Mr. Speaker, I rise today to honor and recognize the late John Graham, Jr. as the committed family man he was and will continue to be in memory.

While at Poquoson High School, he won notable achievements such as: becoming Virginia's Boys State Representative, being elected President of his Senior class, and was a brilliant athlete. John was such a brilliant athlete he not only received the role of Captain his junior and senior years of high school, he also was recognized as ``Little All American'' during his football career in college. His drive to play and contribute to his teams got him inducted into the RMC Hall of Fame in 2015.

While working for NASA he was a fundamental contributor to groundbreaking missions. John was critical in developing and building the budding space program, even working alongside the original astronauts. He also held crucial roles in the development of the Mercury, Gemini, and Apollo space programs.

Unfortunately, right before John was eligible to retire from NASA, he was confronted with a decision that would change his life forever. His father was fighting through a tough battle with pancreatic cancer and asked John to take over the family business in his stead.

Showing true sacrifice and dedication to his family, John decided to leave his career at NASA in order to preserve his family's seafood business: Graham & Rollins. Keeping the spirit of a true family business, John brought his children and wife Sandra Graham to work alongside him, further cementing how his family was always a top priority. As President of Graham & Rollins, John expanded the company threefold, leaving a family legacy to his children and grandchildren.

During his successful career within the family business, John also took the time to mentor his sons and grandsons in wrestling. Due to his mentorship, his sons were able to blossom in the sport and each hold notable records. With a renewed sense of love for the sport, John had a vision to expand the fan base of wrestling. That's why he helped create the Peninsula Wrestling Association as well as founding the Virginia Duals. He even went on to serve as the team leader for the Olympic wrestling team in 1988 and 1996. Due to his contributions to the sport, John was awarded the Order of Merit for the National Wrestling Hall of Fame and was inducted into both the Virginia Wrestling and Lower Peninsula Halls of Fame.

John will always be known for his devotion to his family, his love for sports, and his unwavering commitment to give back to his community.

Mr. Speaker, I ask you to join me in recognizing John Graham, Jr. and to thank his wonderful family for giving me the pleasure of acknowledging him and recognizing the kindness he shared with the world around him.

Madam Speaker, I rise today to urge support of H. Res. 863, the Articles of Impeachment against Homeland Security Secretary Alejandro Mayorkas.

It is clear that Secretary Mayorkas has willfully and systematically refused to comply with U.S. immigration law. An average of 5,000 illegal immigrants are being released into the United States each day, which is a flagrant abuse of immigration laws passed by Congress governing the parole, detention, and removal of illegal immigrants.

For 3 years, Secretary Mayorkas has refused to enforce the laws passed by Congress. He has abused his authority as a Cabinet Secretary. He has misled Congress and the American people about the crisis and the role his actions and decisions have played in sparking and facilitating it.

As a result, we see record amounts of daily fentanyl flowing into our communities, rising crime across our country, and a massive strain on our localities, schools, and community services.

Since Secretary Mayorkas' tenure, over 300 individuals on the terrorist watch list trying to illegally enter the United States at the southern border between ports of entry have been apprehended by Border Patrol agents.

Madam Speaker, cartels in Mexico are empowered to expand lucrative trafficking and smuggling operations across our porous southwest border.

The actions of Secretary Mayorkas have led to a complete humanitarian and national security catastrophe.

Congress must hold the executive branch accountable when they fail to uphold the oath of office.

Madam Speaker, I urge my colleagues to join me in voting in favor of H. Res. 863.

Dear Representatives Wittman, Soto, Graves and Veasey: As

businesses that have experienced the negative impacts of

shark depredation, we are writing to express our support for

the Supporting the Health of Aquatic systems through

Research, Knowledge and Enhanced Dialogue (SHARKED) Act.

Collectively we represent charter captains, tackle shop

owners, equipment manufacturers, and other sportfishing-

related business leaders. Saltwater recreational fishing is a

major economic driver in coastal communities throughout the

country, with more than 13 million saltwater anglers

supporting 595,000 jobs and generating $98 billion in sales

every year.

This bill brings focus to the increasing challenge of shark

depredation, which negatively impacts fishing experiences,

risks the safety of sharks and humans and threatens the

sustainability of fish populations.

Shark depredation occurs when a shark eats or damages a

hooked fish before an angler can reel in their catch. In

general, the possibility of depredation occurring is accepted

as a natural part of fishing. However, in recent years the

frequency of shark depredation has increased rapidly in many

parts of the country, likely due to increasing fishing

activity, increasing shark abundance and depredation becoming

a more frequently learned behavior.

