Mr. Speaker, I rise today to honor a distinguished scholar, passionate community advocate, and dedicated educator, Ms. Yolanda Amadeo, who celebrated her 30th anniversary as Chief Meteorologist at WALB-TV in Albany, Georgia, on June 15, 2025.

Ms. Amadeo graduated from Jackson State University with a Bachelor of Science in Atmospheric Sciences and also earned a Bachelor of Science in Speech Communications from Florida State University. She proudly holds the prestigious American Meteorological Society's (AMS) Seal of Approval and has contributed extensively to the AMS community. Her service includes roles on the Broadcast Board of the AMS, the AMS Board on Pre-College Education, and the AMS Minority Scholarship National Committee.

Throughout her career, Ms. Amadeo has been recognized with numerous accolades. In 2012, she received the Martin Luther King Jr. Dream Award from the Albany King Day Committee, as well as the Women of Purpose Award. In 2010, the Georgia Association of Broadcasters honored her with an Honorable Mention for Best Weather Reporting. She is also a recipient of the 2007 National Mark Trail Award, recognizing her efforts to promote weather safety through the use of weather radios. That same year, I had the privilege of awarding her a Certificate of Special Congressional Recognition for her outstanding achievements, dedicated service, and public distinction. Furthermore, U.S. Senator Johnny Isakson acknowledged her important work educating the public on the life-saving role of NOAA Weather Radios during severe weather. In 2004, Ms. Amadeo was celebrated as one of Southwest Georgia's ``Steel Magnolias'' at the Women Making Magic Event.

Perhaps most inspiring is her dedication to mentoring aspiring meteorologists. She cherishes the relationships she has built through sharing her expertise, providing guidance, and offering both motivational and emotional support. Yolanda is deeply committed to the success of those seeking career advice. Beyond her professional work, she actively shares her passion for meteorology with the community by educating students on the science of weather forecasting and promoting weather safety at civic and social events.

Ms. Amadeo's community involvement extends to her volunteerism with the Southwest Georgia Chapter of the American Red Cross, where she has served as both a volunteer and board member. She is also an active member of St. Teresa's Catholic Church, serving as a lector and member of the Parish Council, and volunteers at St. Clare's Soup Kitchen, helping those in need within our neighborhood.

As former Congresswoman Shirley Chisholm wisely said, ``Service is the rent we pay for the space we occupy here on this earth.'' In celebrating Ms. Amadeo's 30 years as Chief Meteorologist, it is clear she has paid her rent and paid it well. Her unwavering commitment to informing and uplifting her community is truly commendable, and both Albany and the state of Georgia are stronger and safer because of her.

Yolanda's many accomplishments would not have been possible without the grace of God and the steadfast love and support of her family.

Mr. Speaker, I ask my colleagues to join my wife, Vivian, and me, along with the more than 765,000 people of Georgia's Second District, in recognizing and commending Ms. Yolanda Amadeo for 30 remarkable years as Chief Meteorologist at WALB-TV, and in wishing her many more years of success and service.

Mr. Speaker, I am honored to speak today in tribute to the life and legacy of an iconic American patriot John Robert Lewis, our friend and colleague who transitioned from labor to reward 5 years ago this week.

John was and still is the conscience of this Congress. In his posthumously published op-ed, ``Together, you can redeem the soul of our Nation,'' John Lewis wrote: ``I just had to see and feel it for myself that, after many years of silent witness, the truth is still marching on.''

Those words speak to us today as truth is no longer valued in our public dialogue. Lies are rampant from our public spaces in support of denying basic rights of voting, health, nutrition, opportunity, and humanity.

In official attempts to rewrite and whitewash our history, lies to deny diversity, equity, and inclusion, lies to remove African American and other culture and racial groups from public spaces in our history books and museums, John told us we must study and learn the lessons of history because humanity has been involved in this soul-wrenching, existential struggle for a very long time.

John wrote: ``The truth does not change, and that is why the answers worked out long ago can help you find solutions to the challenges of our time.''

``Truth does not change,'' he said. We must continue to use the truth of history to move us forward. Yes, the truth is still marching on.

Lowell said: ``Truth forever on the scaffold. Wrong forever on the throne. Yet that scaffold sways the future, and, behind the dim unknown standeth God within the shadow, keeping watch above his own.''

John gave his life for the truth that all men and women are entitled to life, liberty, and the pursuit of happiness. It is our duty to keep up his fight, to get into good trouble, to make that happen.

Mr. Speaker, it is with a heavy heart, and fond remembrance, that I rise today to honor an impressive insurance professional, prodigious athlete, iconic golf promoter and friend of long standing, Mr. Willie J. Watkins, I. Sadly, Willie transitioned from labor to reward on June 21, 2025. A Homegoing Celebration will be held at 11:00 am on Thursday,

July 3, 2025, at Macedonia Christian Ministries, 3645 Cusseta Road in Columbus Georgia.

Willie James Watkins, I was born Feb 17, 1952, in Columbus, Georgia to the late Jessie Watkins and Susie Grant Watkins. One of seven children, Willie grew up in the Booker T. Washington Apartments, attended 2nd Avenue and 5th Avenue Elementary Schools, Marshall Junior High School and graduated from the William H. Spencer High School in 1970. He was affectionately known as ``Mr. Loquacious''. Willie was a staunch supporter of the William H. Spencer High School Alumni Association and the Class of 1970 and never missed the activities surrounding the Spencer-Carver sports rivalry events.

Throughout his elementary and secondary education, Willie excelled in athletics. He played baseball, basketball, and ran track for the William H. Spencer Greenwaves. At the age of 10, he started to caddy at the Columbus Lions Club Golf Course on Victory Drive where he learned to play and developed a life-long love of the game of golf.

Upon graduating from high school, Willie attended Morristown College in Tennessee on a basketball scholarship. He later served in the United States Army and following his discharge returned home to Columbus and entered the insurance profession as a salesman with Life of Georgia Insurance Company and Interstate Insurance company. He became a life underwriter and instructor, teaching classes to prepare countless insurance professionals for certification and licensure.

