Mr. Speaker, I stand today to mark the 30th anniversary of the 1994 genocide against the Tutsi in Rwanda. This devastating event, recognized worldwide, saw the brutal massacre of over 1,000,000 Tutsi in a hundred days by the Hutu-led Government and their Hutu neighbors. It was a chillingly systematic act of genocide.

Tragically, even Hutu who opposed the genocidal plan were not spared during this dark period. The scale of this atrocity stands as a severe violation of human rights and the principles of justice, inflicting immeasurable pain and suffering.

The genocide against the Tutsi serves as a somber reminder of the collective responsibility we share, both in the United States and globally, to protect the vulnerable, champion human rights, and prevent such horrors from recurring.

Every April 7th, the world has come together to commemorate this genocide, honoring the memory of the men, women, and children who lost their lives and standing in solidarity with the survivors.

This annual commemoration is not merely an act of remembrance. It serves to foster understanding among diverse communities and strengthens our collective commitment to human rights, safeguarding against persecution and violence, upholding individual liberties, and advocating for a free and inclusive society for all.

Therefore, let us:

Observe the 30th anniversary of the 1994 genocide against the Tutsi in Rwanda, remembering both the victims and survivors of this tragedy.

Acknowledge and commend the ongoing efforts of the people and Government of Rwanda in promoting peace, unity, reconciliation, and development, pledging our continued support for these endeavors.

Reaffirm our unwavering commitment to Rwanda's mission of preventing genocide and other mass atrocities, and to advancing human rights and democratic values across the globe.

Mr. Speaker, I rise today to pay tribute to the remarkable life and legacy of Mr. William Anthony Anderson, Sr., whose sudden passing on March 9, 2024, has deeply saddened our community. Mr. Anderson's journey, characterized by dedication, service, and compassion, has left an indelible mark on all who had the privilege of knowing him.

Born on July 12, 1962, in Blue Springs, Mr. Anderson's commitment to public service was evident from the outset. He served at the Union County Sheriff's Office for over a decade before assuming the role of chief of police for the city of Verona, where his leadership and dedication earned him the respect of his colleagues and the community. Anderson was appointed as the assistant police chief at Northeast Mississippi Community College in late 2014. His commitment to the safety and well-being of the students led to his subsequent appointment as police chief on July 1, 2021, succeeding Chief Randy Baxter.

Mr. Anderson was a pillar of support for the students, embodying the values of service and protection. His passion for ensuring the well- being of the students was evident in his actions, from organizing car inspections to late-night safety walks.

A man of faith, Mr. Anderson was a dedicated member of Ecru Second Baptist Church, where he served as a deacon, embodying his commitment to serving others both within and beyond the law enforcement community.

Mr. Anderson's legacy of service, dedication, and compassion will forever be cherished by those whose lives he touched. He leaves behind a community grateful for his unwavering commitment to duty and his enduring impact on the lives of many.

Beyond his professional accomplishments, Mr. Anderson was a loving husband to his wife, Connie Smith Anderson, and a devoted father to their three children, Anna, Ebony, and William Jr., who followed in his father's footsteps in law enforcement. He also cherished his role as a grandfather to Kydwn and Fallyn.

May Chief Anthony Anderson rest in peace. His service and sacrifice will never be forgotten.

Mr. Speaker, I rise to honor the life of James Oliver Ford, known affectionately as J.O., Jimmy, Jim, or Ford, who peacefully passed away at the age of 79 on Thursday, February 1, in Tupelo, Mississippi. He was the eldest child of the late Oliver Ford, Jr. and Annie Mae Ford of Pontotoc, Mississippi.

James embraced Christianity at a young age and remained a dedicated member of McDonald United Methodist Church in Pontotoc, Mississippi. He served his church fervently as an usher, choir member, assistant Sunday School teacher, and President of the McDonald United Methodist Church Board of Trustees.

Graduating from Pontotoc Attendance Center in 1963, James pursued higher education, earning a Bachelor of Arts degree in History and Political Science from Jackson State University in 1967. He actively participated in Civil Rights movements, notably joining the historic James Meredith March of 1966 from Memphis, Tennessee to Jackson, Mississippi. Subsequently, he pursued a Juris Doctorate from the University of Mississippi in 1970.

