SA 4650. Mr. LAUTENBERG submitted an amendment intended to be
proposed by him to the bill H.R. 5441, making appropriations for the
Department of Homeland Security for the fiscal year ending September
30, 2007, and for other purposes; which was ordered to lie on the
table; as follows:

At the appropriate place, insert the following:

threat assessment screening of port truck drivers

Notwithstanding any other provision of this Act,
$10,000,000 of the amounts otherwise appropriated to or for
the use of the Secretary of Homeland Security by this Act may
not be obligated or expended until the Secretary of Homeland
Security certifies that a threat assessment screening,
including name-based checks against terrorist watch lists and
immigration status check, has been implemented for all port
truck drivers that is the same as the threat assessment
screening required for facility employees and longshoremen by
the Commandant of the Coast Guard under Coast Guard Notice
USCG-2006-24189 (Federal Register, Vol. 71, No. 82, Friday,
April 28, 2006).