With his life-long friend from BTW Apartments, Jerome Humphries, golf became a passion. Watching legendary African-American golfers such as Charlie Sifford, Jim Thorpe, Pete Brown, Jim Dent and Bobby Stroble, as caddies on the segregated ``Chitlin'' golf circuit, they developed skills and ultimately competed professionally on the all black North American Golf Association Tour, traveling through Georgia, Alabama, Florida, North Carolina and South Carolina. They also competed locally in the WOKS Pro-Am Golf Classic, the Purple and Gold Pro-Am Golf Classic and the Victory Drive Golf Classic. Moreover, Willie Watkins and Jerome Humphries founded the Metro Columbus Golf Association in 1987 and promoted charity golf tournaments in support of sickle cell and epilepsy research for the benefit of humanity.

While Willie was well-known for his loquacious personality and sometimes boisterous demeanor, he was a man of deep faith and was an active member of the Fourth Street Missionary Baptist Church from childhood up through the remainder of his life.

On a personal note, Willie was my friend for over 30 years. He was invaluable in his support of the Annual Sanford Bishop Golf Classic for 27 years in both Albany and Columbus. His extraordinary volunteer service contributed mightily to its enduring success. Often Willie and Jerome Humphries traveled with me to play in numerous charity golf tournaments. It was my honor for him to join me in traveling to Augusta National to witness the 2018 Master's which we enjoyed immensely. I will be forever grateful for his friendship and support.

Willie accomplished much in his life but none of it would have been possible without the grace of God and the love and support of his late wife, Patricia D. Watkins; his four children, Marcus Watkins, Willena Watkins Singleton, Mactrice Watkins Thomas and Willie Watkins, Jr.; his late siblings, Lily Watkins Hopson, Catherine Watkins Jackson, Frank Watkins and Geneva Watkins Burns; his surviving siblings, Ann Watkins Cobb and Jessie Watkins, Jr.; his 8 grandchildren, 2 great- grandchildren; nieces, nephews, and extended family. Willie loved his family, and his family loved him back.

As we reflect on the remarkable life of Willie James Watkins, we honor and remember his unwavering faith, his love of family, his help to insurance professionals, his Spencer Greenwave spirit, his passion for golf and his impact on our community. We are all better because Willie touched our lives.

Mr. Speaker, I ask my colleagues to join my wife, Vivian, and me, along with the more than 765,000 people of Georgia's 2nd Congressional District in honoring the life and legacy of Mr. Willie James Watkins, in extending our deepest condolences to his family, friends and all who mourn his loss. Moreover, I pray that we will all be consoled and comforted by an abiding faith and the Holy Spirit in the days, weeks and months ahead.

Mr. Speaker, I ask unanimous consent to amend the rule to make in order the amendment at the desk that protects against any cuts to Medicaid and SNAP.

Mr. Chair, I rise today to express my continued and resolute opposition to the fiscal year 2026 Military Construction, Veterans Affairs, and Related Agencies Appropriations Act in its current form.

I represent a district that is home to Robins Air Force Base, Fort Benning, and Marine Corps Logistics Base Albany. These installations are more than just military sites. They are the backbone of communities where servicemembers live, raise families, and eventually retire to continue serving in civilian life.

Because of this, I have a deep and personal understanding of the needs of our servicemembers, veterans, and their families. I can say unequivocally that this bill fails them.

Our veterans deserve better. Our military families deserve better. Frankly, all of us deserve a bill that reflects our shared commitment to the men and women who wear and have worn the uniform.

National defense is not just about weapons and strategy. It is about people, and this bill, as currently written, does not prioritize the needs of our people. Instead, it is laced with ideological provisions drawn from Project 2025, prioritizing political ambition over the well- being of those who have dedicated their lives to serving this country.

Let me be clear. Healthcare for veterans should not be an ideological battlefield. Yet, this bill accelerates the shift to privatized care at a time when we should be investing in the VA system itself.

Veterans overwhelmingly want to be treated in VA hospitals and clinics, facilities tailored to their unique needs and staffed by professionals who understand the physical, emotional, and psychological cost of service. Instead of fortifying these institutions, the bill undermines them.

Community care is an important tool, but it must remain just that, a supplement, not a substitute. Veterans should be referred to community care only when the VA cannot meet their needs, not as part of a systematic effort to privatize the entire system.

Occam's razor reminds us that the simplest explanation is often the correct one. Here, the simplest explanation for this unprecedented increase in outsourced care is a broader goal to dismantle the VA system itself, aligning with Project 2025's dangerous objective to privatize veterans' healthcare. The consequences of this cannot be overstated.

Equally troubling is the underfunding of military construction, particularly housing and childcare. These are not luxuries. They are necessities. A stable home and quality childcare are foundational to military readiness. When we fail to provide for the families of our servicemembers, we degrade morale, retention, and focus.

We cannot expect excellence from our Armed Forces if we do not support the very people who make excellence possible.

This bill does not build trust. It erodes it. Trust in our government, our institutions, and our promises is what holds the fabric of this Nation together.

This legislation should be a reflection of our values. It should speak to our priorities. It should say to every servicemember, veteran, and military family: We see you. We value you. We will not let you down.

Instead, it cuts where we should invest. It deregulates where we need oversight. Perhaps most egregiously, it sows division where we desperately need unity.

This is not a partisan issue. It is an American issue. We must rise above ideology to meet this moment with courage and clarity.

I urge every one of my colleagues, especially those who may view this bill as just another line item, to pause and consider the real impact these decisions have on the people we are sworn to serve. Let their needs, not political blueprints, be our North Star today. We must do better.

Mr. Speaker, it is with a heavy heart and fond remembrance that I rise today to honor a dedicated community leader, faithful servant of God and dear friend of long standing, The Honorable Nathan Suber, III. Sadly, Nathan transitioned from labor to reward on June 16, 2025. A Homegoing Celebration of his remarkable life will be held at 11:00 a.m. on Tuesday, June 24, 2025, at the Fourth Street Missionary Baptist Church, in Columbus, Georgia.