Following his studies, James commenced his legal career, initially with North Mississippi Rural Legal Services in Oxford, Mississippi, before establishing his practice in Tupelo, Mississippi in 1973. He played a significant role in advocating for integration in school districts across North Mississippi, addressing violations of Brown v. Board of Education. Throughout his life, James remained committed to seeking justice for his clients, participating in free legal clinics and serving as the City Prosecutor for Baldwyn, Mississippi.

Beyond his legal endeavors, he was elected President of the Concerned Citizens Coalition of Pontotoc. He also actively engaged in sports, particularly running and cycling, fostering camaraderie within the Pontotoc Runners and Bikers group.

James was a member of various organizations, including the Lee County NAACP, Black Business Association of Tupelo, and the Mississippi Bar Association. He also maintained a lifelong membership in Alpha Phi Alpha Fraternity, Inc.

In recognition of his lifelong dedication to justice and peace, James was honored with the 2024 Dr. Martin Luther King, Jr. Drum Major Award by the Pontotoc MLK Dream Committee.

James is survived by his beloved wife, Rachel H. Ford; two sons, Steven Ford of Denver, CO and J. Corey Ford of Atlanta, GA; two daughters, Kristi Listenbee of Tupelo, MS and Ashley Listenbee of Atlanta, GA; four grandchildren, Antonio Lipsey, Kyle Ford, Matthew Rowe, and Laken Ruff; one great-granddaughter, Graycn; one brother, Barry Ford of Madison, MS; one sister, Phyllis (Rev. David) High of Pontotoc, MS; one brother-in-law, Hosie Holoman of Tupelo, MS; one sister-in-law, Joann (Barry) Ledbetter of Tupelo, MS; and numerous nieces, nephews, cousins, family, and friends who will cherish his memory dearly.

Mr. Speaker, I rise today with deep respect and heartfelt remembrance for one of Mississippi's courageous National Guardsmen, Chief Warrant Officer 4 Derek Joshua Abbott, who tragically lost his life when Apache Helicopter, Tail Number 52630, went down near Booneville, Mississippi Friday afternoon of February 23, 2024.

Chief Warrant Officer 4 Derek Joshua Abbott, a 42-year-old Maintenance Test Pilot served in Delta Company, 2nd Battalion, 151st

Lakota Medical Evacuation unit. Derek was no ordinary soldier; he was a seasoned veteran of 21 years, marked by acts of bravery, an expert aviator, and above all, a devoted family man. With over 3,000 flying hours under his belt, Derek's mastery of Army aircraft was unmatched. His accolades, including the Air Medal for valor and the Combat Action Badge, spoke volumes of his courage and skill in the face of adversity. Outside of his military service, Derek pursued his love for flying by working as an Emergency Medical Services pilot. With expertise in navigating the skies, he played a crucial role in delivering swift medical assistance to those in need. Derek's commitment to service and skill in the air left a lasting impact on the lives he touched.

Beyond his military prowess, Derek was a man of faith, a loving husband to Brandi, and a doting father to Chandler, Breanna, and Greyson. His family extended beyond blood, embracing exchange students Sarah Mirshahidi and Pauline Schult as their own.

Hailing from Itawamba County, Derek cherished his roots in Fulton, Mississippi, and held a deep love for his state and country. His unwavering dedication to duty and his ultimate sacrifice make him a true American hero and a source of pride for Mississippians everywhere. In these trying times, let us hold dear the memory of our fallen comrade and stand in solidarity with his grieving family. May Derek's legacy of honor and service endure eternally in our hearts and minds.

Mr. Speaker, today I rise in memory of Chief Warrant Officer 4 Bryan Zemek, a Mississippi National Guardsman, who tragically lost his life when Apache Helicopter, Tail Number 52630, went down near Booneville, Mississippi Friday afternoon of February 23, 2024.