As some of the nation's leading conservationists,

recreational fishermen firmly believe that safeguarding our

marine ecosystem is of utmost importance. Sharks play a vital

role in maintaining balance in the marine ecosystem. However,

shark depredation is escalating to a level that is

detrimental to all involved, exposing sharks to potentially

harmful fishing gear and putting anglers in dangerously close

proximity to these apex predators. As the rate of shark

depredation has increased, fishermen have become increasingly

frustrated by the issue and a lack of response from the

fisheries management community. It is a complex issue with no

simple solution, but there are policy, research, management

and education tactics that warrant exploration to help

mitigate the issue. Shark depredation touches on many federal

and state jurisdictions. Unfortunately, because no single

entity has responsibility to address it, very little is being

done.

The SHARKED Act would establish a task force that would be

responsible for improving coordination and communication

across the fisheries management community on shark

depredation, as well as identifying research priorities and

funding opportunities. This bill would be a critical first

step toward addressing shark depredation nationally and

establishing foundational knowledge that can be used to

improve future management, education and research actions.

By implementing efforts to minimize interactions between

sharks and anglers, the SHARKED Act will advance conservation

for the benefit of sharks, anglers, fisheries and the

economy. We are grateful for your support of this bill and

for providing a voice to the recreational fishing industry.

Mr. Speaker, I rise today to urge support of my bill, H.R. 4051, the Supporting the Health of Aquatic Systems through Research Knowledge, and Enhanced Dialogue Act, also known as the SHARKED Act.

Picture this: A charter boat fisherman takes a group of excited anglers 90 miles off the coast in hopes of reeling in a yellow fin tuna, a snapper, or grouper, or even ensure reeling in a tarpon.

One of the individuals hooks the first fish and starts to fight to reel it in. However, before the fish ever gets to the boat, sharks have completely consumed the fish, all the way up to the gill plates.

This phenomenon is called depredation, which occurs when sharks interfere with fishing activities.

Shark depredation is accepted as a natural part of fishing, but it has become a widespread issue in our waters and has increased rapidly in recent years.

During the House Natural Resources Committee hearing for the SHARKED

Act, we heard from experts discussing the impact of this phenomenon.

According to the American Sportfishing Association, 52.4 million people went fishing in the United States, supporting 826,000 jobs and contributing $129 billion to the economy.

The American Sportfishing Association also found that 87 percent of charter guides surveyed said they experienced depredation with clients, resulting in negative impacts on their businesses.

Anglers are losing their catch and tackle to sharks at alarming rates, and they are understandably becoming increasingly frustrated by it.

Mr. Speaker, I introduced the SHARKED Act to study this issue, evaluate how we can improve sportfishing conditions for anglers while protecting sharks.

This bill establishes a fisheries management task force to focus on identifying research opportunities, recommending management strategies, and developing educational materials for fishermen.

This legislation will help fishermen understand which species of sharks have higher rates of depredation and where you are most likely to run into that species.

It will serve first as a major step in improving communication and coordination among fisheries managers in addressing shark depredation nationwide.

Mr. Speaker, I look forward to passing this bill through the committee and further consideration on the floor, which is where we are today. It has been a great process.

Mr. Speaker, I rise today to recognize First District constituent and U.S. Army veteran, Bill Haneke upon his retirement from the Families of the Wounded Fund Board.

A graduate of Hampton High School and a 1966 graduate of the United States Military Academy, Bill Haneke attended both the Army Ranger and Airborne Schools. After several Infantry assignments in the U.S. and Germany, he served as Commanding Officer of Camp Gates, Marktredwitz, West Germany. He then attended the Army Special Warfare School at Ft. Bragg, NC, where he was trained as an Advisor in preparation for a tour with Advisory Team 37 in Hoa Da District, Binh Thuan Province, South Vietnam in 1968.

Captain Haneke was instrumental in establishing and directing this new Advisory Team with the Vietnamese Regional Forces/Popular Forces. He was awarded three Bronze Star Medals (one with ``V'' for Valor), a Purple Heart, the Combat Infantry Badge, and the Vietnamese Cross of Gallantry for his service in Vietnam.