The genesis of Nathan Suber's life occurred on July 20, 1950, in Phenix City, Alabama with his birth to the late Staff Sergeant (Ret.) Nathan Suber, Jr. and Helen Woods Douthit. In 1968, Nathan graduated from South Girard High School in Phenix City and furthered his education with an Associate Degree from City College of San Francisco and a Bachelor's of Science Degree from Columbus College, now Columbus State University, in Georgia.

Nathan began his career journey in law enforcement as a Patrol Officer with the Police

Department of the Consolidated Government of Columbus Georgia. He advanced to the rank of Detective. Serving and protecting the people of Columbus, Nathan was part of the incredible team that investigated and resolved the infamous ``Stocking Strangler'' serial murder cases that terrorized the city of Columbus for more than 6 months in the late 1970's. His career path then led him to the private sector where he excelled as a Sales Manager for Bell South Yellow Pages, and Davis Broadcasting, Inc., before becoming Sales Representative for AFLAC Insurance. He concluded his professional career as Manager for Krispy Kreme, under 755 Restaurant Corporation, a family business owned by his uncle and aunt, Henry ''Hank'' Aaron and Billye Suber Aaron, icons in American sports, business, education and philanthropy. Nathan gave good account for his stewardship in all his career endeavors.

Beyond his career achievements, Nathan was a pillar of strength in his community, serving 12 years as District 1 Councilor for the Consolidated Government of Columbus Georgia, including as Chairperson of the City Council Budget Committee. Moreover, Nathan served as Board Chair of the Metro Columbus Urban League and held positions with the A. J. McClung YMCA, Columbus Board Initiative and the Midtown Project, demonstrating his enduring commitment to bettering his community. It has been said that ``Service is the rent we pay for the space we occupy on this earth.'' Nathan Suber paid his rent and paid it well.

Nathan Suber was a man of deep faith and a servant of God. For more than 50 years he served God through the ministries of the Fourth Street Missionary Baptist Church. For 20 of those years at Fourth Street, Nathan and I were in the same Sunday School class and sang and traveled together with the Inspirational and Mass Choirs. Nathan went on to serve as Superintendent of Sunday School and Chair of the Trustee Ministry. He was truly a pillar of the church.

On a personal note, Nathan was my friend for more than half a century. He supported me in every endeavor I took in public life and undertook on many roles that proved vital to my success. And, like the Biblical Nathan who counseled King David, Suber and I counseled each other over the years through good times and bad, offering our best advice to one another on personal, public, and confidential matters. Nathan was brutally honest, telling me not what I wanted to hear but what he felt I needed to hear. I will always be grateful for the fidelity of his friendship and the timbre of his character.

Nathan accomplished much in his life, but none of it would have been possible without the grace of God and the love and support of his devoted wife of 48 years, Charlene Brown Suber; his two daughters, Kelley Suber Jones and Cynthia Denise Suber Huffman; his three cherished grandchildren, Morgan, Austin, and Charleston; his sister, Artie Suber Cobb and brother, Michael Suber; as well as his aunts, uncle, nieces, nephews and other extended family.

As we reflect on Nathan's life, we honor his unwavering faith, his tireless commitment to serving others and his passion for making his community better. Columbus, Georgia, our state, our Nation, and the world have been enriched by the contributions of the Honorable Nathan Suber, III.

Mr. Speaker, I rise today with a heavy heart to honor the memory of a loving husband, dedicated father, outstanding Man of God, devoted spiritual leader, gifted musician, astute entrepreneur, and dear friend of longstanding, Overseer Roosevelt Carter, I, who passed from labor to reward on June 15, 2025. A funeral service to celebrate his remarkable and committed life was held on Sunday, June 22, 2025, at First Monumental Faith Ministries in Albany, Georgia.

The journey of the resilient life of Overseer Roosevelt Carter began with his birth on June 16, 1944, to the union of Deacon Enoch and Deaconess Mary Magdalene Carter in Leesburg, Georgia. Always spurred by a love of learning, he attended Lee County Training School in Leesburg, Georgia, before pursuing Announcing and Broadcasting at the Broadcast Schools of New York. Overseer Carter pursued theological studies at Bethany Bible School and Theological Seminary, earning both a Bachelor's in Ministry and a Master's in Theology.

Overseer Carter began his ministry through the power of music. He launched his career as a DJ in Brooklyn, New York, gaining recognition as one of the best in the United States. His musical journey included working at WJIZ, where he earned the title ``No. 1 Soul Wax Man,'' famously known as ``The Love Man--6 Foot 2.'' He also collaborated with prominent organizations such as Atlantic Recording Company in New York, WDAS Radio Broadcasting Station in Pittsburgh, PA, and WOAK in Atlanta, Georgia.

As an astute entrepreneur, he founded and served as President of Flint River Construction, a respected general contracting firm known for projects of regional and national significance, including the construction of Concourse E at Hartsfield-Jackson Atlanta International Airport. He worked alongside influential figures such as former Atlanta Mayors Maynard Jackson and Bill Campbell, and specialized in building church structures.

Additionally, Overseer Carter was a trailblazer in agriculture, producing livestock and various crops, and he created Carter's Farm Peanut Butter, which proudly sold in Walmart and Kroger stores--a historic accomplishment for an African-American-owned agribusiness.

Patriotically committed to public service, he became the first African-American man to run for County Commissioner in Lee County, Georgia. Although he won the district of Chokee, changes in the rules requiring county-wide wins prevented him from taking his seat. No stranger to adversity, during his campaign, his car was shot at in a crude attempt to derail his progress, yet Overseer Carter stood firm in his commitment to bring about positive change.

Overseer Carter answered the most important call of his life--the call to preach the Gospel of Jesus Christ. This journey began at Mount Zion Baptist Church in Camilla, Georgia, and expanded to include service at Ephesians Baptist Church in Albany and New Mt. Pleasant Church in Waycross, Georgia.

In 1984, he co-founded First Monumental Faith Ministries alongside his loving wife, First Lady and Co-Overseer, LaVerne Shinault Carter. For 35 remarkable years, he shepherded his congregation through blessings, baptisms, weddings, and offered comfort to grieving families. Under their dynamic leadership, First Monumental became a beacon of hope and salvation.