Bryan Zemek, at 36 years old, served his country with distinction for nearly two decades, demonstrating his courage and skill as a Standardization Instructor Pilot for Alpha Company, 1st Battalion, 149th Aviation

Regiment in Tupelo, Mississippi. His extensive experience included over 2450 flying hours in the Apache helicopter, showcasing his expertise in aircraft gunnery, weapon systems, combat arms, operations, and tactics.

Beyond his military service, Bryan was a devoted family man, leaving behind his beloved wife Robyn and their four children, Ayden, Logan, Swayze, and Avery. He was not only a skilled aviator, but also an outdoorsman, marksman, and even a private plane owner. His love for boating, aviation, and serving as a civilian Emergency Medical Services pilot reflected his adventurous spirit and commitment to helping others

Bryan embodied the values of faith, family, and patriotism. His dedication to his home state of Mississippi and to the United States of America exemplifies the true essence of an American hero. As we reflect on his life and legacy, let us hold his memory dear in our hearts and express our profound gratitude for his selfless service and ultimate sacrifice.

In this time of sorrow, we offer our unwavering support and comfort. May his legacy endure as a beacon of courage and honor, reminding us of all the sacrifices made by those who serve our nation. God bless Chief Warrant Officer 4 Bryan Andrew Zemek, a proud Mississippian, and a true American hero. May he rest in peace, and may his spirit continue to inspire us all.

Mr. Speaker, I rise today to celebrate the life and service of Mr. William Henry Hamilton, a member of the Missionary Generation (born between 1860 and 1882) and a true American hero. A proud African-American soldier, he fought for this country a generation post-enslavement, and the signing of the 1863 Emancipation Proclamation.

William Henry Hamilton was born in Trenton, Tennessee on October 25, 1875. Later, and while living in Little Rock, Arkansas, he enlisted in the United States Army on February 20, 1895. Mr. Hamilton was a revered Buffalo Soldier and a member of the esteemed Troop D, 10th Cavalry, one of only four (9th Cavalry, 10th Cavalry, 24th Infantry, and the 25th Infantry) African-American troops that served during the Spanish- American War in 1898. Under the overall command of General John J. Pershing and direct command of Captain John Bigelow, Jr., First Sergeant Hamilton--a ``Rough Rider''--fought alongside Colonel Teddy Roosevelt (before he became Vice President and President of the United States) and other ``Rough Riders'' in the Battle of San Juan Hill, in Santiago, Cuba.

Following The Treaty of Paris, which ended the Spanish-American War in December of 1898, First Sergeant Hamilton, along with his 10th Cavalry comrades, were sent to The Philippines in 1900 as reinforcements against the Filipino nationalists who were attacking soldiers of the 24th and 25th Infantry regiments.

Mr. Speaker, I rise to celebrate the life of The Honorable Johnny Wayne ``Judge'' McLarty who died on Monday, December 11, 2023, at Baptist Memorial Hospital--North Mississippi.

Born on May 28, 1950, to the late Clara Mae and John Murry McLarty, Judge spent his entire life in Oxford, dedicating his heart and soul to his community. Serving as a judge since 1979, he was the second- longest-elected Justice Court Judge in the State of Mississippi. Renowned as a devoted Ole Miss Sports enthusiast, he earned legendary status in Left Field and ushered in countless fans over the years. While he cherished his Rebels, his greatest joy came from supporting the Lafayette County School District and its athletic programs.

Throughout the years, he actively participated in various roles, including coach, umpire, and videographer. He even drove a bus route for nearly two decades. As a charter member of the Splinter Valley Hunting Club, he enjoyed numerous days engaged in hunting and fishing. Judge was a dedicated member of Taylor Baptist Church and the Mason Lodge #33 in Oxford, fostering cherished friendships among his fellow masons. In addition to his judicial duties, he volunteered as a deputy with the sheriff's department, served as a 911 dispatcher, and worked as an EMT at Oxford-Lafayette County Hospital. His ability to fulfillment in his career was a testament to his passion.

Judge was not only a central figure in numerous professional and personal circles but, most importantly, the cornerstone of his family. He never missed a significant event in the lives of his children and grandchildren, going

so far as to livestream a graduation from his hospital bed. His unwavering commitment to his career, friends, and family endured until his final moments. Mere hours before his passing, he was sworn in for his 12th term as Justice Court Judge, a ceremony presided over by his longtime friend, Judge Howorth. Even now, his thoughts centered on his loved ones and the community he was honored to serve.

