Mr. Speaker, I rise today to celebrate Ms. Laura Wilson as the Citizen of the Year recognized by the Chamber of Commerce of the Tonawandas. Laura has been an indispensable force behind the growth and revitalization of North Tonawanda, and her contributions are nothing short of remarkable.

Joining the Lumber City Development Corporation in 2014 and serving as Executive Director since 2021, Ms. Wilson exemplifies what it means to be a dedicated public servant and visionary leader, playing a vital part in the Riviera Theater and Entertainment Complex revitalization.

Ms. Wilson's vision extends beyond mere bricks and mortar. Her keen eye for art has transformed many public spaces within the City of North Tonawanda. These artistic touches not only help make the city beautiful but also foster a sense of pride and identity among fellow citizens.

Laura's commitment does not stop at her professional responsibilities. She is deeply involved in our community, serving as a Board Member of Leadership Niagara and previously on the Board of the Chamber of Commerce of the Tonawandas. Her volunteerism and guidance extend to various organizations, further demonstrating her dedication to making North Tonawanda a better place for all.

Mr. Speaker, I rise today to acknowledge the Knights of Columbus Council No. 413 as the Not For Profit of the Year recognized by the Chamber of Commerce of the Tonawandas.

As we celebrate its 125th anniversary, we pay tribute to a legacy of service and commitment that has spanned over a century. Founded on April 23, 1899, the Knights of Columbus Council No. 413 stands as one of the oldest councils in the country, a testament to the enduring spirit of brotherhood and charitable service that defines this organization.

With over 200 dedicated members, the Knights of Columbus Council No. 413 has become a vital institution in the Tonawandas, contributing to countless charitable efforts and events that enhance the lives of the community.

In 2021, the Knights of Columbus Council No. 413 generously donated over $100,000 to a wide range of organizations. Their contributions to the St. Francis Food Pantry, Boys and Girls Club, Meals on Wheels, and the North Tonawanda Police Coats for Kids program are just a few examples of their commitment to addressing the needs of those less fortunate in our community.

Mr. Speaker, as we celebrate the Knights of Columbus Council No. 413 and their exceptionally rich history today, let us acknowledge their unwavering dedication to serving others, and profound impact on our community, reminding us all of the power of collective action and the importance of giving back.

Mr. Speaker, I rise today to celebrate Mr. Joseph Dallos, the owner of Joey's Place, as the Business of the Year recognized by the Chamber of Commerce of the Tonawandas.

Mr. Dallos' journey began in 1999 as owner and operator of Fortunata's Restaurant in the City of Buffalo. More recently, his culinary passion has transformed into Joey's Place, a restaurant that embodies his heart and soul. Joey's Place has truly evolved into an anchor for the City of Tonawanda business community--a beloved dining bar and meeting place where friends gather, families celebrate, and memories are made.

Together, with his children, Josh and Madison, Mr. Dallos continues to contribute to the community, making it a special and successful place to live, work, and play. His efforts remind us that a thriving business is not just about profit, but also about impact, connection, and commitment to the greater good.

Mr. Speaker, as we recognize Joseph Dallos and his exceptional work at Joey's Place today, let us celebrate a venue where connections are forged and partnerships are built. Let us recognize his entrepreneurial spirit and his heart for the community.

Mr. Speaker, I rise today to celebrate Ms. Maggie V. Gibert on her 90th birthday. As she celebrates this milestone, her life story is a beautiful tapestry woven with love, resilience, and the rich traditions of her Southern upbringing.

Born on November 14, 1934 in Calhoun Falls, South Carolina, Ms. Gibert, born to Lucille and Hartley Hesteris, is a devoted mother of Michelle, grandmother of Aubrey and Azia, and great grandmother of Ayann. Ms. Gibert embodies the spirit of caring within her family and to everyone she meets.

After 37 years of service, Ms. Gibert retired from the Buffalo VA Hospital, where she dedicated her career as a medical transcriptionist and coder, earning her recognition for continuous improvement and excellence. Her contributions were not just a testament to her skill, but to her commitment to serving others--something she has done throughout her life.