As the great Agriculture Chemist George Washington Carver once said, ``How far you go in life depends on your being tender with the young, compassionate with the aged, sympathetic with the striving, and tolerant of the weak and the strong because someday in life you will have been all of these.'' Overseer Carter's legacy extended beyond church walls, serving people from all walks of life. He founded First Monumental Community Outreach, Inc. (FMCO), providing critical support services. Notably, he spearheaded initiatives like Job's Place, the first assistance program for individuals diagnosed with HIV/AIDS in Dougherty County, and collaborated with the City of Albany to combat homelessness, successfully transitioning over 15 families to sustainable living.

Overseer Carter also enhanced economic empowerment through projects like the Monumental Development Center and Fluff-n-Fold

Laundromat, fostering job creation for local residents. Even amidst significant health challenges, he remained dedicated to sharing God's goodness, writing, preaching, and singing about His grace. He authored two impactful books, ``Freedom in Worship'' and ``Stuck in A Rut,'' and expanded his ministry globally through TBN and various national and local media outlets.

As we remember Overseer Carter, we acknowledge that all his achievements were made possible through God's grace and the unwavering support of his devoted wife, LaVerne, and their children--Pastor RoDerald Carter, Pastor Lorenzo Heard, daughter-in-love Attorney Marilyn Moss Carter, and a vast circle of family, friends, and loved ones.

On a personal note, I am profoundly grateful for Overseer Carter's wise counsel and enduring friendship throughout the years. He has been a source of encouragement during my time in Congress, and I am proud to have called him my friend.

Mr. Speaker, I invite my colleagues to join my wife, Vivian, and me, along with the 765,000 residents of Georgia's Second Congressional District, in extending our heartfelt condolences to Overseer Roosevelt Carter's family and the members of First Monumental Faith Ministries. We celebrate his leadership, his lasting impact on the community, the church, and all mankind. His legacy of love and service will continue to inspire us all.

Mr. Speaker, I rise today to honor the life and legacy of a dedicated wife, committed mother, loving grandmother, trailblazing bank executive, benevolent community servant, giving neighbor, and dear friend of longstanding, Mrs. Reba W. Stewart. Sadly, Reba passed away on June 7, 2025. A graveside service to celebrate her remarkable life

will be held on Tuesday, June 10, 2025, in Albany, Georgia.

Reba was born to the union of the late Ola Mae and Warnell Willis in Albany, Georgia. She was a proud graduate of Albany High School and the Georgia Banking School.

Mrs. Stewart dedicated thirty-seven and a half years to Citizens and Southern Bank, now known as Bank of America. She was subsequently employed at SunTrust Bank for twenty-six years. A true trailblazer, Reba became the first female banking officer and the first female branch manager in Albany during her time at Citizens and Southern Bank.

It has been said that ``Service is the rent that we pay for the space that we occupy here on this earth.'' Reba paid her rent, and she paid it well. She was committed to giving back to the community that had nurtured her for so long. Her sense of pride for Albany propelled her into many leadership roles with various social and civic organizations including serving as past Chairperson of the Board of Directors for the American Heart Association, Albany YMCA, SOWEGA Council on Aging, and the Boys and Girls Club of Albany. She played pivotal roles in fundraising to build the Chapel at Phoebe Putney Memorial Hospital and helping to construct the new church at Byne Memorial Baptist Church of Albany. Additionally, she contributed her talents to the Foundation Boards of Darton College and Albany State College (now university), as well as the Board of Directors of SunTrust Bank. Reba's dedication to her community was further demonstrated through her membership in the Dougherty County Kiwanis Club.

Throughout her life, Mrs. Stewart received numerous accolades that reflect her profound impact on the community. Among these are Albany's Woman of the Year, the Golden Deed Award from The Exchange Club of Albany, the Woman of Distinction Award from the Girl Scouts of America, and the Woman of the Youth Award from the Boys and Girls Club of Albany.

Guided by her strong faith, she was a devoted member of Byne Memorial Baptist Church. Reba cherished her church and her church family for seventy-three years. She actively participated in various church activities, generously reaching out to the community through mission efforts.

On a personal note, Reba was my dear friend and neighbor for many years. She always greeted me with a warm smile and sometimes not so subtle advice. She never told me what I wanted to hear, but she always told me what she felt I needed to hear. I will be forever grateful for the fidelity of her friendship and the timbre of her character.

Reba accomplished much in life but none of it would have been possible without the love and support of her beloved late husband of sixty-two years, Emmett; her daughter, Leslie Stewart Sullivan; her two grandchildren Clay and Mary Stewart Sullivan and a host of other relatives and friends.

Mr. Speaker, my wife Vivian and I along with the more than 765,000 people of Georgia's Second Congressional District, salute and honor the life of Mrs. Reba W. Stewart. I ask my colleagues to join us in extending our deepest condolences to her family and all who mourn her loss during this difficult time of bereavement. I pray that they will be consoled and comforted by an abiding faith and the Holy Spirit in the days, weeks and months ahead.

Mrs. Reba W. Stewart leaves behind a legacy of love, service, and dedication to family and community. Her influence will be felt for many years to come, and she will be deeply missed.

Mr. Speaker, it is with a heavy heart and solemn remembrance that I rise today to pay tribute to a loving husband, dedicated father, doting grandfather, profound spiritual leader, committed public servant, and true man of God--Reverend Anthony Q. Corbett, Sr. Reverend Corbett transitioned from labor to reward on May 21, 2025. He leaves behind many heavy hearts among his church family, across the state of Georgia, America, and abroad. A funeral service to celebrate his remarkable life was held on May 31, 2025, at the Macon Centreplex in Macon, Georgia.

Pastor Corbett's journey in life began with his birth in Dublin, Georgia, on October 10, 1966, to the late Lillie Mae Corbett. He was a proud product of the Laurens County School System, graduating from West Laurens High School in 1984. He studied at Andersonville Baptist Seminary in Camilla, Georgia and received his Bachelor's of Biblical studies and Master's of Theology from the Emmanual Bible College. In 2020, Pastor Corbett was awarded an honorary doctorate.

