Madam Speaker, I rise today to recognize a distinguished jurist who has served as the Chief Superior Court Judge of the South Georgia Judicial Circuit for the past fourteen years, The Honorable J. Kevin Chason. His retirement as Chief Judge for the South Georgia Judicial Circuit was celebrated on October 20, 2022, at five p.m. at the United National Bank in Cairo, Georgia.

The Honorable J. Kevin Chason was born on August 15, 1962, in Grady County, Georgia, to the union of the late Judge Willard H. Chason and Carolyn H. Chason. Judge Chason began his educational journey at Georgia Southwestern College (now university) earning a Bachelor of Science Degree in 1984. He interned with the Georgia Supreme Court in the summer of 1985. In 1987, he would follow in his father's footsteps by earning his Juris Doctorate from the Mercer University School of Law. He would be admitted to the Superior Courts of Georgia on July 3, 1987.

After being admitted to the Superior Courts of Georgia, Kevin continued to pursue servant leadership within the legal profession as a practicing attorney before serving as Solicitor General for the State Court of Grady County from 1997 through 2008. In 2008 he ran for and was elected to the Superior Court for the South Georgia Circuit. Throughout his lifetime, Judge Chason has been revered as a steadfast mentor and has had a positive impact on his community. His stellar career on the bench has always been modeled by the motto of our great state--``Wisdom, Justice, and Moderation.''

Because of his adherence to these principles, in 2017, he was appointed as Chief Judge of The South Georgia Judicial Circuit.

He also leads by example outside of the courtroom serving on the Board of Directors for the Grady Chapter of the American Heart Association, and a member of the Bainbridge College Foundation. Judge Chason also served as President and a member of the Board of Directors of Cairo Rotary Club, the Cairo and Grady County Chamber of Commerce and the American Heart Association. A man of faith, Judge Chason also serves as a member of the Administrative Board of the First United Methodist Church of Cairo.

It is because of Judge Chason's commitment to his craft and the betterment of his community that he has been recognized with numerous awards and distinctions to include the 1995 Grady County Young Professional of the Year and best judge in Grady County from 2018 through 2022 as selected by the readers of the Cairo Messenger. A Visionary leader, he was one of the founders of the United National Bank in Cairo, Georgia

Former Congresswoman Shirley Chisolm once said that ``Service is the rent that we pay for the space that we occupy here on this earth.'' Judge Chason has paid his rent many times over and continues to give back to the community that molded and shaped him.

Judge Chason has served countless people and accomplished many things throughout his

life, but none of these could have been possible without his faith, the love and support of his wife, Mary, and their two children--Sarah, a graduate of Mercer University Medical School and resident doctor in Savannah, Georgia and Jonathan, who received his Juris Doctorate from the University of Georgia and is a successful law clerk at the Georgia State-wide Business Court, following in his father's and grandfather's footsteps.

Madam Speaker, I ask my colleagues to join my wife, Vivian; and me, along with the more than 730,000 people of the Second Congressional District, in extending our sincerest appreciation and best wishes to the Honorable J. Kevin Chason upon the occasion of his retirement from his over two decades of service to his community, state and nation. His distinguished judicial service has improved the lives of countless communities across Georgia by dispensing fairness in the pursuit of justice for all.

Madam Speaker, I rise today to recognize a devoted wife, dedicated mother, outstanding educator, and friend to humankind, Mrs. Annie ``Ann'' H. Flowers. An event celebrating her 80th birthday was held on Saturday, October 22, 2022, at 2 p.m. at the New Grady Baptist Association meeting in Cairo, Georgia.

Mrs. Flowers is a native of Decatur County, Georgia. She has used her life's work to uplift humanity through selfless service. She dedicated thirty-two years of her life to molding and shaping our most precious resources, our young people. Her career in education is indeed a storied one. During her career in education with the Grady County School system, she served in numerous capacities to include Classroom Teacher, Math Coordinator, Title V. Director, Assistant Principal, and Principal. Never one to rest on her laurels after retirement, she came back to serve as an Interim Principal for one year.

It has been said that ``Service is the rent that we pay for the space that we occupy here on this earth.'' Mrs. Flowers has paid her rent and she has paid it well. Her commitment to service is evident in all of the different professional causes that she has given her time and treasures. Those include: The Grady County Retired Educators, Georgia Association of Education Leaders, Georgia and National Associations of Education, National Middle School Association, National Executive Female Organization, Southwest Regional Director of Middle School Principals, Governor's School Leadership Institute, Georgia Council of School performance and Georgia Department of School Improvement Specialists.

The great Agricultural Chemist George Washington Carver once said that ``How far one goes in life depends on your being tender with the young, compassionate with the aged, sympathetic with the strong and tolerant of the weak and strong. Because someday in your life you will have been all of these.'' Mrs. Flowers has used her life's work both professionally and socially to minister to people from all walks of life. She is the Founder of the Boys to Men Mentoring Programs, a member of the Board of Directors for Grady County United Way, Friends of Roddenberry Memorial Library, The Thomas Grady Service Center Board, Southwest Georgia Board of Easter Seals of Grady County, and Georgia Pines Community Service Board. She has also served on the Advisory Board for the Head Start of Grady County. Mrs. Flowers is also a life member of the Order of Eastern Star Chapter No. 36.

Mrs. Flowers has also received numerous awards and honors during her life, most notably the Dr. Martin Luther King, Jr. Drum Major for Peace Award and has the distinction of being the First African American Principal in Grady County, Georgia after integration.

Mrs. Flowers is a woman after God's own heart. She is a member of the Mount Calvary Missionary Baptist Church in Cairo, Georgia, where she is a Deaconess, a member of the Minister's wives Ministry and Pastor's Aide Ministry. She truly embodies the words of Acts 9:36: ``She was abounding in good deeds and acts of charity.''

Mrs. Flowers has accomplished many things in her life, but none of these would have been possible without her faith, the love and support of her husband, The Reverend Henry C. Flowers, Jr. and their three children.