Ms. Gibert is a devoted member of Mt. Zion Church of God Holiness, where her musical talents shine as she plays the piano for Sunday school and the Sunshine Band programs. Her faith and dedication to her community are evident in everything she does. In her leisure time, Maggie is a woman of many talents. She enjoys traveling, particularly on senior trips, and shares her passion for quilting by teaching at the William-Emslie YMCA. Her creativity extends to sewing, winemaking, and her culinary skills.

Today, we celebrate Ms. Maggie V. Gibert for being a truly remarkable woman who continues to live a fulfilling and rewarding life. Her warmth, generosity, willingness to always lend a hand, and her zest for life will surely live on for generations to come.

Mr. Speaker, I rise today to honor and celebrate Mr. David Jakubaszek. It is with deepest respect and heartfelt remembrance that we recognize Mr. Jakubaszek for posthumously receiving the Outstanding Service Award by the Chamber of Commerce of the Tonawandas.

Mr. Jakubaszek's journey began in the City of North Tonawanda, where he grew up and cultivated a love for his community that would guide him throughout his life. After pursuing a Bachelor of Science in Business Administration in Pennsylvania, he was commissioned into the U.S. Army--a testament to his commitment to service. It was during this time that he met the love of his life, Jean, and together they built a family that included their four cherished children: Jennifer, Michael, Thomas, and Joseph.

Mr. Jakubaszek's legacy also includes 38 years of service as the Accountant of the City of North Tonawanda, a trustee of the public library, an usher at the Riviera Theater and other various leadership roles throughout the community.

David Jakubaszek's legacy is not just in the positions he held or the time he volunteered, but in the countless lives he touched with his kindness, generosity, and unwavering support. He embodied the spirit of community, showing us all what it means to give of oneself for the betterment of others. His love for life and his dedication to service will forever be an inspiration to us all.

Mr. Speaker, as we honor David Jakubaszek today, let us remember him not only for his outstanding service, but also for the values he instilled in each of us--values of compassion, dedication, and the importance of lifting one another up. While he may no longer be with us in body, his spirit lives on in the community he cherished so deeply.

Mr. Speaker, I rise today to recognize and celebrate a remarkable achievement for City Honors School. On September 23, 2024, City Honors was named a 2024 National Blue Ribbon School by the United States Department of Education. This prestigious designation recognizes the school for its culture of effective teaching, collaboration, a caring environment, and, above all, academic excellence.

In the winter of 2023, the New York State Department of Education recognized City Honors as a Blue Ribbon candidate, highlighting their success with a diverse range of students. The comprehensive application submitted this spring showcased the school's vibrant culture, innovative programs, robust assessments, exemplary instructional practices, and strong leadership. This achievement speaks volumes about the dedication, commitment, and talent that permeate City Honors' halls.

We must also take a moment to express our gratitude to the Buffalo Board of Education and Superintendent Dr. Tonja Williams Knight

for their steadfast support of the Blue Ribbon application. Dr. Williams' belief in City Honors' mission and unwavering support have been invaluable to the journey toward this recognition.

As we celebrate this significant milestone, let us remember that this award is not merely a recognition of their past achievements, but a promise for the future to the community of Buffalo. It is a call to continue fostering an inclusive, supportive, and academically enriching environment for all students.

We celebrate and congratulate City Honors School, Principal William Kresse, Dr. Tonja Williams Knight, and the entire school community. Together, we will continue to inspire and empower all students to reach new heights.

Mr. Speaker, I rise today to celebrate the retirement of Lieutenant Colonel Colby K. Krug and recognize his professional leadership skills in the Armed Forces of the United States. He is a Buffalo native and leaves active service with numerous decorations and accolades.

Lieutenant Colonel Colby K. Krug received his commission as an engineering officer from St. Bonaventure University Reserve Officer's Training Corps in 2004, where he also earned his bachelor of business administration degree in accounting and a master of arts degree in engineering management from Missouri University School of Science and Technology. Lieutenant Colonel Krug also holds a master of arts degree in operational art from the Army School of Advanced Military Studies and is a certified project manager and associate emergency manager.