Reverend Corbett began his ministerial journey as the Pastor of Stewart Chapel Baptist Church and went on to serve as Pastor of Rose Hill Baptist Church, Driskell Tabernacle Baptist Church and Greater New Evergreen Baptist Church. At every stop of his journey, he served with an humble spirit and caring heart. Helen Keller once said that ``The most pathetic person in the world is one that has sight, but no vision.'' Pastor Corbett always exhibited both sight and vision in carrying out God's purpose for his life. The Kingdom has been truly enriched by his love for God and people.

On May 31, 1998, Pastor Corbett was installed as the Senior Pastor of Lundy Chapel Baptist Church in Macon, Georgia. Under his visionary leadership, Lundy Chapel experienced remarkable growth, with an increase in membership and an expansion of its facilities to enhance the church's ability to reach souls for Jesus Christ. In 2001, Lundy Chapel celebrated the dedication of its new sanctuary, which boasts a seating capacity of 750. Always striving to upgrade facilities for the glory of God, Lundy Chapel completed its Education/Administrative Building and gymnasium in March of 2013. The most recent improvement project, initiated in November 2017 and completed in May 2019, included the addition of a spacious staging area, stage and broadcast lighting, improved audio and video systems, an atrium, cafe, and lofting areas conducive to meetings.

Through Reverend Corbett's dynamic leadership, Lundy Chapel embraced a cutting-edge technology across its 37,000 square feet of facilities. In September 2016, he led a major overhaul of the church's website, including the development of a church mobile app, which enabled Lundy Chapel to reach people around the world through various streaming services.

Perhaps the most impactful aspect of his ministry was the creation in 2005 of the Lundy Higher Heights Community Enrichment Corporation. Reverend Corbett embraced the belief that ministry must extend beyond the church walls and embrace the entire community, not just the members of Lundy Chapel. The Lundy Higher Heights Community Enrichment Corporation aims to uplift young people by providing them with positive direction and inspiration. It also equips other community organizations with a blueprint to develop effective service programs. Reverend Corbett truly understood that education is the passport to the future which belongs to those who prepare for it today. The Community Enrichment Corporation offers scholarships and resources to young adults pursuing higher education.

A generous mentor to many ministers of the Gospel, Reverend Corbett licensed and ordained over 30 new ministers and installed countless others.

Never resting on his laurels, Reverend Corbett continually sought ways to improve himself, the Church, and his community. He was appointed by then President, Reverend Curtis Raines, Sr. as the State Coordinator for the Moderator and Ministers Division of the General Missionary Baptist Convention of Georgia, (GMBC), to which he was later elected as President. The convention encompasses over 600 churches throughout Georgia with more than 500,000 members. During his tenure, Reverend Corbett pushed the convention to adhere to the ideals of Worship, Mission, Education, and Stewardship He also pushed the convention to engage in activities to promote social activism and civic engagement. He previously served two terms as moderator for the Mount Pleasant Missionary Baptist Association. The President of the National Baptist Convention, USA, Inc., Reverend, Dr. Boise Kimber, appointed Reverend Corbett as Director of the Pastors and Ministers Division of the Convention.

Reverend Corbett boldly preached the good news of Jesus Christ to prisons, youth camps, and international worship services. In 2020, he and Lundy Chapel were in invited to adopt the Gesore Joy in Christ Church in Nyamira, Kenya. As with all things he undertook, he embraced this challenge with excellence and led efforts to purchase and send essential items to Africa, supporting multiple organizations and orphanages of the Church there.

Always looking for ways to make a difference, Reverend Corbett made history during his tenure as President of GMBC by appointing the first woman, the Reverend Valerie Thompson, to serve on the board of the Convention. He also recommended Reverend Thompson to serve on the Board of the National Baptist Convention, USA, Inc.

Amid the great demands of his ministry, Reverend Corbett found time to give back to his community. It has been said that ``service is the rent that we pay for the space that we occupy here on this earth.'' Reverend Corbett certainly paid his rent, and he paid it well. Pastor Corbett's service and love for the community led him to share Lundy Chapel's campus and resources with social and civic organizations throughout the Middle Georgia area, including the Macon Day Reporting Center, the District Attorney's Rise Initiative, River Edge Behavioral Health, and the Georgia Campaign for Adolescent Power and Potential, among many others.

On a personal note, Reverend Corbett was a friend and supporter. He always had an encouraging word during difficult times, and I will be forever grateful for the strength of his character and the fidelity of his friendship.

Reverend Corbett accomplished much in his life, but none of it would have been possible without the grace of God and the unwavering love and support of his wife of over 30 years, Juanita, as well as his six children, grandchildren and extended family.

Mr. Speaker, my wife, Vivian, and I, along with the more than 765,000 people of the Second Congressional District, salute Reverend Anthony Q. Corbett, Sr. for his outstanding accomplishments in ministry and his dedication to his community, state, nation, and the world. Moreover, I ask my colleagues in the House of Representatives to join us in extending our deepest condolences to Pastor Corbett's family, Lundy Chapel Baptist Church, the General Missionary Baptist Convention of Georgia, the National Baptist Convention, USA, Inc., and all who mourn his loss. We pray that they will all be consoled and comforted by an abiding faith and the Holy Spirit in the days, weeks, and months ahead.

Mr. Speaker, I rise today to congratulate and celebrate the 99th birthday of a dear friend of longstanding to my wife, Vivian and me, Mr. James A. Bussey, Sr. His birthday celebration will be held on Friday, May 16, 2025, at the St. James AME Church in Columbus, Georgia. David Viscott once said that, ``The purpose of life is to discover your gift. The Work of life is to develop it. The Meaning of life is to give your gift away.'' Mr. James Bussey has given his life away in service to others and we are all better for it.

James Andrew Bussey was born in Harris County, Georgia in 1926 and attended Spencer High School, where he graduated in 1944. Upon graduation, James was accepted into Morehouse College in Atlanta, Georgia, where he remained for one year before marrying Ms. Marguerite Lindsey in 1947 and moving to Columbus, Georgia.

