On page 326, line 18, after the period insert the following:

(o) Demobilization, Disarmament, and Reintegration Assistance.--Notwithstand ing any other provision of law, policy or regulation, funds appropriated by this Act and prior acts making appropriations for foreign operations, export financing, and related programs may be made available to support programs to demobilize, disarm, and reintegrate into civilian society former combatants of foreign governments or organizations who have renounced involvement or participation in such organizations.