Madam Speaker, I ask my colleagues to join my wife, Vivian and me along with the more than 730,000 people of the Second Congressional District in extending our sincerest appreciation and best wishes to Mrs. Annie ``Ann'' H. Flowers on the occasion of her 80th Birthday and her phenomenal service to God and Humankind. May God continue to bless her and her family.

This is a wonderful opportunity for me to come and to congratulate the chair, my colleague, Senator Warnock, and my colleague, Nikema Williams, for the naming of the VA Medical Center of Atlanta the Joseph Maxwell Cleland Atlanta Department of Veterans Affairs Medical Center.

Senator Cleland and I were friends. He was my friend, he was my mentor, and he was truly an inspiration.

I had the opportunity to know him. He served as secretary of state for the State of Georgia for 12 years. During that time, I was in the Georgia General Assembly. When he was elected to the United States Senate in 1996, I had the occasion to be a colleague with him as I was a Member of the House of Representatives.

He truly represented and embodied what it meant to be a veteran: service and sacrifice.

He was a triple amputee because of his wounds in Vietnam as a veteran and, of course, he was appointed by President Carter to head the VA. Of course, he served as the head of the American Battle Monuments Commission and I, as a member of the Military Construction/Veterans' Affairs Committee, had to work with him in making sure that these monuments were well-funded and well-maintained. He did a tremendous job.

Mr. Speaker, I had to come and speak because he was my friend, and he was my colleague and my inspiration. It is very, very fitting that this facility should be named for him because of his legacy.

Longfellow wrote:

``Lives of great men all remind us, we can make our lives

sublime, and, departing, leave behind us, footprints on

the sands of time.''

Senator Cleland lost both legs and an arm, but the footprints that he left and is leaving are his legacy for veterans that will be there forever. I am happy to urge my colleagues to support this legislation which appropriately names the facility in his honor.

I am honored to speak in support of S. 4359 to rename the VA's Atlantic regional office after a good and great man, the late Senator Johnny Isakson.

This is a companion bill to one that I introduced in the House with my colleague across the aisle, Congressman Rick Allen, and which the entire Georgia congressional delegation cosponsored.

A son of Georgia, Johnny Isakson was born in Atlanta and graduated from the University of Georgia. He was first a businessman and then a public servant.

I served with him in the Georgia General Assembly and then in the United States Congress where he served as a Congressman and as a U.S. Senator.

We stood side by side in support of Georgia's military bases, families, and veterans. Together we worked on many projects to improve the lives of Georgians and Americans.

During his many years as a public servant and as the chair of the Senate Veterans' Affairs Committee, he worked tirelessly on behalf of the Nation's most deserving citizens: our military veterans.

It is fitting that we are taking up consideration of this bill just as we conclude commemorating Veterans Day. One of the fundamental ways Congress can demonstrate its thanks to our veterans is to provide the care they have earned and deserved.

Renaming the VA facility in Atlanta after Senator Isakson is a fitting recognition of his service to our country and his lifelong work ensuring Congress upholds America's commitment to its veterans. I am proud to call Johnny a friend, and I know he continues to look down on us. I hope that we are inspired by his example to always give our best to our veterans.

Mr. Speaker, I urge my colleagues to support this bill and to honor Johnny Isakson's legacy of service.

Madam Speaker, I rise today to recognize the Lundy Chapel Missionary Baptist Church of Macon, Georgia for its 154 blessed years of faithful service and ministry to the greater community. Lundy Chapel will celebrate their anniversary on Sunday, October 2, 2022 at 10:00 a.m. during their Sunday service in Macon.

Throughout its long history, Lundy Chapel has proven that patience, faith, and the hard work of dedicated leaders can lead to great accomplishments for the service of others. The story of Lundy Chapel Missionary Baptist Church, which began as a small group of people worshipping 154 years ago and has grown into an expansive and successful church, is truly an inspiring one of the perseverance of a faithful congregation who put all their love and trust in the Lord. Having humble beginnings, the first service of the Lundy Chapel Missionary Baptist Church was held under a bush arbor in 1868 on Old Lundy Road by Rev. Dan Parsons. Shortly thereafter, the congregation constructed a log cabin church which would eventually burn down. Judge R.S. Lundy was moved by the Lord to deed the church a plot of land on Forest Hill Road from the Lundy Estate on which the Lundy Chapel could construct a new house of worship, and in 1963 the congregation constructed its new home under the leadership of Rev. L.H. Hendrix. Over the years, it is here that the church continued to thrive through the dedicated service of several pastors, including Rev. O.R. Redding, Sr., Rev. H.C. Cain, Rev. Lewis E. Lockett, Rev. Wallace B. Herring, Sr., and Rev. James H. Hall.

On April 5, 1998, Rev. Anthony Q. Corbett, Sr. was called to pastor Lundy Chapel Missionary Baptist Church. Under Pastor Corbett's shepherding and the grace of God, the church bounded to new heights. In addition to its fast-growing membership, the Lord instilled within Pastor Corbett a vision to construct a new sanctuary for the faithful congregation. On October 28, 2001, a Ribbon Cutting Ceremony was held as the church marched into its new sanctuary for Sunday School, followed by the first worship service. After the construction was completed, the Lord turned Pastor Corbett's eye to the spiritual enrichment and upbringing of Lundy Chapel's young people. In March 2005, Pastor Corbett and church leadership implemented the Lundy Higher Heights Community Enrichment Corporation to provide special programs that would provide the church's youth with a sense of direction and motivation, a source of inspiration, and financial support through college scholarships. Additionally, the Enrichment Corporation seeks not only to uplift the church's youth, but also to extend support to that of the greater Middle Georgia community; the organization provides incredibly useful information and resources meant to assist community organizers to develop their own service programs. This mission of aiding and inspiring community youth to pursue an education and meaningful careers was exemplified by the creation of the Lundy Higher Heights Community Enrichment Corporation's Lundy Wonderland Summer Day Camp, where young campers can participate in academic studies, field trips, recreational activities, hear weekly career speakers, and more. Through this programming, campers have the opportunity to gain useful career skills so they can go on to lead fruitful lives rooted in God's greater plan. On March 3, 2013, Lundy Chapel Missionary Baptist Church continued to grow its ministry by building a Family Life Center which includes an administrative and educational building and a gymnasium. Lundy Chapel's facilities have proven very popular among the greater community as many groups often rent out its spaces to hold meetings, dinners, sports camps, weddings, funerals, and more.