Mr. Bussey is an industrious man who worked two jobs every week to support his family because he wanted to provide a better life for them. He constantly had to fight the scourge of racism and because of this, he left Columbus in 1957 to move to Washington, D.C. where he obtained employment at the Washington Hotel. But the stench of racism was not far behind as Mr. Bussey discovered that his weekly paycheck was $20 less than that of his White counterparts. With a heavy heart, he returned to Georgia and settled in Columbus.

Because of his grit, determination and unwavering faith in God, Mr. Bussey found employment as a mail handler with the United States Postal Service. He took pride in delivering the mail and especially enjoyed the East Highland route, which allowed him to visit his mother and grandmother frequently. Becoming a Mail Handler allowed Mr. Bussey to connect with his community on a personal level, and he was known to sing as he walked with joy along his daily route. In addition, he would support and assist community members with literacy troubles and would read and respond to mail whenever asked. Mr. Bussey's dedication to his job as a Mail Handler and passion for members of his community granted him the recurring opportunity to drive the postal vehicle in the annual Christmas parade in Columbus.

Mr. Bussey retired from the United States Postal Service in 1976, and upon his retirement, returned to college with his undying resilience and dedication, where he earned a Bachelor of Arts degree from Columbus College in 1988. Mr. Bussey became a proud

member of the Alpha Phi Alpha Fraternity, Inc., and to this day lives by their mission to promote brotherhood and service to all mankind.

Furthermore, Mr. Bussey is a longtime active member of St. James AME Church where he is an officer, a member of the Sons of Allen, and a soloist with the choir. He has volunteered with the Ambassadors of the Columbus Visitors Bureau and has appeared on stage and performed in musical productions at the Liberty Theater, the Three Arts Theater, and the Columbus RiverCenter. He is known for his skills on the dance floor which he continues to exhibit regularly at local senior center ballroom dance activities.

Mr. Bussey continues to live a selfless and generous life, serving as a proud Christian, father, husband, and friend and has been blessed with four children, James Jr., (Deceased) Janet, Margaret and Michael. I have known Mr. Bussey and the Bussey family for almost 60 years. He is one of the finest human beings that I have ever met in my lifetime. None of the success that he achieved in life would have been possible without the Grace of God as well as the love and support of his loving wife, Marguerite, his children, other extended family members and friends. He is an example of what Jesus meant when he said, ``He that is great among you shall be a servant and he that is greatest among you shall be a servant unto all.''

Mr. Speaker, I ask that my colleagues join me and my wife, Vivian; along with the more than 765,000 people of the Second Congressional District, in extending our best wishes to Mr. James A. Bussey, Sr. on the occasion of his 99th birthday. As we celebrate yet another year of Mr. Bussey's remarkable life, we would all do well to follow the example of his legacy: striving to improve the quality of life of others by giving away the gift of his extraordinary life for the betterment of his community and all humanity. May God continue to bless him with life, health, joy, and happiness.

Mr. Speaker, I rise today to recognize the outstanding achievements of the Albany Young Marines of Albany, Georgia, who have been named the National Young Marine Unit of the Year. The group received this well-earned honor at the Young Marines 2025 Adult Leader's Conference in Dallas, Texas on April 26, 2025.

The Young Marines is a nationally renowned nonprofit organization focused on youth leadership and character development. Since its founding in 1959, it has expanded to over 200 units, with 5,000 youth participants and 1,950 adult volunteers across 40 states, the District of Columbia, Japan, and beyond. Through this program, young men and women cultivate essential values such as leadership, teamwork, and self-discipline.

The Albany, Georgia chapter exemplifies excellence in service, community engagement, and leadership. Under the guidance of Unit Commander Eric Crump and his wife, Adriana, this distinguished unit of 30 youth members and six adult volunteers has devoted thousands of hours to serving their community and supporting local veterans' organizations. Their commitment and dedication earned them recognition as Unit of the Year in the tri-state (Alabama, Georgia, Tennessee) Southeast Regiment of the Year of Division 2, and most recently, National Young Marines of the Year for 2025.

The impact of this remarkable group extends far beyond their unit, bringing together a wide network of supporters. The Albany Area Chamber of Commerce Military Affairs Committee, American Legion Post 30 and Post 512, VFW 2785, Albany State University, Albany Area YMCA, and numerous businesses and individuals have all rallied behind the Albany Young Marines. Moreover, off-duty United States Marines in the community have generously stepped up to mentor these young leaders, further enriching their experience and inspiring them to be the best they can be in service to others.

Former Congresswoman Shirley Chisholm once said that ``service is the rent we pay for the space we occupy on this earth.'' The Albany Young Marines truly embody this spirit, and their community is better for it. Their successes have been made possible by the unwavering support of their commanders, family members, dedicated volunteers, and neighbors.

Mr. Speaker, I ask my colleagues to join me in celebrating the Albany Young Marines and their remarkable contributions to themselves and the Southwest Georgia community. Their dedication, leadership, and service are invaluable, and I am confident that this organization will continue to shape future generations of outstanding young leaders.

Mr. Speaker, I rise today to honor the life and legacy of a loving husband, dedicated grandfather, doting grandfather, astute entrepreneur, committed public servant and dear friend of longstanding, the Honorable Curtis Parham ``CP'' Redding. Sadly, ``CP'' passed away on May 9, 2025. A service to commemorate his remarkable life was held on May 15, 2025, in Eufaula, Alabama.

Born on September 8, 1932, in Hatcher Station, Quitman County, Georgia, ``CP'' was the son of Curtis Lowe Redding and Ora Inez (Green) Redding. He was a man of unwavering character, known for his commanding presence, generous spirit, and fierce devotion to his family and friends. His kindness, strength, and integrity inspired everyone who had the privilege of knowing him.

A passionate outdoorsman, ``CP'' enjoyed hunting, traveling cross- country with his beloved wife Annie Ruth, and creating lasting memories through his woodworking. He was a true entrepreneur, operating a successful logging company for over 25 years while also owning and managing a country store, bait shop, grocery store, and restaurant. His diverse ventures showcased his dedication to serving the community.

