    Inserted: (a) In General.--Section 414 of the Veterans Health Programs Improvement Act of 2004, is amended by adding at the end the following:

    Inserted: "(h) Definition.--In this section, the term 'medical center' includes any outpatient clinic.".

    Inserted: (b) Effective Date.--The amendment made by subsection (a) shall take effect as if included in the Veterans Health Programs Improvement Act of 2004 (Public Law 108-422).
