What it does: Adds Sec. 511. Section 257(a) of the Help America Vote Act of 2002 (42 U.S.C. 15407(a)) is amended by striking "the following amounts" and all that follows and inserting "an aggregate amount of $3,000,000,000 for fiscal years 2003 through 2005" on page 106, line 4
