations and collaborations with sister libraries and systems.

Yolo County Library and its staff serve thousands of people each day through seven branch libraries in Clarksburg, Davis, Esparto, Knights Landing, West Sacramento, Winters and Yolo and through system-wide services at Central Library Services, YoloLINK, Yolo Reads (Adult Literacy) and the Yolo County Archives and Records Center--providing critical services that no other agency provides.

The Yolo County Library, in partnership with the Yolo County Board of Supervisors, a myriad of private and public entities, the Friends of the Library and other groups has constructed two new facilities and is renovating a third in the span of two years.

Madam Speaker, it is appropriate at this time for us to acknowledge and thank the staff, volunteers and supporters at the Yolo County Library, both past and present, who have done so much to enrich the lives of residents, and to congratulate them on a flourishing and beloved library system.

Madam Speaker, I rise today with my colleague, Rep. Lynn Woolsey, to honor the Benziger Family, whose economic, environmental, and philanthropic contributions in the Sonoma Valley have earned its businesses due recognition as 2010 Sonoma Valley Business of the Year. Both Benziger Family Winery and Imagery Estate Winery have pioneered a sustainable approach to agriculture and a humanitarian approach to business. Their active presence continues to strengthen and enrich Sonoma Valley communities.

Starting in the mid-1990s, Benziger Family Winery began its transition into biodynamic agriculture. They eliminated chemicals and other artificial elements in favor of a more holistic and organic method that capitalizes on the vitality of a vineyard that is allowed to thrive in a natural state. Benziger Family Winery has even been recognized by the National Resources Defense Council for its water conservation strategies. Imagery Estate Winery was founded in the same tradition, and the result is not only a greener footprint, but richer and more distinctive products that embody their unique places of origin. Indeed, Benziger Family Winery and Imagery Estate Winery have earned reputations as producers of exceptional quality not only in California, but worldwide.

The Benziger Family has brought the same care and commitment to its active role in Sonoma Valley communities, supporting local

charities and volunteerism. It has been particularly instrumental in supporting Becoming Independent, a North Bay nonprofit dedicated to empowering people with developmental disabilities, and its wineries are a regular presence at the Sonoma Valley Harvest Wine Auction. Earlier this year, Benziger Family Winery also joined with the local Red Cross to support earthquake relief efforts in Haiti and in Chile.

Madam Speaker, I ask you to join us in thanking the Benziger Family for its contributions to Sonoma Valley, and in congratulating its wineries on their success and well deserved recognition. Benziger Family Winery and Imagery Estate Winery are powerful examples of the value of community-minded business, and Sonoma Valley is stronger because of them.

Madam Speaker, I rise today in recognition of the 30th Anniversary of Redwood Community Action Agency (RCAA) in Eureka, California. Since its establishment in 1980, RCAA has been a leader in serving Humboldt County's low- and moderate-income residents. The agency has developed programs that help people become more self-sufficient and empowered to improve their own lives. Over the years, thousands of individuals, families and children have received assistance and, in return, given back to our community.

Redwood Community Action Agency has implemented a wide range of services that create jobs, provide affordable housing, assist with housing rehabilitation support families and at-risk youth and improve home energy efficiency. They have provided emergency shelter for the homeless, job training and employment readiness programs and promoted the health of our communities and watersheds through habitat enhancement and multi-use trail networks. Through their innovation, commitment, expertise and diligence, they have brought millions of dollars into our community over the past thirty years.

Redwood Community Action Agency is an extraordinary example of success. Through their effective collaboration with other organizations and governmental entities they identify social and environmental needs, work to improve current services and seize every opportunity to serve low- and moderate-income people in our region.

Madam Speaker, it is appropriate at this time that we honor the accomplishments of the Redwood Community Action Agency on the occasion of their 30th Anniversary and wish them continued success in bringing hope and opportunity to Humboldt County, California.

Mr. Speaker and Members, I rise in support of this legislation in part because it will help level the playing field for America's renewable energy manufacturers. China has time and again turned to unfair trade practice to promote their manufacturers, and it is time we put a stop to that.

For example, solar panel technology was developed in America. Yet in 2008, China became the largest producer of solar panels in the world. Right now it is cheaper to purchase Chinese-made solar panels here in the United States because of China's manipulated currency. This is unacceptable.

In my district our solar manufacturers compete on a global scale, but they are at a huge disadvantage because of China's current policy.

The solar and renewable energy sector creates tens of thousands of jobs, generating more jobs per megawatt of capacity than any other energy technology.

Further, petroleum currently accounts for half of our total trade deficit. By investing in and supporting our renewable energy manufacturers, we can help close our trade deficit and stop giving monies to countries who, in about 40 percent of the cases, are not our friends.

It is time to support American jobs, American renewable energy manufacturers, and, again, bring those jobs home. I urge my colleagues to vote in favor of H.R. 2378.
