   Inserted: (a) Scope of Authority.--Subsection (a) of section 167a of title 10, United States Code, is amended by striking and "and acquire" and inserting ", acquire, and sustain".

   Inserted: (b) Inapplicability to Certain Systems Funded With Operation and Maintenance Funds.--Subsection (d) of such section is amended--

   Inserted: (1) in paragraph (1), by striking "or" at the end;

   Inserted: (2) in paragraph (2), by striking the period at the end and inserting "; or"; and

   Inserted: (3) by adding at the end the following new paragraph:

   Inserted: "(3) the total expenditure for operation and maintenance is estimated to be $2,000,000 or more.".

   Inserted: (c) Extension of Authority.--Subsection (f) of such section is amended--

   Inserted: (1) by striking "through 2006" and inserting "through 2009"; and

   Inserted: (2) by striking "September 30, 2006" and inserting "September 30, 2009".
