Inserted: (a) Members-Only Bargaining.--Section 4(b) of the Public Safety Employer-Employee Cooperation Act of 2007 is amended by adding at the end the following:
Inserted: "(6) In order to protect the rights of the individual worker--
Inserted: "(A) prohibiting a State or local government from entering into an exclusive representation agreement with a labor organization; and
Inserted: "(B) ensuring that a labor organization is only representing its own members, and that the rights of nonmembers to bargain on their own behalf is provided for.".
Inserted: (b) Role of the Authority.--Section 5(a) of the Public Safety Employer-Employee Cooperation Act of 2007 is amended by striking "in section 4(b)" and all that follows through the period at the end and inserting "in section 4(b).".

SA 4780. Mr. DeMINT submitted an amendment intended to be proposed by him to the bill H.R. 980, to provide collective bargaining rights for public safety officers employed by States or their political subdivisions; which was ordered to lie on the table; as follows:
At the appropriate place, insert the following:
SEC. __. MEMBERS-ONLY BARGAINING.
(a) Members-Only Bargaining.--Section 4(b) of the Public Safety Employer-Employee Cooperation Act of 2007 is amended by adding at the end the following:
“(6) In order to protect the rights of the individual worker--
“(A) prohibiting a State or local government from entering into an exclusive representation agreement with a labor organization; and
“(B) ensuring that a labor organization is only representing its own members, and that the rights of nonmembers to bargain on their own behalf is provided for.”.