In Matthew 28:18-20, Jesus tells his followers, ``All authority in heaven and on earth has been given to me. Go therefore and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything that I have commanded you.'' Under Pastor Corbett's dedicated leadership, several ministers have been licensed and ordained to spread the word of God to other congregations, including Rev. Roosevelt Glover, Rev. Richard Vaughn, Rev. Tony Lowden, Rev. Anthony Stewart, Rev. Ernest Lawson, and Rev. Alexander Gibson. It is without a doubt that Lundy Chapel Missionary Baptist Church's ministry has touched so many lives in the Middle Georgia community and inspired so many to do what they may not have previously thought possible. Pastor Corbett has done great things for Lundy Chapel, but none of these accomplishments would have been possible without the grace of God and the love and support of his extraordinary wife, Juanita.

Madam Speaker, today I ask my colleagues to join my wife, Vivian, and me, along with the more than 730,000 people of Georgia's Second Congressional District in recognizing and honoring the Lundy Chapel Missionary Baptist Church on its 154th anniversary for its congregation's enduring commitment to each other and to our Lord and Savior Jesus Christ. May their actions continue to inspire the community in courage, in dedication, and in faith.

Madam Speaker, I rise today to recognize the Mt. Moriah Missionary Baptist Church on the anniversary of its inception after 136 blessed years of contributing to and serving the surrounding community through ministry and service. Mt. Moriah celebrated their anniversary on Sunday, September 25, 2022 at 10:00 a.m. during their Sunday service in Macon, Georgia.

The Mt. Moriah Missionary Baptist Church was founded in 1886 by Rev. Harrison Hall and Rev. Henry A. Williams. Starting as a humble wooden structure on Powell Street, the church began to expand over the years to include a Sunday School and other additions that would become meeting spaces for community groups and clubs such as the Loyal Matrons, Richardson Literary, Cooperative Women, the Brotherhood, and a new Boy Scout Troop. After many fruitful years of ministry and expansion, the Lord provided Mt. Moriah with the means to relocate to its present-day home on Millerfield Road in 1967 where it was able to further expand and serve its members with even greater impact.

The Mt. Moriah Baptist Church has for a century played a vital role in the spiritual and overall development of several generations through its active involvement in the Boy Scouts, Cub Scouts, Brownies, and Vacation Bible Schools. The church has always prioritized educating its members, and especially its youth, in positive life skills and encourages all members to join Prayer Meetings and Bible Study. And truly, the congregation of Mt. Moriah has always demonstrated a genuine concern for uplifting the surrounding community. Mt. Moriah continued in this mission in the foundation of the Family Life Center. Built and dedicated in 1992, the Center houses a nursery, library, six classrooms, and a gymnasium to be used and enjoyed by the church's members and ministries such as the Single's Ministry, the Couple's Ministry, Mission Board, YDC Ministry, Keenagers (Senior Saints), the Men of Mt. Moriah, and Women of Mt. Moriah. In 2006, the church established the Travel Ministry and took on the worthy cause of spreading its mission of evangelism and altruism abroad. Over the years the Travel Ministry would spread its ministry wide, including travel to Barbados, Jamaica, Liberia, South Carolina, Florida, and many other places with people in need.

Over the decades, none of Mt. Moriah's accomplishments could have been possible without the hard work and dedication of the church's many dedicated members, deacons, ministers, and, most importantly, its pastors. Each pastor has contributed to the growth and excellence of the church through various initiatives; under Reverend Lonzy Edwards, Sr.'s leadership Mt. Moriah saw the establishment of a college scholarship fund, a new radio ministry, and a property expansion. Mt. Moriah's current lead pastor, Reverend Dr. Stanley Kimble, has not only continued to advance the church's long-held mission of uplifting the greater community; he has also brought forth a newfound passion for youth engagement and local charities. Dr. Kimble founded the ``Get Your Glory Youth Praise Dance Ministry'' and the Youth Cafe on every third Sunday, as well as the Feeding of the Homeless Ministry and the Red Cross Blood Drive. It is without a doubt that these pastors' contributions inspired so many to do what they may never have thought possible.

The story of Mt. Moriah Missionary Baptist Church, which began as a small group of people worshipping 136 years ago and has grown into an expansive and successful church, is truly an inspiring one of the dedication and perseverance of a faithful congregation who put all of their love and trust in the Lord. Ephesians 4:4 tells us, ``There is one body, and one Spirit, even as ye are called in one hope of your calling.'' Mt. Moriah from its inception has served as one body and spirit in service to God and Jesus Christ.

Madam Speaker, today I ask my colleagues to join my wife, Vivian, and me, along with the more than 730,000 people of Georgia's Second Congressional District in recognizing and honoring the Mount Moriah Missionary Baptist Church on its 136th anniversary for its congregation's enduring commitment to each other and to our Lord and Savior Jesus Christ. May their actions continue to inspire the community in courage, in dedication, and in faith.

Madam Speaker, I rise today to recognize a man who has served as a distinguished community leader from a young age and has continued to enrich future generations as a Boy Scouts of America (BSA) Scoutmaster for the past 37 years, Michael A. Johnson. Recently, Michael was awarded the Book of Golden Deeds Award by the Exchange Club of Albany in May 2022 for his exemplary record of community service and improvement, volunteering, and improving the lives of young people. His retirement as Scoutmaster for St. Teresa's Catholic Church Troop 3 will be celebrated on October 9, 2022 at three o'clock p.m. at the church's school cafeteria in Albany, Georgia.

