Inserted: (b) Inapplicability to Certain Systems Funded With Operation and Maintenance Funds.--Subsection (d) of such section is amended--
Inserted: (1) in paragraph (1), by striking "or" at the end;
Inserted: (2) in paragraph (2), by striking the period at the end and inserting "; or"; and
Inserted: (3) by adding at the end the following new paragraph:
Inserted: "(3) the total expenditure for operation and maintenance is estimated to be $2,000,000 or more.".

At the end of subtitle E of title VIII, add the following:
SEC. ___. MODIFICATION OF LIMITED ACQUISITION AUTHORITY FOR THE COMMANDER OF THE UNITED STATES JOINT FORCES COMMAND.
(a) Scope of Authority.--Subsection (a) of section 167a of title 10, United States Code, is amended by striking and “and acquire” and inserting “, acquire, and sustain”.