In addition to his parents, he was preceded in death by his wife, Debbie Tatum McLarty, and his sister, Jeanette Wells. Judge is survived by his daughter, Deanna McLarty Massey and her husband, Bruce; son, Chad McLarty and his wife, April; brothers-in-law, Dewey Wells and Jimmy Tatum and his wife, Theda; seven grandchildren, Austin McLarty (Caitlan), Lee Murray McLarty, Alexis McLarty, Taylor Jackson, Bailey Jackson, Rex Massey, and Smith Massey; and two great-grandchildren, Myles McLarty and May Ann McLarty.

Mr. Speaker, I rise to acknowledge Coach Charles Covington, who recently announced his retirement from coaching, weeks after Saltillo secured both the Class 6A boys' and girls' state titles. Hailing from Hereford, Maryland, Covington joined Saltillo in 1984 as a Bible teacher following his graduation from Virginia Tech. Fueled by his passion for the sport, he played a pivotal role in establishing the sports program at Saltillo.

More than three decades ago, in 1984, Coach Covington founded Saltillo High School's inaugural cross-country team. He embarked on his coaching journey, guiding his first cross-country runner in 1988 and forming the first complete team in 1990. Prior to accepting the position, Covington boldly assured his administrators that he would produce a state champion within a few years. Reflecting on those early days, he shared in an article in the Tupelo Daily Journal, ``They reminded me of that after three or four years when we weren't state champions yet. They were gracious and didn't hold me to my brag.''

After patiently building the program, Covington led his team to their inaugural title in 1999, marking the beginning of an impressive legacy. Throughout his tenure at Saltillo, he accumulated a total of 29 state championships in cross country, comprising twenty for girls, seven for boys, and two for junior high. Covington's achievements include eight State Coach of the Year honors and one National Coach of the Year recognition.

In a statement, Covington expressed, ``My real joy and fulfillment has been in the relationships with my runners and their families. Coaching at Saltillo has been a dream job and a great blessing.'' Although retiring from coaching, Coach Covington will continue teaching Ancient History and serving as a pastor in Tupelo.

I extend my heartfelt gratitude to Coach Covington for his unwavering dedication and devotion to Saltillo High School and the community over the span of 30 years.

Mr. Speaker, I rise to honor the life of Michael Ellis Jabaley, M.D., beloved husband of Mary Galbreath Jabaley, who died on his 88th birthday, July 12, 2022. He was born in Copperhill, Tennessee, on July 12, 1934, the son of John and Elizabeth (Solomon) Jabaley. He graduated from The Baylor School in Chattanooga in 1953 and from Vanderbilt University in 1957. Mike was the first person in his family to go to college, and only the second person from Copperhill to attend Vanderbilt. At Vanderbilt he was a member of Sigma Alpha Epsilon, the leadership fraternity ODK, and Phi Beta Kappa. He played halfback on the football team and was a member of the 1955 Gator Bowl championship squad. It was at Vanderbilt that he met Mary Abbay Galbreath, whom he married in 1959. It vas also at Vanderbilt that a faculty member suggested he might want to apply to Johns Hopkins Medical School. His acceptance started him on a trajectory that influenced the rest of his life.

At Johns Hopkins, the highlights were meeting (and competing with) bright students from all over the country, making lasting friendships in the Pithotomy Club, and developing his surgical skills with Vivien Thomas, legendary assistant to Dr. Alfred Blalock. A surgical internship at Hopkins, a four-year surgical residency at Massachusetts General Hospital in Boston, and a two year stint as a plastic surgery resident back at Hopkins gave him an opportunity to be with ``the best of the best'' surgeons and clinicians and to hone his surgical skills. Throughout this training, the U.S. Army had been patiently waiting to draft him. Now Major Jabaley, he was sent to William Beaumont hospital in El Paso and then to Vietnam. There he worked at the Vietnamese hospital Cong Hoa and also at the Third Field Hospital--both in Saigon. As a fully-trained plastic surgeon, he was able to concentrate on head, neck, and hand injuries among the soldiers--but also operated on many Vietnamese children with cleft lips and palates and other birth deformities.