Born into an Air Force family by the union of Michael and Marcia Johnson, Michael moved to Southwest Georgia when his father was transferred to Albany in 1971. He began his Scouting journey as a young boy in the Cub Scouts and in 1971 joined as a Boy Scout in St. Teresa's Catholic Church Troup 3 where he would earn several awards and distinctions. Additionally, Michael attended high school in Albany and went on to earn a degree in Architecture from Auburn University.

After achieving the rank of Eagle Scout in 1977, Michael continued his servant leadership within the Scouting community by serving as a Troop 3 Assistant Scoutmaster from 1985 to 1990, and then as Scoutmaster in 1990, a position he still holds today. Throughout his life in Scouting, he has been revered as a steadfast mentor and positive influence on the hundreds of young people who have passed through his troop. It was important to Michael that all Scouts had the opportunity to experience trips to BSA's National Jamborees, summer camps, and other high adventures activities, and he personally made sure that funding was never an issue for them to attend. And notably, of the 194 Eagle Scouts from Troop 3, 145 achieved the rank under Michael's leadership, affirming his record of dedication to each of these young people as they completed service projects to improve their neighborhoods and the greater community.

Michael demonstrates impeccable community leadership in so many ways. He currently serves as a Leader in Boy Scouts of America's South Georgia Council, which is comprised of 28 counties in the region. As the Vice President of Properties for the South Georgia Council, he spearheaded the efforts to restore the Council's 2 Scout camps following damage sustained by three tornadoes and a hurricane in 2017 and 2018. He also leads by example by participating in many community service projects, such as Flint River Cleanups with Keep Albany- Dougherty Beautiful; food drives to support St. Clare's Neighbors in Need; Christmas tree recycling with the YMCA and the City of Albany; parking cars for Phoebe events; and supporting the Exchange Club's car shows. But his dedication goes beyond community service and mentoring youth and young professionals; Michael's strong faith in God led him to contribute greatly to the spiritual development of countless young men and women. As Scoutmaster, he initiated a program that dedicates at least one weekly meeting each month for Scouts to work toward religious awards appropriate for their age and denominations.

It is because of Michael's commitment to his Scouts and the betterment of his community that he has been recognized with numerous awards and distinctions. As a Cub Scout, he earned the Arrow of Light rank--the only Cub Scout award that can be worn once a Scout enters Boy Scouts. While a Boy Scout, he achieved membership in the Immokalee Lodge, Order of the Arrow, and the Ad Altare Dei religious award, as well as earning the rank of Eagle Scout. As an adult, Michael received BSA's District Award of Merit; has been awarded the St. George Religious Emblem for his service to youth; was honored by the Blue Angels as one of their Hometown Heroes; the Silver Beaver; Outstanding Eagle recognition; and most recently, the Book of Golden Deeds Award, which is the most prestigious award presented by the Albany Exchange Club.

Former Congresswoman Shirley Chisolm once said that ``Service is the rent that we pay for the space that we occupy here on this earth.'' Michael has paid his rent many times over and continues to give back to the community that raised him. As a member of the American Cancer Society, he was a Captain on the American Cancer Relay for Life Team, a member of the Albany Clean Community Commission and American Institute of Architects. He is also a member of the Knights of Columbus Lodge Number 3607 and attends St. Teresa's Catholic Church in Albany.

Michael has served countless people and accomplished many things throughout his life, but none of these could have been possible without his faith, the love and support of his wife of 36 years, Linda, and their four children--Patrick, Ivy, Hope, and Grant. Being a family rooted in community involvement, Linda Johnson was for many years an elementary school teacher and now serves as the Assistant Principal at St. Teresa's school, while both Patrick and Grant have earned the rank of Eagle Scout, following in their father's footsteps.

Madam Speaker, I ask my colleagues to join my wife, Vivian, and me, along with the more than 730,000 people of the Second Congressional District, in extending our sincerest appreciation and best wishes to Michael A. Johnson upon the occasion of his retirement from his over three decades of service to the community through Scouting, youth mentoring, and servant leadership, all of which has improved the lives of so many.

Madam Speaker, I rise today to honor a man of strong faith, a distinguished public servant and community leader, Reverend Carlton Mahone, Sr., for 50 years of preaching the Gospel in the Christian Methodist Episcopal (CME) Church. Reverend Mahone's five decades of ministry was celebrated at a gathering at Holsey Chapel CME Church in Columbus, Georgia on August 20, 2022 at 3:30 p.m.

Carlton Mahone was born in Atlanta, Georgia to the union of retired CME minister Reverend E. L. Mahone and the late Fannie Mahone. He joined the St. Paul CME Church in Shiloh, Georgia at an early age and was educated at Ruth Carter High School in Talbotton, Georgia and, subsequently, Morris Brown College in Atlanta. After college, he relocated to Dayton, Ohio to attend the United Theological Seminary to receive training to be a minister of the Gospel. Today, Reverend Mahone is the pastor of the Holsey Monumental CME Church in Columbus, Georgia.

Pastor Mahone's faith called him to be a servant leader at many different churches across the United States, including pastorates in Georgia, Ohio, and Washington state, and Alaska where his ministries at the First CME Church in Anchorage from 1989 to 1994 earned him recognition from the NAACP and will always have a special place in his heart. In addition to his pastoral ministry, Reverend Mahone is a dedicated community leader and public servant, and his passion for mentoring and improving the lives of young people led him to run for, and win, a seat on the Talbot County, Georgia Board of Education in 2020.

Reverend Mahone has been recognized numerous times for his community leadership. He was named the 1983 Distinguished Pastor of the Year of the Georgia Conference for the Sixth Episcopal District by the Phillips School of Theology. He was recognized again in 2019 for his ministerial service, receiving Outstanding Pastor of the Year for the North Columbus-LaGrange District of the West Georgia Region of the Sixth Episcopal District. Additionally, he is a past president of the South Georgia Black Caucus and is currently the third Vice President of the Georgia Black Caucus.

