    Inserted: Section 10101f(d)(3) of the Omnibus Budget Reconciliation Act of 1993 (30 U.S.C. 28f(d)(3)) is amended by inserting after "reason" the following: "(including, with respect to any application filed on or after January 1, 1999, the filing of the application after the statutory deadline)".