On November 13, 1968, Bill suffered massive traumatic injuries when he was blown up by a Viet Cong Command Detonated Mine, causing multiple amputations, massive head injuries requiring five neurosurgical operations, severance of his carotid artery, and severe shrapnel wounds over 90 percent of his body. Following his extensive treatment and successful rehabilitation, he earned a master's degree in healthcare and business administration from Virginia Commonwealth University. He has worked for over thirty years managing organizations in all sectors of the Healthcare Field and is a true patient advocate.

Haneke has been a member of MOAA, Blinded Veterans of America, the DAV, Vietnam Veterans of America, as well as continuously volunteering as a patient advocate and counselor for Amputees, Head Injured, and those with severe traumatic injuries. Bill was presented with the prestigious award of the National Veteran of the Year by the Daughters of the American Revolution and is currently serving on the Veterans Service Board of Virginia.

Moreover, Bill is the Co-Founder and Board Member of The Families of the Wounded Fund, Inc., a charity gathering donated funds to provide assistance to family members and caregivers of combat wounded or injured military patients receiving treatment at McGuire Veterans Administration Medical Center, Ft. Belvoir Warrior Transition Medical Center, Walter Reed Medical Center, Hampton Road Medical Center and recently, combat wounded Special Immigration Visa holders from Iraq and Afghanistan service in supporting U.S. & Coalition forces. Under Bill's leadership, Families of the Wounded Fund has awarded 800 family caregiver grants totaling $5.2 million since 2005.

Bill Haneke's memoirs were published with the title Trust Not which recounts the harrowing events in Vietnam where he was given up for dead, until he was miraculously saved by a caring Army medical staff and a voice from above to reassure him.

I congratulate Bill on his recent retirement from the FOTWF Board after 18 years of service. Bill represents the best of Virginia, a Commonwealth made stronger through our ability to keep our promises to our veterans, our military families, and our allies. I thank Bill Haneke for his advocacy, his compassion, and his deep and abiding sense of service to our veterans, our country and our Commonwealth.

Mr. Speaker, I rise today to honor and recognize a friend, leader, and a Marine. In August of 2022, Colonel Adolfo Garcia was hand-selected by the Commandant of the Marine Corps to assume the duties as the Director of the Marine Corps House Liaison Office. Colonel Garcia's selection was the result of an impeccable record of service and his vast experience in the Marine Corps.

Throughout his tenure, Colonel Garcia successfully led the daily operations of the House office through his expertise, professionalism, and mentorship. His acute awareness and in-depth insight knowledge of House procedures facilitated a shared understanding between the Marine Corps and the House of Representatives. His relationship with myself and many other members of Congress is one that we have valued greatly. Colonel Garcia's unique leadership skills and interpersonal abilities allowed him to be an incredible advocate on behalf of the Commandant of the Marine Corps.

Colonel Garcia is a Distinguished Naval Graduate from Texas A&M University graduating with a B.S. in Civil Engineering. Colonel Garcia's command billets include: Platoon Commander, 1st Battalion 11th Marines and Battery Commander in 1st Battalion 12th Marines. As a Lieutenant Colonel, he commanded 1st Battalion, 11th Marines and deployed them to Afghanistan in support of OPERATION ENDURING FREEDOM. The battalion was a composite artillery battalion comprised of Cannons, Rockets, and a Target Acquisition Platoon in general support of the 1st Marine Division (FWD) in Helmand Province. His last command tour was as the Commander, 14th Marine Regiment

In 2023, President Biden nominated Colonel Garcia for the rank of a Brigadier General. On behalf of myself, and all my colleagues in the House of Representatives, we wish him luck in all his future endeavors and success leading Marines of the future. Colonel Garcia will be greatly missed. Semper Fidelis.

Mr. Speaker, I rise today to honor the First Baptist Church of West Point, Virginia. December 21st marked the Church's 150th anniversary.

Since its founding in 1873, the First Baptist Church established itself as a cornerstone of West Point and the surrounding communities. Today, we recognize the First Baptist Church's service to the people of West Point as a place for the faithful to gather in worship, for those in need to receive help, and for the young to be nurtured and educated.

It was from modest beginnings that the First Baptist Church came into being. In 1870, there were fewer than four hundred people living in the village of West Point. Among them was Mrs. Sue Davis, who dreamed of a Baptist Church in her community. Mrs. Davis travelled to Stevensville to contact Rev. Alfred Bagby about starting a Baptist Church in West Point, which he and a group of fifteen other Baptists did when they met on December 21st at 2 o'clock to baptize Clarence Anderson as the first member received into the Church.

