    (b) Report Required.--Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on the effects of windmill farms on military readiness, including an assessment of the effects on the operations of military radar installations of the proximity of windmill farms to such installations and of technologies that could mitigate any adverse effects on military operations identified.

    Inserted: (a) Inclusion in Benefit.--Subsection (a) of section 344 of the National Defense Authorization Act for Fiscal Year 2004 (Public Law 108-136; 117 Stat. 1448) is amended by inserting "packet based telephony service," after "prepaid phone cards,".

    Inserted: (b) Inclusion of Internet Telephony in Deployment of Additional Telephone Equipment.--Subsection (e) of such section is amended--

    Inserted: (1) by inserting "or Internet service" after "additional telephones";

    Inserted: (2) by inserting "or packet based telephony" after "to facilitate telephone"; and

    Inserted: (3) by inserting "or Internet access" after "installation of telephones".

    Inserted: (c) Conforming Amendments.--Such section is further amended--

    Inserted: (1) in the subsection caption of subsection (a), by striking "Prepaid Phone Cards" and inserting "Benefit"; and

    Inserted: (2) in the subsection caption of subsection (e), by inserting "or Internet Access" after "Telephone Equipment".

SA 2570. Mr. WARNER proposed an amendment to the bill S. 1042, to authorize appropriations for fiscal year 2006 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe personnel strengths for such fiscal year for the Armed Forces, and for other purposes; as follows:

At the end of subtitle C of title III, add the following:

SEC. __. INCLUSION OF PACKET BASED TELEPHONY IN DEPARTMENT OF DEFENSE TELECOMMUNICATIONS BENEFIT.

(a) Inclusion in Benefit.--Subsection (a) of section 344 of the National Defense Authorization Act for Fiscal Year 2004 (Public Law 108-136; 117 Stat. 1448) is amended by inserting “packet based telephony service,” after “prepaid phone cards,”.