Showing his loyalty and dedication to his Nation, Lieutenant Colonel Krug has received several awards, including the Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal, Joint Service Achievement Medal, Army Achievement Medal, Ranger Tab, Sapper Tab, Combat Action Badge, Air Assault Badge, and Parachutist Badge. Under his leadership, his regiment received accolades for ``Most Outstanding Engineer Company'' in the U.S. Forces Command in 2011. He was awarded the Army's Best Sapper Competition in 2007 with a Bronze DeFluery Medal. He has been deployed multiple times in support of Operation Iraqi Freedom and Operation Enduring Freedom.

At his side throughout his military career has been his beloved wife, Erin, and daughter, Chloe, and son, Jack. Today, we thank Lieutenant Colonel Colby K. Krug for his outstanding service accolades and duty to serve

the country. Please join me in celebrating Lieutenant Colonel Colby K. Krug upon the occasion of his retirement from active service.

Mr. Speaker, I rise today to recognize and celebrate the 10th pastoral anniversary of Pastor Jeffrey C. Chambless of Mount Moriah Missionary Baptist Church. Pastor Chambless' story began in Rockville Centre, Long Island, where he was nurtured in the faith as a Baptist believer at the Shiloh Baptist Church, becoming an active member at the age of 10. Pastor Chambless received his education at Canisius College, now Canisius University, in the city of Buffalo, later attending Erie Community College in pursuit of a major in police services.

Under the spiritual leadership of Reverend Dr. Robert E. Baines, Sr., in 2014, Pastor Chambless was sent to serve at Mount Moriah Missionary Baptist Church. Mount Moriah was founded in 1960 by the late Rev. Anthony Benson, Sr. Since assuming the pastorship of the church, Mount Moriah has grown due to Pastor Chambless' lifelong commitment to serving Christ and his people, guided by the teachings of the late Rev. Dr. Morgan M. Days, Jr.

His move to Buffalo to attend Canisius was not just an academic pursuit; it was a divine appointment. It was there that he met his beloved wife, Clarisse Y. Williams, and together they formed a family grounded in faith, welcoming their daughter, Camille. Their marriage exemplifies the strength found in a family that prays and worships together.

As a licensed and ordained minister of the Gospel, Pastor Chambless embodies the belief that we are all called to be servants of the Lord. His passion for service resonates throughout our church, and his leadership inspires us to grow in faith and unity.

Today, as we celebrate a decade of Pastor Chambless' unwavering dedication, let us recognize the countless lives he has touched and the profound impact he has made at Mount Moriah and beyond. Congratulations, Pastor Jeffrey C. Chambless, on this significant milestone. Your service is a blessing, and we look forward to many more years of your inspired leadership.

Mr. Speaker, I rise today to recognize and celebrate the 50th anniversary of Uniland Development Company. Uniland Development was founded in a single warehouse in Tonawanda, New York, by Carl J. Montante and Nancy R. Dobson in 1974. Since then Uniland has grown into the largest commercial real estate developer in western New York, changing the face of Buffalo and western New York through passion and dedication.

Uniland's success stems from a steadfast focus on improving the community. With a talented team of over 200 associates, the company has consistently delivered solutions for businesses throughout the region, helping to spur economic development and growth. Their guiding principles of integrity, professionalism, excellence, innovation, customer focus, and teamwork are not just words; they are the foundation upon which Uniland has built its legacy.

Over the past five decades, Uniland has transformed the landscape of western New York with remarkable projects that have enhanced our communities. From the early days at 260 Wales Avenue to the expansive CrossPoint Business Park, Uniland has continually set the standard for commercial real estate. Their developments have created thousands of jobs and revitalized neighborhoods, ensuring that both businesses and communities thrive.

Notable milestones, such as the transformation of the Elm-Oak corridor in Buffalo and the iconic Avant mixed-use redevelopment, showcase Uniland's commitment to innovation and community improvement. Their ongoing work in residential rentals and their

Mr. Speaker, I rise today to honor Mrs. Kimberly Collins-Jones on the occasion of her 62nd birthday. Born on October 11, 1964, in Buffalo, New York, Mrs. Collins-Jones is a cherished wife to Ulysses Jones and a devoted mother of two. She enriches the lives of her loved ones, ensuring that every gathering is filled with laughter, love, and delectable food.

