Inserted: Beginning on the date of the enactment of this Act, the Secretary may not implement the new conditional nonimmigrant work authorization programs provided for in this Act that grant legal status to any individual who illegally enters or entered the United States until the Secretary provides written certification to the President and the Congress that the border security and enforcement provisions provided for in this Act are in place and operational as determined by the Secretary of Homeland Security.

SA 3437. Mr. ISAKSON submitted an amendment intended to be proposed by him to the bill S. 2454, to amend the Immigration and Nationality Act to provide for comprehensive reform and for other purposes; which was ordered to lie on the table; as follows:
At the appropriate place, insert the following:
