   Removes section 1841(b).

   Inserted: (b) Availability of Funds.--Section 101 of the Specialty Crops Competitiveness Act of 2004 (7 U.S.C. 1621 note; Public Law 108-465) is amended by striking subsection (i) and inserting the following:

   Inserted: "(i) Funding.--Of the funds of the Commodity Credit Corporation, the Secretary of Agriculture shall make grants under this section, using--

   Inserted: "(1) $85,000,000 for fiscal year 2008;

   Inserted: "(2) $90,000,000 for fiscal year 2009;

   Inserted: "(3) $95,000,000 for fiscal year 2010;

   Inserted: "(4) $95,000,000 for fiscal year 2011; and

   Inserted: "(5) $0 for fiscal year 2012.".

   Adds a section

   Inserted: Subtitle H--Reduction in Funds SEC. 19__. REDUCTION IN FUNDS.

   Inserted: (a) In General.--Except as provided in subsection (b) and notwithstanding any other provision of this Act or an amendment made by this Act, for the period beginning on October 1, 2007, and ending on September 30, 2011--

   Inserted: (1) each amount provided to carry out administration for a program under this Act or an amendment made by this Act is reduced by an amount necessary to achieve a total reduction of $95,000,000; and

   Inserted: (2) the Secretary shall adjust the amount of each payment, loan, gain, or other assistance provided under each program described in paragraph (1) by such amount as is necessary to achieve the reduction required under that paragraph, as determined by the Secretary.

   Inserted: (b) Application.--This section does not apply to a payment, loan, gain, or other assistance provided under a contract entered into by the Secretary before the date of enactment of this Act.