After his military service and a stint back at Hopkins as assistant professor of plastic surgery, he was recruited by Dr. James Hardy of the University of Mississippi Medical Center to be the chief of the Plastic Surgery program at UMMC. He and Mary made the big move with their five children, never expecting they would stay in Jackson. But gradually the ``temporary'' move became permanent, as they raised their children here, found a church home at St. Richard's, and made good friends.

In 1979, Dr. Jabaley left UMMC and went into private practice, at first solo and later as a founding member of Plastic and Hand Surgery Associates. He operated at St. Dominic's and other area hospitals for over thirty years, always accompanied by his invaluable surgical assistant--and friend--Frankie Charleston. Over the years, his practice more and more emphasized hand surgery. He founded the Hand Clinic at St. Dominic Hospital. He became known as an international expert in Dupuytren's contracture and in carpal tunnel surgery.

He was always active as a writer and teacher. He produced almost 100 scientific papers, one of the earliest to receive the Robert Ivy award for the ``best scientific paper'' at the American Society of Plastic Surgeons Annual Meeting in 1976, and selected as the ``best paper of the year'' by the Journal of Hand Surgery in 2001. He edited several medical journals, and co-wrote the book ``Stable Fixation of the Hand and Wrist'' with his good friends Alan Freeland and Jim Ilughes. He was chosen Clinician and Teacher of the Year by the American Association of Hand Surgeons in 2002 and received the Kenneth Pickrell Award for teaching excellence from the Southeastern Society of Plastic and Reconstructive Surgeons in 2006. In 2009 Mike was honored by The Baylor School as Distinguished Alumnus.

In addition to his tenure as president of the Mississippi Chapter of the American College of Surgeons. Dr. Jabaley was on the boards of many national organizations. He was most proud of his service as an examiner for and vice-president of the American Board of Plastic Surgery; as president of the American Society of Surgery of the Hand; as president of the American Association of Plastic Surgeons; and as president of the Sunderland Society, a peripheral nerve study group.

Mike was preceded in death by his parents; his brothers, Dr. Fred Jabaley of Cumming, GA, and Chuck Jabaley of Cleveland, TN; and his brothers-in-law, Dr. Joseph Fisher and Percy Galbreath of Memphis. He is survived by Mary, his wife of 63 years; his sister, Theresa Jabaley of Chicago; his sisters-in-law, Patsy Jabaley of Cumming, GA, Becky Jabaley of Cleveland, TN, and Anne Fisher and Loraine Galbreath of Memphis, and many beloved nieces and nephews. His children and their spouses are: Mary-Powel and Randall Thomas of Brooklyn, NY; Rear Adm (ret) Michael and Nicole Jabaley of Annandale, VA; Dr. Liza Jabaley Johnson and the Rt. Rev. Alston Johnson of Shreveport, LA; John Jabaley and Erika Zucker of New Orleans; and Kate and Tom Neylon of Dallas.

Mr. Speaker, I rise today to celebrate the life of Lilly Loise Culp Hogan, age 103 who died on November 19, 2023.

Lilly Loise Culp Hogan was born February 5, 1920, to Lilly Maude and James Monroe Culp in Obion County, TN, and was the tenth of eleven children. She grew up in the community, excelling in her studies and living through the Great Depression on the family farm.

After high school, Loise worked in Union City, TN, where she met her husband, Reed Blanchard Hogan. Both enlisted in the Navy during World War II. Reed served in the South Pacific as a Marine Raider. Loise became a Wave and was assigned to Naval Intelligence as a Cryptologist, where she helped break Japanese codes. When the war ended, they both attended the University of Tennessee in Knoxville. Loise went on to graduate with a degree in Business Education.

After marrying the love of her life in 1944, the couple lived in Union City, TN, and then in Clarksdale, MS, where they had four children. After Reed's sudden death in 1964, Loise raised her children as a single mom. She instilled in her children the importance of faith and education. Today, two are medical doctors, one has a Ph.D., and one is a lawyer.