Over the next 150 years, the First Baptist Church has had many great pastors. Among them was Rev. Marvin Kerby, who stood as a true example of Godly integrity during his tenure of more than 31 years as Senior Pastor.

His leadership had a profound impact on West Point and the surrounding communities. The Church thrived as a source of spiritual support to those in need, not just in Virginia but the entire world.

Rev. Dr. James Goebel has stood as Senior Pastor of the First Baptist Church for almost nine years. During that time, he has continued the traditions of the great pastors who came before him, ensuring that his congregation will continue to prosper for generations to come.

Therefore, Mr. Speaker, I ask that you rise with me in honoring the First Baptist Church for its dedication to serving the people of West Point for 150 years.

Madam Speaker, war is on our doorstep. With the Russian invasion of Ukraine, Iran's proxy conflict with Israel, North Korea's long-range ballistic missile development, and China's belligerence in the South China Sea, an axis of evil is rising again.

These nations seek to challenge the security of the world that has provided our Nation's prosperity since World War II. We are answering the call with this year's NDAA. We drafted this bill to address the growing national security threats while taking care of our servicemembers.

The bill increases the top line of defense to keep pace with our national security challenges.

It provides a 5.2 percent servicemember pay increase, the largest increase in 20 years. This bill provides a path for COVID vaccine servicemembers to be reinstated.

The bill curbs a reckless administration's diversity, equity, and inclusion appetite that detracts from warfighting.

The bill provides needed force structure focus by retaining critical aircraft and ships, preparing us to deter conflict before 2030.

Madam Speaker, this is the right bill at the right time. We need it urgently to deter catastrophic conflict.

Mr. Speaker, I rise today in recognition of Major Aaron Reep and his service to Virginia's First District and the Nation.

Aaron earned his Bachelor of Science degree from the University of Northwestern--St. Paul. After graduating from Northwestern, he commissioned as an officer in the U.S. Marine Corps. While in the U.S. Marine Corps, he worked his way up from Student Officer to Infantry Platoon Commander to Company Commander, eventually earning the rank of Major.

A graduate of the Marine Corps Expeditionary Warfare School, Aaron has served in the II Marine Expeditionary Force and the 24th Marine Expeditionary Unit. Aaron was deployed in Afghanistan twice, where he conducted himself valiantly during the 2021 evacuation of American personnel from the Kabul International Airport.

Aaron joined my office as a Department of Defense Legislative Fellow in January 2023. As a Defense Fellow, he served our Nation both as a Marine and a public servant. He contributed enthusiastically to my House Armed Services Committee work, including my role as the Chairman of the Tactical Air and Land Forces Subcommittee. On my staff, he distinguished himself in his tireless work supporting our veterans.

I would like to thank Aaron for his contributions and dedicated service this year. He has been a key member of my defense team and staff, and I wish him all the best as he continues his journey here on Capitol Hill as a Marine Corps Legislative Liaison.

Mr. Speaker, I ask you to join me in recognizing Major Aaron Reep for his service to Virginia's First District and the Nation. May God bless Aaron and his family as he continues his career in public service and the U.S. Marine Corps.

Mr. Speaker, I rise today to pay tribute to Supervisor Pat O'Bannon. A dedicated leader, Pat's career has taken her from high school English teacher to journalist to Certified Planning Commissioner, and these public service perspectives enabled her to serve on the Henrico County Board of Supervisors for 28 trailblazing years.

Pat's composed and congenial leadership style, coupled with her attentive listening, have defined her as an outstanding public servant who genuinely cares about the community's needs. Since 1995, she has been a steadfast advocate for the people of Henrico, weathering elections and securing re-election six times, while making history as the first female member of the Henrico County Board of Supervisors.

Her commitment to public safety and support for those who protect and serve showcases her unwavering dedication. Initiatives like Tuckahoe Town Hall Meetings, which have been newly live streamed since 2020, highlight her innovative approach to transparency and engaging residents in vital discussions in every way possible. Pat's single- minded focus on every community concern, from reducing citizens' tax burdens, to significant public waste and water infrastructure improvements, to multi-phase investments in the county's beloved Tuckahoe Creek Park, reflects her dedication to enhancing the county's amenities and making it such a wonderful place to live. Furthermore, her work with VACo's Telecommunications and Technology Committee showcased her proactive approach to addressing the impact of technology on rural neighborhoods like those in Henrico County, an issue close to my heart.