1 Peter Chapter 4, Verse 10 tells us, ``As every man hath received the gift, even so minister the same one to another, as good stewards of the manifold grace of God.'' Reverend Mahone exemplifies this verse through his dedicated community service in volunteering with the Georgia Department of Family and Children Services, He also served as the Executive Director for Children and Youth Commission in Fitzgerald, Georgia, and as Chairman of Even Start, a federal program to increase literacy among our nation's children and their parents.

At the center of Pastor Mahone's accomplished life is the unwavering love and support of his family and his loving wife, Lisa Thomas Mahone. Pastor Mahone is the father of 5 children, grandfather of 7, and great- grandfather of 2.

Madam Speaker, I ask my colleagues to join my wife, Vivian; and me, along with the more than 730,000 people of the Second Congressional District, The Holsey Monumental CME Church family and entire Chattahoochee Valley community, in extending our sincerest appreciation and best wishes to Pastor Carlton Mahone, Sr. upon the celebration of his 50th year of pastorship and his many years of humble service to humanity.

Madam Speaker, I rise today to honor a loving husband, dedicated father, gifted entrepreneur, and tireless community servant, George Emmett ``Tripp'' Wade, III. Sadly, Tripp passed away suddenly on August 31, 2022. A celebration of his remarkable life was held at 2 p.m. on Tuesday, September 6, 2022 at St. Paul United Methodist Church in Columbus, Georgia.

George Emmett ``Tripp'' Wade, III was born on September 8, 1959, in Savannah, Georgia, to the union of George Emmett ``Sonny'' Wade, Jr. and the late Gertrude (Trudy) Crockett Wade. ``Tripp'' graduated from the University of Georgia in 1981 with a Bachelor's Degree in Economics. He used his academic training and the experience gained in his formative years to run the family business, The Wade Companies, a linen and laundry company that was started by his grandfather in 1939 and expanded by his father. Following school, Tripp returned home, working with his father and further expanded the family's entrepreneurial efforts to include ColorMac 2, Henri's Formal Wear, and HOOAHWEAR military apparel. Because of his extraordinary success in the dry cleaning and laundry industry,

he was selected to be on the board of the Central States Corporation Network (CSC). This network represents all of the independent rental laundries in the United States and Canada.

``Tripp's'' life was more than just about running a successful business. He was about serving people and his community. With the breadth of his business acumen, he was a natural to spearhead economic development initiatives in the Chattahoochee Valley. His portfolio was vast and wide reflecting his gift of time and talent to numerous organizations including; Midtown, Inc. where he served a three year term as President; The Greater Columbus Chamber of Commerce; The Columbus Sports Council; The Saint Francis Foundation; the Better Business Bureau; and the Summerwinds Condominium Association. While ``Tripp'' was a natural leader, he was also a graduate of Leadership Georgia and Leadership Columbus. Dear to his heart, however was his association with the Columbus Rotary Club where he was a member for 32 years, serving as the 2006-2007 President and later as the Foundation Chair.

His life and career were built on relationships. He met people and judged them not by who they were when he met them, but who they could become. ``Tripp's'' own words cement this fact: ``From the beginning of my career, I learned the value of long-term relationships.'' He used the relationships that he built over his lifetime to make the world a better place for humankind.

``Tripp'' loved his family and they were the center of his life. None of his success would have been possible without the love and support of his wife of 30 years, Alice Skinner Wade, his devoted parents George Emmett ``Sonny'' Wade, Jr, and Gertrude (Trudy) Crockett Wade, as well as his three devoted sons, George Emmett Wade, IV, William Andrew Wade, and Wesley Crockett Wade.

On a personal note, ``Tripp'' was my friend. Every time I interacted with him, he mentioned something that he felt would make the community better. He lived and breathed community service.

Madam Speaker, I rise today to honor a loving husband, dedicated father, doting grandfather, Air Force Veteran, trailblazing banker, tireless community servant and dear friend of longstanding, Robert Lamar Anderson. Sadly, Robert transitioned from labor to reward on September 1, 2022, and a celebration of his remarkable life was held at 10:00 a.m. on Saturday, September 10, 2022 at Christ Community Church, 4078 Milgen Road, in Columbus, Georgia.

Robert Anderson was born to the union of the late Luther and Mary Anderson in 1942. He was a proud product of the Muscogee County School System, graduating from Spencer High School in 1960. A very learned man, Robert graduated from Fort Valley State College, now Fort Valley State University, in 1970 with a B.S. Degree in Education. Robert went on to earn his M.S. in Education from Georgia State University and later attended the Stonier Graduate School of Banking at Rutgers University.

Robert served his country faithfully, in The United States Air Force from 1964 to 1967, receiving an Honorable Discharge with the rank of Sergeant. He spent a year working as a Biology Teacher with the Muscogee County School District before launching a new career that would change his life and community forever.

In 1971, Robert became a trailblazing banker with Columbus Bank and Trust, becoming one of the first African American banking officers in Columbus, Georgia. In 2007, after 36 remarkable years, he retired as Senior Vice President for Government and Community Affairs, having worked his way up the ranks and having used his positions to help those who would not otherwise have a chance to finance and pursue their dreams. I was one of those with whom Robert took a chance when he helped finance my first business loan to start my law practice in 1972. There are countless other businesses in the Chattahoochee Valley area that would never have been, were it not for Robert Anderson. He worked with soldiers and veterans to support their financial needs and in the process enhanced their lives and service to their country.

Even after retiring from Columbus Bank and Trust, Robert did not rest on his laurels. He rejoined the workforce as President of the Columbus Division of Citizens Trust Bank from 2009 to 2011; served as a member of the Adjunct Faculty of Miller-Motte College from 2012 to 2014; then ended his career where he started, in the classroom, as a substitute teacher for the Muscogee County School District from 2014 to 2018.

Robert loved serving his community. The foundation for that service was laid when he joined Omega Psi Phi Fraternity at Fort Valley State College--now Fort Valley State University. He embodied the Fraternity's Motto that ``Friendship is essential to the soul.'' He never met a stranger and befriended all he met.