In addition to her culinary talents, Mrs. Collins-Jones is a dedicated member of True Bethel Baptist Church, where she has devoted two decades of service. She also plays an important role in the Paramount Order of Eastern Stars, exemplifying her commitment to community service.

As the proud owner of Phat Katz in the heart of the University District, Mrs. Collins-Jones has transformed her dream into a vibrant reality. Since opening in May 2016, her restaurant has become a beloved institution in Buffalo, renowned for its soul food that nourishes both body and spirit. It is a place where families gather, friendships blossom, and memories are created over delicious meals.

Mrs. Collins-Jones' culinary journey is deeply rooted in her upbringing in Buffalo, where growing up in a large family of nine instilled in her the understanding that cooking is about more than sustenance; it is about love, tradition, and togetherness. Inspired by her mother's ability to create feasts that brought joy to their home, her passion for cooking continues to shine through every dish she serves.

Today, we celebrate Mrs. Kimberly Collins-Jones for her remarkable achievements, her generous spirit, and the countless lives she has touched. Here's to 62 wonderful years and many more to come.

Mr. Speaker, I rise today to celebrate the inauguration of Dr. Adiam Tsegai, SUNY Erie's 13th President.

Dr. Adiam Tsegai is an alumnus of SUNY Erie Community College where she earned her Associates Degree in Liberal Arts and Social Science. Continuing her education at the University of Buffalo, Dr. Tsegai earned a Bachelor of Arts in Psychology and African American Studies. She also received a Master's degree in Education and received her

Ph. D. in Education, Leadership Policy, and Social Foundations.

Dr. Tsegai joined SUNY Erie as the Dean of Engineering and Technologies in 2018 and then served as Associate Vice President for Academic Affairs for Health Sciences, Engineering, and Technologies. In 2021, she was appointed as Provost and Vice President of Academic Affairs for the College. Dr. Tsegai served as the College's Officer-in- Charge, and on December 5, 2023, was appointed the President of SUNY Erie.

Today, we thank Dr. Adiam Tsegai for her commitment to higher education and serving the community. Please join me in congratulating Dr. Adiam Tsegai on this momentous occasion and for her continued leadership and passion for education.

Mr. Speaker, I rise today to celebrate Mrs. Dolores L. Clemons on her 100th birthday. As she celebrates her 100th birthday, her life story is a beautiful tapestry woven with love and resilience.

Born on October 8, 1924, in Coudersport, Pennsylvania, Mrs. Clemons is a devoted mother of nine and embodies the spirit of caring within her family and to everyone she meets.

After 21 years of service, Mrs. Clemons retired from Buffalo General Hospital, where she dedicated her career as a nursery technician caring for newborn and infant children and later as a nurse in the emergency room, touching the lives of countless patients with her compassionate care.

Over the years, she has witnessed many changes in her life and community, yet her love for those around her has remained a constant source of strength. Known as the best baker in the family, she has created countless sweet memories, sharing her delicious treats with loved ones.

As an avid traveler, she cherished journeys to visit her siblings across the country, celebrating the bonds of family. Married for over 60 years to Morris Clemons, Mrs. Clemons' life is a testament to enduring love. As she looks to the future, her goals remain simple yet profound: to stay healthy and continue sharing her warmth and wisdom with those around her.

Today, we thank Mrs. Dolores L. Clemons for being a truly remarkable woman, and her legacy of care and kindness with surely live on for generations to come.

Mr. Speaker, I rise today to honor former Rep. John J. LaFalce on his 85th birthday.

Born on October 6, 1939, in Buffalo, New York, John LaFalce has served, throughout his entire life and career, as a public servant to the American people. He undoubtedly gave his very best to representing the needs of every American, and Western New York will never forget the care, attention, and dedication that Rep. LaFalce provided for our community.

Rep. LaFalce began his career of service in Vietnam, where he committed himself to fighting to protect American values and democracy. After rising to the rank of Captain in the United States Army, LaFalce returned home to Western New York. Continuing his journey and commitment to service, John LaFalce decided to run for the New York State Senate and later for the New York State Assembly. While in the Legislature, LaFalce worked tirelessly for his constituents.