In 2023, the Tuckahoe Creek Boardwalk was fittingly named ``O'Bannon Way,'' forever commemorating her work for the community in preserving the beautiful Tuckahoe Creek Park. Pat's tireless service has left an indelible mark on Henrico County.

Mr. Speaker, I ask that you join me in honoring Supervisor Pat O'Bannon for her 28 years of dedicated service and commitment to her dedication to her constituents and for keeping the spirit of community alive in her county and in my District. I wish her the best in her well-deserved retirement.

Mr. Speaker, I rise today to honor the life of William ``Billy'' Cooke, who passed away peacefully in his home in Tappahannock, Virginia on November 26, 2023.

Billy was born in Tappahannock, and attended Tappahannock High School, where he played centerfield on the baseball team. He served two years in the U.S. Army before returning to baseball at Randolph-Macon College. He earned a bachelor's degree in economics in 1959 before returning to Essex County, where he became a prominent member of his community. Throughout more than 30 years, he served as a deacon, clerk, and Adult Sunday School teacher at Howard's Baptist Church, helped found the Tappahannock Little League, and served four terms on the Essex County Board of Supervisors, among countless other achievements.

Billy was a kind and easygoing man who enjoyed watching PGA tournaments and Atlanta Braves games with his family. He was often found in his office at the Essex Concrete Main Office, where he worked, or at the Hobbs Hole Golf Course. He never missed an opportunity to catch up with family and friends, or to dance with his wife whenever they found an open floor with music.

Billy is preceded in death by his brother, Frank and dear friends Willie Cleaton. Alec Dillard, and James Moore He is survived by his loving wife of 66 years, Betty Cooke; his brother, Gene Cooke; his sons, William Cooke and Stephen Cooke; several nieces and nephews, and his devoted caregivers from Riverside Hospice

Mr. Speaker, I ask that you rise with me in honoring the life of Billy Cooke and his service to the people of Essex County.

Mr. Speaker, I rise today in recognition of America's fifth President, James Monroe, and to celebrate the Bicentennial of the Monroe Doctrine.

President James Monroe was born on April 28, 1758, to a middle-class family in what would eventually become Virginia's First District. Monroe was a fierce advocate for American independence from the very beginning. At only 18 years old, he enlisted in the Continental Army, where he fought and was wounded while serving under General George Washington.

In the earliest years of our fledgling nation, Monroe would distinguish himself as master diplomat and lay the foundations of United States foreign policy. As Minister to France, he helped negotiate the Louisiana Purchase, doubling American sovereign territory. After being appointed Secretary of War, he masterfully defended the country during the War of 1812, and managed the acquisition of Florida, all while forging alliances and boosting the United States' standing on the world stage. His skill at statecraft was recognized by the public and he was elected President in 1816.

President Monroe's crowning achievement as a leader was the creation of his namesake Monroe Doctrine. On December 2, 1823, the United States took the important step of recognizing and establishing trade and defense treaties with the newly independent republics of Latin America. By vowing to aid these countries against invasions by European colonial powers, Monroe began a proud American tradition of a bold foreign policy that promotes freedom and democratic values abroad.

I am honored to represent Virginia's First District, the place Monroe once called home. I am inspired by Monroe's devotion to fundamental American values, and his committed belief that our rights and the freedoms we derive from them deserve to be shared not just by our countrymen, but by all people.

Mr. Speaker, I ask you to join me in recognizing President James Monroe and the Bicentennial of his most outstanding work of statesmanship, the Monroe Doctrine. His legacy is one of profound accomplishment and service to the American people, and I am deeply grateful to the example he sets to all who would follow in his footsteps.

Mr. Speaker, I rise today in recognition of Chris Jones and his service to Virginia's First District, commonly called ``America's First District'' and the Nation. This is both a moment of reflection and a time to express our heartfelt appreciation for a job well done.

Chris began his career in public service as a District Representative for my predecessor, Rep. Jo Ann Davis, covering the regions of the Middle Peninsula and the Northern Neck, Chris' family has called the Northern Neck home for generations. Chris joined my office in 2007 and worked his way up to Deputy District Director. Chris has been the epitome of public service excellence, a dedication of over 20 years to the betterment of our community, our Commonwealth, and our nation. His journey has been one of tireless effort, navigation through the complexities of government--from the local, state, and federal--to serve citizens with grace, resilience, and an unyielding sense of purpose.