Loise later lived in Jackson, MS, to be near her children and grandchildren before entering the Armed Forces Retirement Home in Gulfport in 1993. She genuinely enjoyed the AFRH, finding a wonderful community of veterans, dedicated staff, and many friends. Loise entertained AFRH residents and staff by saying the alphabet backwards and often sang, painted, and dominated bingo and shuffleboard. She enjoyed her longtime friend and companion Andy Pelkofer, who was also her dance partner.

Loise was predeceased by her parents, all siblings, and her beloved husband Reed. She is survived by her children, Mary Beth Hogan of Fayetteville, NC; Reed Blanchard Hogan II of Jackson, MS; Jeannie Hogan Sansing of Oxford, MS; and Kimberly Hogan Pesaniello of Snow Hill, MD. She also adored her seven grandchildren and 15 great grandchildren, as well as many nieces, nephews, and extended family members.

Mr. Speaker, I rise today to celebrate the life of James ``Ben'' Benton Gaston, 74, who passed away on November 22, 2023, in Indianola, MS.

Ben was born in Greenville, MS, on December 4, 1948, where he also grew up. He graduated from Greenville High School in 1966 and attended Mississippi State University and Mississippi Delta Community College. He ultimately graduated from Delta State University following his discharge from active duty military service. He joined the U.S. Army in July 1969 and served as an Infantryman in the 4th Infantry Division in Vietnam and Cambodia.

Upon his discharge from active duty, Ben joined the Mississippi National Guard as a Non-Commissioned Officer in 1971 and later took a direct commission to 1st Lt. in 1981. Ben also served as the Company Commander for B Company 2/198th Armor--Indianola, MS, Battalion Commander 1/198 Armor--Amory, MS, 155 Armored Brigade--Tupelo, MS, 66th Troop Command--Jackson, MS and Assistant Adjutant General--Mississippi Joint Force Headquarters--Jackson, MS.

Brigadier General Gaston retired in January 2008. He was recalled one month later to function as the Assistant Adjutant General as a Major General, which ultimately culminated his 42-year military career. MG Gaston received numerous awards and decorations, including the Soldier's Medal, Air Medal, Combat Infantryman Badge, and the Legion of Merit. Following his discharge from active duty, he continued his civilian education at Delta State University, obtaining a Bachelors and Master's in Chemistry and an MBA in Business. He also received a Master's in Strategic Studies from the U.S. Army War College. He began his civilian career with the USDA in Stoneville, MS, and was eventually elected as the District 3 Supervisor for Sunflower County.

Ben is survived by his wife, Sherry Ikerd Gaston, his high school sweetheart, his sister, Ann Bradshaw (Jimmy) of Pearl, MS. He was preceded in death by his parents, James and Bobbie Ruth Gaston of Greenville, MS.

Mr. Speaker, I rise today to honor the life of the Honorable Neal Brooks Biggers, Jr., who died at his home in Oxford, Mississippi, on October 15, 2023, at the age of 88. Judge Biggers was born in Corinth, Mississippi, to Neal B. Biggers, Sr., and Sara Cunningham Biggers. He was a graduate of Corinth High School and Millsaps College where he received his bachelor's degree in 1956.

After graduation, Judge Biggers enlisted in the United States Navy, subsequently graduating from Officer Candidate School (OCS) at Newport, Rhode Island. He served four years on active duty during the Cold War, attaining the rank of Navy lieutenant. For a young man, he later recalled, it was the experience of a lifetime. When his active duty ended, this grandson of a Methodist preacher attended the Union Presbyterian Seminary before deciding the church was not his calling. It was at the University of Mississippi School of Law, however, that he found the work that would intrigue and challenge him for the next 60 years.

In law school, Judge Biggers was associate editor of the Mississippi Law Journal and president of the judicial committee. After graduating cum laude with a Juris Doctor degree, he went back home to Corinth, Mississippi, to set up a solo law practice. After five years of private practice, Judge Biggers ran for public office, winning elections as Alcorn County's prosecuting attorney and district attorney for the First Judicial District. Later, he was elected as circuit court judge for that district. In these positions, he served his county and state for a combination of 20 years. President Ronald Reagan nominated Judge Biggers for the federal bench in 1984. After Senate confirmation, he began his almost 40-year career as a federal district judge in Mississippi's Northern District.