After a successful few years in New York State politics, at the age of 35, LaFalce ran to represent the people of New York's 36th congressional district. Serving in Congress for almost three decades, Congressman LaFalce achieved an incredible list of legislative and personal accomplishments. LaFalce worked hard to provide Western New York with quality representation, whether through his advocacy for residents in his district affected by the Love Canal disaster, or through Renewal Community legislation that greatly benefitted Buffalo, Rochester, and Niagara Falls.

While achieving so much for Western New Yorkers, LaFalce also pushed forward legislation that has had a monumental impact on all Americans. Specifically, during his time on the Committee on Small Business and the then-Committee on Banking, Finance, and Urban Affairs, Rep. LaFalce crafted consequential legislation, including the Financial Services Modernization Act and the Sarbanes-Oxley Act, which both revolutionized the United States' banking and financial sector.

Today, we honor John J. LaFalce on his 85th birthday. We also celebrate his ongoing commitment to serving Western New York, and his inextinguishable desire for seeking to better his community. I, and many Western New Yorkers thank him tremendously for his service to our region, and to our country.

Mr. Speaker, I rise today to celebrate the 125th anniversary of the Polish Cadets of Buffalo, New York, an organization dedicated to honoring and preserving Polish heritage and providing a welcoming community for intercultural peace and unity.

Founded in 1899, the Cadets emphasized athletics and physical and military training. Booming in popularity leading up to the First World War, the group, led by Anthony Schreiber, censor of the Polish National Alliance, laid the cornerstone for their clubhouse in September 1913.

A fixture of the Black Rock neighborhood in Buffalo, the community center would host speakers, hold celebrations, and organized fundraisers for Polish relief when the conflict started.

When the war came, 18 members left to fight in Europe. All returned home.

By the end of World War II, the Polish Cadets had over 1,200 members and formed their own credit union. During the postwar era, the Cadets opened their membership to individuals of non-Polish descent, fostering greater inclusivity.

Today, the Polish Cadets preserve their traditions and create new ones. It maintains the Polish library and Harmony Polish Folk Ensemble and hosts Dyngus Day and Oktoberfest.

For 125 years, the focus of the Polish Cadets has been to provide a welcoming space for coexistence, harmony, and community betterment.

I offer my congratulations and gratitude to the Polish Cadets on this significant milestone of preserving the Polish heritage for future generations and honoring those who began this important Buffalo institution.

Remembering Mark Mortenson

Mr. Speaker, I rise today in remembrance of Mark Mortenson, who passed on September 14 and whose life's work brought beauty and wonder to so many lives in western New York.

After taking on his most recent role as president and CEO of the Buffalo and Erie County Botanical Gardens in 2022, Mark was ready to take on a multimillion-dollar expansion to fulfill its mission of delivering wow, wonder, and welcome to our region. In pursuit of doing so, he created an environment where people of all backgrounds felt this sense of welcoming and belonging.

Before coming to Buffalo, his tenure with The Walt Disney Company spanned 20 years, but it was in Buffalo, his home since 2006, where Mark and his family put down roots.

Throughout his career, his warmth, focus, and sense of humor cultivated partnerships and support for our cultural institutions, including as the CEO of Richardson Center Corporation, the heart of Buffalo's cultural corridor; executive director of the Lipsey Architecture Center in Buffalo; and as president and CEO of the Buffalo Museum of Science and Tifft Nature Preserve.

His loving family is in our prayers, including his husband, Curt Maranto, and children Nicolas, Kiara, Mikey, Elliott, and Emily, and the late Clayton. He will be missed.

May my friend Mark Mortenson rest in peace.

Condemning Project 2025

Mr. Speaker, I rise today to condemn Trump's Project 2025. The American people need to know what is in this extreme MAGA Republican agenda and what it is all about.

It would reject the power of the people. Trump's Project 2025 weaponizes the DOJ and FBI, imposes loyalty tests to purge our civil service, and undermines congressional oversight.

It would take away our rights and freedoms. Trump's Project 2025 goes after free speech, a woman's right to choose, LGBTQ protection, and the progress we have made toward racial equity.