During Chris' tenure, he has been a beacon of leadership, inspiring those around him to strive for excellence and to uphold the values that define our Congressional office and as a true Virginia gentleman. Chris' genuine concern for the well-being of America's First District citizens, has left an indelible mark on all of us.

Today is not only a farewell; it's a moment to express our deepest gratitude. Chris' tireless dedication has set a standard for excellence that will be hard to match. His infectious enthusiasm will be sorely missed, but Chris' legacy will undoubtedly endure in the continued success of America's First District constituent services.

Mr. Speaker pro tempore, I rise today in recognition of Ashley Haines and her service to Virginia's First District and the Nation.

Ashley earned her bachelor's degree from James Madison University, where she majored in Public Policy with a minor in Political Communication. Prior to joining my office, Ashley interned on the 2021 Virginia Governor's Primary Race and was a Legislative Aide on the Virginia House District 26 campaign.

Ashley joined my office in 2021 as my Communications Assistant and worked her way up to Deputy Press Secretary. Ashley's outstanding work ethic and willingness to learn has made her an invaluable member of Team Wittman. From coordinating telephone town halls, arranging interviews with local sources, and crafting press releases, Ashley has contributed tremendously to providing the best constituent service in the Commonwealth.

I thank Ashley for her contributions and dedicated service over the past two years. Her positive attitude and openness to new challenges will be dearly missed in my office. I wish her the best as she continues her journey as Communications Director for Congressman Derrick Van Orden.

Mr. Speaker Pro Tempore, I rise today to recognize the musical achievements of Kenny Wayne Shepherd.

Kenny received his first guitar from his grandmother at the age of four and began to play the guitar in earnest at age seven. It is here when he began his love of the American genre of blues. With a Stratocaster electric guitar replica, he taught himself to play one note at a time. Growing up in Shreveport, Louisiana, he was exposed to music that influenced his relentless pursuit of his guitar skills and love of this art form. From Elvis to Ledbelly, the combination of country, blues, and rock which flowed through his hometown created the musician we hear today. His parents brought all varieties of music into his home, which deepened his appreciation for the talents and stylings of other artists. From Hank Williams, James Brown, and Crosby Stills Nash and Young to Stevie Ray Vaughan and Albert King, these artists were the foundation of the musical talents we all enjoy today from Kenny Wayne.

At a very young age, Kenny's father brought John Lee Hooker and Muddy Waters to Shreveport to p]ay. This was the moment that turned on the light of blues music in Kenny Wayne's life. Kenny's father, Ken, remembers his son playing his electric guitar with headphones on listening to CDs of John Lee Hooker, B.B King and Howling Wolf. Kenny was able to pick up by ear the unique aspects of American blues music. Stevie Ray Vaughan asked a young Kenny Wayne if he would like to watch from the side of the stage during his concert and on that night the impact of this incredible guitar virtuoso was ingrained in a 7-year-old aspiring musician.

Chris Layton, who played drums in Stevie Ray's band, Double Trouble, later became the drummer for the Kenny Wayne Shepherd Band. He remembers the exceptional talents of Kenny when he heard some of his earliest recordings. Chris was deeply impressed by Kenny's determination, focus and dedication to his craft.

Kenny had the opportunity to travel with his father to many different music venues, where he played to a variety of audiences. Many folks began to point out the remarkable talent that he displayed. Bill Pfordresher, a record producer, told Kenny's father that they should cut a record. Ken Shepherd had three rules for Kenny. First, that he must finish high school before he would allow him to pursue music full time. Ken's second rule was once music was no longer fun for Kenny he could stop at any time. The final rule was Kenny had to be involved in every business decision that was made about his career. They, then called in some favors from friends and recorded a record in New Orleans which quickly took off. Kenny now found himself as the opening act for the Eagles.

Kenny's circumstances in his career success were unique. He and his dad were a father-son team and Kenny was not the lead singer in the early days of his band. Kenny was able to overcome these challenges and continue on an upward path of success, while maintaining a strong relationship with his father. Kenny Wayne became a remarkable songwriter who has honed his guitar skills around amazing songs. His songwriting chops and collaborations are as good as it gets.

