Inserted: (B) by striking subparagraph (F) and inserting the following:
Inserted: "(F) each appointing authority referred to under subparagraphs (A) through (D) of this paragraph shall--
Inserted: "(i) appoint 2 members to the Commission;
Inserted: "(ii) make the 2 appointments with respect to the 108th Congress on a staggered term basis, such that--
Inserted: "(I) 1 appointment shall be for a term expiring on December 31, 2003; and
Inserted: "(II) 1 appointment shall be for a term expiring on December 31, 2004;
Inserted: "(iii) make all appointments with respect to the 109th Congress, and each subsequent Congress, on an approximate 2-year term basis to expire on December 31 of the applicable year; and