He gave his time and talents to many worthwhile causes to include his beloved Omega Psi Phi Fraternity's Lamba Iota Chapter; The Chattahoochee Sports Hall of Fame; Campaign Chair, Committee to Elect State Representative Calvin Smyre; Leadership Columbus; Columbus Jaycees; The Historic Columbus Foundation; The Columbus Museum Board of Directors; Controller's Civic and Social Club; Allied Students at Fort Benning; Chattahoochee Valley Libraries; Muscogee County School Board; Georgia School Board Association and numerous others.

His love for our nation's armed forces and for youth fueled his passion for service on the Second Congressional District's Academy Selection Committee for many years, identifying young men and women to attend the United States Military Service Academies to become the future leaders in defense of American democracy. For this, our country will forever be grateful.

Robert was a lover of the Arts. He served on the board of the Liberty Theatre Cultural Center in Columbus, Georgia for many years, working tirelessly to keep the doors open and earning the distinction of ``Chairman Emeritus.''

Most importantly, Robert Anderson was a man of faith. He was a faithful member of the South Columbus United Methodist Church, a certified Lay Leader and District Lay Leader for the Northwest District of the United Methodist Church. Robert also used his warm, deep, bass- baritone voice to sing praises to God in numerous United Methodist Church choirs. Jackie Robinson once said that: ``A life is not important except in the impact it has on other lives.'' Robert Anderson's life was important because of the many lives that he touched in service to God and humanity.

Robert loved his family and they were the center of his life. His success in no small part was due to the love and support of his wife of 35+ years, Louise Anderson; his children, Yolanda Anderson, Veronica Anderson-Lewis, Tawana Anderson and Dr. Shae Anderson; his grandchildren, Blake L.A. Richardson and Alexandria Lily Frances- Anderson.

On a personal note, Robert was my friend for over 50 years. He had a heart of gold, always encouraging, supporting, and offering sage advice and counsel. I will forever cherish his friendship and support.

Madam Speaker, I ask my colleagues in the House of Representatives to join my wife Vivian and me, along with the more than 730,000 people of the Second Congressional District in honoring and celebrating the life and legacy of Mr. Robert Lamar Anderson. We extend our deepest condolences to his family, friends and all who mourn his loss. May we all be consoled and comforted by our faith in the Holy Spirit in the days, weeks, and months ahead.

Madam Speaker, I rise today to honor a loving husband, dedicated father, outstanding educator, tireless community leader, and dear of friend of longstanding, Rufus Cullen Green, II. Sadly, he passed away on July 28, 2022. A homegoing service to celebrate his extraordinary life will be held on Saturday, August 13, 2022, at 10:00 am on the campus of Fort Valley State University in the University's Heath and Physical Education Complex.

Mr. Green was born to the union of Lottie Hicks Green McCoy and Rufus C. Green, Sr. A highly learned man, Mr. Green received his Bachelor of Science Degree from Fort Valley State College (now university) and a Master of Science Degree from the University of Georgia. He also did further studies at Brown University.

Mr. Green made a difference in the lives of our most precious resources, our young people. He knew that ``Young people may be forty percent of our population, but they are one hundred percent of our futures.'' He began his storied career in education as a teacher of science and later as the principal of D.F. Douglas High School. His final position in his educational administration journey was as the Assistant Superintendent of the Taylor County School System.

His career in educational administration may have ended, but his love of helping people did not. Throughout his life he gave his all to causes that he loved, and in which he believed. He epitomized ``manly deeds, scholarship, and love for all mankind as a life member of Alpha Phi Alpha Fraternity, Inc. He was also a member of Sigma Pi Phi Fraternity, the Georgia High School Accrediting Commission, and the Georgia Kiwanis Club.

Commissioner Green also served as an elected official, serving both on the Taylor County Board of Education and the Board of Commissioners.

He loved Fort Valley State University and was a member of the Fort Valley State University Foundation. He gave so much to the University and the Wildcat family will miss him immensely.

But most importantly, Mr. Green was a man of faith who put God first in his life. And in turn, God blessed him with a wonderful life. He was a dedicated member of the St. Phillip AME Church.

Shirley Chisholm once said that ``Service is the rent that we pay for the space that we occupy here on this earth.'' Rufus Green paid his rent, and he paid it well. Mr. Green also treated people how they deserved to be treated. George Washington Carver once said that ``How far you go in life depends on tender with the young, compassionate with the aged, sympathetic with the striving, and tolerant of the weak and strong. Because someday in your life you will have been all of these.'' Rufus Green went far in life because he never swayed from this philosophy in dealing with people.

Mr. Green led a wonderful life but none of this would have been possible without the love of God and his wonderful family to include his loving wife, Bernice S. Green, and his children; Rufus C. Green, III, Marcus, and Dr. Lori Green. I know that his entire family will miss him dearly.

On a personal note, Mr. Green was my friend for many years. He has never told me only what I wanted to hear, but he always told me what he felt I needed to hear. I will be forever grateful for his wise advice and sage counsel. I will miss him dearly.

Madam Speaker, I ask that my colleagues in the House of Representatives join my wife, Vivian, and me, along with the people of the Second Congressional District of Georgia, in paying tribute to the life of Mr. Rufus Cullen Green, II and in extending our deepest sympathies to his family, friends, and loved ones during this difficult time of bereavement. Moreover, we pray that we will be consoled and comforted by an abiding faith and the Holy Spirit in the days, weeks, and months ahead.

Madam Speaker, I rise today to honor a dedicated man of God, dedicated family man, visionary leader, and friend of longstanding Pastor Eddie Smith on his retirement as the Pastor of Macedonia Missionary Baptist Church in Macon, Georgia. His retirement will be celebrated at the Macedonia Baptist Church in Macon, Georgia, on August 7, 2022, at 3:00 pm.