Kenny Wayne's talents were a magnet to very accomplished songwriting collaborators. Record Executive Jeff Aldrich surrounded Kenny Wayne with a crack team of collaborators including Mark Selby, Tia Sillers and Danny Tate. They were welcomed like family as the songs on the albums Ledbetter Heights and Trouble is . . . were written and recorded, and helped him reach his true potential as a musician. The emotional power of Kenny's songwriting is probably no stronger than in the song ``I Found Love.''

Kenny has been a leader in involving women in his path to success, from Tia Sillers as a leading songwriter to Kristin Forbes in leading Team Kenny Wayne Shepherd. His co-manager for over 20 years, Kristin Forbes has played an incredibly vital role in Kenny Wayne's career. She has known Kenny since she worked at his record company early in his career. Kristin and Kenny's father have directed the team that has laid down the path of success. She is a highly skilled leader and a thoughtful voice of balance for Kenny, Ken and the band.

Kenny is a trailblazer, who, along with a cadre of incredible accompanying musicians, amazing songwriters, and the perfect mix of vocals, is an icon in American music. Kenny continues to expand his musical horizons and skills, including his own vocals.

As important as Kenny's musical talents is his complete dedication to his wife, Hannah, and his six beloved children. He is a remarkable father and role model for his family. He and his wife have made it their life's work to ensure limitless possibilities for their children by nurturing their interests, talents, and abilities in every imaginable way. Kenny is selflessly humble and appreciative of all those around him who have been a part of his path to success. He is ceaseless with giving credit to his parents, his hometown, his upbringing, and friends and family in helping him along the way.

Our nation is grateful for Kenny's passion, commitment to his musical skills and his love of family and his fellow musicians in his continued journey to share his talents with folks here and around the world. American blues is a unique genre of music that captures the soul of our country, and Kenny is a rare, and irreplaceable part of that emotion. He is the quintessential artist and creator. I thank Kenny Wayne Shepherd, for music that has and will continue to inspire generations to come, for his devotion to family, fellow artists, associates and friends, and for his goodness and kindheartedness. May God continue to continue to bless him and his family, team and bandmates.

Mr. Speaker, I rise today to honor Colonel Carl E. Shelton, Jr., United States Marine Corps, Retired, at the conclusion of 43 years of dedicated service to the United States, both in uniform and as a civilian. Carl is a native of Newark, New Jersey and earned a Bachelor of Art Degree in Political Science from Rutgers University. Prior to joining the Marine Corps, he served this House as staff member to Congressman Nicholas Mavroules (D-Mass). Carl was then commissioned a Second Lieutenant in the United States Marine Corps in June 1980.

Beginning his career as an Infantry Officer serving in North Carolina, Norfolk, Virginia and California. He served at sea aboard the USS John F. Kennedy (CV-67) and on the USS Denver (LPD-9) during which time he deployed for Operations Desert Shield/Desert Storm. He then attended the National War College, Washington, D.C. and earned a master's degree in National Security Strategy. In 2006 he was reassigned to the Inspector General's office in September 2006 where he served as Director, Assistance and Investigations Division for 3 years and became Acting Deputy in September of 2009.

When Carl retired from the Marine Corps in 2010 his commitment to the Marine Corps, and the Nation, continued. He immediately began serving as the Deputy Inspector General, Headquarters, U.S. Marine Corps. In that capacity Carl served as the principal advisor to the Inspector General of the Marine Corps (IGMC) on all matters related to inspections, analysis, assessments, investigations, and other oversight matters of importance to the United States Marine Corps with particular emphasis on institutional readiness.

Among his noteworthy accomplishments, Carl is the only senior official within the Department of the Navy (DON) who is a certified inspector general through the Federal Law Enforcement Training Center (FLETC) and the Association of Inspectors General. As a result of his extraordinary Inspector General qualifications and tested leadership abilities, Carl was elevated to ``Acting Inspector General of the Marine Corps'' on a number of occasions to include extended periods from 2014 to 2016 and 2020 through 2022. Of note, the Service Inspectors General for the Army, Navy and Air Force are 3-star flag officers.

During the uncertainty of the Pandemic, Carl flawlessly executed the full range of responsibilities to include senior official investigations and an aggressive inspections process throughout the Pandemic (2000 through 2022). What's more remarkable is that Mr. Shelton executed these substantial duties without an assigned Deputy.

Our Nation is better because of great Americans like Carl Shelton. Those who volunteer to wear the uniform and continue to serve after they take it off. It is my great pleasure to offer my own congratulations for Carl on the happy occasion of his retirement after 43 years of service to the United States.