It has been said that ``Service is the rent that we pay for the space that we occupy here on this earth.'' ``CP'' paid his rent and he paid it well. His commitment to improving lives in the Chattahoochee Valley/ Quitman County was evident through his service on more than 13 boards and commissions, often as Chairman. He tirelessly advocated for better education, healthcare, and public services, leaving a lasting impact on countless lives.

On a personal note, ``CP'' was my friend and supporter for many years. He always advocated for all things Quitman County. He never told me what I wanted to hear, he always told me what he felt I needed to hear. I will be forever grateful for the timbre of his character and the fidelity of his friendship.

``CP'' accomplished much in life but none of it would have been possible without the love and support of his beloved wife of nearly 74 years, Annie Ruth Redding; his children, Vickie Turner (David Gatch) of Prattville, Alabama, Curtis Parham ``Bubba'' Redding (Dawn) of Cuthbert, Georgia, and John Melton Redding (Amanda) of Baton Rouge, Louisiana; and his sister, Gail Redding Corlee (Leonard) of Georgetown, Georgia. ``CP'' also leaves behind seven grandchildren, nine great- grandchildren, two great-great-grandchildren, and numerous nieces, nephews, and cousins.

Mr. Speaker, my wife Vivian and I, along with the more than 765,00 people of Georgia's Second Congressional District, salute and honor life of Honorable Curtis Parham ``CP'' Redding, Sr., a man of purpose and heart, whose enduring love for his family and community will never be forgotten. I pray that they will be consoled and comforted by an abiding faith and the Holy Spirit in the days, weeks, and months ahead.

Mr. Speaker, I rise today to honor a remarkable educator, dedicated public servant, and longstanding friend, the Honorable Judy Thomas. Sadly, Judy passed from labor to reward on April 19, 2025. A funeral service to celebrate her remarkable life will be held on Thursday, May 8, 2025, at St. Luke Church in Columbus, Georgia.

The genesis of Judy Thomas's life began with her birth to the union of William H. Lt. (Bill) Williams and Alice Williams. She graduated from Jordan Vocational High School in 1964, later earning her bachelor's degree in Elementary Education from the Women's College of Georgia, now Georgia College and State University.

Judy began her teaching career at Bibb Elementary School in Columbus, where she was a fifth and sixth grade teacher. Due to her unwavering commitment to education and the future of young people, she was honored as Columbus Teacher of the Year in 1973. During that same time, she served as President of the Muscogee Association of Educators. On May 9, 2021, Judy was awarded the Jim Buntin Leadership Award for Excellence in Education for the Muscogee Educational Excellence Foundation, which was a special honor for her as this award was named after her close friend and former Muscogee County School Superintendent.

Judy eventually moved to California to continue her educational career, but Columbus was never far from her heart. She returned to her beloved Columbus in 2006 and became actively involved in the successful Mayoral Campaign of Mayor Jim Wetherington, where she served as Chief of Staff from 2006 to 2010. During her time in the Mayor's Office, she was instrumental in passing the 2008 SLOST Referendum, which enabled the hiring of 100 police officers in Columbus--a measure that continues to benefit our community today. Judy left the Mayor's Office in 2010 to launch her campaign for the Columbus City Council.

Elected to the Columbus City Council in 2011, Judy served honorably for four terms representing District Nine (At-Large). She diligently assumed the role of Budget Chair for several Council cycles, always focused on fiscal responsibility while ensuring that the needs of Columbus citizens were met. Her fingerprints and legacy will be evident in Columbus for many years to come. Her voice and vote were critical in efforts to renovate Golden Park, which helped bring the Atlanta Braves Double-A team to our city.

Judy was a truth-teller, always voting her conscience, earning the respect and admiration of those she served.

Throughout her life, Judy exemplified a commitment to service, a trait she inherited from her parents, who were both devoted to their community--her father as the Columbus District Fire Chief and her mother as the first certified medical assistant in the State of Georgia. It has been said that ``service is the rent that we pay for the space that we occupy here on this earth.'' Judy paid her rent and paid it well, dedicating her time and resources to numerous community organizations, including the National Infantry Museum, the Muscogee Educational Excellence Foundation, Open Door Community Center, St. Luke Church Administrative Board, Girls in the Game, Chattahoochee Council of the Boy Scouts of America, Jordan Vocational High School College and Career Academy Advisory Board, RiverCenter for the Performing Arts, Columbus State University Military Affiliated Student Support Fund, the Rotary Club of Columbus, and the Miracle Riders.

On a personal note, I have had the privilege of knowing Judy for many years. I am incredibly grateful for her support and the fidelity of her friendship. She never told me what she felt I wanted to hear; instead, she always shared what she felt I needed to hear.

Mr. Speaker, I ask my colleagues in the U.S. House of Representatives to join my wife, Vivian, and me, along with the more than 765,000 people of Georgia's Second Congressional District, in honoring the life and legacy of Councilor Judy Thomas. Moreover, we extend our deepest sympathies to Councilor Thomas's family, friends, colleagues, and all those who mourn her loss during this difficult time of bereavement. Mr. Speaker, I rise today to recognize and honor the noble work of the Columbus, Georgia Chapter of The Links, Incorporated on its 60th anniversary. The Columbus, Georgia Chapter was chartered on December 19, 1964. Its members and supporters celebrated this milestone at a luncheon on Saturday, April 26, 2025.

The Links, Incorporated, is an international not-for-profit organization which traces its origins back to 1946. Margaret Roselle Hawkins and Sarah Strickland Scott gathered seven friends in Philadelphia, Pennsylvania to form a group to respond to the pressing needs of the African American community after World War II. Today, an esteemed international women's service organization, The Links, Incorporated aims to improve the lives of African Americans by providing them with essential resources and services which offer disadvantaged communities new hope for improved lives. Today, Links has 299 chapters around the world, including over 17,000 members.

I would like to take this opportunity to specifically acknowledge the great work of the Columbus, Georgia Chapter of The Links, Incorporated. The Columbus, Georgia Chapter has implemented and sustained The Links, Incorporated's five programming categories: National Trends and Services, The Arts, Services to Youth, International Trends and Services, and Health and Human Services.