Pastor Smith is a native of Macon, Georgia, born to the union of the late Pastor Jack Smith, Jr., and Mrs. Mattie Mae Myers Smith. A highly educated man, Pastor Smith attended Bibb County public schools and went on to earn a Bachelor and a Master of Science from Fort Valley State College, now Fort Valley State University. On April 26, 1969, Pastor Smith received a calling that would change his life forever--he was called to preach the Gospel of Jesus Christ. Pastor Smith served as a classroom teacher and a media specialist in the Bibb County Public School system for fourteen years before retiring to serve full-time at Macedonia Church, accepting the role of pastor in 1972. While pastoring, he was also called to public service, serving as a Macon City Councilman from 1975 through 1978, as well as a member of the Bibb County Board of Education for two consecutive terms.

The scripture reminds us in Proverbs 29 that ``where there is no vision, the people perish.'' Pastor Smith's vision for Macedonia was evident from the very beginning of his ministry. In his early years at Macedonia, Pastor Smith led the congregation in raising the funds to pay off the church's fifteen-year mortgage in a record five years. In 1999, Pastor Smith led Macedonia Baptist in the purchasing of a struggling sister church. Together, they relocated and revived the church's congregation, and liquidated its $1.35 million debt in under three years. In more recent years, he oversaw the funding and construction of the $1.7 million dollar Family Life Center, a comprehensive faith-based service ministry that educates clergy across middle Georgia. Over the course of his ministry, Pastor Smith has licensed and ordained more than forty-five ministers, extending the reach of his servant leadership to the members of many congregations throughout the region.

Also, he led his flock through the COVID-19 pandemic, establishing community-wide food distribution services and virtual church services and tithing, while ensuring all bills were paid and no church staff lost their jobs.

Shirley Chisholm once said that ``Service is the rent that we pay for the space that we occupy here on this earth.'' Pastor Smith has paid his rent and he has paid well. Pastor Smith's service has extended beyond the walls of the church, as he has been affiliated with several social and civic organizations throughout his career. He has served on the boards of the United Way, the American Cancer Society, the Macon Ministerial Association, and the Macon Police and Firefighter Disciplinary Hearing Board.

Pastor Eddie Smith has always fought for what is right. He is guided by his love of God and his love of people. Mother Teresa once said that ``at the end of life we will not be judged by how many diplomas we have received, how much money we have made, how many great things we have done. We will be judged by ``I was hungry, and you gave me something to eat, I was naked, and you clothed me. I was homeless and you took me in.'' This is how Pastor Eddie Smith has lived his life and served people in the name of Jesus Christ.

At the center of Pastor Smith's accomplished life is the unwavering love and support of his family and his loving wife, Martha Kate. Pastor Smith is the father of five adult children: Suwandia; Eddie, Jr.; Corey and the late Alvy Smith and Edwanna Smith Stephens. He is the grandfather of fourteen and great-grandfather of three.

On a personal note, Pastor Smith has been my friend for many years. He has never told me what I wanted to hear, but he has always told me what he felt I needed to hear. I will be forever grateful for his wise advice and sage counsel.

Madam Speaker, I ask my colleagues to join my wife, Vivian; and me, along with the more than 730,000 people of the Second Congressional District, The Macedonia Missionary Baptist Church family and entire Macon community, in extending our sincerest appreciation and best wishes to Pastor Eddie D. Smith, Sr. upon the occasion of his retirement as Pastor of Macedonia Baptist Church and his many years of humble service to humanity.

Mr. Chair, I rise in support of H.R. 8294. As chairman of the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Subcommittee, I am pleased to highlight the national priorities funded in our division.

The impact of the agriculture division is far-reaching and it touches the lives of every single American. We all eat the food, rely on the medicine and the medical devices, and wear products made from fibers, such as cotton, that are made possible by this bill.

Our fiscal year 2023 allocation is $27.2 billion, which is $2 billion over the fiscal year 2022 bill. The bill provides $4.2 billion for Rural Development initiatives, including more than $560 million for broadband expansion to provide economic development opportunities and improved education and healthcare services. The bill continues important funding for the Community Facilities Program that supports everything from libraries and fire stations to childcare centers and nursing homes.

Our bill fully funds the SNAP, WIC, and Child Nutrition programs. It continues to enhance fruit and vegetable benefits for women and children and provides additional protections for SNAP recipients. We have record-high funding for the Food for Peace program, $1.8 billion, and $265 million for the McGovern-Dole program, critically needed in light of the global food crisis that has worsened following the Russian invasion of Ukraine.

The bill provides $3.8 billion for agriculture research, which helps the United States produce the most abundant and affordable food in the world, and provides $3.1 billion in farm and conservation programs, which includes funding to address the impacts of climate change.

The Food and Drug Administration is funded at $3.6 billion in discretionary funding. There are important increases to help combat the opioid crisis, support unannounced inspections of foreign drug manufacturing facilities, and ensure the safety of infant formula.

Finally, the bill provides funding for 134 Community Project Funding requests for members, totaling over $191 million.

Mr. Chair, I urge my colleagues to support this bill. I thank the ranking member, Dr. Harris, and his staff for helping produce this bill. I thank my personal staff and the subcommittee staff for their extraordinary work on the bill. Of course, I thank Chairwoman DeLauro and Ranking Member Granger, as well as the majority and minority staffs of the full committee.

Mr. Chair, I rise in opposition to the en bloc. Mr. Hern's amendment in this en bloc would cut discretionary programs in the agriculture bill by 22 percent. Mr. Norman's would cut them by 5 percent. Either level will have devastating and counterproductive consequences across numerous programs.

This would mean cutting rural development initiatives. The 22 percent cut would reduce much-needed investments in rural broadband, electricity, water and waste systems, and housing at a time when we really, really want to lift our rural communities.

It would mean cutting our investment in farm and conservation programs, agriculture research, Food for Peace grants, and the McGovern-Dole program.

The Food and Drug Administration budget would be cut by over $800 million under Mr. Hern's proposal, lessening our ability to address the opioid crisis, medical supply chain issues, infant formula, and food safety.

I ask my colleagues to join me in opposition to these amendments.

Mr. Chair, I rise in support of this bipartisan en bloc. These amendments addressing the Agriculture division of the package were made in order by the rule, and they have been agreed to by both sides.