Judge Biggers served as chief judge of the court from 1998 to 2000. He was a member of various councils and committees of the Fifth Circuit, including the Judicial Council, the administrative arm governing federal courts in Mississippi, Louisiana and Texas. He also was a member of the American Judicature Society and The American Inns of Court. In 2010, the Alumni Association of Corinth High School honored Judge Biggers as its distinguished alumnus of the year. Millsaps College presented him with the honorary degree of Doctor of Laws in 2012.

One of his great pleasures as a district judge involved the selection and mentoring of interns and law clerks over the years. Many were from the University of Mississippi School of Law and Mississippi College School of Law; some were from other states. All, he hoped, would become better lawyers because of their experiences in his chambers and courtroom. Each year, the University of Mississippi School of Law presents the Judge Neal B. Biggers, Jr., Constitutional Law Award to the top first-year students showing excellence in the school's constitutional law classes. In 2000, Judge Biggers took senior status, serving as a senior district judge until his death.

Other than the law, Judge Biggers' great passion was the game of golf. As a boy in Corinth, he caddied for his father and played the game through his time in high school, college, and military service. Throughout his life, he regularly took trips with golfing friends, playing notable courses across the country from Florida's Sawgrass to Torrey Pines in California. He traveled to Scotland several times to watch the Open at St. Andrews, sometimes playing golf himself at the Old Course and other renowned Scottish courses like Carnoustie. Judge Biggers was a Presbyterian, brought up in Corinth's First Presbyterian Church; a long-time member of Sigma Chi; and a man who cared deeply about his country and the rule of law.

He is survived by his beloved life partner, Robin Hendrickson of Oxford, Mississippi; his daughter, Sherron Biggers of Collierville, Tennessee; his brother, the Ret. Rev. Jack Cunningham Biggers, Bishop Emeritus of Northern Malawi, Africa; and numerous cousins.

Mr. Speaker, I rise today to celebrate the life of James ``Jim'' Theodore Herfurth, who passed away peacefully in his home on November 1, 2023, in Osage Beach, Missouri.

Jim was born on July 21, 1937, to parents Theodore and Mathilda Herfurth in Eldon, Missouri. He attended Eldon High School where he played forward for the Mustangs Basketball team. The team ultimately won the State Championship in 1954, and Jim graduated in 1955. He continued his education at the University of Missouri, graduating in 1959 with a BS degree in banking and finance, and commissioning as a second lieutenant in the United States Army Artillery. He was stationed at Fort Sill, Oklahoma, where he served as a Finance Officer and as adjutant for the Target Artillery Department. His passion for his country led him to extend his original tour for an additional year due to the Berlin Crises.

After leaving active duty, Jim began his finance career with IBM in Kansas City, Missouri. In 1964, he began his 35-year banking career with Central Trust Bank in Jefferson City, Missouri while simultaneously joining the 420th Civil Affairs National Guard Reserve Unit. During his career with the Central Bank organization, Jim rose through the operations and loans divisions, as well as the ranks of the Missouri National Guard, until Central Bancompany's acquisition of Bank of Lake of the Ozarks in 1987. Jim was then named President and CEO of the newly named Central Bank of Lake of the Ozarks, and he earned his rank of Colonel in the Missouri National Guard.

Passionate about his community, Jim left a mark wherever he lived. His commitment to his community was evidenced through his involvement in the new construction of roads and bridges, economic development through Central Bank, public schools, YMCA, hospitals, and the Dogwood Animal Shelter. He had a strong sense of community and worked hard to make his home a better place for everyone.

Although a busy man, Jim still found time to enjoy his hobbies. He loved to play golf, spending an equal amount of time playing as he did trying to convince his grandchildren to play. When he wasn't golfing, Jim was snow skiing, visiting Palm Springs, or visiting he and his wife's friends in Tucson, Arizona.