It would hurt middle-class families. Trump's Project 2025 raises taxes on working people, increases the cost of prescription drugs, slashes funding for public schools, reduces benefits for our veterans with disabilities, and jeopardizes Social Security and Medicare that our seniors rely on.

It would be an un-American attack on each of us. Trump's Project 2025 erodes consumer protections, damages our election integrity, and harms our world standing.

This is a blueprint to deny the rights and privileges of many in pursuit of total power of a few.

We must reject Trump's Project 2025. We cannot allow this extreme MAGA Republican agenda to become our reality.

Mr. Speaker, I rise today to recognize the 20th anniversary of the Arab-American Community Center for Economic and Social Services of WNY. ACCESS was founded to promote understanding and foster bonds of friendship between Arab Americans and people of all faiths, ethnicities, and backgrounds, recognizing the critical importance of dialogue and understanding.

Over the past 20 years, ACCESS has connected individuals with legal services, financial assistance, healthcare, and employment opportunities. It provides our young people, who often face uncertain and challenging circumstances, with the mentorship and programs required to enrich their lives and set them on a path of success for the future.

In addition, ACCESS is committed to aiding immigrants as they pursue their dream of citizenship, helping them navigate the application process financially, culturally, and linguistically. For refugees fleeing persecution, poverty, and violence, ACCESS offers programs that help people and families begin new lives, acclimate to life in the United States, and thrive.

I thank Executive Director Talib Abdullah and the leadership of the board for their extraordinary efforts meeting our community's needs and making western New York a more welcoming and connected home for all.

Our community and Nation look forward to their continued success and congratulate them.

Sickle Cell Disease

Mr. Speaker, I rise today to celebrate the passage of the Sickle Cell Disease and Other Heritable Blood Disorders Research, Surveillance, Prevention, and Treatment Act.

I am proud to support this critical legislation to reauthorize Federal efforts to research, prevent, and treat sickle cell disease through 2028.

Sickle cell disease is an inherited genetic blood condition affecting approximately 100,000 Americans and a million people around the world.

As a clinical nurse specialist caring for sickle cell patients, my own mother knew firsthand the hardships stemming from this terrible disease, including pain, anemia, infections, and stroke, as well as kidney, liver, and heart disease.

For those with sickle cell, life expectancy is 20 years shorter than the average.

We have more to do, especially as this disease disproportionately impacts Black and Latino people who are already facing health inequities.

To put it in perspective, in my home State of New York, one in every 365 Black babies is born with sickle cell disease.

During Sickle Cell Awareness Month this September, the legislation passed in the House will honor the resilience of those affected by this disease, advance important research to improve treatment options, and help ensure equitable access to care for all patients. The time to act is now.

Combating Alzheimer's Disease

Mr. Speaker, I rise to celebrate the passage of two bipartisan bills that will continue our Nation's commitment to researching, treating, and ultimately curing Alzheimer's disease that has caused so much heartbreak and pain across the country.

Families are enduring the profound emotional, physical, and financial toll of Alzheimer's disease and dementia. Nearly 7 million Americans currently live with Alzheimer's, but their burden is not theirs alone. Each of those individuals have families and communities that are impacted. In fact, the Alzheimer's Association estimates that 11 million Americans provide unpaid support to patients every year, accounting for more than 18 billion hours of care.

This disease impacts families in every State, city, neighborhood, and of all races, incomes, and religions. My own family has felt the pain of Alzheimer's, as my grandmother suffered for years with this debilitating disease. I watched as my family provided 24-hour care for her in her home until the time that she passed.

It is critical that we make Federal investments to research and address Alzheimer's disease and provide resources for the patients and families who are impacted. The bipartisan legislation to extend and strengthen the National Alzheimer's Project and to develop the Advisory Council on Alzheimer's Research, Care, and Services will go a long way to combat this terrible disease.

I thank the advocates who have volunteered their time caring for loved ones, fighting for research funding, and for always keeping faith for future generations that will hopefully not have to feel the grief of watching a loved one slowly slip away.

Remembering Mark Mortenson

His life will always be remembered in western New York. Our prayers are for his loved ones that he left behind: his husband, Curt Maranto; and his children, Nicolas, Kiara, Mikey, Elliott, Emily, and the late Clayton, who will always be remembered.