This was a truly collaborative process between both sides of the aisle, and I believe this bipartisan effort will definitely improve the bill.

I thank the sponsors for their efforts and highlight a few of the issues that are covered by these amendments: encouraging innovation in USDA research programs, protecting victims of trafficking, and increasing funding for the farm-to-school program and the Circuit Rider Program.

Mr. Chair, I support the amendment and urge its adoption. It improves the bill.

These amendments en bloc address the Agriculture division of this package that were made in order by the rule. I believe they will improve the bill also.

In particular, the amendments will increase the funding for the school breakfast expansion program and further advance the needs of Puerto Rico and the other territories, all of which participate in the Micro-Grants for

Food Security Program. Representative Velazquez' amendment draws attention to Puerto Rico's nutrition needs, where about 1.5 million residents receive nutrition assistance.

The amendments highlight other important issues, such as rural energy efficiency and the need to build our infant formula manufacturing base in this country.

Mr. Chair, I support the amendment, and I urge its adoption.

Madam Speaker, I rise today to honor the Singfield family and their distinguished contributions to the City of Albany, Georgia. On June 27, 2022, Glenn Singfield, Sr. and Tandra Singfield, along with their sons Glenn II and Gerard Singfield, received the Georgia Municipal Association's Renaissance Award, which recognizes those who have made significant contributions to the revitalization of downtown areas in the state of Georgia. The Singfield family became the first Albany-area recipients of the Renaissance Award, which they received in recognition of one of the Good Life City's favorite restaurants, The Flint.

The Singfield family cut their teeth in the Albany restaurant industry after Glenn II, known as ``Deuce,'' and Gerard witnessed a serious car accident on Thanksgiving eve of 2012, which led the Singfield brothers to reevaluate their career paths. Deuce expressed his desire to pursue his lifelong passion for cooking, and his family felt called to invest in his talents. Two years later, the Singfield family opened their first restaurant, The Albany Fish Company, an outstanding seafood restaurant that marked the family's first success in the restaurant industry.

After seeing the success of the Albany Fish Company, the City of Albany approached the Singfields and asked them to take part in the revitalization of downtown by opening a new

establishment. When the time came to build the new restaurant, Glenn Singfield, Sr., a building contractor, used a very special blueprint--a drawing Glenn II had made at age twelve illustrating his ``dream restaurant,'' The Flint, which had its grand opening on April 15, 2019. The Flint is located in the heart of downtown Albany in a 10,000 square foot building that was once a cotton factory. While Glenn Sr. and Tandra are the owners, Gerard, until recently, served as the General Manager, and Deuce serves as the Head Chef. Deuce's passion and talent have brought to life an acclaimed menu, including such unique items as the Shrimp and Gator Po Boy and Gavin's Flaming Burger, which bring people from all over Southwest Georgia to the restaurant.

Greater than the appeal of The Flint's menu is the impact the restaurant and the Singfield family have had on the Albany-area community and local economic development. The Flint displays over 200 pieces of art curated by local artists, giving its customers a unique dining and shopping experience, while allowing local artists a unique marketing opportunity to sell their art. Additionally, the Singfields have made huge investments into training their employees, known by The Flint as ``associates,'' and preparing them for success in their future endeavors. However, it is not just restaurant associates who receive support from the Singfields--every patron of The Flint is treated like family from the moment they walk through the door.

Mahatma Gandhi once said that ``the best way to find yourself is to lose yourself in the service of others.'' The Singfield family has done exactly that. Countless lives across Albany have been touched by the Singfield family, carrying the family's impact far beyond their original task of revitalizing the downtown Albany area.

Madam Speaker, today I ask my colleagues to join my wife, Vivian, and me, along with the more than 730,000 people of Georgia's Second Congressional District, in commending the Singfield family for receipt of the well-deserved Renaissance Award in recognition of their outstanding contributions to the Albany, Georgia community.

Madam Speaker, I rise today to honor the Terrell County NAACP under the leadership of its President, The Reverend Ezekiel Holley as it prepares to celebrate its 27th Annual Freedom Fund Banquet on Saturday, July 16, 2022, at 5:00 pm at Terrell County High School in Dawson, Georgia.

The theme for the National NAACP Organization for this year is ``This is Power.'' For many years, the Terrell County Branch of the NAACP has asserted its power on behalf of freedom and justice in Southwest Georgia. This power has been asserted through voter registration, advocacy on behalf of minority groups and supporting young people as they have gone on to pursue their educational dreams at various colleges and universities across our Nation.

The Terrell County NAACP has long been at the forefront of voter education and mobilization. They truly understand that a ``voteless people is a hopeless people.'' Their voter efforts have helped to register thousands of voters in the Terrell County area who have exercised their power through the ballot.

The Terrell County Branch has also been a leader and an advocate on behalf of those who have been discriminated against by various entities in the surrounding communities. The Branch has held marches and demonstrations on behalf of the voiceless in their fight for justice and equality. Moreover, the organization has not been afraid to take on any entity that they believe has not been fair in its dealings with individuals or groups. The organization has exemplified the words articulated by Dr. King when he said that ``The time is always right to do what is right.''

Education has been at the forefront of the mission of this branch as well. The Branch is keenly aware that ``Education is the passport to the future; it belongs to those who prepare for it today.'' This organization knows that our young people are our future doctors, lawyers, scientists, engineers, mayors, governors, congress people and civil rights activists. The Branch understands that we must invest in our future. And that is why over the years, they have given out thousands of scholarships to deserving young people to pursue their dreams of improving the quality of life for themselves, their families, and our communities.

The Terrell County NAACP has served as a leader in the community and across the state in fighting for justice and equality. For decades it has been under the fearless and stellar leadership of Reverend Ezekiel Holley. Madam Speaker, I ask my colleagues in the House of Representatives to join my wife, Vivian, and me, along with the more than 730,000 people of the Second Congressional District in honoring and commending the Terrell County NAACP and its tireless president, Reverend Ezekiel Holley, on the occasion of their 27th Freedom Fund Banquet and for their achievements, service, and public distinction.