The National Trends and Services facet of the Columbus, Georgia Chapter champions the idea of empowering both the individual and the community through events such as a week-long community celebration that illustrates the positive impacts of diversity and multiculturalism. Displayed everywhere from government centers to schools to churches, The Links, Incorporated promotes ethnic pluralism within the community.

In addition, The Links were the first to gather local black entrepreneurs and prospective customers together in order to explore shared interests and encourage the potential for reciprocal benefits. The organization also takes the time to honor the lifeblood of local communities: trash collectors, school bus operators, postal carriers, and cafeteria workers. It seeks to recognize every aspect of a community, understanding that everyone deserves respect and gratitude for the vital roles they play in keeping the community afloat.

The International Trends and Services arm of the Columbus, Georgia Chapter brings resources to countries across Africa through well- building and providing clean birth kits to those in Uganda and survival kits to women in Haiti. The organization's dedication to domestic and international service showcases the depth of its commitment to community betterment through public service.

The Columbus, Georgia Chapter has instituted numerous programs under its Services to Youth facet, including a mentor program for kids in kindergarten to young adults in college. Additionally, Services to Youth promotes the values of higher education by raising interest in STEM education and career paths by awarding scholarships, creating endowments, and supporting Historically Black Colleges and Universities.

In line with its mission to promote cultural awareness through The Arts program, the Columbus, Georgia Chapter partners with a number of arts institutions, such as museums, art councils, symphonies, and educational institutes to reinforce the importance of a strong minority presence in the art community.

Last, but certainly not least, the Health and Human Services facet of the Columbus, Georgia Chapter works to implement and maintain community services to address the disparities in health conditions negatively impacting minorities. In this regard, the Columbus, Georgia Chapter has joined forces with Linkages to Life, Susan G. Komen for the Cure, Walk for Healthy Living, and the National Childhood Obesity Initiative.

Through the wisdom and strong leadership of its past presidents, the Columbus, Georgia Chapter has given back so much to the African American community and, in turn, the community as a whole. Today, the Chapter is led by current president, Tara Askew, and boasts 43 spirited and outstanding members who provide over 2,000 hours of service each year.

Mr. Speaker, today I ask my colleagues to join me in recognizing 60 years of incredible and inspiring work by the Columbus, Georgia Chapter of The Links, Incorporated. The services this organization has provided to the greater Columbus community are immeasurable and there is no doubt in my mind that The Links, Incorporated will continue its worthy mission of promoting hope and prosperity for years to come.

Mr. Speaker, I rise today to honor a loving mother, devoted grandmother, dedicated great grandmother, a culinary maestro, iconic entrepreneur and friend of longstanding, Ms. Lila Mae Star. Sadly, Ms. Star transitioned from labor to reward on April 2, 2025. A ``Royal Celebration of Life'', reflecting her remarkable 93 years and 11 months, was held on Saturday, April 19, 2025, at the Saint James AME Church in Columbus, Georgia.

The life of Lila Mae Star had its genesis with her birth to the union of the late Mr. Freeman ``Bear'' Goodwin and Mrs. Mary Luttrell Jones in Ellerslie, Georgia on April 17, 1931. She received her education at Longstreet School in Harris County.

Ms. Star's life was driven by her faith as she gave herself to Christ at an early age never ceasing her connection to the Church and her God. For more than half a century, she fellowshipped with the saints at Nazareth Missionary Baptist Church in Columbus, Georgia, serving in a variety of capacities to include the Nazareth Missionary Society, Nazareth Early Morning Choir, the Benevolent Group President, and the Senior Usher Board

The impetus for her life's work began when she was only 12 years old and working at the Seminole Diner and Coffee Depot for Mr. Hatterfield. Her experience there kindled her dream of one day owning her own restaurant. That dream became a reality on August 12, 1963, when she opened the Royal Cafe. For almost six decades she and family members and other dedicated staff maintained a ``destination'' cafe, known for good homestyle cooking and frequented by a clientele, ranging from laborers, domestics, and factory workers to doctors, lawyers, judges and corporate executives. Ms. Star loved her customers and treated them all with respect, but from time to time she was known to have a ``sharp tongue'' for anyone she believed to be disrespectful to any of her customers. She was also known to have ``favorites'' such as her doctor, the late Dr. M. Delmar Edwards, who upon his arrival would be treated to his choice of fare--whether on the menu or not. The Royal Cafe was always the place where people who wanted good food could find it. Mrs. Lila Mae Star was an entrepreneur extraordinaire. Moreover, it was so appropriate that her ``Royal Celebration of Life'' was held at the historic St. James AME Church, which is located next door to the Royal Cafe, where she spent so many years of her remarkable life.

Not only did Ms. Star make a difference with the Royal Cafe, she also made a difference in the community by her involvement in civic and social clubs. It has been said that ``Service is the rent that we pay for the space that we occupy here on this earth.'' She paid her rent, and she paid it well. She was a proud member of the Jolly Matrons Social Club which has as its mission, sisterhood, service and fellowship. She was honored by The United Negro College Fund for her philanthropy. She received accolades from Mayors, Legislators, Members of Congress and the Columbus Ledger Enquirer newspaper. And she was loved by the community at large for her life of service.

On a personal note, Ms. Star and her family have been dear friends for many years. I was the family lawyer and was proud to have earned her confidence. She supported my career in public service and never told me what she thought I wanted to hear but always told me what she thought I needed to hear. I will be forever grateful for the fidelity of her friendship and support.

Ms. Lila Mae Star was a great woman and accomplished many things in her life, but none would have been possible without the Grace of God and the love and support of her family, to include her late children Sarah Porter and Leonard Goodwin; her daughter Carolyn Ross; her late granddaughter, Kimberly Porter; her great grandchildren and other extended family. The world is better because Ms. Star touched our lives.

Mr. Speaker, my wife Vivian, and I, along with the more than 765,000 people of Georgia's Second Congressional District, salute and honor the life and legacy of Ms. Lila Mae Star for her commitment to serving humankind through the power of love, hospitality and food.