Left to cherish his memory is his wife Marjorie M. Herfurth; his two children from his marriage in 1961 to Barbara A. Silvers: daughter, Kimberly Herfurth Ayscue of Franklinton, North Carolina; son, J. Matthew Herfurth and his wife Jeane Herfurth of Madison, Mississippi; his four grandchildren: Michael and Andrew Boyleir; daughter, Grace, of Monet, Missouri. He was preceded in death by his sister, Barbara Herfurth Moffitt.

Jim's life was one of service, grace, and love for his family and community. He will be deeply missed by all whom he encountered.

Mr. Chair, I rise in support of my amendment to reduce funding for the Global Environment Facility fund from $139 million to $129 million, or by $10 million.

We do well what we measure. That is what my father told me growing up. We do well what we measure. Unfortunately, many of the organizations and much of the money that is spent by America are not measured well.

We need to force people to prioritize and to account for the funds that they spend. This is a small, little cut.

Americans are struggling every day as they face high gas prices, inflation due to the reckless spending of this administration, and the radical climate change agenda of the Biden administration.

My amendment claws back just a little bit of those hard-earned tax dollars going to fund climate change initiatives outside of our borders.

Mr. Chair, I encourage my colleagues to vote in support of my amendment. Remember, we do well what we measure.

Mr. Chair, I reserve the balance of my time.

Mr. Chair, I point out that we spend a lot of money overseas to preserve our environment. None of it is measured. There are no metrics of success. We spend billions and billions of dollars outside of the United States for climate preservation, which countries like China just refuse to acknowledge, or other areas in South America that do not do those.

Mr. Chair, I ask for support for my amendment, and I reserve the balance of my time.

Mr. Chair, I ask people to remember that we are asking for a small cut. We do well what we measure and what we account for.

Mr. Chair, I ask for a ``yes'' vote, and I yield back the balance of my time.

Mr. Speaker, I rise today to celebrate the life of W.K. Webb, who passed away on August 13, 2023. Born in Saltillo on January 26, 1941, to the late Elzy Carr Webb and Myrtle Parker Webb, W.K. graduated from Saltillo High School and remained a devoted, dedicated and engaged citizen of the town he dearly loved all his life. He was married on August 25, 1961, to Jewell Franks, his life partner for over 60 years, and they were blessed with 3 children and 6 grandchildren.

W.K. served 20 years as Saltillo's mayor in a time of unprecedented growth and development for this north Lee County town. A ``people's mayor,'' he was beloved by the citizens and his family. Prior to serving as mayor, he served 12 years on the Board of Aldermen. W.K. won numerous awards and served as president of the Mississippi Municipal League, was on its Board of Directors for 18 years and was inducted in the Mississippi Municipal League Hall of Fame. Under his leadership, the town was selected as one of the top 100 best places to live and one of the fastest growing towns in Mississippi.

A longtime member of the Saltillo Baptist Church, where he served as a Deacon, W.K. was also president of the Saltillo Men's Club. He and his wife, Jewell, were members of the Saltillo Methodist Church at the time of his passing. Locally, he served as chairman of the Lee County Council of Governments and for 16 years, was chairman of the Lee County 911 Board. He was active in the Mississippi Municipal Association and won many awards for his stellar leadership. One of W.K.'s proudest commitments to civic leadership and youth engagement was forming the first Park and Recreation Department, which resulted in Saltillo City Park, Wesson Park, and the W.K. Webb Sportsplex, which was named after him.

W.K. was a devoted public servant and trusted friend. It was an honor to know this distinguished and extraordinary Mississippian. He is survived by his wife, Jewell Franks Webb of Saltillo; his children, Randy Webb (Renie) of New Albany, Mike Webb (Amy) of Oxford, and Kristi Montgomery (Mark) of Saltillo; his grandchildren, Isabella and Amelia, Victoria and Brayden, and McKinley and Ramsey; siblings, Hazel Raines of Guntown, Ann Taylor of Saltillo, and Larry ``Tody'' Webb of Saltillo. He was preceded in death by his parents, Elzy Carr Webb and Myrtle Parker Webb, and his brother, Miles ``Spud'' Webb.
