   Inserted: Section 308(b)(2) of the Homeland Security Act of 2002 (6 U.S.C. 188(b)(2)) is amended by adding at the end the following new subparagraph:

   Inserted: "(F) A center under this paragraph may include participation of a Department of Energy laboratory, including in the preparation of a proposal.".
